The initiative follows the Law on Emulation and Commendation, and Government Decree No. 152/2025, which outlines the decentralization of authority in the fields of commendation and rewards. The Ministry has also issued detailed guidance on the implementation of certain provisions under this law.

According to the nomination dossier, Nguyen Thi Phuong Thao is the individual proposed to receive this prestigious national title.

Earlier, on December 17, 2025, the Hanoi People’s Committee submitted Document No. 477 to the Prime Minister, recommending that the President confer the title of Hero of Labor on Thao under his designated authority.

The public consultation is being organized by the Central Emulation and Commendation Board (Ministry of Home Affairs) to ensure transparency, openness, and democratic participation in the process. The collected feedback will serve as the basis for the Central Emulation and Commendation Council to review and decide.

Public opinions related to this case can be sent to the Central Emulation and Commendation Board at 103 Quan Thanh Street, Ba Dinh District, Hanoi, for compilation according to current regulations.
