On September 30th, amidst the diplomatic grandeur of Ulan Bator, General Secretary and President To Lam engaged in both restricted and official talks with Mongolian President Ukhnaagiin Khurelsukh, culminating in the joint declaration of a Vietnam-Mongolia Comprehensive Partnership.

President Khurelsukh described the visit as a historical milestone that significantly promotes the relationship between Vietnam and Mongolia. He expressed high regard for Vietnam's flexible and multilateral foreign policy and shared his profound impressions from his visit to Vietnam in November 2023.

Mongolia values its relationship with Vietnam, considering it a top regional partner. During this occasion, President Khurelsukh also expressed gratitude for Vietnam's donation of USD 500,000 to assist with recent natural disaster recovery efforts in Mongolia.

The talks highlighted the upcoming November 2024 meeting of the Vietnam-Mongolia Intergovernmental Committee in Hanoi, which will discuss the implementation of the joint declaration.

General Secretary and President To Lam reciprocated the warm welcome and expressed appreciation towards President Khurelsukh, the Mongolian state, and its people. He voiced his best wishes for Mongolia's successful execution of its 'New Revival Policy' and the 'Vision 2050' strategic goals, enhancing Mongolia's international role and status.

Amid an atmosphere of trust and openness, both leaders rejoiced over the robust, substantive, and effective development of traditional friendly relations in recent years. They agreed on major directions and specific measures to implement high-level agreements, highlighting defense and security cooperation as a cornerstone to elevate bilateral relations to match the new partnership framework.

The leaders agreed to enhance exchanges and contacts at all levels through diverse and flexible formats, and to effectively implement existing cooperation and dialogue mechanisms.

The discussion also covered enhancing economic cooperation to become more substantive and meet mutual needs; maintaining bilateral economic cooperation mechanisms, including intergovernmental committees on economic, trade, scientific, and technical cooperation. They emphasized promoting trade, connecting businesses, and contributing to an increased bilateral trade turnover.

Both nations agreed to support policies encouraging business investment in areas of strength, and to collaborate closely in addressing challenges in logistics and transportation, exchanging experiences, and effectively implementing signed cooperation agreements.

There was a consensus to enhance collaboration in high-tech, digital technology, innovation, AI, information and communication technologies, climate change response, mineral exploitation, and livestock development.

They also planned to strengthen the exchange of experts, lecturers, and students; share educational policy mechanisms; apply digital technology in education; and enhance cultural and historical exchanges to promote mutual understanding.

The leaders reviewed global and regional security issues, appreciating Vietnam's 'bamboo diplomacy', and agreed to continue close cooperation on common international concerns.

The visit concluded with both leaders witnessing the signing of seven cooperation documents, reinforcing the newly established Comprehensive Partnership, and setting the stage for deeper, more effective, and comprehensive cooperation across all sectors.

President Khurelsukh accepted General Secretary and President To Lam's gracious invitation to visit Vietnam, highlighting the continued friendship and collaboration between the two nations.
