Agreeing with Senior Lieutenant General Hoang Xuan Chien’s assessments, Colonel General Alexander Vasilyevich Fomin stressed that over the years Vietnam - Russia relations have formed a strong and enduring bond.
Defense cooperation has been increasingly prioritized, becoming a key pillar of bilateral ties, particularly in areas such as delegation exchanges, training, cooperation among services and branches, and collaboration with the Vietnam - Russia Tropical Center.
Colonel General Alexander Vasilyevich Fomin expressed confidence that the dialogue would be a success, helping chart the course for defense cooperation to grow sustainably, effectively, and pragmatically.
At the dialogue, the two deputy ministers welcomed the active implementation and significant results of Vietnam - Russia defense cooperation, including training, cooperation among services and branches, collaboration between agencies, units, academies, and schools of both ministries, as well as effective coordination and consultations at multilateral mechanisms and international forums.
Both sides affirmed the importance of scientific research cooperation within the framework of the Vietnam - Russia Tropical Center, which continues to serve as a symbol of collaboration.
In the time ahead, the two militaries will promote training cooperation; strengthen cooperation among services and branches and between agencies, units, academies, and schools; exchange experience and expertise; advance military medicine collaboration; expand scientific research within the Vietnam - Russia Tropical Center; and maintain coordination and consultations at multilateral mechanisms and forums.
The two sides also exchanged views on regional and global issues of mutual concern. Senior Lieutenant General Hoang Xuan Chien reaffirmed Vietnam’s consistent foreign policy of independence, self-reliance, peace, friendship, cooperation, and development, and of diversification and multilateralization of external relations. Vietnam stands ready to cooperate with countries and international organizations for peace, cooperation, and development in the region and the world, and remains steadfast in the national defense policy of “four no’s.”
On the East Sea, Vietnam’s consistent position is to persist in resolving all disputes and differences by peaceful means in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), and relevant international and regional commitments such as the Declaration on the Conduct of Parties in the East Sea (DOC). Vietnam supports accelerating negotiations for a substantive and effective Code of Conduct in the East Sea (COC) as soon as possible.
Following the dialogue, Senior Lieutenant General Hoang Xuan Chien presented the Friendship Order to Colonel General Alexander Vasilyevich Fomin for his significant contributions to strengthening defense cooperation and advancing the traditional friendship and Comprehensive Strategic Partnership between Vietnam and the Russian Federation.
