This proposal was developed in accordance with the conclusions of the Politburo and the Secretariat, and follows the restructuring of local government organizations under the two-tier administrative model.

In a recent document sent to the People’s Committee of Ca Mau Province, the Ministry of Home Affairs responded to the province’s request to revise and enhance policies for commune-level public employees. Ca Mau had earlier proposed that the Government and the ministry introduce special mechanisms to improve motivation, raise morale, and attract highly qualified and dedicated personnel to grassroots administrative units.

The ministry affirmed that the new proposal includes specific provisions for commune-level officials and civil servants - a group widely considered as the front line of policy implementation and the main point of contact with citizens.

The Ministry acknowledged that local governments have repeatedly requested changes to current salary policies, arguing that the responsibilities and workload at the commune level have grown significantly, yet compensation and benefits remain inadequate.

Under the plan, salary and allowance policies will be realigned to ensure fairness, improve retention, and better reflect the nature and volume of the work carried out by public officials at the local level.

This is part of a broader reform effort that aims to modernize Vietnam’s administrative system, improve public service delivery, and ensure the sustainability of wage reform based on economic growth and budgetary capacity.
