Under the decision, the Hung Yen Provincial People's Committee is responsible for issuing and updating the park's operating regulations in line with current laws.

The provincial government will also oversee infrastructure development, allocate local budget resources where appropriate and mobilize other lawful funding sources to implement the project.

Authorities are tasked with managing the park's operations, implementing support policies and ensuring the project delivers its intended economic and technological objectives.

Planning and implementation

Hung Yen authorities must prepare, review and approve detailed zoning and development plans while ensuring the park's boundaries and location remain consistent with the approved master plan.

The government also authorized provincial authorities to make or propose adjustments during implementation in accordance with regulations governing high-tech development, with any issues to be resolved promptly to avoid delays.

Meanwhile, the Ministry of Science and Technology will supervise and monitor the construction and operation of the park to ensure it fulfills its approved objectives and operates efficiently.

The ministry will also be responsible for the accuracy of reports, proposals and recommendations related to the establishment of the high-tech park.

The government expects the project to become a new driver of Hung Yen's economic growth by attracting leading technology companies, promoting innovation, expanding high-tech industries and strengthening the province's competitiveness.
