The delegation will assist the prime minister in directing ministries, agencies and local authorities in negotiating, signing, coordinating ratification and implementing international treaties and agreements related to economics and trade on behalf of the Vietnamese state and government.
The scope includes multilateral, bilateral and regional agreements, as well as other international cooperation mechanisms.
The delegation will also help the prime minister formulate policies, strategies, plans and comprehensive negotiation frameworks for Vietnam’s participation in international economic and trade agreements.
It will propose negotiation objectives, viewpoints and roadmaps with partners and partner groups through flexible and appropriate approaches.
In addition, the delegation will coordinate with ministries and agencies in preparing, organizing and carrying out negotiations on international economic and trade agreements, while proposing solutions to difficulties arising during negotiation processes.
The delegation will also lead coordination efforts related to Vietnam’s rights and obligations as a member of international economic and trade mechanisms, including permanent bodies, secretariats, councils, joint committees and implementation committees.
It will participate in negotiations aimed at expanding and upgrading agreements and treaties of which Vietnam is already a member, including frameworks such as the WTO, APEC, ASEM, ASEAN and bilateral and multilateral free trade agreements.
Under the decision, the minister of industry and trade will serve as head of the government negotiation delegation.
The deputy heads of the delegation include a deputy minister of industry and trade serving as standing deputy head, responsible for coordinating the delegation’s overall activities.
A deputy minister of finance will oversee matters within the ministry’s authority, including tariff market access, customs, investment, financial services such as insurance and securities, government procurement and related sectors.
A deputy minister of foreign affairs will be responsible for diplomatic affairs, bilateral and multilateral relations and external engagement related to trade and economic negotiations.
The delegation also includes representatives from several ministries and agencies.
In special cases, the prime minister may appoint additional members from relevant ministries and agencies at the proposal of the delegation head.
Technical-level negotiation groups will be established depending on the requirements of each trade agreement or international arrangement.
These groups will include technical officials from relevant ministries and agencies and may also involve outside experts when necessary.
Ministries and agencies are required to appoint experienced negotiators and officials with deep expertise in their respective fields to ensure consistency, effectiveness and quality throughout negotiations.
In exceptional circumstances, the prime minister may establish separate negotiation teams to handle strategic or urgent matters related to national interests.
