The Ministry of Industry and Trade is a government agency responsible for state management of industry and trade. Its remit covers electricity, coal, geology, minerals, oil and gas, new energy, renewable energy, energy efficiency and conservation, chemicals, industrial explosives, mechanical engineering, metallurgy, consumer industries, food processing, supporting industries, environmental industries and high-tech industries, excluding information technology and digital technology industries.

The ministry is also responsible for state management of industrial promotion, industrial parks and clusters, handicrafts, domestic trade, imports and exports, border trade, logistics services, overseas market development, market management, trade promotion, e-commerce, commercial services, international economic integration, competition, consumer protection, trade remedies and public services in sectors under its jurisdiction.

The ministry has 42 groups of responsibilities and powers.

It has 21 affiliated units: the Department of Planning and Finance; Department of Foreign Market Development and Multilateral Trade; Department of Personnel and Organization; Department of Legal Affairs; Ministry Office; Energy and Petroleum Authority; Electricity Authority; Industry Authority; Industrial Safety Techniques and Environment Agency; Chemicals Agency; Domestic Market Management and Development Agency; E-Commerce Agency; National Competition Commission; Science, Technology and Digital Transformation Agency; Foreign Trade Agency; Trade Remedies Authority; Trade Promotion Agency; Vietnam Department of Geology and Minerals; Institute for Industry and Trade Strategy and Policy Research; Industry and Trade Newspaper; and Industry and Trade Magazine.

The first 18 units assist the minister in performing state management functions, while the remaining three — the Institute for Industry and Trade Strategy and Policy Research, Industry and Trade Newspaper and Industry and Trade Magazine - are public service units supporting the ministry’s state management functions.

The Ministry of Agriculture and Environment is responsible for state management of agriculture, forestry, salt production, fisheries, irrigation, dikes and disaster prevention, rural development, land, water resources, the environment, hydrometeorology, climate change, surveying and mapping, integrated management of marine and island resources and environmental protection, remote sensing, and public services within its areas of responsibility.

The ministry has 44 groups of responsibilities and powers.

The first 24 are administrative organizations that assist the minister in performing state management functions. The remaining four - the Institute of Strategy and Policy on Agriculture and Environment, Agriculture and Environment Newspaper, Agriculture and Environment Magazine, and National Agricultural Extension Center - are public service units supporting the ministry’s state management functions.

The Ministry of Construction is responsible for state management of urban and rural planning, architecture, construction activities, urban development, technical infrastructure, housing, the real estate market, construction materials, and road, railway, inland waterway, maritime and civil aviation transport nationwide.

It is also responsible for the state management of public services in sectors under its jurisdiction in accordance with the law.

The Ministry of Construction has 22 affiliated units, one fewer than under the previous regulations.
