The summit takes place from October 27 to 29, 2025.

The Vietnamese delegation's visit follows an invitation from the Cambodian Minister of Cults and Religion.

The official summit proceedings will be held on October 28–29 under the theme “Buddhist harmony for peace and sustainable development.”

At Phnom Penh International Airport, the Vietnamese delegation was welcomed by Ms. Min Chandyneth, Secretary of State and Deputy Minister of the Cambodian Ministry of Cults and Religion, along with other senior ministry officials.

Immediately upon arrival, the Vietnamese delegation paid a courtesy visit to Mr. Chay Borin, Cambodian Minister of Cults and Religion.

During the meeting, both sides exchanged warm and open views on the current cooperation between the two ministries in the fields of ethnic and religious affairs.

They praised the positive outcomes achieved so far, particularly the effective implementation of the Memorandum of Understanding for the 2022–2026 cooperation period.

Representing the Ministry of Ethnic and Religious Affairs of Vietnam, Deputy Minister Nguyen Hai Trung conveyed the greetings and gratitude of Minister Dao Ngoc Dung to Minister Chay Borin for the invitation to attend the summit.

He also extended a formal invitation for Minister Chay Borin to visit Vietnam, especially the Ministry of Ethnic and Religious Affairs, to further exchange experiences and deepen bilateral cooperation.

Deputy Minister Nguyen Hai Trung emphasized that the 3rd Vietnam - Laos - Cambodia Buddhist Summit is a significant event that enhances religious exchange and strengthens the solidarity among the peoples of the three countries.

With a spirit of responsibility and friendship, the Vietnamese delegation is committed to actively contributing to the summit’s success.

He also reaffirmed that the traditional friendship between Vietnam and Cambodia continues to grow across all fields, including religious and ethnic cooperation.

The two ministries have collaborated on numerous missions, seminars, and experience-sharing programs on ethnic and religious state management.

They have also supported ethnic communities living along the border to stabilize their lives, preserve cultural identities, and strengthen solidarity and friendship.

In addition, the bond between Buddhist organizations in both countries - especially the Khmer Theravāda Buddhist communities - has become increasingly strong through regular exchanges, mutual visits, and monastic collaborations.

These activities contribute to deepening spiritual, cultural, and emotional ties between the peoples of Vietnam and Cambodia.

Deputy Minister Trung also shared that Vietnam’s Law on Belief and Religion, effective since 2016, reflects the special attention the Party and State have given to this field.

Vietnam is currently reviewing and improving this law to better address new realities.

In this context, the Ministry of Ethnic and Religious Affairs is willing to share its experience with Cambodia’s Ministry of Cults and Religion based on mutual trust, friendship, and shared development goals.

Minister Chay Borin thanked Deputy Minister Trung and the Vietnamese delegation for their visit.

He highly appreciated the outcomes of the cooperation between the two ministries and expressed hope to strengthen coordination in implementing practical programs and activities to improve the effectiveness of ethnic and religious affairs.

He affirmed that Cambodia values and is always ready to cooperate with Vietnam in a spirit of solidarity, friendship, and mutual understanding.

Both sides agreed to maintain regular delegation exchanges, information sharing, and increased interaction between religious organizations and ethnic communities.

This will help further consolidate bilateral cooperation, deepen mutual trust, and promote shared prosperity, peace, and development for both countries.

On the same afternoon, Deputy Minister Nguyen Hai Trung and the delegation visited and presented gifts to the staff of the Vietnamese Embassy in Cambodia.

During the meeting, Deputy Minister Trung congratulated the Embassy on its recent achievements and encouraged the staff to overcome challenges and continue nurturing the traditional friendship between Vietnam and Cambodia with responsibility and dedication.
