On the afternoon of May 27 in Hanoi, the National Office for Ethnic and Mountainous Affairs and the Internal Security Agency held a signing ceremony for a coordination plan on socio-economic development in ethnic minority and mountainous areas linked to maintaining internal security for the 2026-2030 period.

Under the agreement, the two agencies will strengthen information sharing and coordinate in advising and implementing Party and State policies on ethnic and religious affairs. The cooperation also aims to integrate socio-economic development with national defense and security while strengthening grassroots public security systems.

Focus on sustainable development and security

The coordination plan focuses on several key areas, including information exchange and support in implementing the National Target Programs on new rural development, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous regions for the 2026-2035 period, with Phase I running from 2026 to 2030.

The two agencies will also coordinate in developing policy frameworks, preventing hostile and destabilizing activities in ethnic minority and mountainous areas, and monitoring the implementation of government programs, decrees and projects at the local level.

Speaking at the ceremony, Ha Viet Quan stressed that ethnic minority and mountainous regions hold particularly important strategic significance in terms of politics, economy, national defense, security and foreign affairs.

He said the Party and State have invested substantial resources into these areas through major policies and programs, helping gradually improve the material and spiritual lives of ethnic minority communities.

According to Quan, despite notable progress, implementation in some localities continues to face difficulties due to vast terrain, poor transportation infrastructure and uneven educational levels, while security and public order in certain areas remain potentially complex.

He said the new coordination mechanism with the Internal Security Agency would create more favorable conditions and stronger support for implementing national target programs in the coming years.

“When there is close coordination among functional agencies in understanding local conditions, conducting public outreach and ensuring security and public order from the grassroots level, the implementation of projects and sub-projects becomes more effective and efficient,” Quan said.

He added that the partnership would not only help maintain political stability and strengthen national unity, but also create favorable conditions for ethnic and religious policies to take root in practice, allowing people to focus on production, economic development and sustainable poverty reduction.

Strengthening coordination from the grassroots level

Speaking at the ceremony, Senior Colonel Ngo Xuan Phu, Deputy Director of the Internal Security Agency, said the signing reflected the strong attention given by the leadership of both ministries to safeguarding security in ethnic minority and mountainous areas during the new development phase.

According to Phu, the Internal Security Agency is responsible for maintaining internal political security across multiple sectors, with ethnic affairs security considered one of the most important yet most challenging tasks.

“In recent years, the Internal Security Agency has coordinated with ministries, sectors and local authorities to implement many measures aimed at maintaining security and stability in ethnic minority and mountainous regions. However, the situation still contains potentially complex developments with increasingly sophisticated methods and tactics,” he said.

In the coming period, the agency will not only directly carry out its missions but also strengthen guidance and coordination with local internal security forces to improve the effectiveness of security work in ethnic affairs.

Immediately after the signing ceremony, Phu requested the Ethnic Security Division under the Internal Security Agency to urgently develop specific implementation documents and guidance for local security forces to ensure consistency in carrying out the coordination plan.

He also proposed that the National Office for Ethnic and Mountainous Affairs proactively coordinate in preparing implementation guidelines and enhancing grassroots-level initiative to ensure the plan delivers practical results, contributing to political stability and socio-economic development in ethnic minority and mountainous areas.
