The People's Committee of Hanoi has a plan to organise a festival for innovative start-ups (Techfest Hanoi 2023), to promote the start-up and innovation ecosystem in the Capital Region, with Hanoi as the focal point.
The event is slated for October 5-7, to be co-hosted by the municipal People’s Committee and the Ministry of Science and Technology, attracting the participation of hundreds of delegates from Vinh Phuc, Thai Nguyen, Bac Giang, Bac Ninh, Hung Yen, Hai Duong, Ha Nam, Hoa Binh and Phu Tho.
It is expected to connect consumers, managers, scientists and the business community together, driving the expansion of markets and orienting future development of businesses' products.
A policy dialogue between experts, managers and the start-up community and a start-up competition are also scheduled to take place to encourage and foster the entrepreneurial and innovative spirit in the Capital Region.
Activities at the festival will include an exhibition showcasing innovative start-up projects and products; technology demonstrations, OCOP (One Commune One Product) products that have been protected by intellectual property rights, and other signature products from Hanoi and localities within the Capital Region.
Hanoi's urban administration model proves effective
The urban administration model in Hanoi has seen positive results after two years of implementation, helping to streamline the apparatus at the ward level but still operating effectively.
The ward-level administrative bodies have been proactive in making quick decisions on urgent issues in the locality on the ground of clearly defining responsibilities and tasks, thereby improving the effectiveness of the state administrative apparatus.
Units have basically completed the review and arrangement of administrative apparatus and strictly followed the working regulations, ensuring they operate normally. The arrangement of the administrative apparatus and personnel work at ward-level has assured that civil servants are competent at their jobs.
The Standing Board of the municipal Party Committee, the People's Council, People's Committee and Fatherland Front of Hanoi and Party committees and organisations at all levels have focused on strengthening regular and thematic inspections to promptly remove difficulties, contributing to effective implementation of the pilot model of urban administration.
The coordination between ward-level administration and agencies has been basically guaranteed and effective.
The operation of the municipal People's Committee has changed in a positive way, and the efficiency of the apparatus has been improved. Changing the mode of operation has created conditions for ward-level chairmen to be more proactive in managing and dealing with issues. The implementation of socio-economic tasks in districts, towns and wards has reaped good results, satisfying regular and unexpected duties.
However, there have been shortcomings during the implementation of the urban administration model in Hanoi. For example, some guiding documents and instructions of some agencies are issued too late with low quality.
The workload of the People's Councils of districts and towns has increased considerably when implementing urban administration but the number of deputies has decreased compared to the previous term. Thus, the duties of the deputies of the People's Councils at the district-level are harder than those of the previous term.
The quality of the People's Council’s operation in some localities is not high. Standing boards and other boards of People's Councils in some units have not been proactive in implementing their tasks and not serious in carrying out voters' opinions and complaints from citizens.
The capital city of Hanoi began piloting the urban administration model on July 1, 2021 in all wards of its 12 districts and Son Tay township under a National Assembly resolution, in which there will no longer be any ward-level People’s Councils in Hanoi. It means that instead of having both a people’s committee and a people’s council, each ward will be governed only by a people’s committee. The chair will hold decision-making power and be responsible for everything that happens in the committee.
All administrative matters will now go straight from the municipal People’s Committee to lower levels, making the directions more concise.
They can also authorise justice and civil status officers to make copies and notarise copies of the people’s original documents instead of having to do it themselves.
The organisational structure of the committee will also be changed. Instead of having only a chair, vice chairs and members, the new ward-level People’s Committee will also have a police chief, a military commander, and other officers performing different functions.
The new model also places more responsibility on ward-level civil servants, requiring them to improve their working attitude.
The pilot model will help streamline the administrative apparatus, handle urgent issues faster, clearly define the leaders’ responsibilities, reduce the payroll, and save budget. It also looks to strengthen rural administration in towns, communes and districts while renewing task delegation and activities of the Party, Vietnam Fatherland Front and mass organisations at communal and district levels.
Officers working for these new ward-level People’s Committees will have the same rights and obligations as those working in their respective district-level People’s Committees.
More train services on Hanoi – Hai Phong route during upcoming holiday
A leader of the Hanoi Railway Transport JSC (Haraco) has said that the company will operate additional train services on the Hanoi - Hai Phong route during the National Day (September 2) holiday from September 1 - 4.
Passengers who purchase monthly tickets will have unlimited travel on trains for a month, and can use all types of seats on the train. Tickets could be bought via train stations, authorised ticket agents nationwide, the hotline 1900.0109, the e-ticket website: dsvn.vn, and various apps like VnPay, Momo, Vimo, Viettel Pay and Internet Banking.
Meanwhile, a leader of the Saigon Railway Transport JSC announced a demand stimulation programme with 9,000 tickets at a 30% discount on trains along the north-south route, from August 21-30 and September 5-30.
Tickets will be open for purchase from August 15 till September 27.
Fashion show highlights cultural heritage of ancient capital
Ao dai (Vietnamese traditional dress) and evening gowns inspired by the nature and historical landmarks of the northern province of Ninh Binh will be presented at a fashion show in Ninh Binh city on September 9.
The show, entitled Tinh Hoa Co Do (The Essence of the Ancient Capital), features designs by Thach Linh. Vietnamese beauty queens and celebrities will attend the event, including hit-maker Hoang Thuy Linh, singer Hoa Minzy, Vietnam's Miss Universe 2020 Do Thi Ha, and Miss Grand 2022 Doan Thien An.
Linh has gained fame as a designer for numerous artists' costumes including singers Tan Nhan, Huyen Trang and Luong Nguyet Anh.
The 29-year-old designer said she has always held a special affection for Ninh Binh which she has considered as her second home for fostering her creativity in the arts.
In her first fashion show, The Essence of the Ancient Capital, she wishes to express gratitude to the land and the people who have been with her since the beginning of her career.
"Each design represents my heartfelt devotion to my homeland, Ninh Bình. I aspire to further promote the magnificent landscapes of this place to friends both domestically and internationally.
"I also wish to connect designers from different regions of Vietnam to push the development of Vietnamese fashion. This particular fashion show will bring together talented and creative young designers who will showcase their unique collections, providing a delightful experience for the audience," she said.
The highlight of the fashion feast is The Essence of the Ancient Capital collection, which draws inspiration from the iconic landmarks in Ninh Binh, such as the Trang An scenic complex, Hoa Lu ancient capital and even Kim Son rice wine.
"Integrating the whole of Ninh Bình into the ao dai" is the message that Linh aims to convey her aspiration to promote the culture and tourism of Ninh Binh through fashion.
This collection is part of the Promoting Vietnam 2023 project that she initiated to spread the image of ao dai, the national costume. In this project, each design is closely associated with famous landscapes in Vietnam, and each province will inspire a distinctive collection.
According to the designer, the stage of the show will be set up in the Hoa Lu Ancient Capital in Ninh Binh as part of the campaign to promote Ninh Binh tourism.
It is inspired by the limestone karst landscape of Ninh Binh and the mossy green hues of Trang An scenic complex and Van Long lake.
Vietnamese women's football team gear up for ASIAD
The Vietnamese women's football team will gather at the Vietnam Youth Football Training Centre in Hanoi from August 10 to prepare for the 19th Asian Games (ASIAD 19), slated for September in China, according to the Vietnam Football Federation (VFF).
Head coach Mai Duc Chung will add new faces to the team, including Nguyen Thi Hoa and Pham Thi Lan Anh from Hanoi, and Tran Thi Duyen and Nguyen Thi Thuy Linh from the northern province of Ha Nam, raising the number of players born after 2000 to 11 out of the 25 called up.
As for Huynh Nhu’s case, this striker is still in the process of completing a contract with the Lank FC Vilaverdense of Portugal, so whether or not she will participate in the training as well as in the tournament will be confirmed later.
After the gathering at the centre from August 10-19, the squad will undergo training in the northern port city of Hai Phong before returning to Hanoi in preparation for the ASIAD journey.
According the results of a draw conducted on July 27, Vietnam are in Group D with Japan, Nepal and Bangladesh.
Their matches will be held from September 22-29 at the Wenzhou Olympic Sports Centre Stadium, Wenzhou city, Zhejiang province.
Musical programme tributing Văn Cao takes place with grand-scale efforts
The art programme Đàn Chim Việt (Vietnamese Birds) celebrating the 100th birthday of musician Văn Cao will take place at 8pm on August 20, at the Hà Nội Opera House.
"The main idea of the programme comes from a famous song that has a special fate – Vietnamese Birds. The organising team decided to take this song as the theme to show national unity and harmony," director Phạm Hoàng Nam said.
The programme will feature famous works by musician Văn Cao in three genres: love songs, marches and epics.
The programme sees the participation of nearly 1,000 people with four major orchestras, including Sun Symphony Orchestra, Việt Nam National Opera and Ballet Orchestra, Military Ceremonial Orchestra, MUCA Orchestra of the Army University of Culture and Arts.
More than 300 famous artists will perform such as People's Artist Quang Thọ, People's Artist Quốc Hùng, Meritorious Artist Thanh Lam, Diva Mỹ Linh, Diva Hà Trần, along with hundreds of artists, actors, musicians, and choirs from all genres.
Musician Đỗ Bảo, music director of the programme, said: "Because of the participation of four orchestras, it would be very complicated to perform and broadcast live. To be able to transmit it via television, we have practised and prerecorded it since May."
Along with the large number of artists participating in the programme, the stages of Vietnamese Birds are also very special: an open space.
Director Phạm Hoàng Nam added: “I choose to set up stages both inside and outside Hà Nội Opera House. Even there are times the main stage will be in the August Revolution Square. We hope the show will bring together not only hundreds of performers but also thousands of spectators.
Musician Đức Trịnh, art director of the programme, said: "We want Vietnamese Birds to be not only a programme to honour the late musician but also to honour Vietnamese music. We will bring all our creativity within 90 minutes for the audience. We hope to leave significant impressions in the hearts of the public."
Vietnamese Birds will take place at 8pm on August 20, at the Hà Nội Opera House and will broadcast live on Việt Nam Television.
Hundreds of homes cracked following Thanh Hoa road-building
Hundreds of houses and other works in the northern central province of Thanh Hoa have seen cracks and damage after the Mai Son - National Road 45 Expressway started construction.

Many residents in Dong Son District have complained that the problems have occurred since 2021 when road rollers were used for the expressway’s construction.A resident, Le Van Hien, said that right after road rollers started work the ground shook beneath his feet and his two-storey house started to show many cracks on the walls and floor.
“Cracks have appeared everywhere on the first and second floor," Hien said. "My roof leaks when it rains."
Another resident, Pham Thi Ha, said that her three-storey house which was built in 2021 has also seen cracks on the walls since the expressway started construction.
“Following my complaints, the project investor has come to inspect the cracks at my house and offered me VND40 million as compensation but I did not accept," Ha said. "I've asked local authorities to investigate the situation and ensure proper solutions to protect our house but the problems haven't been solved yet."
Vice chairman of Dong Thanh Commune People's Committee, Le Van Thin, said that local authorities have asked the investors to compensate local people for the damage caused by the project construction but people have complained about the slow process and low levels of compensation.
Statistics by Dong Son District People's Committee showed that over 400 houses in the area have suffered from cracks and the investors have so far only compensated just over 130 affected houses.
The project's construction has also damaged local roads and irrigation systems with many facilities being broken.
5,000 join charity walk for AO/dioxin victims in HCM City
A charity walk for Agent Orange/dioxin victims was held at Dam Sen Cultural Park in Ho Chi Minh City on August 12, with 5,000 people taking part.
The event was held by the municipal chapter of the Vietnam Association for Victims of Agent Orange/Dioxin (VAVA) on the occasion of the Action Month for AO/dioxin victims and the 62nd anniversary of the dioxin disaster in Vietnam (August 10).
Speaking at the opening ceremony, Major General Tran Ngoc Tho, Chairman of the chapter, said since its inception in 2005, the chapter has carried out many charity programmes to mobilise funds tfor AO/dioxin victims.
It raised nearly 8.5 billion VND (356,500 USD) and supported a total of 8,783 AO victims in the first six months of this year, Tho said, adding that the city is now home to over 20,000 people infected with and exposed to the toxic chemical. Only over 5,000 of them who joined the war and their children are eligible to receive monthly allowances.
On the occasion, the Vietnam Bank for Agriculture and Rural Development presented 20 savings books, each worth 10 million VND, to 20 households with AO victims.
Disabled children at Hoa Binh Village and Tu Du Hospital in Ho Chi Minh City also received gifts from the organising board.
Job fair connects Vietnamese students, employers in Australia
The United Associations of Vietnamese Students in New South Wales, Australia (UAVS) on August 11 held a career fair that attracted business representatives and over 350 students in Australia.
The event aimed to help students get an overview of the job market in both Vietnam and Australia.
"UAVS Career Fair 2023” was held entirely in English under the model of talk show combined with a job introduction and career orientation.

Vietnam-Japan festival imbued with cultural exchange, friendship
A Vietnam-Japan festival took place in Hanoi on August 12, featuring a myriad of exciting activities to celebrate the five-decade diplomatic relations between the countries (September 21, 1973-2023).
In his opening remarks, Chairman of the Vietnam-Japan Friendship Association’s municipal chapter Dao Viet Long stressed the bilateral relationship has seen significant leaps in development, serving as the foundation for its even more vibrant future growth and for the extension of its regional and global reach, bringing mutual benefits to both sides.
Kamitani Naoko, Director of the Japan Information and Culture Center at the Japanese Embassy in Vietnam, said that the relationship is currently at its best. The foundation for its strong development lies in the understanding and empathy between their people, which stem not only from bilateral cooperation in political and economic aspects, but also from the nations’ long-standing historical and cultural connections nurtured through regular exchange activities between generations of leaders and people.
The festival treated participants to a photo exhibition of 50 works that capture the culture, landscapes, and people of both countries; a Haiku poetry symposium; a seminar on cherry blossom care and management in the capital city. It was rounded off with a gala of songs, art performances, and martial arts displays. Among performers was the Hanoi Freude Choir, which comprises 14 Vietnamese and Japanese artists.
Charity golf tournament in Canada raises fund for violence-hit women
The Vietnamese Consulate General in Vancouver and the ASEAN member consulates-general held a friendly sports event called the "Charity Golf Tournament" on August 11 to mark ASEAN Day and raise funds for social activities in British Columbia province of Canada.
The annual event also raised funds for women affected by violence in the locality.
Vietnamese Consul General Nguyen Quang Trung said the event holds significance as it coincides with the 28th anniversary of Vietnam's ASEAN membership and the 50th anniversary of Vietnam-Canada diplomatic relations. Furthermore, Vietnam will take over the position of tournament chair starting next year.
With its history of nearly three decades, the tournament has so far raised about 260,000 CAD (193,000 USD).
This year, the first prize winner went to the Philippine team. Meanwhile, Vietnamese female golfer Julie Vu was honoured for the straightest and longest drive.
Vietnam, Indonesia share experience in waste management auditing
The State Audit Office of Vietnam (SAV) and the Audit Board of Indonesia (BPK) shared experience in auditing waste management at the third joint workshop held in Hanoi on August 11.
In his opening remarks, SAV Auditor General Ngo Van Tuan said his office particularly appreciates the support and assistance from the BPK in terms of environmental auditing.
He noted that in 2018, within the framework of the USAID Governance for Inclusive Growth project, BPK specialists helped the SAV with performance and environmental auditing techniques to serve the audit of environmental management at industrial parks in the northern province of Bac Ninh.
The official considered the workshop a scientific forum for the two agencies’ staff members to learn each other’s experience in this regard.
BPK Chairperson Isma Yatun said challenges relevant to emissions and impacts on the environment are a big concern of countries around the world as they are closely related to the building of sustainable economies.
In Indonesia, waste management is the top priority, showing the country’s commitment to developing a sustainable economy and protecting the environment. To do that, the BPK has carried out a number of waste management audits, she went on.
The same day, Auditor General Tuan hosted a reception for Yatun and her BPK delegation.
PM stresses urgent solutions to cope with landslides, erosion in Mekong Delta
Prime Minister Pham Minh Chinh asked localities to stabilise daily activities of households in landslide areas and ensure safety for them and major infrastructure facilities while working with representatives from ministries, agencies and provinces in the Mekong Delta province of Ca Mau on August 11.
The working session took place after the Government leader made a field trip to landslide sites in the Mekong Delta provinces of Ca Mau, Soc Trang and Bac Lieu earlier the same day.
Households in the areas prone to landslides need to be evacuated to safer places, he said, asking the Ministry of Agriculture and Rural Development (MARD) to coordinate with the Ministry of Planning and Investment (MPI), the Ministry of Finance and localities to review serious landside areas and set forth countermeasures.
The MPI and the Ministry of Finance will work together on a resources allocation plan for the affected localities, which should be submitted to the PM for approval, he said.
For the long run, the Mekong Delta needs big projects to respond to climate change and boost sustainable development, the leader emphasised.
He urged the MARD, the Ministry of Science and Technology and the Ministry of Natural Resources and Environment to join hands in studying causes of riverbank landslides, coastal encroachment and the degradation of mangrove forests.
PM Chinh also stressed the need to closely supervise the planning and construction of houses and other facilities along rivers and beaches, control sand, underground water and mangrove forest exploitation, pay more attention to afforestation, and mobilise resources for anti-landslide projects.
According to reports by localities, 187 kilometres of coastline in Ca Mau has been eroded, washing away 5,250 hectares of protective forests and land, while 425 kilometres of riverbanks have been eroded or at risk of erosion.
Since the beginning of this year, Soc Trang and Bac Lieu provinces have also experienced serious riverine and coastal erosion cases, causing big economic losses.
Up to 286 out of the total 744 kilometres of coastline in the region has been seriously eroded.
NA Standing Committee to convene 25th session next week
National Assembly (NA) Chairman Vuong Dinh Hue on August 11 chaired a meeting with representatives from relevant agencies to review preparations for the question and answer session of the 25th session of the NA Standing Committee next week.
The 25th session is scheduled to begin on August 14, and last for seven and a half days. It will be divided into two phases, with the first from August 14-18, and the second from August 24-26.
The Q&A session will take place for one day, looking into matters under the management of the Ministry of Justice and the Ministry of Agriculture and Rural Development (MARD).
Hue asked relevant agencies to report more on the preparations, especially in documents and draft resolutions, and raise proposals to make the session a success.
According to NA Secretary General and Chairman of the NA Office Bui Van Cuong, for the Ministry of Justice, queries will focus on the law and ordinance making programme, solutions to improve the quality of the legal system, as well as how to deal with limitations and wrongdoings in the issuance of documents detailing laws and resolutions adopted by the NA, and ordinances and resolutions by the NA Standing Committee, among other issues.
For the MARD, the committee will scrutinise solutions to remove obstacles to agricultural product exports and lift the “yellow card” warning imposed by the European Commission (EC) on Vietnamese seafood, along with food security and rice exports.
In the afternoon of August 11, NA Chairman Vuong Dinh Hue also presided over a meeting between NA leaders and the NA's supervision delegation on the implementation of the NA's resolutions on the national target programme on new-style rural area building in 2021-2025, sustainable poverty reduction in 2021-2025 and socio-economic development in ethnic minority and mountainous areas in 2021-2030.
NA leader’s attendance in AIPA-44, official visits to Indonesia, Iran successful
National Assembly (NA) Chairman Vuong Dinh Hue’s official visits to Indonesia and Iran, and attendance in the 44th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-44) from August 4 to 10 have reaped successful results.
Bui Van Cuong, NA Secretary General and Chairman of the NA Office, said the Vietnamese delegation, led by Chairman Hue, made substantive contributions to AIPA-44, held in Indonesia, helping promote cooperation among member parliaments.
Meanwhile, the official visits to Indonesia and Iran were new milestones in Vietnam’s relations with the two countries.
During the trip, Chairman Hue signed two cooperation agreements of the Vietnamese NA with the People’s Representative Council of Indonesia and the Islamic Consultative Assembly of Iran. The signing of the deals was critically important, paving the way for new cooperation activities in the time to come, according to Cuong.
At AIPA-44, themed “Responsive Parliaments for a Stable and Prosperous ASEAN”, the top legislator attended the opening session and delivered an important speech. He gave five proposals, stressing the importance of enhancing solidarity and promoting the centrality and strategic value of ASEAN, and highlighting the importance of ASEAN parliaments in continuing to boost their role in making laws, creating a favourable legal framework, and increasing supervision over ASEAN governments’ implementation of the ASEAN Community blueprints 2025.
Vu Hai Ha, Chairman of the NA Committee for External Relations, said the Vietnamese delegation actively participated in AIPA committees’ meetings and dialogues with observers.
The delegation put forth three initiatives through three draft resolutions on digital transformation led by women and for women; promoting innovation, transfer, application, and development of science-technology serving sustainable growth and development; and stepping up ASEAN guidance on responsible investment in the fields of food, agriculture and forestry. Vietnam also co-sponsored some other important resolutions.
The drafts proposed by the Vietnamese delegation were welcomed by other countries. They were approved at the meetings of AIPA committees and submitted to the General Assembly for adoption at the last session, Ha noted.
The official visit to Indonesia was the first to the archipelago nation by Chairman Hue and also the first by an NA leader of Vietnam in 13 years. He engaged in a hectic and also fruitful schedule within three days, when he met politicians, scholars, businesses, and the media of Indonesia.
Speaker of the People’s Representative Council of Indonesia Puan Maharani highly valued the significance of the visit, which took place amid the 10th anniversary of the two countries’ strategic partnership. During their talks and meetings with Hue, Indonesian leaders affirmed that Vietnam is a partner of strategic importance of Indonesia in the region.
For his part, Chairman Hue said the closer the Vietnam - Indonesia cooperation is, the farther ASEAN will move.
Following the trip to Indonesia, he paid his first official visit to Iran, and this was also the first by an NA leader of Vietnam to this Middle Eastern country in 24 years. It was held amid the 50th anniversary of the two countries’ diplomatic ties.
Deputy Minister of Foreign Affairs Do Hung Viet said meeting with the top legislator of Vietnam, Iranian leaders, scholars, businesses, and friends affirmed that the visit would herald a new development phase for bilateral relations. They also stressed their belief in a bright future of cooperation between the two countries.
The visit has created a new impetus for the Vietnam - Iran economic ties to grow substantively and effectively on par with the sound political connections, Viet added.
Aside from the signing of the NA’s cooperation agreements with the People’s Representative Council of Indonesia and the Islamic Consultative Assembly of Iran, the Vietnam - Indonesia and Vietnam - Iran forums on policies and laws were also held to foster economic, trade, and investment links. Thirty cooperation deals were inked between Vietnamese businesses and Indonesian and Iranian firms on those occasions.
In both Indonesia and Iran, Chairman Hue received heads of the Indonesia - Vietnam and Iran - Vietnam friendship associations.
He said people-to-people exchanges form the “strongest roots” for promoting Vietnam’s multifaceted relations with the countries. He also expressed his hope that apart from holding people-to-people exchanges, the associations remain bridges connecting Vietnam with the countries and helping strengthen mutual understanding and cooperation.
NA Council for Ethnic Affairs delegation visits Brazil
A delegation of the National Assembly (NA)’s Council for Ethnic Affairs, led by its Vice Chairman Nguyen Lam Thanh, paid a working visit to Brazil from August 7-10.
While in Brasilia, the delegation had working sessions with President of the Brazil-Vietnam Friendship Parliamentarians’ Group Marcio Honaiser; President of the Commission on Human Rights, Minorities and Racial Equality of the Brazilian Chamber of Deputies Luizianne Lins; and Secretary for International Relations of the Federal District Government Paco Brito. They also met with some officials of Sao Paulo during their stay there.
At these meetings, Thanh, who is also President of the Vietnam-Brazil Friendship Parliamentarians’ Group, stressed that his visit aims to promote cooperation between the Vietnamese NA Council for Ethnic Affairs and the Brazilian Commission on Human Rights, Minorities and Racial Equality in the matters regarding rights and interests of vulnerable ethnic minority communities.
He used this occasion to convey invitations to Brazilian parliamentarians to attend the 9th Global Conference of Young Parliamentarians slated for September in Hanoi.
The legislator suggested the two sides enhance all-level delegation exchanges, and maintain political consultation mechanism between the two foreign ministries and the inter-governmental committee to review cooperation progress and consider expanding the collaboration in the areas of shared concern.
The Brazilian side affirmed that Vietnam is an important partner of Brazil, and noted belief that the visit as well as cooperation activities between the two friendship parliamentarians’ groups will contribute to deepening the relations between the two countries and their legislatures and materialising reached agreements.
Both sides rejoiced at the two-way trade, which hit a record of 6.78 billion USD last year, and 3.3 billion USD in the first half of this year.
Brasilia wants to cooperate with Vietnamese cities in various fields, especially in bio-tech, clean energy and culture.
Meanwhile, Sao Paulo authorities noted their hope to strengthen cooperation between the Brazilian state and Vietnam in trade, clean energy and climate change response, and attract more Vietnamese investors in infrastructure construction and agriculture.
Summer camp cements solidarity among OV youths
The Vietnam Summer Camp 2023, which brought together 120 outstanding young overseas Vietnamese people from many countries and territories around the world, wrapped up its journey but left a strong impression on solidarity among participants.
This year's summer camp took place in 10 provinces and cities, including Hanoi, Phu Tho, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue and Da Nang.
The youngsters paid tribute to President Ho Chi Minh at the Kim Lien special national relic site in the late leader’s hometown in the central province of Nghe An’s Nam Dan district. At the memorial site – which is linked with the President’s family and childhood, the group pledged to unite as one and make contributions to the construction and defence of the homeland and the growth of the Vietnamese community.
As part of the programme, they offered incense and flowers at the Dong Loc T-junction monument in the central province of Ha Tinh. The activity aimed to commemorate the 76th anniversary of the War Invalids and Martyrs’ Day (July 27,1947-2023), and the 55th death anniversary of ten young female volunteers who sacrificed their lives at the T-junction to ensure the safe operation of the transport route to the southern battlefields.
At the memorial site, the young people expressed their gratitude for the great merits rendered by the previous generations who fought and sacrificed their lives for the cause of national liberation and reunification. They also pledged to unite and make contributions to the development and prosperity of their homeland.
At the special national relic site of Quang Tri Ancient Citadel in the central province of Quang Tri, the students laid wreaths, offered incense, and remembered the great merits of generations of their ancestors who laid down for national independence and freedom as well as the happiness of the people.
They visited and offered flowers and incense at the province's Truong Son National Martyrs Cemetery. Here, they had a chance to learn about the history of the national special relic sites of Hien Luong Bridge - Ben Hai River and Vinh Moc Tunnels. and Vinh Linh tunnel village system. They visited and presented gifts to Heroic Vietnamese Mothers in Vinh Linh district.
They toured the central province of Thua Thien-Hue on July 29 and 30, after 11 days exploring their home country. They were treated to wearing traditional Ao dai, travelling the picturesque landscapes of Hue, and visiting a number of famous historical sites such as Khai Dinh Tomb, Tu Duc Tomb, Thien Mu Pagoda, and the Imperial City of Hue.
Deputy Minister of Foreign Affairs Le Thi Thu Hang, who is also chairwoman of the Committee for Overseas Vietnamese Affairs under the Ministry of Foreign Affairs, stressed that the summer camp, in its 18th edition, has promoted the role of OV youths in national development.
Through the camp, they had chances to visit historical relic sites, pay tribute to national ancestors and national heroes, and engage in exchanges with their peers at home, she added.
The annual programme, organised by the committee in collaboration with relevant units, aims to connect Vietnamese young people from different parts of the world and nuture the pride that they have for their home country.
First held in 2004, the camp has brought thousands of outstanding young OVs aged 16-24 to visit their motherland.
Strong measures needed to resolutely eradicate illegal fishing: Minister
Strong measures must be taken to resolutely eradicate illegal fishing in foreign waters in order to address the European Commission (EC)’s warning against illegal, unreported and unregulated (IUU) fishing, stressed Minister of Agriculture and Rural Development Le Minh Hoan.
Hoan made the statement in a report on some issues to be discussed at the coming 25th session of the National Assembly Standing Committee.
Highlighting ministries, sectors, and localities’ moves taken so far, he perceived that it is necessary to ramp up crackdowns on violations of anti-IUU fishing regulations.
In addition, fishery associations and exporters of aquatic products must adamantly deny buying, processing, or exporting of seafood coming from IUU fishing activities. They also need to provide information for authorities to strictly deal with companies that lend a hand to IUU fishing, Hoan added.
According to the Ministry of Agriculture and Rural Development, 84.4% of the existing fishing vessels have been registered and had their information updated on the national database of the fisheries sector to serve monitoring and management. The remaining 15.6%, which are ineligible for registration, have been put under the management of localities.
As many as 28,797 fishing vessels, equivalent to 97.65% of the total, have been equipped with vessel monitoring systems. However, the violation of the rule on maintaining those systems’ operations is still popular, it noted.
After the third inspection in October 2022, the EC delegation continued to recommend Vietnam improve four groups of issues, namely the legal framework; fleet management, vessel monitoring and examination; origin tracing; and law enforcement.
The EC issued a “yellow card” warning against Vietnam's seafood due to IUU fishing in 2017. The "yellow card" is followed by a "green card" if the problem is resolved or a "red card" if it is not. A “red card” may lead to a ban on seafood exports to the EU.
An EC delegation is scheduled to return to Vietnam for the fourth fact-finding trip this October.
Vietnam proposes solutions to strengthen ASEAN anti-drug cooperation
Vietnamese Deputy Minister of Public Security Lieut. Gen Nguyen Duy Ngoc on August 11 suggested major solutions for the Association of Southeast Asian Nations (ASEAN) to raise the efficiency of anti-drug cooperation.
Addressing the eighth ASEAN Ministerial Meeting on Drug Matters (AMMD8) in Vientiane, Laos, Ngoc said at the regional level, ASEAN member countries should maintain and improve the efficiency of their existing cooperation mechanisms like the AMMD, the ASEAN Narcotics Cooperation Centre and the ASEAN Drug Monitoring Network.
At the same time, they need to roll out solutions to prevent drug precursor losses, dismantle drug production facilities, intensify drug control along key routes, enhance capacity of law enforcement forces, and strengthen and expand the operations of border liaison offices, he added.
Meanwhile, at the national level, the sides should work to raise the quality of information exchange, share experience in drug combat, and conduct joint patrols, the officer continued.
He also suggested ASEAN countries foster cooperation with partner countries, and step up dialogues in improving capabilities for law enforcement forces and equipment supply.
The Vietnamese government will continue its close coordination and share responsibility with other ASEAN member countries in the fight, Ngoc pledged, noting a hope that countries and international organisations will further support Vietnam in this regard, contributing to building a region of prosperity, towards a drug-free ASEAN.
The AMMD8 adopted an ASEAN Joint Statement, which is expected to be presented at the 67th session of the UN Commission on Narcotic Drugs (CND67) in 2024.
The ADMM9 is scheduled to take place in the Philippines in 2025.
State audit bodies of Vietnam, Indonesia record important cooperation strides: official
Auditor General of the State Audit Office of Vietnam (SAV) Ngo Van Tuan received Chairperson of the Audit Board of Indonesia (BPK) Isma Yatun in Hanoi on August 11.
Applauding the practical and fruitful cooperation between the two audit agencies, Tuan said the SAV and BPK have made important strides in bilateral relations, especially since they signed a memorandum of understanding in 2011.
He thanked the BPK for its specialised assistance for the SAV, including in personnel training, the joint audit on water resources in the Mekong River basin, the sharing of experience at SAV-held workshops, and support for the Vietnamese side at multilateral forums.
The host official expressed his hope that the two sides will further step up cooperation by organising workshops and discussions to exchange experience in specialised issues of common concern such as information technology, investigation auditing, environmental auditing, activity auditing, and control of auditing quality.
For her part, Yatun held that the cooperation between the two audit agencies has become increasingly strong over the last 12 years.
The BPK hopes to carry out many projects in coordination with the SAV so that both sides can have more opportunities to learn precious experiences from each other, she said, noting that as proposed by the SAV, the BPK is ready to send specialists to give lectures at a refresher course on investigation auditing for SAV staff members in the fourth quarter of 2023.
She added BPK specialists will also help the SAV hold a workshop of the Asian Organisation of Supreme Audit Institutions (ASOSAI) in Hanoi from October 13 to 28. The event will focus on the auditing of anti-infectious disease programmes after the COVID-19 pandemic.
The Indonesian official also called for the SAV’s continued support for the BPK at multilateral events, especially for the BPK’s candidacy for the chairmanship of the International Organisation of Supreme Audit Institutions (INTOSAI) in 2028.
Foreign ministries of Vietnam, China strengthen cooperation
Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu, Secretary General of the Steering Committee for Vietnam - China Bilateral Cooperation and head of the government-level negotiation delegation on border and territorial issues between the two countries, paid a working visit to Beijing on August 9-10.
During the trip, Vu had meeting with Chinese Executive Vice Minister of Foreign Affairs Ma Zhaoxu, Assistant Minister of Foreign Affairs and Secretary General of the Steering Committee for China - Vietnam Bilateral Cooperation Nong Rong, and Chairman of the China International Development Cooperation Agency Luo Zhaohui.
At the events, the two sides applauded the sound development of relations between the two Parties and two countries since the official visits to China by Party General Secretary Nguyen Phu Trong in November 2022 and Prime Minister Pham Minh Chinh in June 2023.
They agreed to continue enhancing coordination to step up the implementation of high-level common perceptions, work closely together to prepare for coming high-level exchanges and meetings. They also plan to increase exchanges and cooperation between the Parties, Governments, parliaments, and between the Vietnam Fatherland Front and the Chinese People’s Political Consultative Conference, as well as in defence, security and law enforcement; promote connections in economy-trade, transport, tourism, and people-to-people ties; and coordinate to tackle difficulties and obstacles to bilateral cooperation.
Vu asked the two sides to work with each other to take measures for boosting economic recovery, especially facilitating customs clearance and the export of Vietnamese farm produce to China.
He called on the Chinese side to create conditions for the early establishment of Vietnam’s trade promotion offices in Chengdu city of Sichuan province and Haikou city of Hainan province. They will also expand cooperation and address prolonged bottlenecks in some cooperation projects, actively coordinate to speed up the implementation of China’s non-refundable aid packages for Vietnam, and foster tourism partnership to record more positive progress in the coming time.
Talking about cooperation between the two foreign ministries, both sides agreed to maintain frequent meetings between the ministries’ leaders and discussions between corresponding units, enhance cooperation at multilateral forums, and share experience in economic and cultural diplomacy.
Deputy Minister Vu asked China to provide favourable conditions for Vietnam to open a consulate general in Chongqing early.
The two sides also openly and frankly shared opinions on border and territorial issues, proposed concrete measures for coordination in land border management and for the timely settlement of issues emerging on the basis of serious adherence to the common documents on land border. The neighboring countries plan to step up the opening, upgrade and recognition of some border gate pairs to bolster ties in economy-trade, tourism, and cultural and people-to-people exchanges.
They also agreed to continue serious compliance with the high-level common perceptions and the agreement on basic principles guiding the settlement of sea-related issues, properly control sea-related differences, and jointly maintain peace and stability in the East Sea.
The Vietnamese official underlined the demand for respecting the rights and legitimate interests of coastal countries in line with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Consultation talks draft resource mobilisation plan for JETP Political Declaration
The Ministry of Natural Resources and Environment (MoNRE) held a consultation workshop in Hanoi on August 11 to discuss a draft resource mobilisation plan to implement the Political Declaration on establishing the Just Energy Transition Partnership (JETP).
The event attracted representatives of international partners, international organisations, the Glasgow Financial Alliance for Net Zero (GFANZ), businesses, non-governmental organisations (NGOs), ministries, sectors, experts, and scientists.
Delivering the opening remarks, MoNRE Deputy Minister Le Cong Thanh said the Secretariat for the implementation of the Political Declaration hopes to receive suggestions of projects for the JETP plan.
These projects should match the framework criteria to help Vietnam properly carry out the National Power Development Plan VIII and the national energy master plan. They should match the priorities of Vietnam and partners, and be feasible in terms of technology and resources so that they could be implemented immediately. Priority is given to breakthrough projects that can help accelerate energy transition in the country, he noted.
British Ambassador to Vietnam Iain Frew expressed delight from the group of international partners as they enter the next phase of the Political Declaration implementation by preparing for the resource mobilisation plan.
He considered this a chance to map out a path for achieving Vietnam’s ambition of just energy transition to boost growth, aid the realisation of national socioeconomic targets, and enhance energy security and competitiveness.
Thomas Wiersing, Chargé d’Affaires a.i. of the EU Delegation to Vietnam, emphasised the willingness to closely cooperate with all key ministries of Vietnam as well as the society in general, including NGOs, State-owned enterprises, the private sector, and research groups to ensure broad consensus in society.
Meanwhile, Resident Representative of the UN Development Programme (UNDP) in Vietnam Ramla Khalidi held that the country’s success in creating a clear roadmap towards a green, low-carbon, and climate-resilient economy is not only urgent to its prosperity but also a test case for proving the effectiveness of global joint actions. That is the strength of just energy transition.
At the event, participants gave recommendations about the structure and content of the resource mobilisation plan to ensure it accords with the Political Declaration on the JETP establishment, and the building of a roadmap for implementation of programmes and projects. The group also discussed the framework criteria for selecting just energy transition projects and activities to be included in the resource mobilisation plan, and finances for the Political Declaration. Policy actions to increase investment in energy transition were also discussed, together with the implementation and governance of the declaration, and projects to be included in the resource mobilisation plan.
In December 2022, the Political Declaration on the JETP establishment was adopted and announced by Vietnam and the G7 and non-G7 countries within the framework of the summit commemorating the 45th anniversary of the ASEAN - EU dialogue relations in Brussels, Belgium.
The partners pledged to initially mobilise 15.5 billion USD in the next three to five years to meet Vietnam’s just energy transition demand.
To carry out the Political Declaration, the MoNRE has coordinated with other ministries and sectors to draft and submit an implementation plan to the Prime Minister for approval. The Secretariat for the declaration implementation, set up by the PM on July 14, 2023, was chaired by the MoNRE minister.
Experts highlight Vietnam's determination in corruption fight
Thanks to strong political determination demonstrated by the Communist Party of Vietnam and its General Secretary Nguyen Phu Trong, Vietnam has recorded significant results in fighting corruption, said Dr. Nguyen Hong Hai, a researcher at the Centre for Policy Futures under the University of Queensland in Australia.
In a recent interview granted to the Vietnam News Agency, Hai stressed that this determination is manifested through the commitment to handle corruption without “any forbidden zone and exceptions”, and mechanisms to achieve the goals of "not wanting to, not daring to, not being able to, and not needing to commit corruption".
General Secretary Nguyen Phu Trong has also repeatedly emphasised that the fight against corruption and other negative phenomena has now become an irreversible trend, Hai said, adding that the resolve to combat corruption has its origin in three points, first of all is to safeguard the regime.
Second, the fight against corruption is closely linked to the goal of a strong country, wealthy people, and a democratic, fair and civilised society, therefore it will be hard to genuinely achieve these objectives without effectively combating corruption, Hai stressed.
And third, the fight is for the prestige and honour of the Party. The expert expressed the belief that if there were an index to assess public confidence in the anti-corruption work, that index would certainly increase year by year. He said that the more corruption cases are openly and transparently addressed, the higher level of trust in the Party and State’s political determination will be.
Dr. Chu Hoang Long from the Australian National University said that Vietnam's upward movement in the corruption perceptions index (CPI) report by Transparency International indicates that Vietnam's efforts in combating corruption have resulted in significant changes recognised by international experts.
Vietnam is one of the 25 countries that saw an improvement in its ranking, gaining 3 points and moving up 10 places compared to the previous ranking.
Looking at the index, it can be said that Vietnam is a bright spot in the fight against corruption, Long said.
Combating corruption is a long-term and complicated process that demands steadfast belief in principles and theories, along with resolute determination and political strength, he stressed.
The primary cause behind corruption is the lack of transparency, so it is essential to further increase transparency in the exercise of authority and responsibilities by management agencies, Long went on.
HCM City get-together looks to enhance ASEAN solidarity
The Ho Chi Minh City Union of Friendship Organisations (HUFO) on August 11 held a get-together to mark Vietnam’s 28-year membership to ASEAN (July 28), and the bloc’s 56th founding anniversary (August 8).
Speaking at the event, Phan Thi Hong Xuan, Chairwoman of the Vietnam-ASEAN Friendship Association, said that the 28-year journey of Vietnam’s ASEAN membership is not a long time, but it means a lot to Vietnam and the Association of Southeast Asian Nations (ASEAN) in the process of building the ASEAN community vision to 2025.
The excellent achievements from cooperation between ASEAN countries in building the ASEAN community show that the bloc is an important and indispensable factor for the peace, stability and development of Southeast Asia and a driving force to promote dialogue, cooperation and linkage among member countries as well as expanding comprehensive cooperation and development in East Asia and the Asia-Pacific region.
HUFO has coordinated with relevant agencies and units in organising cultural, sport and tourism activities and international seminars and symposiums on topics concerned by member countries. This has contributed to strengthening solidarity and friendship between Vietnam and other ASEAN members and other countries around the world, added Xuan.
Agustaviano Sofjan, Indonesian Consulate General in HCM City, said that Indonesia, as the ASEAN Chair in 2023, has chosen the theme of “ASEAN Matters: Epicentrum of Growth” for its Chairmanship year with an aim to turn ASEAN into a stable and peaceful region and consolidate the bloc to make it a fast, comprehensively and sustainably developing economy.
Nearly 80 foreign scientists attend 4th international workshop on advanced materials
As many as 250 domestic and international scientists are taking part in the Fourth International Workshop on Advanced Materials and Devices (IWAMD 2023), which opened on August 11 in the northern province of Thai Nguyen.
Addressing the event, which will last until August 13, Nguyen Hoang Luong, Vice President of Vietnam Materials Research Society said that the workshop aims to discuss new discoveries related to a wide variety of materials and components ranging from electronics to energy and quantum calculation.
The topics of the IWAMD 2023 include theoretical issues and applications of scientific disciplines such as materials science, physics, chemistry, biology, nano materials and components, which attracted some 210 papers, including 77 of foreign authors.
The event also serves as a venue for dialogue between scientists and businesses, in order to connect and cooperate to solve problems related to materials technology and electronic equipment that many businesses are interested in.
The workshop has its origin in Vietnam-Japan cooperation in physics since 1995. The previous three editions were hosted by the University of Science under the Vietnam National University-Hanoi (VNU Hanoi) and Osaka University of Japan.
Event to promote Hung Yen tourism
The People’s Committee of the northern province of Hung Yen has announced a plan on organising cultural exchange and tourism promotion activities of the locality in Hanoi in 2023.
The event, which is scheduled to take place from August 18-20, aims to introduce the potential and advantages of Hung Yen's tourism to domestic and foreign tourists. It is also expected to promote products and services of tourism firms, creating opportunities for them to explore business cooperation and speed up the development of key tourism markets.
It includes cultural exchanges, which praise love for the homeland, and pavilions showcasing tourism and craft products.
A photo exhibition, which features the beauty of Hung Yen province, will also be expected to be held on this occasion. It introduces local unique cultural values and cuisine to domestic and international tourists, thus, popularising Hung Yen as a safe, friendly and attractive destination.
The event offers an opportunity for photographers to exchange experiences, thereby, enhancing understanding and cohesion among provinces, contributing to the development of Hung Yen tourism in particular as well as tourism in the northern region and the country in general.
Located near the capital Hanoi, Hung Yen is home to 1,802 relic sites. They include two special national ones of Pho Hien and Thai Lac pagoda; three national treasures; and 172 national-level relic sites; together with more than 400 local traditional festivals.
It is also the hometown of many national heroes and cultural celebrities, such as King Trieu Viet Vuong who reigned from 548-571; Pham Ngu Lao, a general in the Tran dynasty in the 14th century; Hoang Hoa Tham, who led the Yen The uprising against the French colonial forces between 1884-1913; and late General Secretary of the Communist Party of Vietnam Nguyen Van Linh who initiated the nation’s reform period.
The Pho Hien relic complex in the villages of Dang Chau and Ne Chau was once a bustling commercial port on the Red River, reaching its heyday in the 17th - 18th century.
Pho Hien was second only to the Imperial capital city of Thang Long as a trading point in Vietnam. It was well-known among foreign traders, especially those from the Netherlands, Japan, Spain, Portugal and China.
The variety of historical relic sites contributed to forming a string of traditional festivals.

The Pho Hien Cultural Festival takes place in the Pho Hien relic complex in the third lunar month every year. It features traditional rituals, games and art performances, and culinary art, bringing alive the history, spirituality and culture of the land.

The event also helps promote the locality’s potential in tourism and service development and serves as an attractive spiritual and religious tourism destination.
In addition to its richness in culture and history, Hung Yen is also celebrated for its eco-tourism, with the most well-known being the Ecopark urban area.
Tourists can experience a fresh, green and multi-architectural space there. To serve travellers, Ecopark has set up various free bus routes to transport tourists from the centre of Hanoi capital.
HCM City eyes to become multi-centre urban area
The southern metropolis, Ho Chi Minh City, aims to become a multi-centre urban area by following a transit-oriented development (TOD) model, according to its general planning for construction by 2040, with a vision to 2060.
Under this scheme, Thu Duc city will be a smart, highly interactive and innovative urban area in HCM City’s eastern part, and Can Gio district will be turned into an ecological urban area serving as a gateway for international trade by sea.
Meanwhile, the southern and southwestern urban areas to be a gateway connecting with the Mekong Delta, and the northwest urban area to serve as a gateway connecting with neighbouring provinces of Binh Duong and Tay Ninh, and Cambodia.
HCM City is zoning its inland waterway infrastructure system in order to contribute to socio-economic development and reduce the load on road traffic.
It has a plan of a synchronous transport infrastructure system, meeting the demand for convenient and smooth traffic connections between satellite urban areas.
It focuses on research and planning of a coastal road associated with coastal economic corridors, the N2 road, which is a strategic economic corridor from HCM City's Cu Chi district to the Mekong Delta provinces of Long An, Dong Thap and An Giang, the logistics corridor Moc Bai – HCM City – Cai Mep, and a synchronously-connected transport system with neighbouring provinces.
Municipal People's Committee Chairman Phan Van Mai has asked relevant departments and agencies to update the planning for the city’s transport system based on the general construction planning, along the direction of gradually reducing traffic pressure on the city’s central area and developing satellite urban areas associated with main urban functions in the overall city and urban areas.
2023 International Youth Day: Training youths in green skills
The United Nations in Vietnam marked the International Youth Day (August 12) with a ceremony in Hanoi on August 11, with over 50 young people taking part.
In line with the theme of this year’s International Youth Day - Green Skills for Youth: Towards a Sustainable World, young delegates and stakeholders engaged in meaningful dialogues about education and the use of green skills in two round-table discussions and various interactive activities conducted both in-person and online.
United Nations Resident Coordinator in Vietnam Pauline Tamesis said by 2030, 60% of young people could lack the necessary skills for development in the green economy. She underlined the need to fill the gap and ensure that everyone has equal access to green skills.
As Vietnam strives towards an equitable energy transition and a net-zero emission future, a workforce transformation to drive a green and low-carbon economy is of utmost importance, UNDP Resident Representative in Vietnam Ramla Khalidi said, adding that the Vietnamese youths need to be well-prepared and equipped with green knowledge, skills, and capabilities to join in this workforce.
According to her, seizing new opportunities to foster green employment and future skills is not just an investment in the potential of youths, but also a commitment towards a sustainable world.
Passengers' convenience a priority as North-South high-speed train project takes shape: experts
With the North-South high-speed railway in planning, experts are raising concerns about how the line should be connected to the city centre for the interest of the passengers.
It is recommended that the North-South high-speed railway should be connected to Hanoi Station at the centre of the capital city, according to an initial planning report for railways routes and stations in Hanoi by Transport Engineering Design Inc (TEDI) and Consulting Centre for Transport Development Investment (CCTDI).
A representative of the joint venture said that through research on railway planning in major cities across the globe, high-speed railways often run far into the city centre, such as in Tokyo, Beijing, Berlin and Paris.
The master plan for the national railway network for 2021-2030 with a vision to 2050 states that the North-South high-speed railway route will have Ngoc Hoi Station as its main station in the capital, situated in the outskirts of Hanoi.
Concerns have been raised on whether Ngoc Hoi Station, located some 10km away from the city centre, could discourage passengers from using train services, especially those in the area north of the Red River.
Other suggestions include using the central Hanoi Station as the passenger station, while Ngoc Hoi Station will also handle cargo and serve as the depot, instead of Thuong Tin as in the plan.
Sharing the same perspective, Pham Hoai Chung, deputy director of the Transport Development and Strategy Institute said that having the high-speed railway connected to the city centre will be more convenient to passengers, as almost no one wants to have to change trains multiple times while travelling.
He also pointed out the challenges in terms of infrastructure and utilisation when combining high-speed and urban railways.
Chung said: “The urban railway Ngoc Hoi - Yen Vien will be located next to the route to Hanoi station, therefore research needs to be conducted on technical and technology solutions, ensuring the functional infrastructure and optimal train operations between two vastly different types of transport.”
Railway expert Nguyen An, who worked at the transport ministry’s science-technology department, said that every option has its pros and cons.
He believed that the option to have Hanoi Station as a passenger-only stop is the optimal choice for the city’s development, especially in passenger transport.
An agreed that this option could cause problems as the high-speed railway intersects inner city traffic routes.
He suggested that 10km of the railway be built underground, but noted that it will entail enormous costs and is time-consuming.
Detailed calculations should be made to compare this option with the plan to have Ngoc Hoi Station as the final stop with connections to the city centre through other means of transport.
A representative from the Vietnam Railway Administration also said that a proposal to build a four-rail route, with two for the urban railway and two others for the high-speed railway, has been submitted.
However, the city deemed the option unfeasible due to land clearance issues.
Therefore, for the upcoming pre-planning report, the consultant units are studying options that could allow for both the urban and high-speed trains on a double, elevated railway.
Deputy Transport Minister Nguyen Danh Huy said that the North-South high-speed railway project is the first of its kind in Vietnam, requiring careful and meticulous research to reach a decision on investment capital and method, technical factors and utilisation.
The Ministry of Transport also plans to invite experienced international experts to collaborate with local consultants for these studies to submit to the authorities for approval.
The submission is expected to be finished by 2025, according to Conclusion No 49-KL/TW of the Politburo.
Top legislator wraps up official visits to Indonesia, Iran
National Assembly (NA) Chairman Vuong Dinh Hue arrived at Noi Bai International Airport in Hanoi on August 11, concluding his successful official visits to Indonesia and Iran.
The visits, from August 4-10, were made at the invitation of the Speaker of the Indonesian House of Representatives and AIPA President Puan Maharani; and Speaker of the Iranian Consultative Assembly Mohammad Baqer Qalibaf.
Chairman Hue and the NA delegation have engaged in about 60 activities during the visits. Hue held talks and met with high-ranking leaders of Indonesia and Iran; and participated in various cultural, economic, and diplomatic activities.
The NA leader attended and delivered a speech at the first plenary session of the 44th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-44) in Jakarta, Indonesia. On the sidelines of the event, he had bilateral meetings with parliamentary leaders from several countries.
Hue’s visit to Indonesia and his presence at AIPA-44 demonstrated Vietnam's support for Indonesia's role as the AIPA-44 and ASEAN Chair in 2023, contributing to strengthening the mutual political relationship and trust, as well as deepening the traditional friendship and strategic partnership between the two Southeast Asian countries.
Besides the signing of a new cooperation agreement between the Vietnamese NA and the People's Representative Council (lower house) of Indonesia, leaders of the two countries exchanged views on directions to enhance cooperation between the two nations, as well as between their legislative bodies, in both bilateral and multilateral frameworks. They also compared their notes on international and regional issues of mutual concern.
During his official visit to Iran, NA Chairman Hue and Iranian leaders discussed measures to foster cooperation on the occasion of the 50th founding anniversary of the Vietnam-Iran diplomatic ties. The two sides’ legislative bodies signed a new cooperation agreement and discussed ways to further strengthen their partnership in the coming time.
In Indonesia and Iran, NA Chairman Hue attended forums to promote economic, trade and investment cooperation between Vietnam and the two nations.
He also received leaders of localities, ministries, enterprises, and friendship associations of Indonesia and Iran, and witnessed the signing of cooperation agreements.
The attendance of the NA Chairman at the AIPA-44 in Indonesia, and the official visit to Indonesia and Iran aimed to implement the foreign policy directions of the 13th National Party Congress, proactively consolidating and expanding the political relations, and promoting effective cooperation between Vietnam and the two countries in all areas and on all channels of the party, national assembly, government, and people-to-people exchanges, contributing to strengthening political confidence with partner countries and traditional friends, demonstrating Vietnam's proactive, positive, and responsible participation in multilateral cooperation mechanisms, including AIPA.
Those visits affirmed the importance that Vietnam attaches to developing and promoting friendship and multi-faceted cooperation with traditional friends in Asia and the Middle East.
Ba Ria-Vung Tau: Ship owners violating vessel-monitoring-system rules fined over 3.6 billion VND
The southern province of Ba Ria-Vung Tau has so far this year imposed fines worth 3.6 billion VND (151,674 USD) for ship owners violating regulations on installing and operating vessel monitoring systems (VMS), a key work in Vietnam’s efforts combating illegal, unreported and unregulated (IUU) fishing.
The fines were imposed in two violation cases involving 27 people and 45 vessels.
According to a report by the provincial People’s Committee, competent local forces have investigated and handled all those fishing ships that do not keep their VMS devices connected while operating at sea.
Between December 2022 and now, the local Border Guard High Command’s fishing vessel monitoring centre has worked around the clock, thus detecting and punished 1,787 and 33 vehicles losing tracking connection for over 6 hours and over ten days, respectively.
In September 2017, the European Commission (EC) issued a yellow card warning Vietnam for failing to progress in fighting IUU fishing. The EC also proposed nine recommendations that Vietnam should implement. The "yellow card" is followed by a "green card" if the problem is resolved or a "red card" if it isn’t. A “red card” can lead to a trade ban on fishery products.
An EC inspection team will visit Vietnam to examine the country’s anti-IUU efforts this October.
Vibrant activities at ethnic village in Hanoi throughout August
A series of activities are taking place at the Vietnam National Village for Ethnic Culture and Tourism in Hanoi’s outlying district of Son Tay throughout August to introduce the culture, customs and traditions of ethnic groups to visitors, as part of celebrations for the 78th anniversary of August Revolution (August 19).
The activities involve the participation of over 100 members from 15 ethnic groups who are living at the village.
The Kho Mu community in Huoi Mot commune (Song Ma district of Son La province) will re-enact their traditional new home ceremony, and ethnic residents in the northern region will showcase their traditional brocade weaving and handicraft skills.
There will also be music and traditional dance shows staged by ethnic groups from the northern region.
On weekends, artisans at the village will provide detailed introductions about various traditional folk games and perform ethnic musical instruments. Visitors will have the opportunity to directly experience activities such as blowing the "Dinh Nam" instrument, singing "Ay ray," playing the "Chapi" and "dan đa" instruments, singing songs about the Central Highlands, and playing folk games.
Children could learn about the culinary culture and enjoy distinctive dishes of ethnic groups while adults could participate in tea picking, weaving fabric, crafting musical instruments, making handicraft items, brewing wine and processing herbal remedies.
In the first half of this year, about 320,000 visitors came to the village.
Vietnam, Uruguay should step up delegation exchanges to enhance bilateral ties: diplomat
Vietnam and Uruguay should continue with high-level and all-level delegation exchanges on all Party, State and National Assembly channels and through people-to-people diplomacy to protect and promote the achievements of the bilateral diplomatic relations over the past three decades, a diplomat has said.
Talking to the Vietnam News Agency, Vietnamese Ambassador to Argentina and Uruguay Duong Quoc Thanh said that since the two countries established their diplomatic ties on August 11, 1993, their friendship and cooperation has developed positively in the fields of politics, diplomacy and trade, with political trust and mutual understanding enhanced continuously.
This year, the two countries are celebrating the 30th anniversary of the establishment of their diplomatic ties with the highlight of National Assembly Chairman Vuong Dinh Hue’s official visit to Iran in April. The visit is expected to contribute to enhancing mutual understanding and trust at the highest level, and turn a new page in the relations of the two countries, stated Thanh.
According to him, economic cooperation is an important pillar and a bright spot in the bilateral relations. Two-way trade increased from 27 million USD in 2007 to 190 million USD in 2022, up 106.5% year-on-year.
However, the figure maintains modest compared to the two nations’ potential. Ample room remains for the two sides to boost their cooperation in cattle breeding, agro-fishery processing, biotechnology-genetics, rice varieties, water purifier production technology, and information technology.
Vietnam is studying the Uruguayan agricultural market with a view to designing a suitable plan and roadmap to promote the trading of farm produce, ensure a balance of interests between the two countries. Vietnam hopes that its key products such as aquatic products, rice, coffee, dried fruits, furniture and construction materials will be facilitated to access the Uruguayan market.
At multilateral forums, the two countries continue to promote cooperation and mutual support. Uruguay wants Vietnam’s support in joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and always expresses its backing for Vietnam in the process of negotiating a free trade agreement with the Southern Common Market (MERCOSUR) to which Uruguay is a member, along with Argentina, Brazil and Paraguay. In particular, the two sides have agreed to protect principles and values of international law in dealing with multilateral issues.
Vietnam and Uruguay should promote cooperation not only in politics and economics, but also in science, industry, culture and tourism, for the benefit of the two countries, and for peace, stability, cooperation and development in the regions, said Thanh.
Regarding the focus of bilateral cooperation in 2023 and the following years, the diplomat said that currently, the two sides continue to step up the implementation of measures to facilitate the access of their goods to each other's market.
The two sides need to further promote trade ties to match their fine political relations and potential, especially in bilateral and multilateral frameworks, he said, adding that it is also necessary to diversify the structure of import and export products with the aim of increasing the total bilateral trade turnover, encouraging and creating conditions for businesses to cooperate and access each other's market.
NA Chairman receives General Governor of Isfahan province
National Assembly Chairman Vuong Dinh Hue expressed his delight at visiting the ancient capital of Isfahan, a leading economic and cultural hub of Iran during a local reception for General Governor of Isfahan province Reza Mortazavi on August 9.
Speaking highly of Isfahan’s role and position, Hue highlighted the ample potential of locality-to-locality cooperation and wished that the provincial authorities would intensify coordination with Vietnamese localities to materialise major orientations to bilateral ties reached by leaders during the visit.
He welcomed the proposal for twinning between Isfahan and Ho Chi Minh City, and suggested soon discussing and signing a cooperation agreement between the two localities, as well as between Isfahan and the capital city of Hanoi.
Mortazavi, for his part, expressed his wish to cooperate with Vietnamese localities such as Ho Chi Minh City in fields of both side’s strength such as trade, investment, culture and sharing experience in heritage preservation.
He also expected both sides to further tap their potentials and similarities in order to promote cooperation across the board.
The host believed that with Vietnam's open and extensive integration policies and determination of both countries' leaders, bilateral relations, particularly in economy-trade, health care, education and locality-to-locality collaboration, will further grow.
As the third biggest province of Iran, Isfahan is situated on the historic Silk Road, covering over 107,000 sq.km and having a population of 4.5 million people.
RoK youth learn about Vietnamese culture
Thirty young people, aging from 13 to 25, from the Republic of Korea have joined a global cultural experience programme for multicultural youth in Hanoi.
The event, jointly held by Woori Bank Vietnam and the Korean Association in Hanoi, aims to give RoK youngsters the chance to learn about Vietnamese culture, economy and finance through field trips to Uncle Ho’s Stilt House at the Presidential Palace, headquarters of Woori Bank Vietnam and Korean Association in Hanoi as well as National Historical Museum.
Park Jong Il, General Director of Woori Bank Vietnam expressed his hope that the programme will become a meaningful event for young people from multicultural families living in the RoK, adding that they will play a key role in connecting and further strengthening good relationships between the two countries.
The progamme is part of the activities of the "Woori Multicultural Scholarship Foundation" which engages in various projects such as scholarship programme, educational and welfare projects for multicultural families.
The foundation supports about 500 students each year. About 60% of them are young people with Vietnamese mothers or fathers.
Park Soomi, who led the delegation of Korean students to Vietnam, said that over the years, many young people have been interested in the programme and loved Vietnamese culture.
She said they will spread their understanding and feelings about Vietnam after returning to the RoK.
Hanoi records changes after administrative boundary adjustment
After 15 years of administrative boundary adjustment under Resolution No 15/2008/QH12 dated May 29, 2008 by the National Assembly, Hanoi has made great strides, contributing to the overall achievements of the country.
The decision was hailed as of historical significance, reflecting a strategic vision and opening a new period for the city's development.
The city’s Gross Regional Domestic Product (GRDP) in the 2011-2022 period increased by an average of 6.67% per year, including services (6.77%), industry - construction (8.19%) and agriculture (2.87%).
The city’s economy has revived rapidly after the COVID-19 pandemic. It recorded year-on-year growth of 8.89% in gross regional domestic product in 2022, higher than the target of 7- 7.5%, according to the Municipal Statistics Office.
This is a high rate compared to those in many recent years, showing local authorities' determination and businesses' efforts, it said.
State budget collection in the city reached 333 trillion VND last year, equal to 106.8% of the estimate. Of which, domestic revenue totaled 303 trillion VND, the highest in the country.
Hanoi’s GRDP grew by 5.97% in the first half of 2023, 1.6 times higher than the national average. The city’s budget revenue rose by 22.9% over the same period last year.
The city has carried out plans on improving the investment and business environment, thus raising confidence of domestic and foreign investors.
Compared with the northern key economic zone and the whole country, although Hanoi accounts for only 21.2% and 1%, respectively in area, 41.7% and 8.1% in terms of population, the capital city contributes 47.46% and 12.59% in terms of GRDP. It also contributes 52.48% and 17.07% in terms of state budget revenue and 14.19% and 4.61% of export turnover.
The capital city attracted 1.69 billion USD in foreign direct investment (FDI) last year, among the country's top localities in this field. The figure represents a year-on-year rise of 10.3%. It lured 2.26 billion USD of FDI capital in the first six months of this year.
Despite challenging economic conditions such as low demand for goods and reduced purchasing power, Hanoi's commercial activities are still thriving. The average total retail sales of goods and social consumption services increased by 12.84% in 2011-2015, 9.14% in 2016-2020, and 9.3% in 2021-2022. The scale of total retail sales of goods and services for social consumption in 2022 hit about 698 trillion VND, nearly 3.4 times higher than in 2010.
Payment methods based on modern technology and e-commerce account for about 7% of total retail sales of goods and services.
Despite the COVID-19 pandemic, Hanoi's export turnover increased by an average of 7.67% from 2016-2020. In 2021-2022, export turnover expanded at an average rate of 6.16% per year.
Agricultural and rural development is always a focus of Hanoi authorities. So far, 15 out of 18 districts have met the new-style rural standards. Per capita income in rural areas reached 56.3 million VND in 2022. The rural facelift has changed positively to become more civilised and modern, while the values of traditional cultural identity are preserved and promoted.
The city is striving to complete the task of new-style rural building by 2025, effectively manage and use land and water resources, protect the environment, conserve biodiversity, sustainably develop ecosystems, proactively respond to natural disasters, adapt to climate change, and ensure agricultural production and people's safety.
In the 2023-2025 period, Hanoi will focus on accelerating the restructuring progress of the agricultural sector, renewing its growth model following the promotion of clean, organic, and ecological farming. It will also prioritise creating favourable conditions for businesses to invest in agriculture and rural areas to create more jobs and improve people's incomes.
Sending Vietnamese skilled workers to Europe faces obstacles
There are few skilled Vietnamese guest workers in Europe in recent years, according to deputy head of the Department of Overseas Labour under the Ministry of Labour, Invalids and Social Affairs Nguyen Gia Liem.
Liem said Vietnamese guest workers in Europe mostly perform manual jobs in the fields of industrial production, construction, food processing, apparel and agriculture. Their contracts often last two years which could be extended. After having their contracts expired, they could stay there if landing new legal jobs.
Meanwhile, more job opportunities with high pay are available for skilled workers, but few Vietnamese workers have access to them.
Liem explained that the legal documentation for recruitment and procedures to send workers abroad often requires a significant amount of preparation time due to different customs, cultures and legal regulations among various countries. Some countries such as Poland and Slovakia have strict requirements in issuing work visas, resulting in lengthy waiting period.
Besides, the cost of living in many European countries is relatively high, posing difficulties in hiring on-site labour management. The cold winter in a majority of European countries also limits the diversity of employment options for workers.
Vietnamese workers seeking employment in Europe will have to compete with those from other countries within the region, as well as with those from developing nations with similar skill levels from different continents. Cultural differences also pose barriers during their working and integration process.
In several recent years, some European countries received Vietnamese workers because native workers migrated to more developed nations in Europe for employment, but when the developed economies face problems such as epidemics or crisis, they could return and reclaim job opportunities previously occupied by foreign workers, including those from Vietnam, Liem added.
Tran Manh Thang, General Director of the GHW Hanoi JSC, said many European countries are not inclined to accept unskilled labour from foreign countries. However, they are willing to offer salaries and provide free training lasting 2-3 years to train skilled workers according to their training standards.
Deputy Director General of the Directorate of Vocational Education and Training (DVET) Nguyen Thi Viet Huong affirmed that DVET will identify specific labour demand concerning profession, scale and competency requirements at various levels in European countries, thereby developing a training plan to meet requirements of each nation.
It will also enhance coordination among relevant agencies and units to promote legal labour migration.
30 years of Vietnam-Uruguay diplomatic relations
The day August 11, 2023 marks 30 years of the Vietnam-Uruguay diplomatic ties. Over the past three decades, the bilateral relations have gained positive achievements, bringing about benefits to the two peoples.
Over the past years, the two countries have maintained regular high-level and all-level delegation exchanges and contacts.
They have conducted four sessions of political consultations at the deputy foreign ministerial level (in 2015, 2017, 2019 and 2021) and three meetings of the joint committee for economic, trade and investment cooperation (in 2018, 2021 and 2023).
Parliamentary cooperation has always been promoted, contributing to building political trust and enhancing mutual understanding between the two peoples. Most recently, in April 2023, in the official visit to Uruguay by National Assembly Chairman Vuong Dinh Hue, the Uruguay-Vietnam and Vietnam-Uruguay Friendship Parliamentary Groups were launched. This move is expected to help create conditions for the two sides’ parliamentarians to share experiences in legislative activities and strengthen parliamentary diplomatic activities.
The two countries have also supported each other on many issues of mutual concern at regional and international forums, and backed each other's bids to run for positions at the United Nations Security Council, the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage, the International Law Commission, and the UN Human Rights Council.
Regarding economic and trade ties, two-way trade reached 190.5 million USD in 2022, up 106.5% year-on-year, of which 102.9 million USD came from Vietnam’s exports.
Uruguay recognised Vietnam's market economy in December 2013, and is eyeing to export beef, fruit and wine to the Vietnamese market, and importing fish, dried tropical fruits, and beer from it.
According to experts, ample room remains for the two sides to boost their cooperation in cattle breeding, agro-fishery processing, biotechnology-genetics, rice varieties, water purifier production technology, and information technology.
Vietnam is studying the Uruguayan agricultural market with a view to designing a suitable plan and roadmap to promote the trading of farm produce, ensure a balance of interests between the two countries. Vietnam hopes that its key products such as aquatic products, rice, coffee, dried fruits, furniture and construction materials will be facilitated to access the Uruguayan market.
In addition, Vietnam always supports Uruguay's policy of expanding international economic cooperation, and wants Uruguay to support the early launch of the Vietnam-MERCOSUR free trade agreement negotiations.
In the field of defence-security cooperation, amidst the complicated developments in the regional and world situations, with intertwined challenges and opportunities, Vietnam and Uruguay have stepped up their collaboration in defence industry, logistics, military medicine, peacekeeping; coordinated and shared information and experiences in transnational crime prevention and control; and promoted the negotiation and signing of cooperation documents.
The two countries have coordinated in organising a wide range of activities to celebrate the 30th anniversary of the establishment of their diplomatic ties. The results of close cooperation over the past 30 years are expected to be a foundation for Vietnam and Uruguay to continue steadily moving towards the sustainable development goals of each country.
