The President of Kazakhstan, Kassym-Jomart Tokayev, arrived in Hanoi on August 20 afternoon, beginning an official visit to Vietnam from August 20-22 at the invitation of his Vietnamese counterpart Vo Van Thuong.

This is the first visit of a Kazakh President to Vietnam in 12 years, and also the first time Tokayev visits Vietnam in his new position.

The visit takes place in the context of positive development of the Vietnam-Kazakhstan relations. The two countries are having many opportunities to lift their traditional friendship and cooperation to a new height.

President of the Belgian Senate Stephanie D'Hose arrived in Hanoi on August 21 morning, starting her official visit to Vietnam from August 21 to 25, 2023.

The visit is made at the invitation of Vietnamese National Assembly Chairman Vuong Dinh Hue.

Since Vietnam and Belgium established diplomatic relations in 1973, the traditional friendship and good cooperation between the two countries have continued to develop positively.

President of the Belgian Senate Stephanie D'Hose is the highest-ranking Belgian politician to visit Vietnam in 2023, the year the two countries celebrate the 50th anniversary of the establishment of their diplomatic relations (1973 - 2023) and five years of their strategic partnership in agriculture.

The visit demonstrates the importance that Belgian leaders attached to the relations with Vietnam.

The visit aims to promote economic, trade, and investment cooperation between the two countries as well as the cooperation between the National Assembly of Vietnam and the Parliament of Belgium; and strengthen coordination between the two countries at multilateral forums such as the United Nations, regional and international inter-parliamentary organisations.

Nepal wants to boost trade-economic ties with Vietnam

Vietnamese Ambassador to India, Nepal and Bhutan Nguyen Thanh Hai has presented his credential letter to President of Nepal Ramchandra Paudel in the capital city of Kathmandu, during which he pledges to do his best to enhance relations between Vietnam and Nepal across fields.

During a meeting with the Nepalese President after the ceremony on August 17, Hai talked about great advantages in promoting relations between the two countries in the coming time, including the friendly cooperation, mutual support, common values in building the country and connection of Buddhism.

The diplomat, however, also pointed out limitations in cooperation between the two countries at present, noting that trade ties still remains modest, at under 100 million USD per year.

He affirmed his commitment to making every effort, and working closely with relevant ministries and sectors and the business communities of the two countries to further promote all-around ties in the coming time, in accordance with the strengths of the two sides.

For his part, President Paudel agreed with the Vietnamese diplomat on limitations of the current relations between the two countries, and his proposals regarding developing an effective partnership between the two countries.

He emphasised his hope for the early opening of direct flights between Vietnam and Nepal to promote bilateral tourism, economic and trade cooperation, and called on Vietnamese businesses to increase investment in Nepal.

On the occasion, Ambassador Hai also had meetings with leaders of the Party and State of Nepal, and representatives of Nepalese businesses.

During a courtesy call to Nepalese Prime Minister Pushpa Kamal Dahal (Prachanda), the diplomat affirmed that Vietnam attaches importance to and wishes to further step up the traditional friendship with Nepal.

He updated the host on Vietnam's new e-visa policy, stressing that this is an opportunity to enhance tourism and economic cooperation between the two countries.

PM Dahal informed the Vietnamese ambassador on the Nepal Government's efforts to reform and facilitate the business environment to attract foreign investors, including those from Vietnam.

During his meeting with Speaker of the House of Representatives of Nepal Dev Raj Ghimire, Ambassador Hai highly valued he role of parliamentary diplomacy in cooperation between the two countries, expressing the Vietnamese side's desire to increase delegation exchanges, and share law making experience between the two legislative bodies.

Speaking highly of Vietnam's importance, Ghimire affirmed his desire to further promote cooperation between the two countries’ parliaments, saying that he will create favourable conditions for the Government of Nepal to carry out cooperation activities with Vietnam.

Addressing a business meeting organized by the Nepal - Vietnam Chamber of Commerce and Industry (NVCCI) , the Vietnamese diplomat briefed participants on opportunities for economic, trade and investment cooperation with the Southeast Asian nations.

Deepak Malhotra, President of NVCCI underlined the urgency of establishing direct air routes between the two nations to meet the travel demand of Nepalese people to Vietnam as well ass from Vietnam to other countries in the region.

Vietnam stun Laos 4-1 in AFF Championship 2023 opener

U23 Vietnam got off to a good start after clinching an overwhelming 4-1 victory over U23 Laos in their opening game of the Southeast Asian Football Federation (AFF) Championship 2023 on August 20.

U23 Vietnam took control of the game in the first minutes, but they could not break their Lao opponents’ defensive line.

They had no other choice but to rely on free kicks and the opponents’ poor ability to resist the ball.

In the 24th minute, Minh Khoa kicked from Van Khang’s pass, with the ball hitting Somsanid’s foot and going into the back of the net.

Shortly after the break, U23 Laos suddenly earned an equalizer from goalkeeper Quan Van Chuan’s mistake. The goalkeeper punched the ball badly and Thipphachan took full advantage of the opportunity to equalize the score.

The goal fuelled U23 Laos’ excitement but it did not last for long. Their limited physical strength made them lose in speed races or ball control in the air.

Vietnamese players made three more consecutive goals, setting the score 4-1 in their opening match.

U23 Vietnam play in Group C alongside U23 Laos and U23 Philippines. In their next match against the Philippines on August 22, Vietnam only need a draw to cruise into the knock-out stage.

50th anniversary of Vietnam-Canada diplomatic ties marked in HC City

A programme to celebrate the 50th founding anniversary of Vietnam - Canada diplomatic ties (1973-2023) was held by the Ho Chi Minh City Union of Friendship Organisations (HUFO) and the Canadian Consulate General in Ho Chi Minh City on August 20.

This is part of activities intended to further strengthen the friendship and cooperation between the two countries’ people.

Addressing the event, Chairman of the municipal People's Committee Phan Van Mai emphasized that since Vietnam and Canada officially set up diplomatic relations half a century ago, the bilateral relations have made great strides, especially since they upgraded their relations to a Comprehensive Partnership in 2017.

According to Mai, Vietnam is now Canada's largest trading partner in ASEAN, with the goal of raising two-way trade to 10 billion USD expected to soon be achieved.

Besides economic-trade cooperation, the two sides also witnessed growing relations in culture, tourism, and people-to-people exchanges.

Mai thanked the Canadian Consulate General for awarding the Inukshuk statue to HCM City, saying that this is a practical cultural exchange activity to help people of the two countries understand more about the cultures of each other, thus expanding solidarity, friendship and cooperation.

The cultural exchange and people-to-people diplomacy will be the basis for the two countries to move towards an even better relationship in the next half century, he noted.

The organisers took the occasion to present 50 scholarships and gifts worth 2 million VND each to poor students with outstanding performance in their study; and 50 gift packages worth 1 million VND each to 50 typical Vietnamese and Canadian students in various fields.

The Vietnam - Canada Friendship Association also coordinated with sponsors to give gifts worth 1.5 million VND each to 1,400 students with extremely difficult circumstances in HCM City, and Long An and An Giang provinces.

The Inukshuk Statue presented by the Canadian Consulate General in HCM City is placed in the Sai Gon Zoo and Botanical Garden.

Businesses, organisations strengthen partnership in carbon emission reduction

The Institute for Research on Development Communication (RED Communication) and Vietnam Business for Environment on August 18 held a conference entitled “Partnership between Businesses & Civil Social Organisations in Carbon Emission Reduction: Trends & Opportunities”.

The conference attracted domestic and international experts, businesses and organisations that share concerns over sustainable development and carbon emission reduction.  

In opening the event, Tran Nhat Minh, Director of RED Communication said that the conference is an activity within the framework of the "Win-Win for Vietnam" project co-sponsored by the Delegation of the European Union (EU) to Vietnam. The project is implemented from September 1, 2020, to February 29, 2024, aiming to strengthen the capacity of organisations and businesses in Vietnam in cooperation activities to create common values towards sustainable development. It also aims to build an effective cooperation model between businesses and organisations, and raise awareness among stakeholders regarding sustainable development and multi-stakeholder partnerships.

According to experts, major global challenges relating to climate change, greenhouse gas emissions, extreme weather, and environmental pollution require changes in production and consumption habits.

In that context, Vietnam’s roadmap to green growth and sustainable development requires the participation of the whole economy, particularly the business community.

The partnership between businesses and social organisations positively contributes to reducing greenhouse gas emissions, protecting the environment, and improving the position of responsible businesses.

Hand-foot-and-mouth disease waning in Ho Chi Minh City

The hand-foot-and-mouth disease is showing signs of abating in Ho Chi Minh City, with 2,145 cases detected during the past week, according to a report released by the municipal Department of Health.

Districts with a high number of infections per 100,000 residents include Binh Tan, Tan Phu and Binh Chanh, the department said in its report.

Since the beginning of 2023, the city has logged as many as 20,116 hand-foot-and-mouth infections, without any fatality,

Currently, hospitals of Ho Chi Minh City are giving treatment to 330 cases, of whom 329 are children under 6.

According to the local health watchdog, the rate of increase in the number of infections is slowing down if compared to the figure recorded in the previous four weeks on average.

The local health sector is strengthening supervision of hand-foot-and-mouth disease prevention in the community, schools, and preschools, strengthening communication, and giving advice to the community on the prevention of the disease.

Vietnam beat Thailand to triumph at Asian Petanque Championship 2023

Female Vietnamese athletes outplayed their Thai opponents in the final game of the fifth Asian Petanque Championship in Malaysia on August 20, clinching a gold medal.

This is the first gold medal that Vietnamese athletes have hunted for in Petanque over the past 20 years.

To enter the final game, Vietnam defeat Hong Kong (China), Japan and Thailand A in the qualifying round, Taiwan (China) in the quarter-finals, and Cambodia in the semi-finals.

Taking on Thailand B in the finals, Vietnamese athletes played overwhelmingly to clinch an important 13-6 victory, winning the gold medal.

Earlier, three Vietnamese boys won a silver after losing 9-13 to Thailand A in the finals.

The fifth Asian Petanque Championship 2023 is taking place at the Arena Petanque Kuala Lumpur, Pudu Ulu, Malaysia, from August 16 to 21.

The tournament hosted by Malaysian Boules Sports Federation (MBSF) comprise Men, Women and Junior Triple and Shooting competitions.

Da Lat- Thap Cham railway’s restoration to be completed by 2030

The Central Highlands province of Lam Dong has targeted to complete the restoration of the Da Lat –Thap Cham railway and put it into operation by 2030.

This is part of the province’s newly-approved railway development plan until 2030, with a vision to 2045.

Early this year, the Bach Dang Hotel Service - Trading Joint Stock Company submitted to the Ministry of Transport a draft pre-feasibility study report of the project to restore the Thap Cham - Da Lat railway line under the contract of Public-Private Partnership (PPP).

According to the report, the Thap Cham - Da Lat railway route runs through Phan Rang city, Ninh Son district (Ninh Thuan province) to Da Lat city via Don Duong district (Lam Dong province). The 83-km railway line is more than 83km long, with 16 stations. The project is expected to be carried out from January 2025 to June 2029.

The project has two components, including the restoration of the 76-km line from Thap Cham Station (Ninh Thuan) to Trai Mat Station (Da Lat - Lam Dong) with bridges, tunnels, and stations to be restored or built. The second component is to upgrade the section from Trai Mat Station to Da Lat Station which is currently being exploited.

According to the pre-feasibility report, the total preliminary investment is about 28.98 trillion VND (1.21 billion USD), including 2.16 trillion VND from State’s budget.

The railway between Da Lat and Thap Cham is one of the rare serrated railways in the world, which is referred to as the legendary railway of Asia. Built in 24 years from 1908 to 1932, with its length of 84km, the railway once played an important part in the economic development of Da Lat, especially in tourism.

Before 1975, the route was totally damaged due to war in Vietnam, and most the rails, locomotives and train carriages were dismantled and used for other purposes.

In 1991, a 7-km section of the route was restored to serve tourism by the tourism sector in coordination with the Vietnam Railway. The service, running from Da Lat to Trai Mat (also in Da Lat city), attracts hundreds of visitors each day.

Opportunities, challenges on pathway to Net Zero: experts

Vietnam’s commitment to net zero emissions (Net Zero) by 2050 at the 2021 United Nations Climate Change Conference (COP26) is a milestone for the development of a green economy in the country.

However, on the pathway to Net Zero, there are not only opportunities but also challenges for both the nation and businesses, experts shared on August 18 at the Green Economy Forum 2023, held by the Saigon Times group in Ho Chi Minh City.

At the forum themed “Net Zero – Pathway Toward Sustainability”, experts said approaching Net Zero is both a responsibility and an opportunity for the business community; in which the “early birds” will enjoy the advantage of being pioneers.

In addition, enterprises that position their brands earlier in the changing consumer trends will exploit the potential of market diversification, especially in promoting import and export activities.

The active participation of the business community, especially the private sector and consumers, will also promote the creation of a wave of green economic development and build a sustainable foundation for green growth. Therefore, the Government and localities need to have mechanisms and policies for breakthrough innovation to support enterprises in transforming their production and business models, and to increase public awareness of green and sustainable development.

Regarding Net Zero, Prof. Dr. Jonathan Pincus, Senior International Economist at the United Nations Development Programme (UNDP) said that energy transition, application of renewable energy, and energy saving are among important issues. To realize the transition, both the national economy and business activities need technological solutions, using energy-saving materials, and developing renewable energy.

Meanwhile, Ha Dang Son, Deputy Chief of Party (Technical) of the USAID Vietnam Low Emission Energy Programme II (V-LEEP II) said that it is necessary to see renewable energy development as an opportunity, but opportunities only come when there are mechanisms and policies to promote. Each country must have a long-term plan, especially for Vietnam, it should promote business models suitable to the renewable energy market and green growth goals.

Currently, many domestic and foreign banks and organisations have strong commitments to supporting Vietnam's green transition. However, how to use the capital to serve this goal in Vietnam is an issue that requires the support of ministries and agencies, Son said, adding that investors always seek a long-term plan.

Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee said that the city issued a strategy and plan to develop a green economy through building green transition policies and mechanisms in industries and fields, including energy, technology, and manufacturing and businesses.

The city wants to realise the goals of sustainable development, and green growth, he said, adding Can Gio district was selected as a pilot locality for green energy transition and carbon emission reduction.

Hanoi invests more in transport infrastructure

Hanoi has focused resources on infrastructure construction, especially transport infrastructure, with many important projects rolled out and put into service, contributing to ease traffic congestion in the capital city.

The investment aims to accelerate urbanisation and spur economic growth of Hanoi and the capital region, 15 years after expanding the city’s administrative boundaries.

Among the transport projects put in place over the past 15 years are the nearly 30-km Thang Long Boulevard opened to traffic on September 25, 2010, connecting Hanoi’s centre and its western gateway, and the 13.05km Cat Linh-Ha Dong metro line operational since November 6, 2021.

Notably, the 65-km Belt Road 3 runs through nine districts in Hanoi and links the capital city to all expressways and other regions. Meanwhile, the elevated section of Belt Road 2 from Nga Tu So to Vinh Tuy became operational on January 11, 2023. Belt Road 2 spans eight Hanoi districts.

The Phap Van-Cau Gie route received the green light to be upgraded to an expressway as part of the eastern wing of the North-South Expressway in 2013.

Alongside numerous roads, bridges, tunnels and intersections have also been constructed, including the Vinh Tuy Bridge, stretching 5.8 km across the Red River, and connecting Hai Ba Trung and Long Bien districts. Its first phase was put into operation on September 26, 2010, while the second is scheduled for September 2023.

The Dong Tru Bridge, whose construction began on September 10, 2006, and inaugurated on October  9, 2014, serves as a pivotal connection between Dong Anh and Long Bien districts. With a total length of 1,240m, it is regarded as the widest river-crossing bridge in Vietnam.

The Le Van Luong underpass project, commenced in October 2020 and completed one year later, has significantly contributed to reducing traffic pressure for the Le Van Luong route and its surrounding areas, while meeting transportation demand between the centre and the northern part of Hanoi. The underpass is 475m long and 7.5m wide, with two lanes for vehicles.

Deputy Director of the municipal Department of Transport Tran Huu Bao pointed out that the number of personnel vehicles is increasing sharply in Hanoi given limited routes, leading to serious traffic congestion.   

Therefore, Hanoi will pay more attention to transport infrastructure development in a concerted fashion in line with the planning scheme approved by the Prime Minister, with priority given to belt roads like Belt Road 4 in order to expand its development space, along with key routes such as National Highways 1 and 6, and river-crossing bridges.

By 2030, Hanoi will strive to complete expressways, highways, radial roads, provincial roads and belt roads, including seven belt roads linking the city and provinces, as well as its centre and satellite urban areas.

Currently, Hanoi has seven radial roads with a total length of 111.32 km running through the city, along with eight radial national highways with a total length of 244.58 km. Meanwhile, the construction of 132.26 km out of the planned 285.46 km of seven ring roads has been completed.

The city has also paid great attention to public transportation. As of July 2023, the bus public transport network in Hanoi had had 154 routes, with 2,279 vehicles. In 2022, the volume of public passenger transport by bus reached 340 million passengers, of which 334 million passengers used subsidized buses.

Vice Director of the Public Transport Management Centre of Hanoi Thai Ho Phuong said that currently, the bus transport network of Hanoi has reached all 30 districts and townships, and 512 out of 579 communes, wards and towns as well as seven nearby localities.

Vietnam creates conditions for comprehensive growth of children: official

The Party and State has issued many policies and created the best conditions for the comprehensive growth of children, an official has said.

Ta Van Ha, Vice Chairman of the National Assembly (NA)’s Committee for Culture and Education, made the remarks at a seminar on the comprehensive development of children under six years old, which was held in Hanoi on August 18.

The event was jointly organised by the NA’s Committee for Culture and Education and the United Nations Children’s Fund (UNICEF).

Ha said that Vietnam's legal system and policies are improving, providing conditions for children to develop comprehensively in terms of morality, intelligence, physique and aesthetics.

The NA passed the Law on Children and promulgated a number of related laws such as the Law on Marriage and Family, the Penal Code, the Law on Education and the Law on Medical Examination and Treatment which include regulations that institutionalise the viewpoint on prioritising the implementation of children's rights, he went on.

The Government also issued initiatives for the comprehensive development of children in their early years within families and communities during the 2018-2025 period, and approved the National Action Programme for Children for the 2021-2030 period, Ha said.

However, Vietnamese children are facing challenges related to nutritional care, he noted.

Access to preschool education has not yet been fully covered, especially for certain disadvantaged groups of children, he said, adding that child accidents and injuries continued to occur.

The implementation of the 2016 Law on Children and the responsibilities of People's Councils at all levels have not been fully realised, he noted.

Lesley Miller, Deputy Representative of UNICEF in Vietnam, said Vietnam is a pioneering country both regionally and globally in fostering the development of children with the early ratification of the Convention on the Rights of the Child.

Amid the challenges posed by the impact of COVID-19, global economic recession, natural disasters, and climate change, Vietnam, like many other countries, must make efforts to achieve the Sustainable Development Goals (SDGs), particularly those related to children, she said.

Miller recommended the Vietnamese Government to lead and closely direct the implementation of children development programmes.

She also underlined the need to enhance its data system with essential indicators for child development, enabling tracking progress and providing information for policy planning and implementation.

At the workshop, participants focused on discussing and setting forth solutions to further promote the development of children, especially those related to nutrition for children under 6 years old, access to preschool education and the role of families in their development.

Some delegates also proposed ideas concerning resources to ensure the implementation of children's rights and the responsibility of the People's Councils for the care, protection and development of children.

US, Vietnam celebrate improvements to higher education in STEM Fields

The United States Mission to Vietnam, through the US Agency for International Development (USAID), celebrated its successful partnership with Vietnam and Arizona State University to improve STEM education in Vietnamese higher education institutions over the last eight years.      

Over 200 industry leaders, educators, policymakers, and entrepreneurs attended the event held during the 8th annual Science, Technology, Engineering, and Math conference (STEMCON) in Hanoi on August 16. 

“Through USAID’s BUILD-IT public-private alliance, the US government is advancing a shared goal with Vietnam to improve higher education and prepare students to be successful in today’s global economy,” said USAID/Vietnam Mission Director Aler Grubbs.

“Together, we harnessed common aspirations and commitment across industry, government, and universities to modernize STEM education, driving economic growth in Vietnam”, he added. 

Started in 2015, the US$8.7 million BUILD-IT project leveraged government, private sector, and academic partners' vast capabilities to build strategic leadership skills, advance university autonomy, improve program and instructional quality, and sustain lasting partnerships with the private sector.

The project achieved lasting impact through partnering with eight higher education institutions in Vietnam, namely Can Tho University,  University of Da Nang - University of Science and Technology, HCMC University of Technology and Education, Industrial University of HCMC, Vietnam National University HCMC - University of Technology, Lac Hong University, Hanoi University of Industry, and Phenikaa University. 

In addition, it has leveraged resources from 20 industry partners for an additional US$8.7 million investment in higher education in Vietnam. 

Through these partnerships, 121 educational programs received regional and international accreditation, including, for the first time in Vietnam, 12 program accreditations under ABET, the top international accreditation body for engineering and technology.

Over 2,000 courses redesigned to reflect the needs of the emerging digital workforce while 4,000 university leaders and staff improved their skills in the areas of leadership, strategy, curriculum, and partnerships with industry. Moreover, 4,600 students benefited from project-based curricula activities. 

In particular, three Maker Innovation Spaces in Da Nang, Ho Chi Minh City, and Can Tho contributed to increasing students' innovation, supporting the university's capacity to incorporate applied projects into its curricula, and fostering strong industry engagement.

These spaces establish a sustainable mechanism to support university students in inventing, building, and launching solutions to technical problems.

Vietnam wins silver at 2023 World Taekwondo Demonstration Championships

Vietnamese martial artists on August 18 grabbed a silver medal at the first World Taekwondo Demonstration Championships that is getting underway in the Republic of Korea.

A total of 20 teams from hosts Korea, Italy and Vietnam competed in the Recognized class. Vietnam took a silver after losing out to Italy in the group performance, and then clinched a bronze in the final round.

On August 20, Vietnamese martial artists are scheduled to compete in the freestyle class that requires a higher level of difficulty.

The 2023 World Taekwondo Demonstration Championships is part of the 2023 Gangwon Chuncheon World Taekwondo Cultural Festival taking place in the Republic of Korea.

The festival has brought together approximately 15,000 martial artists from 60 countries and territories worldwide.

The Korea competition offers Vietnamese Taekwondo artists a golden chance to hone in skills ahead of their competition at the 19th Asian games (ASIAD) in Hangzhou, China, this September.

Quang Ngai hosts photo exhibition on Hoang Sa, Truong Sa for first time

The first photo exhibition on Hoang Sa (Paracels) and Truong Sa (Spratlys) in the central province of Quang Ngai opened in the central park of Quang Ngai city on August 19.

The event is held by the High Command of Naval Region 3 and the Arts and Literature Association of the province.

Among the 110 photos on display, the 60 by members of the Quang Ngai association reflect the daily life of naval soldiers and residents in Truong Sa, along with visits by those from the mainland to the soldiers and residents on the islands and DK1 platforms there.

Twenty others by the high command depict naval officers and soldiers’ training, combat readiness, and efforts to safeguard the country’s sea areas, as well as their actions to support and save fishermen working in the vicinity of Hoang Sa.

The remaining 30, provided by the Party Central Committee’s Commission for Information and Education, are file photos about Hoang Sa.

The exhibition is expected to help improve local people’s awareness of Vietnam’s seas and islands, particularly the role and position of seas and islands in the Fatherland construction and defence; inspire their patriotism and awareness of protecting the sovereignty and territorial integrity; and introduce the works by members of the Quang Ngai association.

The display will last through August 23.

Ethnic Culture Village to celebrate National Day with various activities

Various activities will be held at the Vietnam National Village for Ethnic Culture and Tourism next month in celebration of the upcoming National Independence Day, according to organisers.

Visitors to the village in Hanoi’s suburbs will have an opportunity to immerse in the rich culture of Vietnam's 54 ethnic groups through a programme themed Vui Tet Doc Lap (Happy Independence Day) to take place from September 1 to 4 to celebrate the 78th anniversary of the National Day (September 2, 1945-2023).

The event promises a dazzling showcase of the rich traditional cultures through highland market space, enchanting folk dances, regional cuisines and other festive performances. All activities are aimed at fostering the enrichment of ethnic minorities’ culture and the promotion of local tourism.

More than 200 artisans, compatriots, and artists are set to participate in the festivities. This impressive line-up includes more than 100 compatriots representing 15 distinct ethnic groups, with participants ranging from village elders and chiefs to skilled artisans.

Among the participating ethnic communities are the Nung and Tay from the northern province of Thai Nguyen, Dao from Hanoi, Mong and Muong from the northern mountain provinces of Ha Giang and Hoa Binh respectively, and many others from diverse regions across the country.

The centrepiece of the event is the Cho vung cao Vui Tet doc lap (Highland Market to Celebrate Independence Day), a reimagined marketplace reflecting the colourful tapestry of northwest and northeast ethnic groups.

The market is set to offer a unique experience where visitors can immerse themselves in the cultures of the ethnic communities through various booths of different ethnic groups.

These booths will showcase local ethnic products, ranging from bamboo shoots, star anise, and cardamom to regional dishes like thang co, corn wine or roasted suckling pig with honey. Additionally, a wide array of traditional clothing, accessories, and souvenirs from different ethnic groups will also be available for purchase.

The market space seamlessly integrates festival and entertainment areas, accompanied by folk song and dance performances, traditional games, and diverse cuisines of various ethnicities.

Visitors will have a chance to participate in traditional activities such as trading, traditional dish preparation or corn wine tasting while listening to the histories shared by people of ethnic minorities.

The celebration will also shine a spotlight on traditional art forms, including the lion dance of the Nung ethnic group, designated as a National Intangible Cultural Heritage. A dynamic and rhythmic performance, the lion dance embodies the martial spirit and cultural significance.

Additionally, during this time, several traditional festivals will also be recreated there.

Film screenings to celebrate national events

A collection of five documentaries and animation movies will be presented widely to the public nationawide from Saturday.

The movie screenings, which are conducted by the Cinematography Department, are to celebrate the 78th anniversary of the August 1945 Revolutionary (August 19), and Việt Nam’s Independent Day (September 2).

The programme will present the documentary Những Bước Đi Ngoại Giao Và Một Cuộc Chiến Không Mong Muốn (The Diplomatic Steps and an Unexpected War) – a production by Vietkings Media JSC.

Centred on President Hồ Chí Minh, the movie is the following part of the documentary Hồ Chí Minh Năm 1946 (Hồ Chí Minh in 1946) that was presented to the public in February on the occasion of 80th anniversary of the “Outline of Vietnamese Culture” – the first platform on culture launched by the Communist Party of Việt Nam in 1943.

Audiences can learn more about the life and career of scientist Tạ Quang Bửu through the documentary movie Giáo Sư Tạ Quang Bửu - Nhà Khoa Học Yêu Nước (Prof Tạ Quang Bửu – A Patriotic Scientist) by the National Documentary and Scientific Film Studio.

A former deputy minister of defence under General Võ Nguyên Giáp, Prof Bửu is the one who set the first foundation for Việt Nam’s military science and technology.

Another documentary, Những Người Giữ Hồn Đất (The People Who Keep the Soul of Soil) by Giải Phóng Film Studio, will also be screened.

Alongside the documentaries, the programme will introduce Giấc Mơ Làm Mẹ (The Motherhood Dream) – a production by the Việt Nam Animation Studio (VAS).

A heart-touching story about motherhood, the film has nearly 1 million views on VAS’s official Youtube channel.

Junior film lovers can enjoy another animation film, Vượt Qua Đường Nước Đen (Crossing the Black Water Lane) by the Giải Phóng Film Studio.

The screening programme will take place at cinemas and cultural centres nationwide until September 5. 

‘Tones of America’ photo exhibition opens in HCM City

A photo exhibition featuring the colourful, multi-polar urban life of the United States opened to the public at the Book Street on Nguyễn Văn Bình Street in HCM City’s District 1 on August 19.

Entitled Tones of America, the exhibition showcases 30 photos taken by Nguyễn Huỳnh Bách (Bill Nguyễn), a 11th grade student at Đinh Thiện Lý High School (Lawrence S.Ting School) in District 7.

The photos depict a multifaceted perspective of a young person about the life and people in the US cities and states that the author first set foot in.

Not choosing to capture famous majestic natural scenes in the country, he was attracted by the colourful, multi-polar urban life of the US.

During a month in the country, through his camera lens, Bill has captured unique moments with a youthful and creative photographic perspective.

According to curator photographer Hải Thanh, ‘Tones of America’ is a 'short diary' that chronicles his 30-day journey in the United States. “The diary recreates a new, multifaceted perspective of a young person, bringing interesting experiences to life through the lens of photography.”

“Bill sees this series as a small picture book, unable to reveal all of the ‘personalities’ of a country as large as America, nor can it cover all of the stories that occurred both inside and outside the trip, but it will provide an uncommon point of view. The photos appear simple in form, but the stories behind them are a mirror that reflects the reality of life in the world's most modern country,” Thanh said.

The photo series show a modern streetlife photography style, each work is a story that reflects the author’s freedom of thought, life perspective, and difference in the way of expressing the photo series with personal imprint.

The author skillfully uses photographic techniques to increase the visual effect for the viewers through colour, space, lines, and light.

Through the exhibition, Bill wants to convey a message to his peers that if you really have a passion, go ahead to do it. And if you are inspired and accompanied by adults, you will realise your ambition and be yourself in that passion, he said.

Bill, born in 2007, likes design, graphic design and has a talent for photography. While in 10th grade, he and his friends made a photobook named "Saigon around Chợ Lớn," which was exhibited at his school’s ‘Think Different’ exhibition.

The Tones of America exhibition will open until August 25.

The exhibition is a beginning for a series of projects that Bill plans to implement in the near future. Specifically, he will organise free photography skills sharing sessions for children in schools and groups to spread positive energy and confidence to young people about expressing their passions and looking for opportunities to show their abilities.

Police take teenage man into custody over death of baby boy

A 19-year-old man on Friday was arrested by the Bà Rịa-Vũng Tàu Police in relations to the death of a three-month-old baby boy.

The man is Nguyễn Minh Phụng who lives in Long Điền Town.

The child is known as called Bo.

Initial investigations show that Bo is son of Trịnh Hoàng Bảo L., 15, and a man named T.

Last October, when L. was pregnant Bo, T. was arrested and is in prison for illegally storing narcotics.

Around the beginning of May this year, Phụng brought L. to his home to live together, but did not register for temporary residence for L.

L. gave birth to Bo on May 20.

On June 24, Bo had his left arm broken so L. took him to the Bà Rịa Hospital for treatment.

On July 14, L. took Bo to the hospital to check his left arm and doctors discovered that Bo had his left femur broken.

The Bà Rịa Hospital on July 17 moved Bo to the HCM City Children Hospital No 2 for further treatment. He was diagnosed with broken left femur, acute kidney injury, blood sepsis and severe malnutrition.

Bo was discharged from the hospital on July 31 in stable condition.

Around 11am on Tuesday, L. and Phụng had a conflict at Phụng's house.

Because Bo cried constantly, Phụng angrily hit the child’s forehead and shook the baby with his hands.

Seeing that the baby fainted, L. and Phụng took him to the Bà Rịa Hospital for emergency treatment.

However, the hospital confirmed that Bo had died before.

The Long Điền District Police received information about the case the following day.

A post-mortem showed that the baby died from traumatic brain injury and many other injuries scattered all over his body. He also had a broken left arm, left femur and bruises on his scalp.

Phụng admitted to the police that he had had violent action to the baby.

Phụng had just finished serving a prison sentence related to drugs. 

Grassroots network for social support approved

Deputy Prime Minister Trần Hồng Hà on Thursday approved the planning of a grassroots network for social support, aiming to ensure assistance to at least 90 per cent of people in extremely difficult circumstances by 2030.

The plan also sets the goal to increase the number of people receiving care at the grassroots level to 65,000 in 2030, from 45,000 people in 2020.

The capacity of non-public care services is also expected to rise from 30,000 in 2020 to at least 42,000 in 2030.

The number of senior citizens receiving care at social support facilities should also reach 10,000 in 2030, per the document. 

Other goals include providing care and support to minimum 10,000 people with mental illnesses; 15,000 children in difficult circumstances; and 10,000 people with disabilities by 2030.

Social work centres are also planned to cater to at least 20,000 people by 2030.

Meanwhile, rehabilitation centres must ensure services for recovering drug addicts at their locations, the number of which should increase from 38,000 in 2020 to 86,000 in 2030.

In terms of infrastructure, social support establishments should be upgraded, expanded or built anew in accordance with the laws.

The plan aims to develop adequate social workers regarding both quantity and professional qualifications in alignment with regulations on social support and drug rehabilitation, and with the capacity of each facility. 

VN Food Administration orders relevant agencies to ensure food safety during mid-autumn festival

The Việt Nam Food Administration under the Ministry of Health has ordered heads of departments of health in provinces and cities as well as relevant agencies to strengthen ensuring food hygiene and safety during the mid-autumn festival this year.

Nguyễn Thanh Phong, director of the administration, said during the mid-autumn festival, consumer demand for cakes and sweets, and especially mooncakes, often increases sharply.

Taking advantage of the demand, some individuals and organisations often illegally bring to the market a number of cakes and sweets without origin, he said.

Therefore, to tighten food hygiene and safety management during the mid-autumn festival, the administration told the relevant agencies in localities to inspect the observance of the provisions of the law on food safety by local food producers, food processing and trading establishments, he said.

According to the administration, food products that fail to meet food safety and hygiene standards must be revoked.

Authorised agencies will strictly handle violations and announce the establishment's name, address, and type of infringing products on the mass media.

If any criminal signs are found, the authorised agencies will transfer the case to the police agency for handling according to regulations.

The authorised agencies are tasked to actively coordinate with media agencies to strengthen communication and dissemination on food hygiene and safety during the mid-autumn festival.

The administration also said that food producers and food trading establishments were required to obey regulations on food hygiene and safety; requirements on knowledge and practices of people directly involved in food production; regulations on origin of food ingredients; regulations on using food colourings, flavourings, additives, packaging, and labelling.

Besides, the administration also warned consumers to only buy and use food products with full labels and clear origins.

In the meantime, medical facilities were told to prepare plans, human resources, vehicles, supplies and chemicals to be ready to give first aid and treatment to patients when food poisoning occurs, the administration said.

The mid-autumn festival in Việt Nam is a traditional event to celebrate the biggest full moon of the year, following the lunar calendar. This year, the mid-autumn festival falls on September 29. 

VN needs financial resources for comprehensive development of children

VN needs to prioritise allocating financial resources for the comprehensive and integrated development of children, especially during their early years, to ensure their full growth and realisation of their potential, policy makers and experts said on Friday.

They made the statement at the comprehensive child development conference for children under six years old, jointly organised by the National Assembly's Committee on Culture and Education and the United Nations Children's Fund (UNICEF) in Việt Nam on Friday in Hà Nội.

Speaking at the conference, Deputy Head of the NA's Committee on Culture and Education Tạ Văn Hạ affirmed that Việt Nam consistently prioritised policies and created the best conditions for the comprehensive development of children. The documents of the 13th National Party Congress defined maintaining a Human Development Index (HDI) above 0.73 by 2030 as one of the criteria for the national development in order to foster a high-quality workforce. Comprehensive child development remained a fundamental and important solution in the country's future development strategy.

Hà stated that Việt Nam's legal system and policies were progressively improving, providing conditions for children to develop comprehensively in terms of intellect, physique, and aesthetics. The NA has enacted the Law on Children and several related laws, such as the Laws on Marriage and Family, Education, Medical Examination and Treatment, all of which included provisions for children's rights. The Government has also issued initiatives for the comprehensive development of children in their early years within families and communities during the period of 2018-2025, and approved the National Action Programme for Children for the period of 2021-2030.

Việt Nam has achieved positive results, he said. Over 90 per cent of children under five years old receive appropriate care and development in terms of health, education, and social well-being. nearly 67 per cent of children attend preschools. The under-5 mortality rate has reduced from 39.6 per cent in 2001 to 18.9 per cent in 2022. The mortality rate due to accidents and injuries in children has decreased from 17.3 per 100,000 children in 2019 to 17 per 100,000 children in 2020.

However, children were facing a number of challenges, he said.

In terms of nutritional care, Việt Nam was grappling with three burdens, including malnutrition, obesity, and micronutrient deficiency. There was an increasing prevalence of childhood obesity in major cities and a prevalence of undernutrition and stunting in mountainous and disadvantaged areas.

Access to preschool education was not yet fully covered, especially for certain disadvantaged groups of children such as those of industrial workers, ethnic minorities in mountainous regions, and migrant children following their parents.

Child accidents and injuries continued to occur. Each year, nearly 3,900 children under five years old died due to various causes, with drowning being the leading cause, causing almost 2,000 child deaths.

The implementation of the 2016 Law on Children and the responsibilities of various levels of the NA have not been fully realised, he added.

Lesley Miller, deputy representative of UNICEF in Việt Nam, said Việt Nam was a pioneering nation both regionally and globally in the comprehensive development of children as the country has early ratified the Convention on the Rights of the Child.

Amid the challenges posed by the impact of COVID-19, global economic recession, natural disasters, and climate change, Việt Nam, like many other countries, must make efforts to achieve Sustainable Development Goals (SDGs), particularly those related to children.

According to UNICEF data, in terms of nutrition, over 50 per cent of infants are not exclusively breastfed for the first six months. More than half of children aged 6-23 months lack adequate nutritional intake.

Each year, over 200,000 children under five years old suffer from acute malnutrition, with 90 per cent of them not receiving treatment.

Disparities in education also exist between regions and ethnic groups. Only 37.8 per cent of Khmer children and 47.6 per cent of children in the Mekong Delta attend preschool, compared to 80.2 per cent of Kinh children.

Việt Nam's child development index in 2020 was 78.2 per cent, significantly lower than the targets of 99.1 per cent by 2025. Therefore, Việt Nam needed to double its efforts to reverse this situation and achieve these targets, she emphasised.

Providing recommendations, Lesley Miller suggested that Việt Nam review the implementation of the National Action Programme on Comprehensive Child Development and make necessary adjustments to achieve the set goals and indicators by 2025, while preparing for the upcoming 2026-2030 phase in line with its sustainable development agenda.

During the period of 2018-2022, expenditure on childcare and child protection accounted for a modest share of about 0.18-0.23 per cent of the Government's social security budget. Hence, the NA should enhance the oversight role of elected bodies at all levels in planning and implementing policies concerning children's rights, especially in budget allocation and utilisation.

Furthermore, Việt Nam needed to enhance its data system with essential indicators for child development, enabling tracking progress and providing information for policy planning and implementation.

Regarding the issue of child malnutrition, she recommended that the Government establish sustainable financial mechanisms to ensure that all severely malnourished children receive treatment according to national standards, including leveraging health insurance resources following the amended Health Insurance Law.

Trần Đăng Khoa, deputy head of the Ministry of Health’s Maternal and Child Health Department, stated that the ministry has developed and refined treatment guidelines for severely malnourished children.

It has organised treatment for underweight children in disadvantaged areas. It is also in the process of crafting specialised guidelines for nutritional regimes for children under six years old with medical conditions, he said.

Khoa noted that there was a need to prioritise allocating funds to implement nutrition and care plans for children, and including the target of reducing child malnutrition as one of the socio-economic development indicators at both national and local levels is crucial.

Vũ Thị Kim Hoa, deputy director of Ministry of Labour, Invalids and Social Affairs’ Children Department, emphasised that creating a safe environment for children within families, schools, and communities, as well as enhancing knowledge and skills for parents and caregivers, was a prerequisite for preventing child accidents and injuries.

"Enhancing community awareness on this issue is important. The ministry has collaborated with various ministries and international organisations to implement over 100 communication products focused on preventing child accidents and injuries, drowning prevention for parents, and developing eight training manuals for grassroots-level officials," she stated. 

Vietnam-Lao railway sub-section proposed

A railway section project connecting Vietnam's central region and Lao’s capital Vientiane has just been proposed to the Ministry of Transport.The Deo Ca Group and Petroleum Trading Lao Public Company have just proposed to the Ministry of Transport to build a railway line that would run through Vung Ang - Tan Ap - Mu Gia in the two central provinces of Ha Tinh and Quang Binh to Vientiane.

According to the proposal, the 103-km track would cost VND27.48 trillion. The project will have eight stations and serve both passenger and freight trains at a designed speed of 150 km per hour.

The Deo Ca Group and Petroleum Trading Lao Public Company committed to fund the feasibility report and a detailed plan for local authorities approval.

The track belongs to the 554-kilometre VND 149.55 trillion Vung Ang-Vientiane railway line.

The project has been approved by the government for the 2021-2030 period with a vision to 2050.

The track,which connects the port city of Vung Ang in Vietnam with Laos’ capital Vientiane, is expected to further boost trade and bilateral ties between both countries and transform Laos into a land-linked country that can facilitate more trade between its provinces, and ASEAN neighbours.

Vietnam teams achieve opening wins in Int'l Women's Volleyball Tournament

The representatives from the host nation, Vietnam, clinched a win in their opening match of the group stage at the 2023 VTV Cup Ferroli International Women's Volleyball Tournament held in Lao Cai.
 
The 2023 VTV Cup Ferroli International Women's Volleyball Tournament kicked off on August 19 at the multi-purpose sports arena in Lao Cai Province, featuring the participation of all six competing teams.

Vietnam is represented by two teams: the Vietnam Women's Volleyball Team 1 and the Vietnam Women's Volleyball Team 2, both of which competed and achieved victories simultaneously.

During the afternoon game, Head Coach Nguyen Trong Linh and the Vietnamese Women's Volleyball Team 2 went up against South Korea's Suwon club. In this match, the home team's spikers could not completely dominate the opponents; instead, they often found themselves countering the opposing team's attacking spikes.

However, players like Nguyen Huynh Phuong Thuy, Pham Thi Nguyen Anh, and Le Thanh Thuy delivered strong performances, securing crucial points that played a significant role in the team's victory. Ultimately, the Vietnamese Women's Volleyball Team 2 triumphed over their opponents with a 3-1 score (23/25, 25/12, 25/21, 25/16).

As late evening approached, the stands were filled with spectators who came to support Head Coach Nguyen Tuan Kiet and the Vietnamese Women's Volleyball Team 1 in their match against the Australian women's team. Overall, the spikers from the Australian team still could not match or surpass the skills of Vietnam Team 1's players.

Throughout the match, athletes such as Tran Thi Thanh Thuy, Tran Tu Linh, Hoang Thi Kieu Trinh, Dinh Thi Tra Giang, Nguyen Thi Trinh, and Doan Thi Xuan executed powerful attacking spikes, creating difficulties for the opposing team's defense at both the front and back rows. At specific moments during the three sets, Coach Nguyen Tuan Kiet provided opportunities for some young players to step onto the court, allowing them to gain valuable experience.

Against a technically inferior opponent, the Vietnamese Women's Volleyball Team 1 comfortably secured a 3-0 victory with set scores of 25/18, 25/11, and 25/15.

Vietnam attend AEM consultations with partners in Indonesia

Vietnam attended the consultations between ASEAN Economic Ministers (AEM) and the EU, Canada, the World Intellectual Property Organisation (WIPO) and Hong Kong (China) that took place in Semarang, Indonesia on August 20 within the framework of the ongoing 55th AEM Meeting.

The events aimed to discuss the regional and international economic situation recently, and share information and cooperation orientations between ASEAN and the partners in the time to come.

At the AEM-EU Consultation, Vietnam, as the coordinator of the ASEAN-EU relations, chaired the discussion on the implementation of items in the ASEAN-EU work plan on trade and investment cooperation. Participants shared information on regulations they are applying in their countries in cooperation areas of mutual benefit, and approved the ASEAN-EU Work Plan on trade and investment in the 2024-2025 period.

At the AEM-Canada Consultation, the ministers discussed the progress of negotiations for the ASEAN-Canada Free Trade Agreement (ACAFTA) and approved reports of heads of negotiation teams on the work. They also agreed on the new targets towards concluding the negotiations for the deal in 2025.

At the AEM-WIPO Consultation, the ministers and the WIPO General Director discussed the cooperation between the two organisations in intellectual property-related areas. On the sidelines of the event, participants attended the launch of the ASEAN Intellectual Property Registration Agency.

The AEM-Hong Kong Consultation focused on the implementation of the ASEAN-Hong Kong Free Trade Agreement (AHKFTA) and the ASEAN-Hong Kong Investment Agreement (AHKIA). The ministers agreed on the first protocol on the adjustments to the AHKFTA, and pledged to roll out internal procedures for the signing of the document in the time to come.

On the sidelines of the event, the ministers also worked with the ASEAN - EU and ASEAN - Canada Business Councils, discussing recommendations and priorities of the private sector in the coming time such as enhancing the facilitation of business and investment, speeding up energy transformation and developing the digital economy and green supply chains.

Vietnam actively participated in the events and raised various ideas to ensure the benefits of the ASEAN and Vietnam, reinforce the regional supply chain and promote sustainable economic development amid the unexpectedly changing world economic situation.

Art performance marks centenary of national anthem composer

President Vo Van Thuong, other Party, State leaders and former leaders attended an August 20 art performance in Hanoi to celebrate the 100th birthday of famous composer, poet, and painter Van Cao (1923-1995) who composed “Tien quan ca” (The Marching Song) – Vietnam’s national anthem.

Themed “Dan Chim Viet” (Flock of Vietnamese Birds) after Cao's famous and early composition and organised by the Vietnam Musicians Association on the occasion of the 78th anniversary of the August Revolution (August 19) and the National Day (September 2), the event aims to honor the outstanding value of his works and his creativity and dedication to Vietnam’s music in particular and the country's art culture in general.

The programme featured more than 20 classic songs that earn him the fame of one of the greatest composers in Vietnam.

Composer Van Cao, born in 1923 in the northern city of Hai Phong, composed ‘The Marching Song’ in 1944.

The original version of the song was chosen by President Ho Chi Minh to be the national anthem and edited by the National Assembly in 1955.

Da Nang students help promote Vietnam-Japan friendship

A ceremony to present awards for winners of a writing and painting contest promoting the Vietnam-Japan friendship opened in the central city of Da Nang on August 19.

Titled “Da Nang school students joining hands in strengthening the Vietnam-Japan friendship”, the contest aims to celebrate the 50th anniversary of diplomatic ties between the two countries (September 21, 1973-203).

Launched at the end of March, it received nearly 900 works of students from primary, secondary and high schools. Entries featuring the love for Japan, its culture and people, the bilateral sound relations, and people-to-people exchanges between the two counties.

Chairman of the Vietnam-Japan Friendship Association, head of jury Tran Van Nam said that all the paintings and essays represent special sentiment of students about the special bond between Vietnam and Japan in exchange, supporting activities.

In the painting category, 58 awards were presented for the best works, including three first, 12 second, 15 third, and 28 consolidate prizes.

Meanwhile, two first, five second, 11 third, and 15 consolidate prizes were presented to 33 most outstanding essays.

All paintings and essays of the contest were displayed and introduced to the public.

Sport events held for Vietnamese students, workers in RoK

The 13th Vietnam Student Sports Festival in the Republic of Korea (RoK) was held in Ansan city on August 19-20.

Nearly 1,000 Vietnamese students, graduates and people living in the RoK competed in seven sports.

Nguyen Viet Anh, Minister-Counsellor at the Vietnamese Embassy in the RoK, said that this is the biggest and most anticipated annual event of Vietnamese students in the host country.

It helped enhance solidarity among the Vietnamese students as well as the Vietnamese community in the RoK, and promote the image of young and dynamic Vietnamese students to international friends, thus contributing to the cohesion among them and the host country’s organisations and businesses and to developing the Vietnam-RoK relations, according to the Vietnamese Students Association in the RoK (VSAK) – the organiser of the festival.

On August 20, a football tournament for Vietnamese labourers working in the RoK under the Employment Permit System (EPS) was also organised in Ansan city.

It attracted 20 teams from Seoul capital, Gyeonggi province and Incheon city.

Minister-Counsellor Anh said that since 2004, as many as 140,000 Vietnamese people have travelled to the RoK to work under the EPS programme, and made contributions to boost the two countries’ relations.
