Representatives from the Defence and Security Education Centre of Vietnam National University HCM City, the club “For Homeland Sea and Islands”, and 58 reporters from press agencies nationwide also joined the delegations, which was led by Colonel Pham Quyet Tien and Colonel Nguyen Viet Anh, Vice Commander and Deputy Chief of Staff of the High Command.

Government’s December law-making session opens
The Government’s monthly law-making session opened in Hanoi on December 26, under the chair of Prime Minister Pham Minh Chinh.
During this session, the Government considers the draft Law amending and supplementing a number of articles of the Law on People's Public Security, and proposes building such laws as the Law amending and supplementing the Law on Credit Institutions; the Law on Citizenship Identification (amended); the Law on industrial defence, security and industrial mobilisation; the Law on Digital Technology Industry; and the Law on Urban and Rural Planning.
In his opening remarks, PM Chinh said that law building and institution perfection is one of the three strategic breakthroughs and a focus of the Government's investment and drastic implementation. In 2022, the Government held nine sessions on the formulation of laws and policies, during which Government members gave opinions on 40 draft laws.
In this session, he requested participants to continue discussing important issues which still see different opinions to ensure the progress and quality of the session.
President of Cote d’Ivoire praises Vietnam’s socio-economic achievements
President of Cote d’Ivoire Alassane Ouattara has spoken highly of Vietnam's achievements in socio-economic development and international integration, affirming that it has always been a model for his country.
During a recent meeting with Vietnamese Ambassador to Morocco and Cote d’Ivoire Dang Thi Thu Ha who presented letter of credentials to him, Ouattara expressed his hope that Vietnam will share experience with his country, especially in agriculture, to help the western African country ensure sustainable food security.
He also called on Vietnamese enterprises to build cashew nut and cocoa processing factories in Cote d'Ivoire, saying that he believes Ambassador Ha will be a bridge to contribute to further expanding the bilateral relations between the two countries.
For her part, the Vietnamese diplomat conveyed greetings from President Nguyen Xuan Phuc to Ouattara, and congratulated the President and people of Cote d'Ivoire on the achievements in national development they made in recent times.
Ha affirmed that Cote d'Ivoire is one of Vietnam's leading trade partners in Africa, and Vietnam always wishes to strengthen its friendship and cooperation with the African nation in all fields.
Earlier, the Vietnamese ambassador had meetings with many officials of the host country, discussed measures to further foster the friendship and bilateral cooperation in the coming time, and agreed to promote the organisation of visits of the Prime Minister and the President of the National Assembly of Cote d'Ivoire to Vietnam, as well as a political consultation meeting between the two countries in 2023.
The two way trade between Cote d'Ivoire and Vietnam topped 1 billion USD per year. Vietnam imports cashew, cotton, and raw materials, and exports rice, and consumer goods to the country.
Vietnamese, Cambodian legislatures look to step up cooperation
A workshop to share experience between the National Assembly of Vietnam and the Cambodian parliament took place in the central city of Da Nang on December 25.
Vietnamese NA Vice Chairman Nguyen Duc Hai, who is also president of the Vietnam-Cambodia Parliamentary Friendship Group, highlighted the fruitful development of the bilateral relations between the two countries, saying that cooperation between the Vietnamese NA and the Cambodian parliament has been well maintained within the framework of bilateral and multilateral cooperation.
The official visits to Vietnam by President of the Cambodian NA Samdech Heng Samrin last September and President of the Cambodian Senate Samdech Say Chhum last October, and the official visit to Cambodia and attendance in the 43rd ASEAN Inter-Parliamentary Assembly (AIPA-43) by Vietnamese NA Chairman Vuong Dinh Hue from November 19-22 this year have contributed to further cementing the traditional friendship and good neighbourliness with a high political trust between the two nations, and tightening the relationship between the two parties, states and their legislative bodies, Hai said.
Cambodian Deputy Prime Minister and Chairwoman of the Cambodia - Vietnam Friendship Association Men Sam An said the cooperation between the legislatures of Cambodia and Vietnam has grown through the signing of agreements to further strengthen cooperation at all levels, and through sharing of experiences among specialised committees, and information sharing and mutual support in regional and international inter-parliamentary forums.
The Cambodian leader, who is also Minister of the NA - Senate Relations and Inspection of Cambodia, said she wishes that the two sides will promote the effective implementation of the Memorandum of Understanding on strengthening cooperation among senior leaders, friendship parliamentary groups, female members of parliament (MPs), young parliamentarians, and secretaries general.
She expressed the hope that the Vietnamese NA will continue to help train human resources for the Cambodian parliament.
S-Race 2022 makes Asian record for largest student race
The race for students, known as S-Race 2022, got underway on December 25 in the central province of Nghe An, attracting the largest number of students in Asia.
S-Race 2022 that started in March this year has been held in five localities, namely Quang Nam, Ho Chi Minh City, Quang Ninh, Hanoi, and Nghe An, drawing the participation of over 30,000 students and teachers this year.
With the message of “For Vietnamese stature”, the race attracted secondary school, high school and university students aged between 11 and 23.
They competed in six events of three km for male and male high school students, as well as 1.5 km for secondary school boys, female students, high school girls, and female students.
Teachers also participated in S-Race Teacher with a distance of one km in order to encourage and cheer up the students’ spirit.
As many as 300 athletes who competed in the event across five localities nationwide will be the media ambassadors of the tournament. Together with their love of sports, they will spread positive emotions to more than 25 million students throughout the country.
Vietnam, Laos tighten special solidarity
Sen. Lieut. Gen. Luong Dinh Hong, Political Commissar of the National Defence Academy, visited Laos and attended an exchange programme with Lao military alumni who studied in Vietnam from December 22-24 at the invitation of the Lao Ministry of Defence.
Addressing the event, the Vietnamese officer expressed his pleasure at the fruitful development of the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, saying that academies and training institutions of the Vietnam People's Army (VPA) are proud to train elite officers and soldiers of Laos.
He wished that leaders of the Lao Party, State and Ministry of National Defence will continue to send their soldiers and students to study in Vietnam, adding he believes that Lao alumni will continue to be important factors contributing to further tightening the special solidarity between Vietnam and Laos.
Lao Deputy Prime Minister and Minister of Defence Chansamone Chanyalath said the Lao Party, State and people always remember and highly appreciate the valuable support of the VPA for Laos in its national construction and defence.
In its foreign policy, Laos always attaches importance to, prioritises and does its best to preserve and lift the great friendship and special solidarity, and comprehensive cooperation between the two countries and their armies and peoples to higher levels, he stressed.
Chanyalath affirmed that the Laos – Vietnam, Vietnam – Laos special solidarity and comprehensive cooperation are a unique tradition in the world, and an important and decisive factor for the revolutionary causes of the two countries.
He thanked the Vietnamese Party, Government and Army and people, especially teachers and lecturers of training institutions, for their enthusiasm and devotion to generations of Lao students who have studied in Vietnam.
Over 1,000 people join Thanh Hoa’s voluntary blood donation drive
More than 1,000 State employees, public security officers, and students joined the annual 15th Red Sunday – a voluntary blood donation drive, in the central province of Thanh Hoa on December 25.
The province is among the 40 localities across Vietnam joining the drive launched by the National Traffic Safety Committee, the National Institute of Hematology and Blood Transfusion, and the Tien Phong (Vanguard) newspaper.
The drive is expected to be held in four months starting from November 2022 to February 2023, aiming for 45,000 - 50,000 blood units for use during year-end and Lunar New Year holidays.
Project to improve capacity of Mekong Delta waterways approved
A transport infrastructure project costing VNĐ2.1 trillion (US$88.1 million) has been approved to increase the transport capacity of inland waterways in the Cửu Long (Mekong) Delta, according to the Ministry of Transport.
The Minister of Transport has signed a decision approving the first phase of the project, which will include building nine new bridges, upgrading and renovating one bridge and dismantling one bridge crossing the inland waterways of the city of Cần Thơ, and the provinces of Long An, Đồng Tháp, Bến Tre, Kiên Giang and Vĩnh Long.
It is expected to reduce congestion on roads and improve the freight transport capacity of inland waterways between HCM City and major ports in the delta.
The project’s total investment capital will be sourced from the State budget, including VNĐ598 billion ($25 million) for payment of land compensation and resettlement support works.
Construction of the project is expected to start in 2023 and be completed in 2025.
HCM City to host floating flower festival to celebrate Tet
The HCM City will host its annual floating flower festival in District 8 to celebrate Tết holiday (Lunar New Year).
The “Trên Bến Dưới Thuyền” (On the Wharf - In the Boat) Flower Festival 2023 will be held at Bình Đông Wharf and Nguyễn Văn Của Street from January 6-21, or 5th-30th of the 12th lunar month.
The event aims to create a cultural space and tourism destination for local and foreign visitors during the Tết holiday, as well as to introduce special kinds of flowers and fruits of the southern region and the rest of Việt Nam.
According to organisers, this year’s festival will feature 666 stalls and boats displaying hundreds of various kinds of flowers and fruits from the Cửu Long (Mekong) Delta provinces of Long An, Tiền Giang, Bến Tre, Vĩnh Long and Đồng Tháp, and the Tây Nguyên (Central Highlands) province of Lâm Đồng.
The provinces will also set up miniature landscapes arranged with different kinds of flowers for visitors to have beautiful photos.
The organisers will also create a zone where ông đồ (calligraphy artisans) can offer calligraphy works for visitors hoping to have a prosperous and happy new year.
In addition, the festival will include performances of tài tử music on boats along Tàu Hủ canal, and a lion dragon dance.
There will be an exhibition on the city’s achievements in 2022, and live performances of flower and fruit arrangements.
Visitors will have an opportunity also to learn how to make tò he (toy figurines that are made of rice dough), and traditional cakes such as bánh tét (cylindrical glutinous rice cake) and bánh ú (small glutinous pyramid shaped cake) at the event.
Record of 69 delicious dishes made from Ca Mau crab set
A record of 69 delicious dishes made from Ca Mau crab was set at the King Crab Chef Contest, which took place in Thanh Nien Square, in the southernmost province of Ca Mau on December 25.
The event was held as part of a series of events of the first Ca Mau Crab Festival in 2022.
According to the organizers, the main dish and appetizer must use Ca Mau crab as an ingredient. Each team prepared presentation content about processing, ingredients, nutritional value, meaning and origin of the dish.
After nearly two hours of exciting competition, Hoang Hon - Dat Mui Restaurant from Ngoc Hien District won the first prize worth VND20 million. The second prize went to the Real Crab Cuisine Restaurant from Ca Mau City, while the third prize was shared by Cantho Eco Resort and KTC's Culinary - Hot Pot and Grill Restaurant.
On this occasion, the Vietnam Records Organisation awarded the decision to set a Vietnamese record with the content "The event of processing and performing the most dishes made from Ca Mau crab in Vietnam (69 dishes)", for the Ca Mau Provincial Department of Culture, Sports and Tourism. At the same time, this organisation also jointly awarded a certificate to set a culinary record, Asian specialities for the dish named “U Minh fish sauce hot pot”.
Stamp issued to mark 100th birth anniversary of celebrated musician Do Nhuan
The Ministry of Information and Communications (MoIT), the Vietnam Posts and Telecommunications Group (VNPT) and the Vietnam Musicians’ Association held a ceremony in Hanoi on December 25 to launch a postage stamp to mark the 100th birth anniversary of the celebrated musician Do Nhuan.
Do Nhuan (1922 – 1991), born in Thai Hoc commune, Binh Giang district, Hai Duong province, was one of the pioneer musicians of Vietnamese revolutionary music.
He was among the founding members of the Vietnam Musicians’ Association in 1957 and held the position of General Secretary of the Association from 1957 to 1983.
Throughout his career, Do Nhuan composed many valuable works in various genres, from songs to operas, dance plays, ‘cheo’ (Vietnamese traditional opera), film soundtracks, and chamber music.
Many of his works have still lived in the hearts of Vietnamese people, contributing to enriching the treasure of Vietnamese music.
The stamp features the portrait of musician Do Nhuan on the left side, and the music sheet of his famous song ‘Viet Nam Que Huong Toi’ (Vietnam – My Homeland) on the right side.
Measuring 46 x 31 mm, the stamp is designed by painter Pham Quang Dieu from the VNPT. It will be available from December 25 this year through June 2024.
Da Lat-Lam Dong specialty street opens
A programme introducing tea, coffee, wine and specialties of Da Lat-Lam Dong officially opened on Ho Tung Mau Street, near Xuan Huong Lake, Da Lat City, in the Central Highlands of Lam Dong, on December 24.
The event is part of activities in response to the 9th Da Lat Flower Festival in 2022.
With the theme “The convergence of quintessential products of Da Lat-Lam Dong”, visitors to the street of tea, coffee, wine and specialties can enjoy typical products produced by 38 local enterprises in the province.
The program is an opportunity for businesses to introduce products, acting as an effective bridge between producers and consumers, to promote local products and expand consumption markets while at the same time creating an attractive destination for people and tourists during the 9th Da Lat Flower Festival.
The street of tea, coffee, wine and specialties of Da Lat-Lam Dong will be held until December 31.
"Installation art for marine environment" festival opens in Hoi An
The Quang Nam Tourism Association, the UNESCO Office in Hanoi, and the Tan Thanh Beach Tourism Community opened a special event entitled "Installation Art for Marine Environment" in Hoi An city, on December 22
Chairman of the central province of Quang Nam's Tourism Association Phan Xuan Thanh said that as part of activities marking “National Tourism Year 2022: Quang Nam – A green tourism destination”, the event aims to connect tourism business, the local community, and tourists, particularly foreigners who are living and working in Hoi An city.
Held along Tan Thanh Beach, the three-day festival aims to raise public awareness of waste reduction and marine preservation, with 18 installations made of daily waste that harms the marine environment displayed.
The festival also transmits a message calling on everyone to work together to protect parrot fish, help restore coral reefs, reduce the use of single-use plastic products, and change living habits in ways that are friendly to the marine environment.

4 bridges linking Dong Nai, Binh Duong to be built
The Department of Transport of Dong Nai Province has just had a field trip to survey to reach an consensus on the construction positions of four bridges connecting the two provinces of Dong Nai and Binh Duong.
Accordingly, the department approved the construction of Hieu Liem 2 through Be River connecting Hieu Liem Commune, Bac Tan Uyen District of Binh Duong Province and Hieu Liem Commune, Vinh Cuu District of Dong Nai Province.
Additionally, two bridges over the Dong Nai River comprising the Tan An- Lac An bridge over Dong Nai Province linking Lac An Commune, Bac Tan Uyen District and Tan An Commune of Vinh Cuu District, and Tan Hien- Thuong Tan bridge will be also implemented.
Thanh Hoi 2 Bridge, which has a connection position at Binh Hoa ferry terminal in Dong Nai Province and Nhat Thanh ferry terminal in Binh Duong Province, will link Thanh Hoi isle, Tan Uyen Town, Binh Duong Province with Binh Hoa Commune of Vinh Cuu District.

UK launches Climate Finance Facilitation Program in Vietnam
The British Embassy in Vietnam has just launched the Climate Finance Facilitation (CFA) Program in Vietnam.
CFA is a technical assistance program funded by the UK Government to respond directly to the emergency and the widespread effects of the causes and impacts of climate change in Vietnam.
The program invited the projects implemented in Vietnam to submit registration documents from now till January 15, 2023, to receive support and access to investment capital completely free of charge. Projects in selected fields are renewable energy, electric vehicles, wastewater treatment, waste management, waste energy production, low carbon production, and green agriculture.
With this approach, CFA Program will contribute to Vietnam's joint efforts in implementing the Nationally Determined Contributions (NDC) program in the Paris Agreement, reducing greenhouse gas emissions, and setting out more ambitious climate goals, mobilizing financial resources and technical assistance to accelerate Vietnam's clean energy transition.
The Paris Agreement sets out a global framework to avoid dangerous climate change by limiting global warming to well below 2 degrees Celcius and pursuing efforts to limit it to 1.5 degrees Celcius. It also aims to strengthen countries' ability to deal with the impacts of climate change and support them in their efforts.
Drug watchdog decides to recall Fumanbreak for containing banned substance
Vietnam’s drug watchdog decided to recall a medicine because the product contains banned substance Sildenafil.
The Vietnam Food Administration under the Ministry of Health has just issued a warning about Fumanbreak health food products with the lot number 012022 and registration number 2483/2022 manufactured on August 22, 2022, and expiry date on August 21, 2025. The drug is produced at a branch of Dak Tin Pharmaceutical - Cosmetic Company Limited at No. 8 on Street No. 100 in Tan Phu Ward in Ho Chi Minh City’s Thu Duc City for containing the banned substance Sildenafil.
The Phuc Day Trading and Import-Export Company located on the sixth floor in building 17-19, Road 59 in Lang Ha Street in Hanoi’s Ba Dinh District has announced to be responsible for Fumanbreak.
The food watchdog has issued a decision to recall the Fumanbreak drug, warning consumers not to buy or use products with the above information. According to the administration, if anyone detected these products circulating on the market, they were recommended to notify relevant authorities for handling in accordance with the law.
Sildenafil is an active ingredient indicated for the treatment of erectile dysfunction and pulmonary arterial hypertension, but this is also a substance with many dangerous side effects to health, so it is prohibited for use in nutritional supplements.
Southern region continues to enjoy chilling night, early morning

HCMC deports 12 illegally-intruding foreigners
The Immigration Department under the Ho Chi Minh City Police, on December 22, said it had expelled 12 foreigners who illegally entered the country and were detected by police.
HCMC Police said that that was the fourth round of deportations from the beginning of 2022. The above subjects are all Chinese nationals and were tricked into a job scam.
This group of people illegally entered Vietnam through unofficial channels in the Northern provinces. Next, they moved to HCMC by coach. However, in HCMC, this group of people was not received, was cut off from contact with their relatives, and lived on the streets in the area.
Some subjects went to the police station to report and receive support. The remaining subjects sought jobs but could not find any jobs in the city and were discovered and arrested by the authorities.
After completing the procedures, these 12 subjects were expelled and returned to the Chinese authorities at Huu Nghi Border Gate in Lang Son Province.
Currently, HCMC Police continue to investigate and handle brokers and organizations that smuggle foreigners into the area illegally.
From the beginning of 2022 to now, the unit has deported a total of 59 foreigners who entered the country illegally.
Registrar positions to be reviewed to avoid violations, corruption
The Ministry of Transport (MoT) has just required the Vietnam Register (VR) and the Departments of Transport of localities on strengthening the control and management of inspection activities for roadway vehicles.
The requirement was performed after massive registration centers and units have been under investigation.
According to the MoT, motorized vehicle registration works have been mistaken. Particularly, the violations of registrars and intern registrars have tended to surge, including failing to fulfill all of the registration categories, skipping violations comprising vehicle lights, truck body dimensions and so on not in accordance with regulations.
For this reason, the ministry required the VR to review and complete the regulations to timely overcome the weaknesses to avoid corruption and negative-ness on vehicle registration activities.
In addition, the VR is recommended to detect each employee position having a high risk of negative-ness and corruption to build and implement detailed solutions and measures to prevent, check and monitor the registration activities.
Besides, the Ministry of Transport required the VR to focus on checking the registration activities of Registration and Inspection Centers for Motorized Vehicles and regularly check and monitor the registration activities online.
On the other hand, provincial and municipal Departments of Transport are assigned to concentrate on inspecting and checking the registration activities in the localities.
HCMC residents enjoy average life expectancy at birth of 76.2 years
Dwellers in Ho Chi Minh City enjoy average life expectancy with an average lifespan of 76.2 years.
This morning, the city Department of Population and Family Planning held a conference to summarize population work in 2022. The conference released an information that city dwellers’ average life expectancy with an average lifespan of 76.2 years while their healthy life expectancy is 64 years.
According to Mr. Pham Chanh Trung, Director of the municipal Department of Population and Family Planning, in 2022, Ho Chi Minh City will achieve and exceed the assigned population work plan targets in 2022. Specifically, the rate of pregnant mothers who were screened before giving birth reached 86.3 percent whereas the assigned target is 85 percent. Moreover, the rate of newborns being screened reached 83.4 percent which exceed the assigned target of 82 percent.
However, the implementation of population work still faces many difficulties in the coming time. The total fertility rate in Ho Chi Minh City is currently very low with 1.39 children per woman compared to the replacement fertility rate of the country, the life expectancy of people in the city has increased at birth of 76.2 years, but the number of years of has been 64.
