Chairman of the National Assembly Vuong Dinh Hue arrived in Vientiane on December 4, beginning his working trip in Laos to attend the first Cambodia – Laos – Vietnam (CLV) Parliamentary Summit from December 4 to 7.

The trip was made at the invitation of Chairman of the Lao National Assembly Saysomphone Phomvihane.

During his stay in Laos, the Vietnamese top legislator will have meetings with high-ranking leaders of the Lao Party, State and National Assembly to discuss measures enhancing the bilateral cooperation in the coming time.

He will also join in several economic and cultural events, including meetings with Lao people who used to study in Vietnam, and the Vietnamese businesses and Vietnamese community in Laos.

Following activities in Laos, the Vietnamese NA leader will attend the parliamentary summit of Cambodia, Laos and Vietnam (CLV), with three topics covering foreign affairs, economy, culture-society, and defence-security.

The establishment of the parliamentary summit is a move that helps concretise the outcomes of the high-level meeting among Party leaders of Cambodia, Laos and Vietnam in September 2021.

The first summit in Laos is a milestone in the cooperation history of the three parliaments, helping elevate the collaboration to the highest level, and contributing to consolidating and enhancing the traditional relations and special solidarity among the three Parties, States and peoples.

The Vietnamese top legislator’s attendance in the first summit aims to enhance the friendship, solidarity, and comprehensive cooperation while promoting the sharing of legislative, supervisory, and practical information and experience among the three parliaments in order to bolster the partnerships in politics - diplomacy, socio-economic development, defence - security, and people-to-people exchanges for their countries’ sustainable development in the CLV Development Triangle Area and the three economies’ connectivity.

His participation is also intended to step up and supervise the implementation of cooperation agreements and projects signed among the three governments, boost coordination in the enforcement of the international multilateral deals to which all the three countries are parties, and discuss ways for mobilising capital sources from partners in and outside the CLV region for the programmes and projects of the Development Triangle Area and other priority cooperation fields.

During the working trip to Laos, Chairman Hue is scheduled to have talks and meetings with leaders of the Lao Party, State, and NA to look into some directions and measures for strengthening the two countries’ cooperation in the time ahead.

He will also join in meetings with some Lao people who used to study in Vietnam and the Vietnamese businesses and people in the neighbouring country.

Meanwhile, the trip to Thailand is his first official visit there as the NA Chairman of Vietnam, and also the first to Thailand by a Vietnamese leader since this country set up a new Government. It is of importance as both sides are promoting the action plan on implementing the enhanced strategic partnership for the 2022 - 2027 period, and carrying out practical activities in celebration of the 10th anniversary of the strategic partnership (2013 - 2023).

The official visit to Thailand aims to continue implementing the foreign policy set at the 13th National Party Congress, actively consolidating and expanding political ties as the foundation and fostering effective and practical bilateral cooperation across the board and on all the channels of the Parties, parliaments, governments, and people-to-people exchanges.

National conference popularising resolutions of Party Central Committee’s 8th session

The Politburo and the Secretariat of the Party Central Committee on December 4 jointly organised a national conference on popularisation and studying of the resolution released at the eight session of the 13th Party Central Committee.

The hybrid conference, drawing more than 1.44 million delegates across the country, focuses on core issues and new features of the resolution, thus enhancing officials and Party members’ awareness of their responsibility in implementing tasks set in the resolution.

The conference enables Party Committees, Party Organisations and ministries, sectors and localities to continue to popularise the resolution to the lower level, and build their own plans and action programmes to implement the resolution in a practical and effective manner.

At the event, State President Vo Van Thuong, who is also a Politburo member, delivers a speech on continuing to promote the tradition and strengths from great national solidarity for building more prosperous and happy nation.

Politburo member and Prime Minister Pham Minh Chinh is scheduled to deliver a speech on renovating and enhancing the quality of social policies to meet the requirements of the national construction and defence in the new period.

Deputy Secretary of the Central Military Commission and Minister of Defence Phan Van Giang will highlight the strategy for national defence in the new situation while Secretary of the Party Central Committee and head of its Commission for Information and Education Nguyen Trong Nghia will touch upon the developing and promoting of the role of the intellectual contingent to meet the requirement of fast and sustainable national development in the new period.

1,000 runners join Vietnam-China cross-border marathon

Some 1,000 runners from Vietnam, China and countries in the Association of Southeast Asian Nations (ASEAN) participated in the first International Friendship Marathon 2023, taking place in the border city of Mong Cai, Vietnam's northern border province of Quang Ninh, on December 3.

The 10km route took runners from Mong Cai International Border Gate to China’s Dongxing and vice versa.

The marathon aimed to inspire the physical exercise spirit while contributing to increasing sports exchanges between Vietnamese and Chinese localities.

Deputy Chairwoman of Mong Cai city People’s Committee Nguyen Thu Huong said that the city has always paid attention to cultural, sports and people-to-people exchanges between the locality and Dongxing city. The marathon is expected to enhance friendship and linkage among runners and athletes from Vietnam, China and countries in the region.

The event was under the umbrella of the 15th Vietnam – China International Tourism and Trade Fair, taking place in Mong Cai city from November 30 to December 4.

Prime Minister arrives in Hanoi, concluding working trip to UAE, Turkey

Prime Minister Pham Minh Chinh, his spouse and the Vietnamese delegation arrived in Hanoi late December 3, concluding their working trip to attend the World Climate Action Summit within the framework of the 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP28), bilateral activities in the UAE and pay an official visit to Turkey from November 29 to December 3.

During the five-day trip to the UAE and Turkey, the PM attended around 60 activities both bilateral and multilateral. Besides participating in and speaking at conferences and events within COP28, he held bilateral meetings and working sessions with more than 30 leaders of countries, international organistions and world leading enterprises. He also met with leaders of the UAE and Turkey, and attended bilateral conferences and forums with the two countries.  

PM Chinh’s activities during the working trip have affirmed Vietnam’s commitment to joining hands with the international community to address the global issue of climate change with specific and result-oriented steps and actions.

The trip also marked the start of a new stage in cooperation with Middle East countries, especially in trade and investment. 

The Government leader’s working trip is another step to implement the external relation policy set by the 13th National Party Congress on continuing to promote and enhance the effectiveness of external relations and international integration. It is also a meaningful event on the occasion of the 45th anniversary of Vietnam-Turkey diplomatic relations and 30th anniversary of the establishment of diplomatic relations between Vietnam and the UAE.

Vietnam hopes Cambodia to continue to pay attention to Vietnamese-origin people

A delegation from the Foreign Ministry led by Deputy Minister Le Thi Thu Hang paid a visit to Cambodia from November 30 to December 3 to strengthen cooperation and friendship between Vietnam and Cambodia.

Within the framework of the visit, the delegation made a courtesy call to Permanent Secretary of State of Cambodia’s Ministry of Foreign Affairs and International Cooperation Sea Kosal and Permanent Secretary of State of Cambodia’s Ministry of Interior Mao Chandara; and had meetings with Secretary of State of Cambodia’s Ministry of Interior Keat Chantharith and Deputy Governor of Phnom Penh Nuon Pharat.

Hang congratulated Cambodia on successfully organising the 7th National Assembly election, expressing her impression of Cambodia's socio-economic development, especially its organisation of the 32nd Southeast Asian Games (SEA Games).

She also said that on the occasion of the 45th anniversary of the victory over the genocidal regime in Cambodia (January 7, 1979-2024), the Vietnamese side plans to hold a solemn celebration in Hanoi. The important event will help the two peoples, especially the younger generation, understand further the tradition of solidarity and friendship between the two countries.

The diplomat thanked the Government and people of the Kingdom of Cambodia for creating favourable conditions for the Vietnamese community to live and do business stably in Cambodia, and proposed Cambodia continue to pay attention and support solving issues related to people of the Vietnamese origin in the country.

She said she hopes that the Cambodian side, especially local authorities at all levels, help people of the Vietnamese origin better learn and comply with Cambodia's laws, guidelines, and policies.

Representatives from Cambodian ministries and Phnom Penh proposed that the two sides accelerate the connection of the Phnom Penh-Bavet highway (Svay Rieng province) with the Ho Chi Minh City-Moc Bai highway (Tay Ninh province) to increase trade and tourism ties.

Regarding the issue of people of Vietnamese origin in Cambodia, they affirmed Cambodia’s policy of continuing to create favourable conditions for foreigners, including those of the Vietnamese origin to live stably in the spirit of complying with Cambodian law.

Vietnamese, Thai navies strive ensure peace, stability in bordering waters

Vessels 264 and 265 together with a delegation of Naval Region 5 of the Vietnam People’s Navy led by Col. Trinh Xuan Tung, Deputy Commander and Chief of the Staff of the region, paid a visit to the High Command of Naval Region 2 of the Royal Thai Navy from November 30 to December 3.

Welcoming the Vietnamese guests, Rear Admiral Thawatchai Phimmuang, Deputy Commander of Region 2 of the Royal Thai Navy, emphasised that the relations between the two forces have been continuously strengthened and developed, making an important contribution to maintaining peace and stability in the waters bordering Vietnam - Thailand, and creating favourable conditions for the peoples of the two countries to develop the marine economy.

For his part, Tung said that he believes with the foundation of good traditional relations built and nurtured by the two navies, the coordination between the forces will be more and more effective and practical, contributing to deepening the friendship, cooperation, and mutual understanding and trust between the two navies.

In their working programme, the two sides also exchanged information, shared experiences, and discussed issues of mutual concern, including strengthening communication on legal knowledge and the responsibility of fishermen of the two countries in combating illegal, unreported, and unregulated (IUU) fishing.

In the coming time, the two sides will continue to promote patrol activities and delegation exchanges. They will also effectively maintain communication channels, especially hotlines, and promptly coordinate to properly handle unexpected incidents at sea constructively and with respect to international law, independence, national sovereignty, and for the benefit of each country.

Vietnam-US friendship festival held in Hanoi

The US Embassy in Hanoi and the Vietnam Union of Friendship Organisations (VUFO) on December 2 organised a public festival in Hanoi to celebrate people-to-people ties and the 10th anniversary of the comprehensive partnership between the two countries.

Speaking at the event, VUFO President Phan Anh Son said with the great and tireless efforts of the leaders and peoples of the two countries, Vietnam – US relations have reaped impressive developments in all fields.

Now, nearly 750,000 Americans travel to Vietnam each year, and 119 US non-governmental organisations are operating in the 63 provinces and cities across Vietnam. Young Vietnamese people are interested in US culture and education, Son said, adding he believes that people-to-people exchanges between the two countries will continue to make great contributions to their relations.

Visitors to the festival can also find information about traveling to the US, learning English and register for exchange programmes, scholarships, and jobs at the US diplomatic mission.

The festival also featured musical performances, an “Ao dai” show, and special performances by US hip-hop Arts Envoy Adrienne Mack-Davis and the Bamboo Orchestra.

Vietnam is World Bank’s important partner, says President Ajay Banga

The World Bank considers Vietnam an important partner and it will continue to accompany and support Vietnam in meeting its development goals, said President Ajay Banga.

Meeting with Vietnamese Prime Minister Pham Minh Chinh in Dubai on December 2, Banga highly appreciated the government’s sound performance, resulting in positive socio-economic development in recent times despite global headwinds.

Chinh for his part thanked the World Bank for its effective cooperation with Vietnam, especially in policy advice, financial provision, and implementation of many development projects in the country, including those on poverty reduction.

To improve the efficiency of bilateral cooperation in the coming time, both leaders agreed to effectively implement existing projects and at the same time promote large-scale strategic projects within the framework of the World Bank’s US$5-7 billion loan for Vietnam in the next three years.

The large-scale projects with spillover effects include those on renewable energy development, 1 million hectares of high-yield, low-carbon rice, Hanoi - Hoa Lac high-speed railway, infrastructure development in the Mekong Delta to adapt to climate change, digital transformation, and green transformation.

As the World Bank is restructuring its organisation globally, the Prime Minister proposed that the world’s financial institution establish a regional center with an office in Vietnam. He affirmed that the government would create the best possible conditions for the regional office to undertake projects in Vietnam and other countries in the region.

Banga welcomed Chinh’s proposal, and said he would seriously consider the idea.

He spoke highly of the efforts and determination of the Vietnamese Government in green transformation, climate change response and sustainable development, especially in implementing a project to grow 1 million hectares of high-yield, low-carbon rice, considering the project a role model for green agriculture of the World Bank in the world.

He proposed that Vietnam join the global carbon credit market, while affirming the World Bank stays ready to accompany and support Vietnam in this process.

National Trade Union Congress wrapped up in Hanoi

The 13th National Trade Union Congress elected a new executive committee and its leader at the closing ceremony in Hanoi on December 3.

Nguyen Dinh Khang, president of the Vietnam General Confederation of Labour (VGCL), was re-elected head of the organisation.

The congress showed its strong resolve to renovate Trade Union organization and activities, build a comprehensively strong Vietnam Trade Union, with a primary focus on meeting the requirements of the new context, protecting the legal and legitimate rights and interests of union members and workers, and actively engaging in State management and socio-economic management.

The congress asked grassroots-level Trade Unions to formulate a plan of actions to materialize the congress’ resolution in order to make a breakthrough in the workers’ movement and Vietnam Trade Union activities.

On behalf of the new executive committee, VCGL president Nguyen Dinh Khang called on Trade Union officials, members, and workers nationwide to unite and uphold the spirit of responsibility and innovation, to overcome all difficulties and challenges and successfully implement the congress’ resolution in the coming five years till 2028.

The 13th National Trade Union Congress took place in Hanoi from December 1-3 with the participation of 1,095 delegates. Many senior Party and State leaders such as Party General Secretary Nguyen Phu Trong, State President Vo Van Thuong, and National Assembly Chairman Vuong Dinh Hue attended the opening ceremony.

Manufacturer of cancer drug inaugurated in Binh Dinh

A manufacturer of cancer drugs was inaugurated in the Nhon Hoi Economic Zone in the Central Province of Binh Dinh yesterday.

The plant was invested by Binh Dinh Pharmaceutical - Medical Equipment Joint Stock Company (Bidiphar) since 2008.

The more than VND500 billion (US$20,584,532) factory specializes in researching, developing and producing a number of cancer drugs with high technology to replace imported drugs. The manufacturer’s cancer drugs achieve GMP-PIC standards with 2 dosage forms including injections and tablets. The factory has a capacity of 3 million injection products and 70 million tablets per year.

On the occasion, Bidipha also started construction of a small-volume sterile medicine factory according to GMP-EU standards with a capacity of 120 million injectable drugs a year in the Nhon Hoi Economic Zone. The small-volume sterile medicine factory costing roughly VND840 billion is expected to operate in 2027.

Currently, Bidiphar has 40 cancer products licensed by the Ministry of Health with 17 active ingredients.

Musical talents honoured at national contests

The Âm Nhạc Mùa Thu (Autumn Music) contest, organised by the ministry of culture’s Department of Performing Art and related entities, celebrated and identified talented musicians on Saturday in Hà Nội.

At different age categories, pianists Trần Quang Minh, Nguyễn Hoàng Phương Thy, and Hồ Thiên Phước secured the first prizes. In the violin section, Nguyễn Vũ Trường Giang and Cao Hoàng Lan emerged as winners.

A collective comprising flutist Lê Thư Hương, pianist Trần Thị Tâm Ngọc, and oboist Hoàng Mạnh Lâm clinched the first prize in the chamber music ensembles category.

The competition attracted 170 participants, including 52 pianists from the Việt Nam National Academy of Music (VNAM) and the HCM City Conservatory.

"New talents were found at the contest," said Prof Ngô Văn Thành, former of VNAM.

At the 2023 National Opera - Choir Competition held by the ministry, top contestants were honoured at the same time.

Trần Quang Cảnh and Lê Thị Minh Ngọc are the winners in group A for 18-23 years old. The winners in group B for 24 years old and up are Nguyễn Thị Hà My, Trần Quốc Đạt and Đỗ Vũ Lan Nhung.

The two contests were held from November 26 to December 2 in Hà Nội. The organisation at the same time is important and necessary for the development of professional music training in Việt Nam, according to Acting Director of the Department of Performing Arts Trần Ly Ly.

"The contests are also opportunities for art managers and researchers to evaluate music training nationwide over recent years," Ly said.

"Through the contests, solutions in training, discovering young talents and providing human resources are designed with a view to regional and international integration."

The contests are chances for local audiences to enjoy classic musical works composed by international and Vietnamese musicians. 

Several leaders of Vietnam Rare Earth JSC prosecuted

The Chairman, Deputy Director, and several employees of the Vietnam Rare Earth JSC have been indicted for investigation on charges of "Smuggling."

On December 1, the Investigation Police Agency of the Ministry of Public Security revealed that after extending their investigation into the case involving "Violations of regulations on research, exploration, and exploitation of natural resources" and "Violations of regulations on accounting causing serious consequences" at Thai Duong Group Joint Stock Company (Thai Duong Company) and associated entities, the agency has decided to initiate criminal proceedings for the offense of "Smuggling."

In addition to the decision to supplement the initiation of criminal proceedings, the Investigation Police Agency has taken legal measures against specific individuals. Specifically, charges have been filed, and travel restrictions have been imposed on Nguyen Quang Manh, CEO of Yen Phu Mine, for the offense of "Violations of regulations on research, exploration, and exploitation of natural resources." Manh is alleged to have aided Doan Van Huan, Chairman of the Board of Directors cum CEO of Thai Duong Company, in directing and organizing the illegal exploitation and sale of over 160,000 tons of rare earth and iron ores, resulting in illicit gains of over VND632 billion.

At the same time, the Investigation Police Agency has pressed charges against Luu Anh Tuan, Chairman of the Board of Directors of Vietnam Rare Earth JSC (VTRE). They have also initiated charges, temporarily detained, and searched the residence of Do Hanh Huong, Deputy Director of VTRE. Moreover, authorities have filed charges, imposed travel restrictions, and carried out searches for Pham Xuan Hau and Pham Thi Yen, employees in the Import-Export Department of VTRE, on charges of "Smuggling." These individuals are alleged to have submitted deceptive customs declarations for the unlawful export, selling over 470 tons of rare earth valued at over VND380 billion to foreign partners between 2019 and 2023, resulting in an estimated loss of over VND82 billion in export taxes for the State.

On October 20, individuals implicated at Thai Duong Company, including Doan Van Huan (Chairman of the Board of Directors), Nguyen Van Chinh (Deputy CEO), and Dang Tran Chi (Director), were formally charged and temporarily detained for investigation regarding the offenses of "Violations of regulations on research, exploration, and exploitation of natural resources" and "Violations of regulations on accounting causing serious consequences."

Unmanned foreign cargo ship swept ashore on Cham Islands

In the afternoon of December 1, authorities from the Border Guard Command of Quang Nam Province reported that a crewless cargo ship was swept ashore by large waves and became stranded on the coast of the Cham Islands.

Accordingly, at approximately 11 a.m. on the same day, authorities were informed that an unmanned cargo ship had drifted ashore and grounded in the Dua Cape area, Bai Huong Village, on Cham Islands in Tam Hiep Commune, Hoi An City.

Following the initial verification, the vessel involved is identified as the King Rich, registered under the Sierra Leonean flag. It is a liquid cargo ship with a total gross tonnage of 13,925 tons, a length of 132 meters, and a width of 21 meters.

As a result of the vessel colliding with reefs, the bow is damaged, posing a high risk of sinking. At present, the combination of large waves and the high bulwark structure of the ship hinders the border guard officers on the Cham Islands from approaching and boarding the vessel.

"Currently, there are no crew members aboard the King Rich vessel, and we have not yet ascertained the remaining cargo and fuel on the ship. Authorities are actively implementing surveillance and protection measures to restrict public access to the ship," the leadership of the Border Guard Command of Quang Nam Province informed further.

2,000 runners to join Son Tra Run Challenge 2023

Some 2,000 runners will participate in Son Tra Run Challenge 2023 which will take place on Son Tra peninsula, Da Nang city on December 23-24.

The event, organised by the Vietnam Television Centre in the Central Region – Central Highlands (VTV8) in collaboration with the Son Tra district People’s Committee, aims to raise public awareness on sea and island environmental protection.

Truong Duy Hoa, Deputy Director of VTV8, said that the tournament, the first of its kind held in Son Tra peninusla, is expected to promote physical training movement while calling on the locals, tourists to join hands to protect the country’s sea and island environment and promoting the beauty of Vietnam’s tourism.

The tournament consists the 6km, 16km and 26km runs, providing the runners with an opportunity to race through the most beautiful roads with extraordinary natural landscapes of Son Tra peninsula, the precious jewel of the central beach city and home to many rare animals and plants such as red shanked douc langurs, a rare species deemed the "Queen of Primates".

The event will be boastcast live on the VTV8 channel.

Located just 10km from the centre of Da Nang, Son Tra is the only peninsula in Vietnam that boasts a natural forest ecosystem linked with the sea, and it has become an ideal destination for holidaymakers.

Surrounded by the sea on three sides and bordering a dense urban area on the other side, Son Tra has formed and developed a perfect wild environment. The peninsula has stunned domestic and foreign scientists with a treasure of flora and fauna.

Son Tra occupies just 0.014% of the country’s area, but is home to 37.8% of the total flora species, and nearly 9.4% of the fauna species in Vietnam.

Its diversity of flora and fauna is no less than that of other world nature preserves such as El Impenetrable and Iguazú (Argentina), Patagonia (Chile), Sable (Canada) and Kimberley (Australia) even though the areas of these preserves are hundreds, or even thousands, of times larger than Son Tra.

Scientists see Son Tra as a miniature world of the wild life on earth with 287 species, 29 of which are rare. It is also considered the kingdom of the red-shanked douc – Indochina’s endemic primate which is almost extinct. Son Tra is now home to the world’s largest population of red-shanked douc, estimated at 400 by the Douc Langur Foundation of the US. This number is estimated much higher, at 1,300, by GreenViet, a Vietnamese biodiversity conservation organisation. Son Tra is also the best and easiest place in the world to observe this animal in its natural habitat.

Son Tra forest also boasts nearly 1,000 species of flora, of which 22 are precious and rare, 143 are valuable for medical purposes, and 140 are for decoration.

Given its unique natural and geographical features, abundant flora and fauna and long-standing cultural values, the peninsula is truly a gift generously granted by nature to Da Nang in particular and Vietnam in general.

Son Tra now has its name on most world tourist maps thanks to its beautiful forests and red-shanked douc, wild clear beaches, ancient architectural structures and luxury resorts. Its legendary areas such as Ban Co (Chessboard) Peak, Nghe Cape, and Nam, Bac, But, Rang and Nom beaches, are major attractions for visitors to Da Nang.

Hà Nội managing HIV/AIDS with monitoring, treatment, testing

According to the Hà Nội Department of Health, as of October 31, there are 21,991 cases of HIV/AIDS in the city, with 7,550 people having died. The living cases of HIV in Hà Nội account for 6.5 per cent of the total living cases nationwide, with 100 per cent of districts and towns having reported HIV cases. The districts and towns with the highest cumulative HIV cases are Đống Đa, Hai Bà Trưng, Long Biên, and Hoàng Mai, making up 50.2 per cent of the city's total.

In the first 10 months of 2023, there were 364 newly discovered HIV cases, an increase compared to the same period last year. The newly discovered cases are predominantly male (82.7 per cent), transmitted through sexual contact (53 per cent), blood transmission (10.4 per cent), and with unknown transmission routes (36.1 per cent).

The newly discovered HIV cases are mainly in the age groups of 25-49 (57.1 per cent) and 15-25 years old (30.2 per cent). The groups of men having sex with men and spouses/partners of HIV-infected individuals are the two with the highest newly discovered cases in the past 10 months, accounting for 32.4 per cent and 18.4 per cent, respectively, while the drug user group accounts for 10.4 per cent.

Regarding the 90-90-95 targets, as of October 31, the city had achieved that 70.4 per cent of living HIV cases are aware of their HIV status, an increase of 2.2 per cent from the previous year. The number of HIV patients maintained on ARV treatment was 13,448 out of 14,441 cases (93.1 per cent), with 98 per cent of patients having viral load test results below the inhibitory threshold, equivalent to the same period in 2022.

The city has implemented pre-exposure prophylaxis (PrEP) at 13 facilities, with 8,361 customers using the service at least once, achieving 98.3 per cent of the plan. Methadone maintenance treatment is being carried out at 23 facilities, with 4,962 patients currently undergoing treatment, achieving 93.6 per cent of the set target.

The Hà Nội Department of Health continues specialised activities for managing HIV/AIDS patients, monitoring key groups such as male drug users, conducting tests, pre-exposure prophylaxis, and ARV treatment for HIV-infected individuals. The HIV/AIDS prevention programme collaborates with non-governmental projects, community organisations, district health facilities, and local communities to expand community access models and identify HIV-positive individuals for treatment.

HCM City plans to promote waterway tourism

HCM City has been holding various activities this year to promote waterway tourism, aiming to better exploit its advantages with a dense river and canal network and rich riverside culture.

The municipal People's Committee has issued a plan on developing waterway tourism products in the city in the 2023-2025 period.

Under the city’s Tourism Development Strategy until 2030, waterway tourism products are identified as tourism products that make a difference for the city, satisfying international and domestic tourists’ needs for exploring cultural values.

The city has opened many waterway routes in the inner city, facilitating both passenger transportation and river tourism.

Nguyễn Minh Mẫn, Director of Communications and Marketing of TSTtourist, said that in recent years, the company has developed tours to Thủ Đức City with the tourism product “City by the Green River”. With this tour, visitors can experience traveling on the Saigon River, discovering the beauty on both sides of the river.

“Domestic and foreign tourists love to explore new things of the city by waterway as well as by road. Therefore, this product is always chosen by tourists and we will continue to operate it during the upcoming Lunar New Year 2024,” Mẫn said.

Deputy Director of the Department of Tourism Bùi Thị Ngọc Hiếu said that by 2025, the city's tourism industry aims to offer waterway tourism services on all Saigon River system (Nhà Bè, Soài Rạp, Lòng Tàu) with linkages to those in neighbouring localities of Đồng Nai, Bình Dương, Tiền Giang, Long An, and Bến Tre, and create more tours connecting seaports with river routes.

The city also aims to develop at least 10 waterway tours and waterway tour programmes linking seaports and river routes.

The city is striving to welcome about 500,000 visitors a year to waterway tourism programmes in the 2023-24 period. This number is expected to increase by 10 per cent in the following years.​

According to preliminary statistics of the tourism department, 123 waterway vessels are operating including 43 restaurant boats, accommodation ships, yachts and 80 canoes and small wooden boats.

In 2018, the city served 845,400 waterway tourists, including 805,400 on river tours and 40,000 on sea tours. The figure in 2019 was 786,700, with 745,500 on river tours and 41,200 on sea tours.

To date, over 100 enterprises in the city are offering 150 waterway tours which are more diversified.

The city looks to turn waterway tourism into a distinctive tourism product by 2030.

Hiếu said that to achieve the goal, the city needs qualified wharves and ports to serve tourism. It also needs mechanisms and policies to attract businesses to invest in facilities like wharves, waiting areas, or public restrooms to serve tourists.

For cruise tourism, the city needs to have a policy on allowing large ships to dock in ports in the city centre to effectively exploit Saigon port, she said.

Moreover, the city calls on businesses to invest in developing passenger transport routes between the city and Côn Đảo (an island in Bà Rịa-Vũng Tàu Province) to promote the development of inland waterway transport and coastal transport.

Tet train tickets to central localities sell well

Train tickets on many routes have sold out for the coming Tet Lunar New Year 2024 festival, despite the holiday being two months away.

According to the Saigon Railway Transport JS Company, by November 29, around 110,000 tickets on the North-South railway route were available.

Most of the routes from HCM City to Dong Nai to the central provinces of Binh Dinh, Phu Yen and Quang Ngai, on February 2-7 have sold out.

Meanwhile, many tickets from HCM City to Nghe An, Thanh Hoa, Ninh Binh and Hanoi have not yet been sold.

Thai Van Truyen, General Director of the Saigon Railway Transport JS Company, said his firm would focus on operating short routes to the central region based on increasing demand.

Tet train ticket prices have increased by 1-4 percent due to rising fuel prices and input costs. The highest ticket is VND2.95 million on the Ho Chi Minh City-Hanoi route.

Do Ngoc Hai, head of the HCM City Department of Transport’s Road Management Board, said that the department would work with local stations on preparations to serve passengers during the Tet period.

The New Mien Dong Bus Station in HCM City is expected to receive around 58,000-63,000 passengers on February 6-8, up 30 percent on-year, according to Nguyen Lam Hai, Deputy Director of the station.

Quang Ninh to host 26th ASEAN insurance regulators’ meeting

The northern province of Quang Ninh will host the 26th ASEAN Insurance Regulators’ Meeting (AIRM-26) and the 49th ASEAN Insurance Council Meeting (AIC-49) from December 5-8.

Themed “sustainable, comprehensive and connected”, the events expect about 150 delegates representing insurance management agencies and businesses from the 10 ASEAN member countries, the ASEAN Secretariat, and the ASEAN Insurance Training & Research Institute (AITRI).

These are the two core activities of insurance cooperation in the region supported by the activities of technical groups, working groups, and related programmes.

While AIRM is held annually for insurance management agencies of ASEAN countries, the AIC gathers insurance businesses and associations.

At the AIRM-26, the ASEAN Secretariat and representatives of the ASEAN Specialised Committees will report on the results, conclusions and directions given at the ASEAN Finance Ministers' Meeting (AFMM) and ASEAN Finance Ministers and Central Bank Governors’ Meeting (AFMGM) for insurance regulators of each country to implement.

Meanwhile, participants will discuss and exchange information on insurance cooperation among the ASEAN countries.

At the AIC-49, representatives from AIC working groups will report their operational outcomes, Participants will seek cooperation mechanisms for common development and discuss issues of shared concern. International experts will give their speeches on various issues.

The contents and outcomes of the meetings will be reported to the AFMM.

Tower dedicated to God of Agriculture sets Asian Record

A tower honouring God of Agriculture in the northern province of Bac Ninh has been granted a record by the Asian Record Organisation (ARO) due to the structure’s unique design.

Located in the Dong Do Village Ecological Area of Luong Tai district, the tower designed by Nguyen Sanh, a well-known architect in Vietnam, is comprised of 1,012 stone mortars with solidly concrete column frames.

The rice grain shaped structure stands at 15 metres high and is divided into five floors.

Rice mills are decorated around the tower, illustrating the development of the country’s wet rice culture.

Earlier, VinWonders Nha Trang's waterpark, known as “Tropical Paradise”, also won an Asian Record for boasting the largest number of games throughout Asia.

Danang to take measures to avoid local airport overcrowding

The Danang International Airport will restrict the number of non-travellers permitted to accompany passengers into the airport’s departure hall at the International Terminal T2 to reduce overcrowding. 

Following the restrictions, which will be applied between 8 am until midnight from December 10, only passengers, airline employees, airport staff, and individuals authorised by competent authorities will be permitted to enter the airport’s departure hall.

People who pick up or see off passengers will not be permitted entry.

According to the Danang International Terminal Investment and Operation Joint Stock Company, the restriction is part of their plan designed to prevent overcrowding, maintain safety and public order, and ensure that passengers are able to efficiently navigate the airport.

"A team will be available in the area to instruct passengers and provide support to those who need assistance, such as the elderly, people with disabilities, and children," the company said. "We hope that this will help passengers have better experiences at the airport during the upcoming holiday season."

Earlier this year, Hanoi's Noi Bai Airport also started applying similar measures following recommendations from the Civil Aviation Authority of Vietnam.

The Danang International Airport is the country’s third largest, after Noi Bai and Tan Son Nhat airports. It covers an area of 85 hectares and has a designed capacity of 10 million passengers a year. Of this, International Terminal 2 can serve four million passengers per year, while Domestic Terminal 2 can handle six million. The airport has been planned to be expanded to 85.50 hectares by 2030 when its capacity will increase to 25 million passengers.

Hanoi to send more teachers to Australia for training

Hanoi will send 56 more teachers with an IELTS score of 6.5 to go train at an Australian university for 14 days in December.

The municipal people’s committee said the teachers will take a two-week course from December 4-12 at Macquarie University to improve their English-teaching skills.Fees for the training course would be covered by the national budget reserved for training government workers and officials of Hanoi People’s Committee.

Last year, 200 teachers went to Australia for the same programme.

Hanoi aims for half of its teachers to have IELTS listening and speaking scores of at least 6.5 by 2025, and for half of its maths and science teachers to be able to use English to teach students.

Evacuating residents living in Huế Monuments open new page

Lê Viết Cao Nguyên, 57, of residential group No. 3 in Hương Sơ Ward’s Resettlement Area in Huế City, and his wife are preparing tables and chairs to welcome customers to their iced tea shop.

Nguyên said: “This is something that we could never have done four years ago in our 32sq.m old house in Thuận Lộc District belonging to the Huế Citadel’s Area No. 1.”

The old house was not big enough for his seven-member family, he said.

“We didn't even have enough space to set up a set of table and chairs to sit down,” he added.

Now they feel very grateful because they are living in a new and larger house in the resettlement area. The new house was large so they have opened an iced tea shop in their yard to earn more money to cover their daily life, he said.

Nguyên’s family was among over 5,000 households, who lived on relic land of Huế Citadel Monuments’ Area No.1, belonging to the Complex of Huế Monuments in the central coastal province of Thừa Thiên-Huế, that were evacuated to the resettlement area in 2019.

The evacuation was implemented following the first phase of the project “Relocating residents and clearing land for the Area No. 1 of Huế Citadel Monuments, belonging to the Complex of Huế Monuments”.

The evacuation of local residents opened a new page of life for thousands of people and brought a new look to the city.

Not far from Nguyên's house lives Lê Viết Thiện, head of the residential group, who was one of the first people to agree with evacuation plans.

“I found it is the most important and wisest decision of my life,” he said.

According to Thiện, owning a spacious house, which had a playground for grandchildren to enjoy, was like winning the jackpot.

In addition to giving residents new houses, the administration also created favourable conditions for them to borrow money to do business. More than 300 households in the residential group very welcomed the relocation policy of the State.

The Complex of Huế Monuments was recognised by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) as a World Cultural Heritage since 1993.

Relocating local people out of the relic area and returning the intact value of the heritage are tasks that have long been set by the provincial administration.

With support from the Party and State, the first phase of the project has been successful.

The evacuation has brought a new look to the space of Huế Citadel, speeding up the process of preserving and restoring relics in the Complex of Huế Monuments.

This is also an important milestone demonstrating Việt Nam's strong international commitment to preserving heritage after 30 years, since UNESCO recognised the Huế Monuments Complex as a World Cultural Heritage.

After the first phase was finished, the People’s Committee of the city mobilised human resources, machinery and vehicles to demolish temporary houses as well as clean up waste and weeds.

The area of Upper Citadel, Eo Bầu, Hộ Thành Hào and Phòng Lộ Route, which were desolate and unkempt in the past, are now airy and clean.

Some large-scale military projects of the Nguyễn Dynasty are gradually being revealed after decades of encroachment and impact by local people.

Initially, some areas have been exploited for tourism during the process of beautifying the monuments.

The city’s Land Fund Development Centre has planted many trees in Eo Bầu area in Nam Xương Fortress and Nam Thắng Fortress, and used the area as a parking lot for tourists.

Recently, the walking route on the Upper Citadel from Eo Bầu area in Nam Xương Fortress and Nam Thắng Fortress, passing the Huế Flag Tower, has opened, bringing visitors new experiences on the journey to explore the Huế Citadel from above.

Permanent Deputy Secretary of the provincial Party Committee Phan Ngọc Thọ said thanks to the consensus of local people, the first phase of the project had been finished and returned the heritage site's value.

It was also the basis for the successful implementation of the second phase. The journey would be an important step, a historical milestone in the development orientation of Thừa Thiên-Huế to become an urban area of "Heritage, culture, ecology, environmentally friendly and smart landscape" that was realised by the authorities and local people, he said.

Currently, the province has taken procedures to approve the second phase of the project.

Under the Resolution No. 80/NQ-HĐND, issued on August 21, 2023, the second phase will evacuate 1,287 households in 19 relic areas of Hổ Quyền, Voi Ré, Thiên Mụ Pagoda, Văn Miếu - Võ Miếu, Nam Giao Esplanade, Minh Mạng Tomb, Thiệu Trị Tomb, Tự Đức Tomb, Dục Đức Tomb, Đồng Khánh Tomb, Khải Định Tomb, Gia Long Tomb, Trường Cơ Tomb, Cơ Thánh Tomb, Hòn Chén Temple, Hải Thành Fortress, Vạn Vạn Tomb, Âm Hồn Pavilion and Temple of Literature.

The total investment in site clearance is estimated to be about VNĐ664 billion (US$27.3 million).

The resettlement area, worth about VNĐ163 billion ($6.7 million) for the households, will cover more than nine hectares in the north of Hương Sơ Ward in the city.

The implementation of the project’s second phase will help the province fundamentally solve the problem of relocating people living in areas of the Complex of Huế Monuments.

Currently, An Lăng relic campus, the resting place of three Nguyễn Dynasty’s Kings of Dục Đức, Thành Thái and Duy Tân with the queen and dozens of royal descendants, currently is the place where more than 30 households still reside.

More than 40 years ago, the local administration provided accommodations for a number of officials from local departments and sectors in the area.

The houses have been seriously degraded but the owners cannot repair or re-build because the houses were located in the relic land.

For many years, local people have demanded on relocating and resettling to stabilise their lives.

Hoàng Văn Phỉ, a retired officer of a local agency, said in 1980, the agency arranged a 30sq.m house in the area near Dục Đức Tomb for him to live.

Now, his five-member family still lived together in the dilapidated house, he said.

"I hope to be evacuated to a new house, that is enough large for five people, in a resettlement area,” he said.

Deputy Director of the city’s Land Fund Development Centre Đặng Minh Thắng said that the provincial People's Committee had submitted Report No. 11315/TTr-UBND on October 20 to the Ministry of Natural Resources and Environment requesting to expand the scope of the policy on compensation, support and resettlement to implement the project in the second phase.

After the ministry issued a written verification, which was approved by the Prime Minister, the centre would implement the project’s second phase in 2024-25.

Nguyễn Văn Phúc, director of the provincial Culture, Sports and Tourism Department, said that the clearance and relocation of residents living in the relic areas would create a new space for the Complex of Huế Monuments and diversify tourism products, services, and destinations associated with the Nguyễn Dynasty.

Along with promoting traditional forms of tourism associated with heritage and culture, the tourism sector would launch new products such as marathon running to experience heritage roads, cultural and art-related activities and night services in the Huế Imperial City, he said.
