Vietnam is confident in realising the goal of eliminating malaria by 2030, said Deputy Minister of Health Nguyen Thi Lien Huong.

Addressing a ceremony marking Vietnamese Doctors' Day (February 27) and presenting awards of a competition on the life and scientific career of the late Prof. Dang Van Ngu, held by the National Institute of Malariology, Parasitology and Entomology (NIMPE) in Hanoi on February 22, Huong said Vietnam has emerged as a beacon in the regional and global fight against malaria.

She commended NIMPE for its pivotal role in reducing malaria cases, deaths and outbreaks. As of the end of 2023, 46 provinces had achieved malaria-free status, a dramatic turnaround from 1991 when over 1 million cases and 4,646 deaths were reported annually. In 2022, only 455 cases and one death were recorded, with no major outbreaks.

Part of this success, Huong noted, stems from the pioneering work of Prof. Ngu, a renowned Vietnamese parasitologist.

Looking ahead, she urged NIMPE leaders and staff to build on their past achievements, uphold solidarity, and fulfill assigned tasks to combat insect-borne and parasitic diseases, ultimately striving for their elimination.

Vietnam calls for strengthened women’s role in peacekeeping operations

The need to ensure security and safety for the forces and bases of peacekeeping missions whist enhancing women’s role in peacekeeping operations was underscored at a recent plenum of the UN Special Committee on Peacekeeping Operations (C34).

Minister Counsellor Nguyen Hoang Nguyen, deputy permanent representative of Vietnam to the UN, stressed the requirement, especially amid risks of increased hostilities and intentional attacks on UN personnel.

He therefore called on the missions to move to enhance their health capacity to protect the physical and mental health of peacekeeping forces.

As the nation’s experience shows, increasing interactions and trust building with local administrations and communities can be considered important in helping to reduce risks whilst creating a safer and more favourable environment for peacekeeping forces in the field, Minister Nguyen continued.

The diplomat also recommended that the UN continue enhancing peacekeeping partnerships with regional organizations, including ASEAN.

As one of the four Southeast Asian countries housing UN-designated international training centres for the Triangular Partnership Programme, the nation stands ready to co-operate with international partners as part of efforts to improve the quality of peacekeepers, especially in the stage of pre-deployment, he stated.

Minister Nguyen added that the nation is also keen to receive support and assistance from partners during the preparation for deploying its first peacekeeping police unit in the coming time.

Underlining the importance of promoting women’s role in peacekeeping operations, the diplomat appealed to the UN and the missions to create a safer and more favourable work environment specifically for women’s engagement in peacekeeping forces.

The nation therefore pledges efforts to maintain its female participation rate in peacekeeping forces higher than the UN’s set target of 15% whilst striving to raise the rate to 20% by 2025, he remarked.

In his opening address, Dennis Francis, president of the UN General Assembly, affirmed that peacekeeping is an important tool of the UN to maintain peace and security and protect civilians. He highlighted the contributions and sacrifice made by UN peacekeeping forces over the last 76 years, noting that 4,345 peacekeepers have died.

Amid the increasingly complicated international political and security situations, C34 needs feasible and durable solutions in order to improve the efficiency of peacekeeping missions, Francis added.

Quang Binh to plant 50,000 indigenous trees in local natural reserve

The central province of Quang Binh will plant 50,000 indigenous trees to restore the ecological landscape at Dong Chau-Khe Nuoc Trong Natural Reserve under a project sponsored by Earthworm Foundation, a non-profit organisation which supports global business, farmers and communities to tackle environmental and social challenges around the world.

Accordingly, native species will be selected to replace hybrid acacia (a combination between Acacia mangium and Acacia auriculiformisforest) to increase biodiversity value in the reserve. Project activities include planting additional native trees, and monitor and reporting the survival rate and growth of planted forests after one year and three years. The project will be completed by the end of March.

Dong Chau-Khe Nuoc Trong Natural Reserve’s Management Board said that in recent years, thanks to afforestation and forest protection, the biodiversity value of the reserve has been properly preserved and increased. It has received support and investment from organisations around the world in this regard.

In the past four years, over 200,000 valuable native trees such as lim (Erythrophleum fordii) and doi (Michelia tonkinensis A. Chev) have been planted with funding from the local budget.

Covering over 14,000 ha, Dong Chau-Khe Nuoc Trong Natural Reserve is home to many rare animal and plant species at risk of extinction that need to be preserved, such as Sao la (scientifically known as Pseudoryx nghetinhensis) and Cha va chan nau (Pygathrix nemaeus).

There are also rare wood species including Lim xanh (Erythrophleum fordii Oliver) and Gu lau (Sindora tonkinensi) in the area.

Dong Chau-Khe Nuoc Trong was also recognised by the BirdLife International as one of 62 important bird areas and in the lowland endemic bird areas of Vietnam.

Hanoi’s sticky rice cooking craft recognised as national heritage

The People’s Committee of Hanoi’s Tay Ho district has organised a sticky rice festival and a ceremony to announce the craft of cooking sticky rice in Phu Thuong village as a national intangible cultural heritage.

Phu Thuong, formally known as Ga village, is famous for its flavoursome, delicious steamed sticky rice. The craft of cooking sticky rice in the village does not have a clear origin but thanks to the water of the Hong River and its fertile silt, the village is endowed with vast fields of premium quality sticky rice - the main ingredient for its culinary specialty.

To make a delicious sticky rice dish, Phu Thuong villagers put in a great deal of effort and dedication.

Currently, there are three master artisans and around 600 households engaged in the craft in Phu Thuong. The villagers have established their brand, introduced their sticky rice in various markets, festivals and events throughout the country.

The Phu Thuong Sticky Rice Festival annually takes place for three days on the 8th, 9th, and 10th days of the first lunar month, which falls on February 17, 18 and 19 this year.

During the festival, local residents hold the New Rice Ceremony, offering their homemade sticky rice dishes to the village's patron saint as a gesture of gratitude and seeking blessings for a bountiful harvest. Families also prepare che ba cot (a traditional sweet rice cake) to offer on the ancestral altar at home, expressing gratitude to their ancestors and wishing for good health and prosperity.

A sticky-rice-cooking contest and display are held afterwards, showcasing various kinds of sticky rice for visitors from all over the country to enjoy.

According to Bu Thi Lan Phuong, deputy chairwoman of the People's Committee of Tay Ho, the district has created favourable conditions to support the development of Phu Thuong village in recent years with the aim to preserve the traditional craft and improve local livelihood.

The village was officially recognised by the municipal People's Committee as the traditional sticky rice village on December 30, 2016. Phu Thuong sticky rice was selected as one of the 12 speciality dishes served at the Media Centre during the US-DPRK Summit in Hanoi in 2019.

The district has also focused on upgrading the infrastructure of the village.

“In the near future, Phu Thuong sticky rice will not only be a famous culinary delight enjoyed throughout the country, but the village will also become an attractive destination for visitors from both within and outside the country. This will contribute to improving the material and spiritual lives of the local residents," Phuong said.

“Additionally, it will actively promote the image of Tay Ho district, its captivating tourist destinations, traditional festivals, intangible cultural heritage, and culinary cultural products."

Southern localities take urgent action to fight IUU fishing

Southern localities take urgent action to fight IUU fishing hinh anh 1

Coastal localities in the southern region have been stepping up measures to fight illegal, unreported, and unregulated (IUU) fishing and help persuade the European Commission (EC) to lift the “yellow card” warning that bans seafood imports from Vietnam into the EU market.

Following the latest trip in October 2023, an EC delegation is scheduled to visit Vietnam for another inspection this April. Given this, the national steering committee for IUU fishing combat has set certain requirements for relevant parties so as to lift the EC “yellow card” warning after the coming inspection.

Kien Giang is home to the largest fleet of fishing vessels in the Mekong Delta while its coastal waters attracts a large number of vessels from other Vietnamese localities.

The province has licensed more than 7,000 fishing vessels. Among them, over 3,600 vehicles that are 15 metres long and over, equivalent to 99.5% of those of this type, have been licensed and equipped with vessel monitoring systems (VMS), reported its Department of Agriculture and Rural Development.

Vice Chairman of the provincial People’s Committee Le Quoc Anh said fighting IUU fishing is meant to thoroughly deal with violations in foreign waters. Under the leadership of the provincial Party Committee and People’s Committee, the local steering committee has boosted communications, education, and strict punishments to discourage illegal fishing.

Under a directive of the Kien Giang People’s Committee, local authorities are boosting the settlement of violating vessels with a view to controlling unverified, unregistered, and unlicensed boats by April. Assistance will also be given to the fishermen facing livelihood difficulties in the time ahead, he continued.

Authorities have enhanced examination of vessels arriving at and departing from local fishery ports, as well as patrols at sea and settlement of violations, the official added.

Anh elaborated that departments and sectors have worked with the Department of Agriculture and Rural Development, the border guard force, and Naval Squadron 28 to deal with 472 violations involving 547 vessels with fines of over 13 billion VND (529,800 USD). They have also fined vessels more than 21 billion VND for breaking rules on VMS installation.

Other southern provinces like Ca Mau, Bac Lieu, Ben Tre, and Ba Ria - Vung Tau have also been working hard to help with the “yellow card” removal.

Pham Thi Na, Deputy Director of the Department of Agriculture and Rural Development of Ba Ria - Vung Tau province, said her province has exerted efforts to fight illegal fishing. As a result, the number of violation cases has gradually decreased, and the vessels losing VMS signals for over 10 days fell by 65% in 2023 compared to the previous year.

Chairman of the provincial People’s Committee Nguyen Van Tho noted that the administration has ordered the agriculture department give timely notifications so that district-level authorities work with vessel owners to handle outstanding problems. They have also asked law enforcement forces at sea to hold patrols and deal with violating vessels, and update data about all local fishing vessels on the national fisheries database (VNFishbase).

Na said Ba Ria - Vung Tau has installed VMS on 96.4% of local fishing vessels, arranged stations to monitor activities of those vehicles around the clock, and informed other coastal localities nationwide about the vessels of Ba Ria - Vung Tau that do not have VMS and not operate in the province’s waters.

Sen. Lt. Col. Nguyen Hung Son, Chief Commander of the Ba Ria - Vung Tau Border Guard, said its force will push ahead with various measures, including increasing communications among fishermen and coordinating with other units to handle violations.

The EC issued a “yellow card” warning for Vietnam in this regard in 2017. It can be followed by a "green card" if the problem is resolved or a "red card" if it is not. A “red card” may lead to a complete ban on aquatic exports to the EU.

Bac Lieu targets national shrimp hub status

With the aim of becoming a "national shrimp industry hub" and focusing on creating the "Bac Lieu clean shrimp" brand to develop a shrimp value chain, the Mekong Delta province of Bac Lieu has set developing hi-tech shrimp farming models as a primary direction.

The information was released by Luu Hoang Ly, Director of the provincial Department of Agriculture and Rural Development, at a working session with a delegation from the Ministry of Agriculture and Rural Development led by Deputy Minister Phung Duc Tien on February 22.

Ly informed his guests that Bac Lieu's aquatic cultivation sprawled across more than 136,000ha, with shrimp farming dominating nearly 133,000ha. Notably, the export volume of aquatic products reached nearly 96,900 tonnes, exceeding the plan by 2% and marking a 17% annual uptick. The export revenue surpassed 1 billion USD, registering a commendable 17% increase.

Bac Lieu has three major exports, including shrimp, rice and salt. Among them, shrimp is the biggest foreign currency earner, constituting over 95% of the province's export turnover. The locality aims to earn 1.3 billion USD from shrimp export by 2025 and 1.7 billion USD by 2030.

Responding to concerns over IUU fishing, local authorities reported that there have been no signs of preparations to send ships or fishermen for illegal fishing activities in foreign waters detected in the province.

In his closing remarks, Deputy Minister Tien lauded Bac Lieu for achieving and surpassing 18 out of 21 socio-economic development targets for 2023. With a growth rate of 7.24%, it ranked fifth in the Mekong Delta and 24th nationwide.

He suggested the province consider improving shrimp fry production a top priority. Accordingly, there should be a concerted effort to enhance sci-tech application in aquaculture to increase productivity and quality, aiming to build brand for each product.

Vietnam expects ADB to speed up ODA projects for Mekong Delta

Vietnam expects the Asian Development bank (ADB) will continue to coordinate and soon implement projects on the list of official ODA funding and other foreign preferential loans for the Mekong Delta region.

Finance Minister Ho Duc Phoc was speaking during a meeting with ADB Vietnam director Shantanu Chakraborty in Hanoi on February 22.

Phoc noted that over the past years, ADB has always been an important partner supporting the Government of Vietnam through providing policy advice and financial resources to implement infrastructure development projects in Vietnam.

However, he said during the implementation there are also some problems that need to be resolved to meet the requirements of donors and the law.

The Ministry of Finance is actively coordinating with relevant agencies to propose competent authorities to amend the Bidding Law and other related documents in order to accelerate project implementation, stressed the minister.

Chakraborty for his part highly appreciated the progress of a number of projects using ADB loans in Vietnam, and expressed hope that ADB would resume lending activities to the Government of Vietnam in the near future, including projects on the list of official ODA funding and other foreign preferential loans for the Mekong Delta region.

ADB will continue to coordinate with the Vietnamese side, including the Ministry of Finance, to find solutions to arising problems, said the ADB country director.

There are 23 projects valued at nearly US$4 billion on ADB’s official ODA funding list for the 2024-2026 period. However, the disbursement of the funding depends heavily on progress to be made in completing domestic investment procedures.

To date, ADB has committed 456 loans, grants and technical assistance to Vietnam’s public sector with a total value of US$16.5 billion. The total value of disbursed loans and non-refundable aid to Vietnam is US$11.96 billion.
