Violations of railway safety corridors is persistent
Despite the efforts of the authorities, the violation of railway safety corridors continues to occur daily in Hà Nội, especially in densely populated areas.
According to the Ministry of Transport, from 2019 to 2023, there were still over 3,000 unauthorised railway crossings nation-wide, primarily in urban areas with high train traffic.
Despite work to stop dangerous rail track crossings and close-to-the-track builds, over the past five years, only 777 out of 4,093 (less than 20 per cent) prohibited crossings in densely populated areas have been eliminated.
Common violations include the construction of shacks, businesses operating near railway tracks, illegal crossings and ignoring warning signs. These activities are widespread, posing significant risks of accidents.
Notably, in Hà Nội, along the railway routes through Bắc Từ Liêm, Thanh Trì, and Thường Tín districts, violations of railway safety corridors are prevalent.
For example, at alley No. 119 in Cổ Nhuế Street of Bắc Từ Liêm District, an unofficial market has long been established parallel to the railway.
Residents casually cross the rails to shop at the market adjacent to the tracks and this market causes traffic congestion and poses serious risks to railway safety.
The railway corridor is also used for drying clothes, despite prohibitory signs, creating an untidy and hazardous environment.
Đỗ Phương Thảo, a resident in the area, told kinhtedothi.vn: “The market here poses a risk of accidents. If a train comes and people don't move in time, the consequences could be dire.”
In the same area, the railway section passing through Alley No. 104 in Cổ Nhuế Street lacks barriers separating the road from the railway, leading residents to cross the tracks recklessly.
Lieutenant Dương Thanh Khánh, a traffic policeman, said: “The ward police frequently address these violations, preventing stalls within the railway safety corridor.
“We have proposed that the district authorities and Hà Thái Railway Company erect protective fences along the corridor.
"Meanwhile, we strive to maintain order and safety, but it is challenging to monitor constantly.”
Unauthorised crossings cutting through railway tracks are a primary cause of many traffic accidents.
Along Ngọc Hồi Street, from section at Tứ Kỳ Pagoda in Hoàng Liệt Ward, Hoàng Mai District to Văn Điển Town, Thanh Trì District, numerous unauthorised crossings are seen every few metres.
These crossings lack proper barriers and warning signs and residents cross the tracks carelessly. Shops are opened close to the railway tracks.
Nguyễn Thị Trí, a resident living in Văn Điển Town said: “Residents are quite negligent when crossing the tracks. Only one or two crossings should be open for residents, as many unauthorised ones are dangerous.
“Even as a train approaches people, including the elderly and children, still calmly cross the train line. It is very common and is a terrifying sight.”
Most of these crossings are created illegally by residents with makeshift concrete slabs. Over time, these shortcuts become permanent paths, convenient but risky.
Nguyễn Thị Hương, chairwoman of the People's Committee of Văn Điển Town, said: “We have reviewed and installed warning signs to alert residents when crossing the tracks. At certain accident-prone spots, the town mobilises groups to monitor during peak hours. However, manpower is still limited.”
The local authorities have closed nine out of fifty-nine unauthorised crossings without affecting the adjacent households' traffic.
Hương emphasised that to resolve railway accidents definitively, all unauthorised crossings must be closed.
For this to happen, a project to construct parallel roads for residents must be initiated. The local authorities are reviewing land along the railway safety corridor to propose this project to the higher authorities.
Violations of railway safety corridors primarily stem from a lack of awareness among some residents who fail to recognise the severe consequences of their actions, said the chairwoman.
Moreover, local authorities need to tighten management, collaborate with the railway sector and enforce the removal of violations to prevent re-encroachment.
At particularly troublesome spots, constructing parallel roads for residents is essential to ensure safe and convenient travel, she added.
15th National Assembly concludes productive session

Speaking at the closing sitting, National Assembly Chairman Trần Thanh Mẫn praised the session's focus on serious, scientific, democratic and responsible work that adhered to legal regulations and led to the successful completion of all agenda items.
A key element of the session was a 2.5-day period dedicated to questioning government officials, including three ministers and the State Auditor General, with a focus on critical areas like natural resources and environment, industry and trade; culture, sports and tourism; and State Audit practices. Deputy Prime Ministers and other government members were also present to address questions. A resolution on these question-and-answer sessions was subsequently discussed and ratified.
With high approval rates, lawmakers passed 11 laws, including the amended Archives Law; the revised Law on Organisation of People's Courts, the revised Social Insurance Law; the Law on Defence-Security Industry and Industrial Mobilisation; the Law on Roads, the Law on Road Traffic Order and Safety, the amended Capital Law; the Law on amendments and supplements to several articles of the Law on Asset Auctions, the Law on amendments and supplements to several articles of the Security Guard Law, the revised Law on Management and Use of Weapons, Explosives and Supporting Tools, the Law on amendments and supplements to several articles of the Land Law, Housing Law, Real Estate Business Law, and the Law on Credit Institutions.
They also approved 21 resolutions, provided initial comments on 11 draft laws and considered other key issues.
Notably, a resolution concluding the 7th session received unanimous approval from all 460 deputies present at the sitting.
500kV circuit 3 transmission line enters final phase
The 500kV circuit 3 transmission line project linking the central province of Quảng Bình to the northern province of Hưng Yên is entering the final phase to reach its finish line, under the direction of Prime Minister Phạm Minh Chính.
The 500 kV power transmission line from Quảng Trạch District in Quảng Bình to Phố Nối District in Hưng Yên includes four component projects, including the 500kV Quảng Trạch – Quỳnh Lưu power line, the 500kV Quỳnh Lưu – Thanh Hoá power line, the 500kV Nam Định 1 Thermal Power Plant – Thanh Hoá power line, and the 500kV Nam Định 1 Thermal Power Plant – Phố Nối power line.
The 519-km power line passes through 211 communes and wards in 43 districts of nine provinces, including Quảng Bình, Hà Tĩnh, Nghệ An, Thanh Hóa, Ninh Bình, Nam Định, Thái Bình, Hải Dương, and Hưng Yên. The total investment is about VNĐ22.3 trillion (US$899 million).
The project aims to reduce the risk of overloading for the existing 500kV lines, especially when transmitting high amount via the north – operating as a central interface at times when hydroelectric power plants generate low power, ensuring electricity supply for the region in the years to come.
The projects are being undertaken by the National Power Transmission Corporation (EVNNPT) as the investor, with the Northern Power Project Management Board and the Central Power Project Management Board the project operators and managers.
Throughout the construction sites, thousands of workers, with support of different units across the electricity industry, are working day and night regardless of the scorching sun, thunderstorms or muddy terrain, in a concerted effort to complete the project on time.
The exact shape of the 500kV circuit 3 transmission line is gradually emerging.
At construction site 30 - 33, package 36 in Kim Sơn District, Ninh Bình of the Power Construction Company 4, dozens of workers are spreading conductors and lightning protection, ready for the wire drawing process.
Trịnh Văn Tuấn, team leader, said that this section had been in operating mode from June 7 until now, and it was expected that by June 18, the entire section would be wired.
“All human forces, machinery and equipment are gathered to work in three shifts. We will try to complete the bidding packages before the assigned time,” said Tuấn.
Lưu Việt Tiến, deputy general director of the EVNNPT said that overall the project in Nam Định 1-Thanh Hóa Thermal Power Plant was going well and on schedule.
There was no pressure in terms of the workforce - contractors participating in the project such as the Phương Hạnh company have high quality human resources and large construction machinery, completing the bidding package very quickly.
“We are focusing on increasing human resources. At the same time, leaders of the Việt Nam Electricity (EVN) and the EVNNPT are regularly present at the construction site to encourage, support and handle any arising problems,” said Tiến.
The weather in the north is at its hottest period, with outdoor temperatures sometimes reaching over 40 degrees Celsius.
This is a major obstacle for construction contractors, when their workers cannot work continuously on site due to health and labour safety regulations.
At the location No 32 of the 500kV Nam Định 1 - Phố Nối section in Trực Hùng Commune, Trực Ninh District, Nam Định, construction units are hastily erecting poles and pulling ropes in the final stages, but that work is extremely difficult under the baking sunshine.
Vũ Xuân Thiện, technical officer of the Sông Đà Company 11 said: "With this weather, the contractor lets workers work from 5am and leave early at 11am, then go to the construction site later from 2pm to work until evening to avoid the hot afternoon sun."
Phan Khánh Hồng Sơn, a worker, said: “The poles, equipment and materials are all made of steel, large in size, exposed to the hot sun, so their temperature is always very high. When it rains, it is also very difficult for workers to transport equipment and poles for installation in the muddy terrain.
"Managers at all levels care about and encourage us, providing meals, medicine and food to improve our resistance on hot days, so we can work with peace of mind."
Phạm Văn Doanh, an official from the Northern Power Project Management Board and also representative of the investor at this position said that in addition to weather problems, another obstacle to progress was getting materials to erect steel columns.
While contractors providing the columns can only produce about 70 per cent, the remaining 30 per cent is imported.
Customs procedures were conducted very slowly, not always matching the schedule of providing steel columns to the construction sites.
"The Ministry of Industry and Trade has contacted the consulates of neighbouring countries to ensure that goods can arrive at the construction site as quickly as possible," said Doanh.
Across the construction sites, it is not difficult to see the hive of work, with everyone aiming to speed up progress.
Most of the front-line workers and officials participating in the project are willing to work regardless of hardships and hope the project will be energised and come in on schedule.
Following requests of the Government and the EVN, 38 teams with more than 500 officers and employees of the Northern Electricity Corporation have joined the work in the last month to support the project.
As a designated critical task, all the chosen teams are electricians who are qualified, willing and ready to overcome all obstacles.
Tạ Hữu Sơn, deputy director of the Ninh Bình Electricity Company, said that joining the work was something they were proud of so the electricity workers were always enthusiastic and were in high spirits.
Deputy General Director Tiến of the EVNNPT, said that the corporation assigned about 1,800 people from four power transmission companies, along with more than 2,000 workers from different electricity companies across the country joining in the last push efforts.
Worker Nguyễn Trọng Đoàn, from the Central Highlands province of Đắk Nông, said that with the current spirit of working regardless of rain or shine, the unit could completely meet the project's schedule before the end of this month.
“Personally, I am very excited, because we have been familiar with the work of managing and operating 500kV transmission lines for decades. Along with that is the encouragement from all levels, with solidarity of the entire electricity industry, we all hold the single goal of completing the project soon," said Đoàn.
New glucose monitoring tech enhances diabetes care in Việt Nam
The Vietnam Association of Diabetes and Endocrinology has introduced the first continuous glucose monitoring protocol guideline, to advise healthcare professionals in Việt Nam.
The guideline is expected to bring about major changes to the country’s diabetes management.
The Ministry of Health had previously recommended continuous glucose monitoring (CGM) for people living with diabetes type 2 who desire to better manage their glucose levels and also for hospitalised patients with required glucose monitoring.
The first-of-its-kind guideline, issued by the Vietnam Association of Diabetes and Endocrinology (VADE) in late February 2024, provides concrete steps on how healthcare professionals (HCPs) and people with diabetes should implement CGM.
“Overall implementation of technology will not only help better manage diabetes but also reduce the treatment cost burden on people and the healthcare system. Therefore, a detailed guideline for continous glucose monitoring is of great importance,” said Prof. Dr. Trần Hữu Dàng, VADE Chairman, formerly Vice Rector of Hue University of Medicine and Pharmacy on Thursday.
CGM involves using sensors attached under the skin to measure glucose in the interstitial fluid over a period of time and display continuously estimated blood glucose values over time, the VADE guideline said.
For HCPs, the guideline lists out CGM devices and how to use them; indications and contraindications; key indicators, especially those of the elderly and pregnant women as well as data analysis.
For people with diabetes, the guideline provides general introduction of CGM, the operation of CGM and how to use monitoring devices.
Based on these guidelines, HCPs will establish protocols for CGM implementation for hospitals nationwide, especially those in Hà Nội and HCM City.
The number of people living with diabetes in Việt Nam has been on the rise, with the disease prevalence doubling over the past ten years. Among those, more than half of them are not diagnosed, therefore not being treated. For those under treatment, only a third achieved diabetes treatment goal, according to Prof. Dàng.
“Keeping blood glucose level stable and within acceptable range is key for people living with diabetes to prevent diabetic complications,” Dàng said.
“CGM provides a real-time glucose reading and a detailed picture of a person's glucose levels, helping doctors understand the patient’s conditions to make more personalised treatment decision and improve treatment outcomes.
“The technology also helps people living with diabetes better manage their diabetes and improve quality of life through actionable insights that enable lifestyle adjustments.”
One of the CGM devices listed in the VADE guideline is FreeStyle Libre, the flash glucose monitoring technology which was launched in March 2021 for adults and children (aged four and above) in Việt Nam by Abbott.
The FreeStyle Libre system, launched in Việt Nam in March 2021, helps monitor glucose levels every minute through a small, coin-sized sensor worn on the back of the upper arm for up to 14 days – making it the longest-lasting flash glucose monitoring device available globally. The technology has revolutionised the way diabetes is managed for about six million people across more than 60 countries.
Expert suggests Vietnam, RoK restructure growth strategies
Dr. Kwak Sung-il, Director of the Security-Economic Strategy Bureau at the Korea Institute for International Economic Policy, has urged the Republic of Korea (RoK) and Vietnam to restructure their growth strategies toward emerging sectors such as semiconductor or clean energy in light of the rapidly evolving global economic landscape.
To draw high-tech industries to Vietnam, he advised the country to quickly establish robust policies and strategies for technology protection. A strong intellectual property rights framework is critical from an economic security perspective, Kwak explained. Without such mechanisms, businesses may be hesitant to invest in Vietnam or fulfill technology transfer commitments.
Recognising the RoK's strong appreciation for green transition and digital cooperation, he called for joint efforts to develop a pool of highly skilled workers, making the higher education sector crucial as a result. Given the RoK's established strengths in this area, he proposed further discussions to enhance partnership.
What Vietnam should do is to encourage students to study abroad and then return home to contribute their expertise. At the same time, it is crucial to develop suitable training models that can deliver international standards while remaining cost-efficient, he said.
Vietnam must act swiftly to create an attractive environment for skilled professionals before facing intense global competition for talents, he suggested.
Looking beyond economic cooperation, the expert defined cultural exchange as another promising avenue for collaboration. Building on the existing comprehensive strategic partnership between Vietnam and the RoK, he believed that combining the RoK's cultural experience and creative content expertise with Vietnam's rich human and cultural resources could foster a unique and innovative cultural sector./.

Bình Dương proposes $2.55 bln credit to boost social housing projects
Bình Dương is looking for credit of at least VNĐ65 trillion (US$2.55 billion) to develop approximately 160,300 social housing units for workers and low-income earners from now until 2030.
This plan aims to meet the housing needs of about 552,458 people, far exceeding the target set by the Government.
That was for 86,877 social housing units during the 2021-2030 period.
However, under the approved Social Housing and Worker Housing Development Project for the 2021-2025 period, with a vision towards 2030, the province has raised this and is planning to build a total of 160,325 units.
This project followed the Prime Minister's approval of a plan to build at least a million social housing apartments for low-income earners and industrial park workers by 2030.
Under the plan, Bình Dương will invest in 155,289 apartments and 5,036 houses, with about 32,065 units designated for rental.
The total land area for social housing development is about 470.4 hectares, with an estimated construction floor area of 9,253,924 square metres.
The total investment for this project is estimated at VNĐ84.75 trillion ($3.32 billion), surpassing the Government's target.
Over four years Bình Dương will allocate about 136.1 hectares of land and invest in completing approximately 42,440 social housing units, meeting the needs of about 138,326 people, with a total investment of about VNĐ23.81 trillion ($935 million).
In the 2026-2030 period, the province will allocate about 334.3 hectares of land and invest in completing approximately 117,880 social housing units, meeting the needs of about 414,132 people, with a total investment of about VNĐ60.93 trillion ($2.39 billion).
The rapid development of industrial zones has attracted a large number of residents to Bình Dương for living and working, increasing the demand for housing; however, owning a home remains beyond many local incomes.
Võ Hoàng Ngân, Director of the provincial Department of Construction, stated that developing social housing and worker housing is an important part of Bình Dương's socio-economic development policy.
This aims to facilitate access to affordable housing for workers, labourers and vulnerable groups, aligning with their ability to pay and therefore attracting a high-quality workforce.
The project also encourages various economic sectors to invest in the development of social housing and introduces supportive housing policies for low-income urban residents and industrial park workers, he said.
During the inspection of the progress of social housing construction at the Chánh Mỹ Ecological Urban Area project in Chánh Mỹ Ward, Thủ Dầu Một City, Nguyễn Văn Lợi, Secretary of the Bình Dương Provincial Party Committee, requested labour unions review workers' needs for social housing. He also urged relevant departments and investors to resolve any difficulties and obstacles to ensure the project's early completion and effective operation.
Lợi acknowledged the challenges faced by investors during the project's implementation and appreciated the progress made. He noted that the project has largely completed the necessary legal procedures and emphasised the need to focus on policies for compensation, resettlement and ensuring the rights of residents in the cleared areas.
The Chánh Mỹ Ecological Urban Area project allocates more than 27 hectares for social housing, including six 12-story apartment towers with 978 apartments ranging from 38.5 square metres to 63.5 square metres.
While the social housing is under construction, around 1,200 applications have been registered by those interested in purchasing an apartment.
Phase 1 of the project, with the handover of three towers with 456 apartments, is forecast to be completed in the third quarter of 2025.
Hanoi aims for 90% satisfaction in medical services
The Hanoi Department of Health has set a goal of achieving a 90% or higher Satisfaction Index of Public Administration Services (SIPAS) regarding medical examination and treatment for 2024.
To achieve this target, the department will prioritise collecting public feedback through more conferences and public dialogues. It will also increase the accessibility of suggestion boxes, online information portal, and social media platforms for residents to voice their opinions.
The department will actively measure satisfaction not only among residents, but also among organisations that interact with the healthcare system. This data collection will allow them to identify areas for improvement in hospital operations, staff professionalism, and overall service quality.
It is committed to a streamlined and efficient approach by adhering to the one-stop shop mechanism approved by the municipal People's Committee. This mechanism ensures residents can apply and obtain results for administrative procedures in a single location.
A 2023 survey showed that 83.27% of respondents were satisfied with the building and implementation of healthcare policies, reflecting a 3.74% year-on-year increase. Additionally, 82.9% of residents believed public hospitals had improved service quality while 82.71% expressed ongoing interest in healthcare policies and treatments./.
