Measures sought to improve fight against IUU, maritime crime

The Coast Guard High Command held a conference in the southern province of Ba Ria-Vung Tau on June 14 to seek measures to enhance the fight against illegal, unreported and unregulated (IUU) fishing and criminals at sea.

A report by the People’s Committee of Ba Ria-Vung Tau showed that the province has 5,409 fishing vessels, including 2,808 offshore fishing vessels, of which 92.83 percent have installed vessel monitoring systems (VMS).

The province has applied various measures against IUU, including the formation of a steering committee on IUU prevention and control and six offices to control fishing activities, along with plans to control fishing activities and the signing of coordination agreements with coastal localities to remove the “yellow card” issued by the European Commission.

In April, the province signed a coordination programme with the High Command of Naval Zone 2 and the High Command of Coast Guard Zone 3 to manage fisheries activities and combat IUU, while working with relevant agencies to enforce the Fisheries Law.

Since the beginning of this year, the provincial Border Guard High Command has detected 18 vessels that violated regulations, and collected fines of 386.5 million VND.

So far this year, only one case of violating foreign waters has been reported.

However, the provincial People’s Committee also pointed to a number of shortcomings in coordination with relevant agencies.

Parliamentary friendship group works to cement Vietnam’s ties with other ASEAN countries

The Vietnam - ASEAN Parliamentary Friendship Group on June 14 held its first face-to-face meeting after the COVID-19 pandemic to discuss orientations during the 15th tenure of the National Assembly (NA).

Addressing the event in Hanoi, Chairman of the group Bui Van Cuong, who is also NA Secretary-General and Chairman of the NA Office, highlighted the importance of exchanges among the countries’ parliamentarians to build and enhance political trust and cooperation.

He said parliamentary cooperation is an effective cooperation channel in Vietnam’s overall relations with other ASEAN countries and needs to be promoted, especially in policy and law making to facilitate cross-border business and investment activities.

Cuong asked members to work harder to boost locality-to-locality ties, suggesting they invite diplomats from ASEAN embassies or parliamentarians of regional countries to visit Vietnamese provinces and cities to introduce local potential and increase cooperation.

He voiced his hope that the group will contribute more to the Vietnamese NA’s partnerships with ASEAN countries, as well as people-to-people relations in the region.

Vice Chairwoman of the group Tran Thi Hong An, who is a permanent member of the NA’s Committee for External Relations, said during the NA’s 15th tenure, the group plans to organise its meetings on the sidelines of the NA’s sessions, along with exchanges with ambassadors and staff of ASEAN embassies to help foster friendships.

The group proposed NA leaders permit its members to take part in diplomatic activities, including visits by Vietnam’s parliamentary delegations to help resolve difficulties facing Vietnamese firms in other ASEAN countries, and assist ASEAN businesses investing in Vietnam.

Draft law on democracy implementation puts people at centre

Legislators on June 14 scrutinised the draft Law on Implementation of Democracy at Grassroots Level, which, the drafting agency said, puts people at the centre.

They reached high consensus on the need to adopt the law, and discussed ways to improve the quality, harmony and feasibility of its regulations.

Some suggested more attention to heads of residential areas and villages, and working groups of the Vietnam Fatherland Front, and consideration of the implementation of democracy in both State-owned and non-State enterprises.

Minister of Home Affairs Pham Thi Thanh Tra said the law deals with the links between the practice of democracy, and enhancing the rule of law and ensuring social disciplines.

Democracy should go with livelihood, education and social welfare of people in order to boost socio-economic development and ensure national defence and security, she continued.

As the bill is associated with many existing laws, overlaps should be avoided, she said, urging the compiling agency to ensure that the document is feasible, pragmatic and accessible.

Exhibition highlights artist's varied style

Artist Trần Anh Quân is displaying his paintings in downtown Hà Nội to give fine art lovers a chance to explore his work and legacy.

Most of the paintings are 100cm by 100cm and acrylic on canvas, which he drew over two years during the COVID-19 pandemic.

Unlike other artists who depict and honour doctors and frontline workers in the coronavirus fight, Quân focuses on small details that are indispensable in life and highlights the positive attitude in the fight against the pandemic.

The paintings have different themes such as love, music and memory. During the past two years, Quân continued painting during the social distancing period at his studio in Eco Park about 20km from Hà Nội.

Vaccination still important tool in COVID-19 control: MoH

Vaccination is still an important tool in COVID-19 pandemic prevention and control although almost all communes and wards around the country are now listed as low-risk areas.

Data from the Ministry of Health shows that there are still over 1.12 million COVID-19 patients being monitored, including 53 severe cases.

This poses a risk of a "double burden" for the health system when summer diseases start to appear, including dengue fever and hand-foot-mouth disease and new diseases such as acute hepatitis of unknown origin and monkeypox.

According to the ministry, the SARS-CoV-2 virus is constantly evolving, so it is difficult to determine the dangerous nature of the variants as well as the degree of aggravation and death.

Currently, Omicron is a common variant but it is not the final variant. It is possible that a new variant of the SARS-CoV-2 virus may emerge.

The new variant might reduce vaccine effectiveness or immunity, causing an increase in severe symptomatic infections or deaths, especially in vulnerable groups.

The ministry also said the pandemic would continue to develop unpredictably because sub-variants had been continuing to appear at a rapid rate.

The pandemic situation in some countries is still complex while the post-COVID-19 impacts have not been fully studied. Moreover, immunity thanks to vaccination is not sustainable, according to the ministry.

Therefore, vaccination is still believed to be an important tool in pandemic prevention and control efforts.

Relevant agencies are told to actively prepare scenarios and plans for every situation and not be negligent.

Inconsistent prices, high fees hinder bulky waste treatment

Although there are multiple companies that offer waste collection services, inconsistent prices and high shipping fees are still significant obstacles to deal with the problems of garbage treatment in HCM City.

According to the statistics from HCM City Department of Natural Resources and Environment, the city produces up to 9,500 tonnes of household waste each day.

Bulky and construction waste makes up 1,700 tonnes of the total amount, but only a small percentage is collected and handled correctly.

While the amount of bulky waste is increasing, people and collecting services are struggling in waste treatment, due to unclear price ranges.

To have this type of garbage collected, according to regulations, people must pay extra fees for transport and have to negotiate the prices themselves with the collectors.

Facing a high service charge, people would often hire three-wheelers to help discard these bulky items. Most of the trash would then end up on the sidewalks, under bridges, or along canals.

According to Cao Văn Tuấn, a representative of HCM City Urban Environment Company Limited, a majority of public utility companies in districts now collect bulky waste, but are operating below capacity as people did not dispose of their garbage at the designated collection points.

High shipping fees and inconsistent prices have led to the situation where people carelessly dump garbage into the environment.

Meanwhile, there are still areas that excel in waste collection. For instance, Phú Nhuận District has been the pioneer in advocating and collecting bulky waste from residents in the area.

Each of the district’s wards has a designated point that allows people to bring in their garbage, which will then be collected and treated by public utility companies.

Among these, Ward 10 even takes a further step to collect hazardous waste and used batteries once to twice per month, starting from 2022.

Da Nang stroke centre awarded platinum status

The stroke centre under the central city's General Hospital has been given 'platinum status' by the World Stroke Organisation (WSO) Angels Awards for its efforts in caring for stroke patients in 2021.

The Director of the hospital, Lê Đức Nhân, said the awards resulted from the endless endeavour of doctors, nurses and staff of the centre in applying procedures and rescuing patients in the critical condition.

The deputy head of the stroke unit, doctor Dương Quang Hải said the awards recognised that people with stroke had been given rapid treatment and cared for in an emergency at the hospital.

Hải said 75 per cent of stroke patients were treated with door-to-recanalisation therapy within 60 minutes, while more than 80 per cent of all stroke patients undergoing dysphagia had been screened and ischaemic stroke patients discharged with antiplatelets of atrial fibrillation and anticoagulants.

The unit had practised 'the golden period' for saving the life of stroke emergency patients at 8 per cent in the standard of between 5 and 15 per cent, he said.

More than 4,000 stroke patients are taken to the 100-bed unit annually, and most of them are given active treatment and interventions within 40 minutes.

The unit also promotes communication and exchange with SOS groups via social networks such as Zalo, Viber, and Facebook to speed up the time of rescuing patients.

In 2020, the unit was granted the 'golden status' from the WSO for its efforts to save the lives of stroke patients.

Dengue fever cases on the rise in the south

Cities and provinces in the south have recorded a spike in dengue fever incidence and with a high rate of severity, and account for 80 per cent of the cases in the country, according to the HCM City Pasteur Institute.

As of June 12 there were more than 52,200 cases in the country including 29 deaths.

All the deaths were in the south, with the Cửu Long (Mekong) Delta accounting for a quarter compared to only 10 per cent in previous years, Lương Chấn Quang, deputy head of the institute’s diseases control and prevention department, told a conference in HCM City on Monday.

Health officials from centres for diseases control of 20 cities and provinces in the south discussed the risk of dengue outbreaks which have been forecast in June and July.

Incidence surged in the last four weeks, accounting for half of the year’s total cases, Quang said.

Deaths in the period accounted for 45 per cent of the total.

Surveillance has found that this year infections have been caused by dengue serotype 1 (DEN-1) and 2 (DEN-2) viruses.

DEN-2 has been detected in Bình Dương, Tây Ninh and Đồng Nai provinces.

Vietnam hopes for UNCLOS Group of Friends’ greater role in responding to emerging challenges

Nearly 100 member states of the Group of Friends on the 1982 UN Convention on the Law of the Sea (UNCLOS) held a ceremony on June 14 to mark 40 years since the adoption of the convention.

The event, organised at the headquarters of Vietnam’s Permanent Mission to the UN in New York, coincided with the group’s first anniversary (June 30) and the 32nd meeting of states parties to UNCLOS (SPLOS 32).

In his welcome speech, on behalf of the group’s 12 founding members, Ambassador Dang Hoang Giang, Permanent Representative of Vietnam to the UN, said despite difficulties caused by the COVID-19 pandemic last year, the group still maintained regular activities in flexible formats.

He thanked all the 115 member states for consistently supporting and actively taking part in common activities, affirming that the participation reflects their commitment to the group’s goal of upholding UNCLOS and international law.

Giang stressed his hope that amid many common maritime challenges facing the international community, the group will continue developing and contributing more to the world’s joint efforts in response to those challenges.

UN Under-Secretary-General for Legal Affairs and UN Legal Counsel Miguel Soares affirmed that UNCLOS is a comprehensive document that regulates all activities on seas and oceans and is a framework for international, regional, and national cooperation in maritime issues.

He welcomed the group’s activities and expressed his hope that it will further bring into play its role at forums on maritime issues and help with ocean governance, the realisation of Sustainable Development Goal 14 on conserving and sustainably using the oceans, seas and marine resources, the maintenance of legal order for seas and oceans, and the peaceful settlement of disputes.

Free tickets on offer for art shows at Hue Festival 2022

The organising board of Hue Festival 2022 have made the decision to not sell tickets for art shows during the upcoming Hue Festival 2022 as it aims to stimulate tourism demand moving into the post-COVID-19 pandemic.

The organisers have assessed that Hue Festival 2022 offers a prime opportunity to revive the festive atmosphere of the area, as well as promoting cultural activities in the locality.
