A representative from Dong Da District’s Health Department admitted a considerable decline in the number of people who have registered for a fourth Covid-19 vaccine jab.

"The vaccine amount we will receive depends on the registration list sent by wards to avoid wastage,” he added.

The same situation has been reported in Ha Dong District.

Sizable amount of vaccine doses in Dien Bien could go to waste

The northern upland province of Dien Bien, as of June 15, had over 50,000 Covid vaccine doses left unused and nearing their expiry dates at risk of being wasted, said a local health official.

Pham Quang Nam, director of the provincial Department of Health, said that the local health authority had made huge efforts to ramp up vaccine rollouts but faced many obstacles, reported Lao Dong newspaper.

The biggest hindrance is local residents’ little interest in getting booster shots. Besides, the extreme weather conditions such as torrential rain and flooding and the province’s tough terrain made vaccination campaigns challenging. The doses would be discarded if they are not administered before expiration, Nam said.

Since early June, when the province had more than 60,000 doses expiring on June 16 and 30, the provincial health authority wrote to the Ministry of Health asking for an exchange of 35,000 doses with longer expiration dates. However, the request was declined, as many other localities are facing the same problem, Nam added.

By June 15, the mountainous province had administered over 1.2 million doses to its residents.

The Department of Health of Ho Chi Minh City has proposed to establish a centralized procurement center for drugs and medical supplies. In the first phase, the center will focus on purchasing drugs. Later, after the center is operated stably, it will purchase materials and equipment, said Ms. Nhu.

Revised Law on intellectual property passed

The revised Law on Intellectual Property (IP) was approved at the last working day (June 16) of the 15th NA’s third session.

The Law on Intellectual Property was passed by the National Assembly in 2005 and took effect on July 1, 2006, and then revised twice in 2009 and in 2019, containing uniform, synchronous and transparent provisions to regulate IP issues.

Currently, the Law basically conforms to the standards set forth by the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS Agreement) and other fundamental treaties relating to IP, such as the Paris Convention for the Protection of Industrial Property Rights, the Berne Convention for the Protection of Literary and Artistic Works, the Convention for the Protection of New Plant Varieties. Those standards are demonstrated in many aspects, such as types of objects of protection, standards of protection, content and scope of rights, term of protection, protection mechanism and procedures for establishing IPRs.

After more than 15 years of implementation, the Law has revealed certain shortcomings and limitations, thus it is necessary to amend and supplement a number of articles of the Law in order to institutionalize the guidelines of the Party, policies and laws of the State.

Inmates permitted to work, get paid outside prisons

Lawmakers on June 16 approved a resolution that allows prison inmates to attend vocational training course and undertake paid work beyond the detention camp.

Under the adopted resolution, detention camps under the Ministry of Public Security will work alongside domestic organisations to formulate vocational training courses, build infrastructure facilities and develop working plans for the inmates.

Detention camps will be responsible for managing and overseeing the inmates when they work outside.

The inmates will take part in the programme voluntarily and partly get paid for work done.

Businesses will be exempt from corporate income tax levied on revenue they can get from cooperation programmed with detention camps.

The model will be piloted over five years, starting from September 1, 2022.

It does not apply to a number of inmates including those who infringe upon national security, undermine peace, act against humanity and commit war crimes.

Drugs from Europe smuggled through international shipping companies

Criminal gangs are using international shipping companies to smuggle drugs from Europe into Vietnam.

Major General Nguyễn Văn Viện of the Drug Crime Investigation Police Department under the Ministry of Public Security said smugglers are using air and sea routes to bring in their contraband.

In some instances, brazen crooks are even simply sending drugs into the country using the postal service.

Recently, there has been a rise in criminals organising the transportation of synthetic drugs by air from Germany and the Netherlands to Việt Nam through unsuspecting international shipping companies.

Enforcement officers are looking closely at seaports in HCM City, Bà Rịa - Vũng Tàu Province in the south, Hải Phòng City in the north.

Major General Vien said his team will work closely with both border patrols and customs officers to crackdown on the illegal trade in the future.

Often, according to the Major General, Việt Nam is used as a transit shipping point, and after drugs arrived here from Europe, they are then moved to other, neighbouring countries.

Recently, police working with authorities in Đà Nẵng City and Quảng Bình Province, tracked drugs being sent her from Germany.

It is understand the gang was made up Vietnamese nationals living in Europe arranging the transportation.

Their trick was to take advantage of cargo transportation activities from logistics enterprises to transport drugs by air or post into Vietnam.

The drugs were in common goods such as confectionery, cosmetics, gifts, and then packed them into parcels with the recipient's name, address and "virtual" phone number, making it difficult for forces to trace where the drugs were going.

From May 13 to May 30, 2022, police arrested 11 people connected to the German ring and seized more than 50 kg of synthetic drugs.
