Deputy Prime Minister Tran Luu Quang has signed a decision approving a master plan on the network of public science and technology organizations in Viet Nam in the 2021-2030 period with a vision towards 2050.
The overall goal of the master plan is to reorganize and develop public science and technology organizations in line with global standards and socio-economic development requirements.
By 2025, the number of public science and technology organizations will be reduced by 10 percent against the figure in the 2016-2020 period. By 2030, the rate will be cut by 20 percent.
By 2025, around 25-30 Vietnamese public science and technology organizations will meet regional and global accreditation standards. By 2030, the number of graded public science and technology organizations will be 40-50.
A system of public tech start-ups centers will be formulated, according to the master plan.
By 2025, innovation and start-up centers will be established in the North, Center and South of Viet Nam.
By 2030, public science and technology organizations will be established in all localities.
Regarding manpower, by 2025, human resources for scientific research and technological development (full time) will reach 10 people per ten thousand people, and by 2030, 12 people per ten thousand people.
Viet Nam moved up two places in the Global Innovation Index (GII) in 2023, ranking 46th out of 132 countries and territories, according to a GII report released by the World Intellectual Property Organization (WIPO).
The Southeast Asian country continued to show progress in converting innovation input into output performance and is among the most impressive innovation climbers of the last decade./.
Vietnam, Argentina expand cooperation relations
Foreign Minister Bui Thanh Son on March 19 held talks with Argentina’s Minister of Foreign Affairs, International Trade and Worship Diana Elena Mondino who is paying an official visit to Vietnam from March 19-20.
During the talks, the two sides informed each other about each country's situation, agreed on directions and measures to strengthen the comprehensive partnership between Vietnam and Argentina, and discussed the possibility of establishing a strategic partnership in the field of industry and agriculture between the two countries. The two sides also exchanged views on regional and international issues of mutual concern.
Minister Son affirmed that Vietnam values the traditional friendship and comprehensive partnership of Vietnam and Argentina, and wishes to promote bilateral cooperation in accordance with the strengths and needs of both sides, especially in economics, trade, and investment, and explore new areas of cooperation such as science, technology, green growth, energy transition, and digital transformation.
To make the relationship between the two countries more effective and substantive, Son proposed that Argentina, as a member of The Southern Common Market (MERCOSUR), actively promote the bloc's internal consultation process for the early start of negotiations on a free trade agreement between Vietnam and MERCOSUR, and continue to coordinate with Vietnam to promote cooperation between Argentina and ASEAN, and between MERCOSUR and ASEAN.
For her part, Minister Mondino affirmed that the Argentine Government always values and wishes to strengthen relations with Vietnam in its overall policy towards the Asia-Pacific region.
She expressed her admiration for Vietnam's achievements during its national construction and development, particularly its Doi Moi (renewal) process, which she said are experiences that the two countries can share to serve each other's socioeconomic development.
She also agreed with Son over strengthening and expanding the two countries’ cooperation bilaterally and multilaterally, for the benefit of the two peoples and the two countries as well as for peace, cooperation, and development in the two regions and the world.
The two ministers spoke highly of the positive developments in bilateral ties over the past years, especially joint activities marking the 50th anniversary of diplomatic ties in 2023.
They described trade-economy ties as a highlight in bilateral cooperation, saying that two-way trade hit 3.45 billion USD last year. Vietnam is currently Argentina's sixth largest trading partner and fifth biggest export market in the world. Argentina, in turn, is Vietnam's third biggest trading partner in Latin America.
Recognising untapped potential, particularly in investment, they agreed on a series of measures to deepen comprehensive collaboration across various sectors, including politics, diplomacy, economy, trade, agriculture, science, technology, culture, sports, tourism, national defense, and security.
Both sides also agreed to boost exchanges and consider exploring cooperation in areas of mutual demand, such as energy.
To achieve these goals, they pledged to continue utilising existing mechanisms like the deputy foreign ministerial-level political consultation and the Inter-Governmental Committee on Economic, Trade, and Investment Cooperation.
The officials also commended their ongoing collaboration and support for each other at international organisations and multilateral forums, agreeing to strengthen cooperation at the United Nations, World Trade Organisation, Forum for East Asia-Latin America Cooperation (FEALAC), and within the South-South cooperation framework./.
PM hosts new ambassadors of RoK, Laos
Prime Minister Pham Minh Chinh on March 19 received the new ambassador of the Republic of Korea (RoK) and Laos who have just commenced their tenures in Vietnam, affirming the Vietnamese Government’s commitment to supporting them in fulfilling duties.
At the reception for RoK Ambassador Choi Young Sam, PM Chinh said both sides need to strengthen political ties and cooperation across various development sectors to match the bilateral comprehensive strategic partnership.
He called for promoting sustainable and balanced growth in trade and encouraged Korean firms to expand their operations in Vietnam, with a focus on areas where the RoK excels such as cultural industry, electronics, shipbuilding, and emerging fields like semiconductors and artificial intelligence.
The PM also proposed that the RoK continue expanding people-to-people exchanges and tourism cooperation, and receive more Vietnamese skilled workers.
He suggested that both sides enhance coordination at global and regional forums, with a specific request for the RoK’s assistance for Vietnam in hosting the Partnering for Green Growth and the Global Goals 2030 summit in 2025.
Choi, for his part, affirmed that the RoK Government considers Vietnam a priority in its current foreign policy and wishes to foster bilateral relations with Vietnam.
He agreed with the cooperation directions outlined by PM Chinh, particularly in maintaining the exchange of all-level delegations and increasing all-around collaboration.
The diplomat also committed his utmost efforts to contribute to Vietnam-RoK comprehensive strategic partnership throughout his tenure in Vietnam.
Hosting the new Lao Ambassador to Vietnam, Khamphao Ernthavanh the same day, PM Chinh highlighted the need for both nations to effectively carry out high-level agreements and existing cooperation mechanisms, especially the outcomes of the recent meeting between the two Parties and the 46th session of the Vietnam-Laos Inter-Governmental Committee.
He wished that relevant agencies of both countries would better coordinate to tackle obstacles to develop economic, trade and investment ties to a level that matches the close political relations between Vietnam and Laos, with a focus on strategic and locality-to-locality cooperation; infrastructure connectivity, energy and workforce training projects; and mutual support at global and regional forums.
The Vietnamese Government will continue assisting Laos in performing its role as ASEAN Chair 2024 and Chair of the 45th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA), he said, adding that together, they will strive to maintain ASEAN's unity and centrality, step up the building of the ASEAN Community while effectively addressing common challenges./.
International nature film week set for Vietnam return
The second international nature film week is scheduled to get underway across 10 venues in Hanoi from March 21 to March 31, with the event sending a message of environmental protection to the Vietnamese people and inspiring positive actions for a greener future.
As many as nine environmental documentaries from around the world will be screened in cinemas, universities, and diplomatic missions throughout the capital.
Among them are several typical documentaries, including "The Human Element" directed by Matthew Testa in 2018, "Raid on the Atlantic" of InFocus Production in 2022, and "The Stories in the Dump" by Vietnamese director Chu Viet Nga in 2013, among others.
A wide range of activities will be held as part of the event, such as discussions on film themes and meetings with filmmakers, a seminar on the current situation of environmental pollution and nature conservation locally, and interactive mini-games with gift rewards, among other activities. All activities aim to help participants raise awareness regarding the necessity of environmental protection.
The film week was first held back in 2022 and is sponsored by the US Embassy. It has partners such as the embassies of Sweden, the Czech Republic, and Italy, along with Pan Nature and Pacific Environment Vietnam Organization.
Participants will also have the opportunity to meet and interact with talented filmmakers, environmental activists, and other nature lovers at the event.
Vietnam, Netherlands seek nature-based measures for sustainable development
Vietnamese and Dutch experts shared experience in policy building, nature-based and technical solutions and mobilisation of financial resources for sustainable development, at a workshop held in Hanoi on March 19.
At the event, Vietnamese Deputy Minister of Natural Resources and Environment Le Cong Thanh and Dutch Minister of Infrastructure and Water Management Mark Harbers held that both nations have similar natural environments and been hard hit by climate change, with Vietnam’s Mekong Delta region experiencing land erosion, saline intrusion and sand depletion, and 25% of the Netherlands’ areas below the sea level.
According to Thanh, Vietnam has carried out climate mitigation measures over the past 15 years while nature-based solutions have been undertaken in the recent 10 years.
The Netherlands, who found out the nature-based development models, have run a lot of projects in Vietnam, helping the country handle challenges in food security, water resources security, natural disasters’ risks, and greenhouse gas emissions reduction, he said, adding Vietnam has strengthened resilience and adaptive capacity in several areas, including forest preservation, restoration of the natural ecosystem, and development of the low-carbon agriculture.
Dutch experts said that investing in nature-based measures is for development that benefits biodiversity and natural ecosystem, stressing as one of the most biodiverse countries in the world, Vietnam has favourable conditions to develop nature-based economic sectors.
However, the measures must be suitable to the country’s environment, climate, soil, and financial capacity of enterprises and local people, they added.
Also present at the workshop, specialists from the World Bank and Asia Development Bank affirmed to continue supporting and accompanying the Vietnamese Government in developing nature-based solutions towards realising the sustainable development goals./.
Vietnam, Laos to enhance social security cooperation
Deputy General Director of the Vietnam Social Security (VSS) Nguyen Duc Hoa chaired a working session with Deputy Director General of the Lao Social Security Organisation (LSSO) Bouahome Phommachane in Hanoi on March 19.
Hoa said the activities planned for the Lao delegation's visit serve to further solidify cooperation between the VSS and LSSO, building upon the existing memorandum of understanding for the 2022-2025 period.
He highlighted the importance of the visit, saying that it would allow the delegation to gain valuable updates on new regulations and information concerning the VSS's specialised inspection functions.
Bouahome Phommachane, for her part, believed that both sides will further promote comprehensive cooperation to improve the capacity of performing social security policies, ultimately ensuring top-notch service and efficiency for citizens and businesses in each nation.
The LSSO delegation, she added, come prepared to share their experiences in inspection and examination practices related to social security regimes and policies.
Hoa, alongside leaders from various VSS departments, answered the delegation's inquiries on social security and health insurance inspection procedures, as well as methods to guarantee social security in both countries.
As the session concluded, Bouahome Phommachane expressed her desire for the VSS and LSSO to maintain close collaboration in specialised social security inspection and overall social security assurance. This, she said, would contribute significantly to further strengthening the Vietnam-Laos relationship in the years to come./.
VNU-Hanoi, Huyndai Motor sign training pact
In a move to bolster engineering and technology education, Vietnam National University (VNU), Hanoi and Hyundai Motor Company (HMC) on March 19 signed a cooperation agreement on human resources development.
Speaking at the signing ceremony, VNU-Hanoi Director Le Quan expressed his belief that the deal will significantly enhance the quality of engineering and technology education and research at the university. This, he said, will directly address the growing demand for skilled workers in the automotive industry and related sectors, ultimately contributing to the economic and scientific-technological development of both Vietnam and the Republic of Korea (RoK).
Head of business unit at Hyundai Vietnam Gi Baek Lee highlighted the existing relationship between the two sides. He pointed to a 2020 memorandum of understanding signed with VNU-Hanoi's University of Languages and International Studies (ULIS) for volunteer education activities in the Hyundai-Jump School programme.
Over the past four years, Hyundai Motor has assisted about 200 students from the VNU-Hanoi, primarily those from ULIS, he added.
Under the new agreement, both sides will establish the VNU-HMC cooperation office located in Hoa Lac to facilitate joint activities, including internship opportunities for VNU-Hanoi's top talents at Hyundai Motor Group headquarters, lectures by esteemed international scholars, and collaborative research projects fostering mutual benefit.
The VNU-Hanoi has a history of successful partnerships in education and scientific research with leading Korean institutions like Seoul National University and technological giants such as Samsung, LG, Hyundai, and SK. Its graduates in sci-tech and engineering disciplines have garnered recognition and secured prestigious positions in Korean technology and industrial conglomerates operating in Vietnam./.
Deputy PM praises Japanese foundations for decades of support
Deputy Prime Minister Tran Luu Quang highly valued the valuable support for Vietnam provided by Nippon Foundation, Sasakawa Peace Foundation and their Chairman Yohei Sasakawa since 1980, during a reception in Hanoi on March 19 for the Japanese guest.
Deputy PM Quang highlighted the effectiveness of the foundations' assistance delivered through specific programmes, including the Vietnam-Japan defence exchange and initiatives aimed at poverty reduction and socio-development development in Vietnam's disadvantaged areas.
He hailed Japan as Vietnam's leading important partner which is the top provider of official development assistance (ODA) for Vietnam, the second biggest partner in in labour cooperation, and third in investment and tourism.
The Deputy PM wished that Sasakawa would continue to contribute to strengthening political trust between the two countries and carry more support projects in Vietnam.
Sasakawa, in turn, expressed delight at the elevation of Vietnam-Japan ties to a Comprehensive Strategic Partnership last year, affirming his commitment to expanding the scope of this new partnership.
The Nippon Foundation, he noted, has provided scholarships for Vietnamese students for 40 years, with 80 beneficiaries to date. It has also rolled out socio-economic development projects and assisted people with disabilities in Vietnam, with a total aid of 30 million USD.
Both sides reaffirmed their commitment to fostering closer ties and trust, not only at the Government level but also among all sectors and people of both countries, through various cooperation activities and mutual exchange./.
NA Standing Committee wraps up 31st session
The National Assembly Standing Committee completed the entire working programme of its 31st session in Hanoi on March 19 after three and a half days of sitting.
In his closing remarks, NA Chairman Vuong Dinh Hue said the lawmakers had given opinions on amendments to the Capital Law, the Law on the Organisation of People's Courts and the Law on Social Insurance. They also debated the draft Law on Road Traffic, the draft Law on Road Traffic Order and Safety, the draft Law on Defence Industry, Security and Industrial Mobilisation and the draft Law on amendments and supplements to several articles of the Law on Asset Auction.
Besides, the committee also passed two resolutions on the establishment of Ben Cat city in Binh Duong province and Go Cong city in Tien Giang province, which also included the establishment and rearrangement of relevant wards within the newly designated cities.
The lawmakers additionally reviewed the February report ombudsman work and adopted a resolution approving the appointment of new standing members of the NA’s National Defence and Security Committee and the Committee for Judicial Affairs.
Chairman Hue also noted the success of the Q&A session held the prior day, which dealt with matters of public concerns related to the ministries of finance and foreign affairs./.
RoK to increase ODA for Vietnam in 2024
Deputy Prime Minister Tran Luu Quang gave a reception in Hanoi on March 19 for President of the Korea International Cooperation Agency (KOICA) Chang Won-sam, during which the guest said official development assistance (ODA) from the Republic of Korea (RoK) for Vietnam will increase to more than 52 million USD, nearly doubling the figure of 2023.
The Deputy PM highly appreciated the RoK’s ODA for Vietnam, saying that it has contributed to Vietnam’s socio-economic development. He hoped that the RoK will become Vietnam's largest ODA provider in the near future.
He highlighted that development cooperation is a focus of the comprehensive strategic partnership between Vietnam and the RoK. By the end of 2023, the Korean Government's non-refundable aid through KOICA to Vietnam had reached about 600 million USD.
Quang proposed KOICA in general and the KOICA President personally continue their support, contributing to the development of the ties between the two countries in general and between Vietnam and KOICA in particular.
The Deputy PM wished that the RoK will continue to increase the scale of non-refundable aid to Vietnam, especially in innovation, digital transformation, and high-tech development.
He also proposed KOICA consider urging the Korean Government to have official commitment to a rural power supply project in Vietnam’s northern province of Dien Bien.
For his part, KOICA President Chang Won-sam said that his current visit to Vietnam is to assess the implementation of KOICA's projects in Vietnam and discuss cooperation orientations to concretise ODA commitment for the 2024-2027 period by Korean President Yoon Suk-yeol during his visit to Vietnam last June.
The Korean government and KOICA attach great importance to relations with Vietnam, he added.
Established in 1991, KOICA is in charge of non-refundable aid projects of the Korean Government, with the increasing capital scale. In recent times, KOICA's ODA projects in Vietnam have focused on public administration, health care, and education. The two sides are considering the expansion to such new areas as climate change adaptation and digital transformation./.
Long-term US investment welcomed for Fulbright University Vietnam
Deputy Prime Minister Le Minh Khai welcomed the continued long-term US investment in Fulbright University Vietnam (FUV) during a reception in Hanoi on March 19 for Director of the Vietnam Programme at Harvard University Prof. Thomas Vallely and FUV’s experts.
Deputy PM Khai assured them of the Vietnamese Government's commitment to continued support to the FUV, aiming to establish it as a premier centre for quality human resources development in Vietnam.
He accorded his praise to Vallely for his significant contributions to advancing the Vietnam – US relations, particularly in the realms of education and policy dialogue, stressing that he is truly a close friend of Vietnam.
He believed that a ministry-level cooperation agreement on education and training signed in November 2023 will provide a solid foundation for deeper collaboration between US and Vietnamese universities.
On the occasion, the Deputy PM thanked Vallely, Harvard Kennedy School, and Fulbright University for their close collaboration with the Vietnamese Ministry of Foreign Affairs (MoF) to prepare for the 2024 Vietnam Executive Leadership Programme (VELP).
Vallely, for his part, stressed that he is looking forward to the discussions at 2024 VELP with more dynamic and updated content, in line with the current global developments and the evolving landscape of Vietnam's economy, especially solutions to both ensure macroeconomic stability, fiscal and monetary policy, and sustainable economic development amid global fluctuations.
According to him, experts will share insights and ideas on topics regarding renewable energy development, cybersecurity, cloud computing, semiconductor industry, chip manufacturing, global AI, and the prospects for Vietnam's involvement in these value chains at 2024 VELP.
In response, Khai hoped that the 2024 VELP will not only spark new ideas for Vietnamese agencies to formulate and perform development policies tailored to Vietnam's conditions but also identify priority areas and outline a roadmap to connect with international resources.
Expressing hope for further substantial development in cooperation between Vietnam and its US partners, particularly in policy dialogue, human resources development, and education-training, he voiced his desire for the continued success of high-level policy exchange programmes like VELP in the coming years./.
HCM City wants to enhance cooperation with Czech Republic: official
Ho Chi Minh City wishes to promote comprehensive cooperation in politics, economy and culture with partners of the Czech Republic, Chairman of the municipal People’s Committee Phan Van Mai said on March 19.
The focus of the collaboration will be agriculture and the food industry, the official told visiting Czech Minister of Agriculture Marek Vyborny in a reception in the city, noting HCM City, as an economic and cultural centre of Vietnam, is aware of its pioneer role in materialising cooperation projects between Vietnam and other countries, including the Czech Republic.
Highly valuing the Czech Republic’s strengths in agriculture, and food and agricultural processing, Mai held that its traditional products like milk, meat and materials for the food industry would easily enter the HCM City market, and from there accessing Vietnam’s southern region.
Mai also suggested HCM City and the Czech Republic enhance cooperation in tourism and catering and lodging services, contributing to raising trade revenue between the two countries and the efficiency of their economic collaboration.
Sharing Mai’s views, Vyborny said the Czech Republic and Vietnam, including its HCM City, should take more measures to boost the two-way trade, which was valued at over 2.5 billion USD last year.
The minister spoke highly of HCM City’s economic potential, and noted his belief that Vietnam’s biggest economic hub will be a destination for Czech businesses.
The Czech Republic welcomes Vietnamese businesses, including those from HCM City, to visit the country and scope out cooperation opportunities in agriculture and food processing, he said, adding that the country stands ready to work together with Vietnam to carry out exchanges and meetings for their enterprises./.
HCM City eyes to expand tourism cooperation with Japanese prefecture
Following their successes in cooperation over the past five decades, Vietnam, including Ho Chi Minh City, and Japan need to immediately implement cooperation projects to mark the first year of the next 50-year period of cooperation, said Phan Van Mai, Chairman of the municipal People’s Committee.
Mai made the suggestion a reception on March 19 for Hirose Noriko, Tourism Ambassador of HCM City in Aichi prefecture, during which they discussed orientations for tourism cooperation activities between the southern largest economic hub and the Japanese prefecture.
He said the Vietnam Festival in Aichi, which is scheduled to be held in November 2024, will be one of the cultural events that need to be prioritised for organisation.
The official thanked the Governor of Aichi for creating favourable conditions for organising the festival, affirming that in this year’s event, HCM City will deeply join cultural and artistic activities, introduce Vietnamese cuisine, and promote trade, investment and tourism connection.
He expressed his belief that Noriko will continue to promote her role as a bridge promoting HCM City’s tourism to businesses and people of Aichi, thus helping to boost tourism cooperation and people-to-people exchanges to further strengthen cohesion and deepen the relationship between the two localities in particular, and between Vietnam and Japan in general.
For her part, Noriko showed her joy at the success of the Vietnam Festival in Aichi and the Vietnam - Japan Festival in HCM City last year, saying that they contributed to enhancing understanding, solidarity, and friendship between the people of the two countries.
Aichi is home to the largest number of Vietnamese nationals in Japan with more than 51,000 people. Therefore, the Vietnamese Festival in the Japanese prefecture always attracts the attention and participation of many tourists.
The success of the Vietnam Festival is also a lesson to help Aichi confidently organise more cultural festivals in the future, she added.
Speaking highly of the potential for tourism cooperation between HCM City and Aichi, Noriko pledged to do her best as the tourism ambassador of HCM City in Aichi./.
Petrol stations told to implement new payment regulations by March's end
The Ministry of Industry and Trade (MoIT) sent an official dispatch to key traders and petroleum distributors on implementing regulations on electronic invoices and providing electronic invoice data according to regulations on Monday.
The ministry's document clearly states that in Resolution No 28 dated March 5 from the regular Government meeting in February, the Prime Minister assigned ministries, branches and localities to strengthen inspections and implement management and use of electronic invoices for petroleum business and retail activities in March.
The Prime Minister also assigned localities to coordinate with the Ministry of Finance and the MoIT to ensure appropriate measures are taken against businesses that do not implement the regulations by the end of this month.
They might be requested to temporarily suspend business operations or see business licenses and certificates revoked according to the provisions of law.
The MoIT recommends that petroleum traders seriously implement the following contents: comply with the provisions of law on petroleum trading; make electronic invoices for gasoline and oil retail and business activities, especially in making electronic invoices at gasoline retail stores for customers according to each sale at retail stores and provide electronic invoice data according to regulations.
Information from the Ministry of Finance previously released that the whole country had 7,542 petroleum retail stores that issued electronic invoices for each sale as of February 26.
Currently, there are about 17,000 petroleum retail stores nationwide. There are nearly 9,500 petrol stations across the country, accounting for 55.8 per cent, that need to soon issue electronic invoices for each sale.
Digitalisation expected to help Hanoi become civilised, modern
At a parking lot in Tay Ho Temple in Tay Ho district, vehicles with sticker codes on them can enter and exit through automatic barriers. Moreover, cashless payments are used exclusively, providing residents with quick, convenient, and time-saving services at transparent prices as regulated by the Hanoi People's Committee.
For enterprises, these activities contribute to reducing frauds and losses, direct labour costs, and indirect cash-related management expenses. For state management agencies, the model is helping increase the efficiency of tax management and meet digital transformation requirements.
Similarly, at a unit for receiving, processing, and returning administrative documents in Quang An ward in the district, within just 20 minutes, many administrative documents such as birth registration, permanent residency registration, death registration, and health insurance cards have been processed rapidly.
According to Vice Chairwoman of the Tay Ho disrtrict People’s Committee Bui Thi Lan Phuong, administrative reform and digital transformation have fundamentally changed the old way of working, simplifying the handling of administrative procedures, and helping increase transparency and openness.
According to a report from the municipal People's Committee, to maximise support for citizens and businesses in carrying out online public services, Hanoi is the first locality in the country to issue a resolution stipulating a free fee for online public services.
In particular, municipal officials have fully implemented digital signatures on a shared software system called the Information and Reporting System, Document Management and Administration System. Up to 100% of state agencies in the capital city have deployed digital signatures on the system. The city's three-tier administrative settlement information system is connected to the central level.
These have laid a vital foundation to deploy online public services serving people and businesses, thereby promoting the development of digital government, digital economy, and digital society in the capital city.
With great determination and efforts of state agencies, organisations, businesses, and residents in accelerating digital transformation, Hanoi is expected to become a modern and smart city integrated into the network of smart urban cities in the region and the world by 2030./.
Military parade to mark 70th anniversrary of Dien Bien Phu Victory
A grand military parade will be held at Dien Bien province’s stadium on May 7 morning in celebration of the 70th anniversary of the Dien Bien Phu Victory, according to the Ministry of Defence.
During the event, 18 cannons, including 15 official and three stand-by units, and 12 helicopters, including nine official, two stand-by, and one for search and rescue, will be used.
The parade will be the highlight among a series of activities to mark the anniversary, contributing to affirming the significance, stature, and historical value of the Dien Bien Phu Victory and the continuous development and growth of the Vietnam People's Army, the Militia and Self-Defence Force and the People's Police Force over the past 70 years under the Party's leadership.
On March 13, 1954, the Vietnamese revolutionary army launched the first attack against the French colonialists’ heavily fortified base of Dien Bien Phu, starting a 56-day historic campaign whose victory directly led to the signing of the Geneva Accords on ending the war and restoring peace in Indochina.
During the 56 days of undaunted, brave, and creative fighting, the Vietnamese army and people created the Dien Bien Phu Victory that “resounded across the five continents and shook the globe”.
President Ho Chi Minh affirmed that the Dien Bien Phu Victory was a golden milestone in history that created the foundation and conditions for the Vietnamese people to secure victory in the resistance war against the US, liberate the South, and reunify the country in 1975./.
The 2023 Cannes award-winning film directed by Trần Anh Hùng to be screened in Việt Nam
The film La Passion de Dodin Bouffant (The Taste of Things), directed by Vietnamese-born French film director Trần Anh Hùng, will be screened in Việt Nam on March 22.
Hùng won the Prix de la Mise en Scène (Award for Best Director) at the Cannes Film Festival in May 2023.
The film is adapted from the 1924 novel The Life and Passion of Dodin-Bouffant, Gourmet by the author Marcel Rouff.
Set in 1885 France, the film tells the love story between Eugénie (played by Juliette Binoche), an exceptional cook and the famous gastronome Dodin (played by Benoit Magimel).
Eugénie has worked for 20 years alongside Dodin. Over time, a love affair develops between them, closely linked to their shared love of gastronomy. They create delicious, flavourful dishes that amaze the world's greatest gourmets. However, Eugénie, eager for freedom, never wanted to marry Dodin. Dodin decided to cook for her for the first time.
The New Yorker regards the latest film of Hùng as "a philosophy of pleasure."
Peter Bradshaw wrote in the Guardian: "There are many static shots of these dishes being prepared and of Binoche and Magimel duly appreciating them, inviting our drooling at all this refined sensory luxury."
In an interview with Variery, Hùng discussed the filmmaking challenges of shooting elaborate cooking scenes, the joy of seeing Binoche and Magimel reunited,and the role of gastronomy in 18th-century France.
Hùng said: “It was more about the filmmaking challenge that gastronomy presented. My first challenge was to make a film that didn’t look like any others.
"The idea was to weave gastronomy into a love story and see how a man and a woman who share the same passion for the culinary art and have lived together for over 25 years form this spiritual bond.”
Hùng is best known for his Cannes’ Golden Camera-winning The Scent of Green Papaya in 1993 and Venice Golden Lion-winning Cyclo in 1995 – both are about and were set in Việt Nam.
Man to face trial over claims of smuggling seven Vietnamese into UK
Anas Al Mustafa, from Heather Crescent, Swansea, is set to go on trial on August 5 over claims of trying to smuggle seven Vietnamese migrants into the UK in the back of a specially adapted van.
The 42-year-old man is charged with assisting unlawful entry to the UK following a major response in Newhaven ferry port in East Sussex on February 16, BBC has reported.
At the Lewes Crown Court on March 18, the handyman, aided by an Arabic interpreter, pleaded not guilty to the offence.
Earlier at Brighton Magistrates’ Court, the court heard that while on the ferry, the seven Vietnamese nationals were concealed in a van.
Coach Troussier names squad for 2026 World Cup qualifiers
Coach Philippe Troussier on March 18 announced a list of 28 players of Vietnam's national team to prepare for two upcoming matches against Indonesia in the second round of the 2026 World Cup qualifiers.
Five veteran players are not included in the list due to the recurrence of injury or need more time for recovery, namely Do Duy Manh, Giap Tuan Duong, Truong Tien Anh, Nguyen Hai Long and Nguyen Cong Phuong.
The Vietnam national team has been in training since March 13 with 33 players called up. Coach Troussier mainly used the time to assess the players’ form and health and started tactical training on March 16.
The team is scheduled to depart for Indonesia on March 19. Troussier and his players will have two more training sessions there before facing the host team on March 21. Then, they will return home to prepare for the second leg on March 26 at My Dinh National Stadium in Hanoi.
Vietnam are currently second in group F with three points. The team beat the Philippines 2-0 in the away game and lost 0-1 to Iraq on the home ground in November last year. Indonesia have the only one point like the Philippines but are at the bottom of the group due to smaller goal difference. Poisonous bacteria found after Nha Trang restaurant mass food poisoning
Several types of poisonous bacteria were identified in food and drinks at the Tram Anh Restaurant in Nha Trang, following an incident that resulted in over 360 customers being hospitalised due to food poisoning last week.
Initial investigations by Nha Trang's Pasteur Institute into samples from the food served to the victims revealed the presence of bacteria such as Salmonella spp, Bacillus cereus, and Staphylococcus aureus in the chicken and rice with egg sauce. The fried onion samples tested positive for Salmonella bacteria, while Bacillus cereus and Escherichia coli were detected in the pickled vegetables.
Water samples from the restaurant were also contaminated with Escherichia coli, Pseudomonas aeruginosa, and Coliform bacteria.
The findings were disclosed late on Monday afternoon by the Khanh Hoa Provincial Department of Health, which determined that the food poisoning outbreak was caused by Salmonella spp, Bacillus cereus, and Staphylococcus aureus bacteria.
The health department's report highlighted that more than 360 individuals were admitted to hospitals between March 12-16, exhibiting symptoms such as abdominal pain, nausea, vomiting, diarrhoea, fever, and fatigue after consuming rice and chicken at Tram Anh Chicken Rice Restaurant on Ba Trieu Street on March 11-12.
Following the outbreak, the restaurant was suspended on March 13 pending further investigation by local authorities.
A subsequent report from the Khanh Hoa Provincial People's Committee revealed that the restaurant lacked proper documentation regarding the origins of its food ingredients.
Tourism products on display in Điện Biên
Products and specialities from different cities and provinces have been exhibited at a the Điện Biên Phủ City's Cultural Exchange and Tourism Information Centre, Điện Biên Province, Điện Biên Online reports.
It is one of highlights of the National Tourism Year Điện Biên and the Ban Flower Festival from March 16 to 18.
Around 90 booths featured products of enterprises from 23 cities and provinces nationwide including the Southwest and Central Highlands areas, far from Điện Biên, Cà Mau, An Giang, Bến Tre, Trà Vinh, Bình Định, Bình Thuận and Quảng Bình.
In addition, the exhibit also includes the participation of the association of eight expanded Northwest provinces and HCM City.
Companies displayed, promoted and introduced their destinations, tourism products and typical gifts and called for investment in their tourism sector.

Bắc Giang promotes the distinctive significance of Then singing and Tính lute
The People's Committee of Sơn Động District, Bắc Giang Province, in coordination with other units, recently organised the festival of Then singing - Tính lute and traditional folk songs of Ethnic Minorities in 2024 at the Tây Yên Tử Spiritual - Ecotourism Area.
Tống Thị Hương Giang, the Vice Chairman of Sơn Động District People's Committee said: "Then is a long-lasting, traditional form of cultural practice of the Tày and Nùng ethnic people living in the mountainous districts of Bắc Giang Province.
"Then practice aims to satisfy the needs of spiritual and cultural activities as well as evoke artistic inspiration.
"Then is a folk performance that synthesises numerous art forms such as poetry, singing, dancing, painting and music. Tày and Nùng ethnic locals living in the districts of the province admire Then and pass it down in their spiritual life."
The festival is an activity to honour and widely promote the profound and distinctive values of the art in the province.
This is also an opportunity to introduce fine cultural traditions, contributing to building and developing an advanced Vietnamese culture rich in national identity, as well as strengthening the great national unity bloc, building a healthy and progressive cultural environment.
The festival allows artisans and performers to meet and learn experiences from each other, as well as convey the values of the art in the homeland of Bắc Giang to the young generation.
A total of 200 artisans, performers and musicians come from Sơn Động, Lục Ngạn and Lục Nam districts took part.
Teams performed 15 unique singing and dancing performances with themes praising the homeland, country and people of Bắc Giang, reflecting daily life, national cultural identity and local revolutionary historical traditions, with Then melodies, folk songs and folk dances of the Dao and Sán Chí ethnic groups.
Artisans, actors, and musicians brought to the audience unique, impressive performances imbued with the national identity of the ethnic minorities of the Tày, Nùng, Dao and Sán Chí.
The performed songs including Múa Chầu Then (Dancing to Then), Hát về bản em (Singing about your village), Hát về Bắc Giang (Singing about Bắc Giang) are in the form of theatre with an elaborate staging.
With distinctive values, in 2019, Then singing practice of Tày, Nùng and Thái ethnic minorities in Việt Nam was included in UNESCO's list of the representative intangible cultural heritage of humanity.
To protect and promote heritage values, Sơn Động District as well as mountainous districts in the province have many policies and measures to promote Then singing and Tính music, to help it become more well-known.
Earth Hour 2024: Act together for common goal
In response to the Earth Hour campaign that will take place on the evening of March 23rd, the Ministries of Natural Resources and Environment, and Industry and Trade, and the World Wide Fund for Nature in Vietnam (WWF-Vietnam) have called on people to join hands in reducing carbon footprint, towards net zero emissions.
In addition to the main event calling on people to turn off their lights for Earth Hour from 8:30 pm to 9:30 pm on that day, the WWF-Vietnam has officially introduced the “Hour Bank” platform with the expectation to get at least 10,000 hours.

Meanwhile, “Save Viet Nam – We Are One” – a volunteer club for the environment at the Hanoi-based Vietnam Vinasep Quality and Environment Certification Joint Stock Company - launched a campaign calling on people to join three challenges – using stairs, turning off power when not in use, and turning off screen when not in use.
In addition, nearly 1,500 people took part in a running event to support the Earth Hour 2024 Campaign on March 16 in Hanoi.
Held by the Ministry of Industry and Trade, it aimed to call on, motivate, and encourage the participation of state agencies, organisations, enterprises, and people to practice saving electricity regularly throughout 365 days of the year, making it a habit anytime, anywhere.
The ministry also launched an online running event through Uprace - a sports training application from March 16-31.
With lights turned off for one hour starting 8:30 pm on March 25 in response to the 2023 Earth Hour campaign, Vietnam saved 298,000 kWh of electricity equivalent to about 555.6 million VND (23,617 USD), according to the Vietnam Electricity (EVN)’s National Load Dispatch Center.
Since the nation first joined the campaign in 2009, the average annual power output saved in one hour is estimated at about 400,000 kWh./.
Xòe Thái dance makes strong impression at Điện Biên's festival
The unique folk dance of Việt Nam's Thái ethnic minority called Xòe Thái made a strong impression at the National Tourism Year-Điện Biên and the Ban Flower Festival in Điện Biên Province.
As one of the main activities at the event, the Xòe Thái Dance Festival was organised on March 17 at the provincial stadium, featuring hundreds of artists and attracting thousands of visitors to watch and cheer along.
Fourteen troupes from local schools, education departments and cultural clubs took part in the festival, participating in two competitions.
In the Recognised xòe Thái, artists had to performance at least three dances with a duration of five to seven minutes.
Participants were encouraged to uses Điện Biên's typical songs and ethnic music in rhythm with their dance moves.
Troupes from Điện Biên Pedagogical College, Điện Biên Phủ High School. Provincial Ethnic Boarding High School, Điện Biên's Thái Culture Club, Thành Bản Phủ Arts Club had standout performances featuring the beauty of traditional moves.
In particular, at this year's festival, there was a spectacular xòe Thái performance under the theme: Điện Biên - Flower Rendezvous with the participation of over 2,000 actors and actresses, giving the audience a deep impression of the xòe Thái art.
The xòe Thái folk dance was added to the list of Intangible Cultural Heritages of Humanity by the United Nations' cultural agency UNESCO in 2021.
Xòe Thái Dance Festival is held to introduce the art to the wider community and call for preservation and promotion as a recognised heritage.
The festival was one of the activities to honour, preserve and promote this cultural value and unique beauty of the Thái's costumes, popularising the heritage that has been recognised.
The closing and awarding ceremony was organised on March 17 at the Điện Biên Phủ Victory Monument area where the best dances were performed to the public.
Runners expecting to set PRs at Danang International Marathon
Cool weather and beautiful routes make ideal conditions for athletes to put in great performances at the 11th Danang International Marathon this weekend in Đà Nẵng City.
The annual tournament was organised in August in its previous editions. However, this year a new date has been set in March which will continue in the following seasons.
The nice weather in March, according to organisers, will help athletes have a better experience and running conditions, while travel services will also have better prices than in the summer months.
The routes this year, which met standards of the International Marathon Association (AIMS) and the World Athletics Federation, will lead runners past highlights of Đà Nẵng such as the Dragon Bridge, Hàn River Bridge, Sơn Trà Peninsula and Ngũ Hành Sơn Mountain.
The stunning race, offering the chance to admire the dazzling beauty of the coastal city when dawn comes, is considered one of the three most beautiful marathons in Southeast Asia by Radisson Magazine and was ranked third out of the six most must-join marathons in Asia by Rad Seasons Magazine.
This year's marathon will welcome more than 9,000 competitors, about 1,800 being foreigners.
Organisers revealed that as many as 100 Dragon Runners who are elites or amateurs with high personal records will take part in the races.
The three-day event from March 22-24 will have 42km, 21km, 10km and 5km and the Ronny Dash of 1.5km for children.
Kenyan Edwin Kiptoo Yebe and former SEA Games champion Phạm Thị Bình are strong candidates for the title of the men's and women's full marathon categories, respectively.
Participants’ results are eligible to register for the world’s most prestigious races including the Boston Marathon, London Marathon, New York City Marathon, Berlin Marathon, Chicago Marathon and Tokyo Marathon.
Since its debut in 2013, the run has become one of the largest sport events in the beach city of Đà Nẵng, attracting thousands of Vietnamese and foreign participants. It is expected to lure 20,000 athletes with 2,000 foreigners by 2027.
It is jointly held by local authorities and Pulse Active, a leading company in the field of organising international sport events in Việt Nam.
It also plays a role in encouraging people to follow healthy lifestyles with regular sport practise, and at the same time pushing sport tourism for the city in the off-peak months.
"Our plan is aimed at long-term sustainable development of an international marathon. For this goal, we not only want to increase the number of participants but also ensure that many other factors are included such as organisation quality and minimising the impact of the event on the environment," said Bady Phạm, Pulse Active director.
"Since 2017, Pulse Active has applied a green campaign at all events. We don't accept leaflets, brochures, paper vouchers or other unnecessary products and use reusable water bottles instead of single-use ones. Although there is still a lot to do, small steps will help us go far and in the right direction."
Bà Rịa-Vũng Tàu suggests two options for section of HCM City Ring Road Number 4
The local government in Bà Rịa - Vũng Tàu recently proposed two investment options for a section of the HCM City Ring Road Number 4 that runs through the province.
The first involves building the section with a width of 25.5m, requiring an initial outlay of around VNĐ8 trillion (US$323 million). Of the outlay, about VNĐ2 trillion is financed by the central government, VNĐ2 trillion by the local government and VNĐ4 by investors.
The second option widens the road to 27m, requiring an initial outlay of VNĐ8.1 trillion. Its capital structure is not significantly different from the first option, with the central government contributing 50.6 per cent of the investment.
Both options have a projected payback period of 20 years.
The province has also called for specific policies to give it ample elbow room to implement the project.
These include policies related to construction materials and land clearance, which have been granted to some other national expressway projects across the country.
The province is finishing the last steps to submit the options to the Ministry of Transport for consideration in March.
If the options are approved, the province will proceed to submit its proposal for specific policies to Ministry of Planning and Investment in April.
The options are expected to reach the National Assembly for approval in June. Construction work is projected to complete in Q4/2027.
The section of the HCM City Ring Road Number 4 in Bà Rịa - Vũng Tàu Province stretches more than 18km with eight lanes. It starts at the Tóc Tiên - Châu Pha Intersection and ends in Châu Đức District.
Kien Giang works hard on supervising origin tracing of fish catches
The Mekong Delta province of Kien Giang has focused on strictly monitoring the output and origin tracing of catches at fishing ports in the locality in preparation for the 5th inspection of the European Commission (EC) on combating illegal, unreported, and unregulated (IUU) fishing at the end of the second quarter of 2024.
Accordingly, attention has been paid to closely controlling the volume of seafood harvested in local fishing grounds, ensuring both source tracing and favourable conditions for fishermen's operations.
At the same time, the provincial authorities have strictly handled vessels that did not enter designated ports for seafood unloading to evade law enforcement.
Activities of fishing vessels at private and traditional ports have been closely monitored to ensure compliance with IUU fishing regulations.
From late March 2024, the Department of Agriculture and Rural Development will organise five training courses in the monitoring of seafood production and origin tracing for civil servants in the fisheries sector; those working for management boards of fishing ports, fishing vessel registrations centres, border posts; and representatives of 155 fish ports in the locality.
From mid-March to late April 2024, the department will establish inspection teams to check the management of catch output and origin tracing. These teams will work with the local fisheries dub-department, border stations, and authorities of districts and communes, and fish ports in this work.
Fishing vessels engaged in illegal fishing activities and those at risk of violating regulations on illegal fishing will be closely monitored.
The department has coordinated with the provincial Department of Industry and Trade and local authorities to review enterprises that are exporting seafood to the European market to ensure that their documents are complete and legal, and strictly address any violations./.
MoU signed in Cần Thơ to develop electronics, IC design training
A memorandum of understanding (MoU) has been signed in Cần Thơ City between four parties to develop high-quality human resources in the electronics and semiconductor industry for the Cửu Long (Mekong) Delta region.
Sun Edu International Education Joint Stock Company, Cần Thơ City’s Department of Science and Technology, Cần Thơ University and Cần Thơ University of Engineering and Technology on Sunday signed the MoU to cooperate in providing an intensive training programme in electronics and integrated-circuit (IC) design.
Accordingly, the former two parties will develop the training programme for the Cần Thơ City-based universities to meet the demands of investors and businesses operating in the semiconductor industry.
The parties will provide in-depth training courses in the field for officials, lecturers and students in the city and the region.
They will also coordinate to organise communication events about the implementation of the training programme; synthesise, report, and evaluate the effectiveness of training activities; and advise and propose mechanisms and policies for training and developing human resources in an effective and practical manner.
Speaking at the signing ceremony, Minister of Science and Technology Huỳnh Thành Đạt said that according to the Provincial Innovation Index (PII) 2023 results, Cần Thơ City is highly ranked for human resources for research and development.
It also excels in knowledge products, technological innovations, and inventions and useful solutions for plant varieties.
“This cooperation is important in training human resources, improving competitiveness and attracting investment capital not only for Cần Thơ but for the entire region,” he said.
Cần Thơ has an abundant young labour force of skilled and high-qualified human resources.
It is focusing on building and developing high technology, adapting to new technologies in the fourth industrial revolution (Industry 4.0), and increasing investment in research activities and human resource training in electronics technology and semiconductor circuits.
Many experts said that high-quality human resources is one of the prerequisites for Việt Nam to participate more deeply in the global semiconductor industry value chain.
The country has been attracting many large semiconductor corporations from developed countries such as the US, the Republic of Korea, Japan, Taiwan (China) and the Netherlands.
Dr. Lê Quang Đạm, general director of Marvell Technology Vietnam LLC, said the company chose to invest in Việt Nam for three main reasons, including geopolitical stability, good human resources and effective investment opportunities.

Vietnamese official hopeful of stronger defence ties with Mongolia
The Vietnam – Mongolia defence cooperative ties will advance in the coming time on the back of the sound bilateral relations, meeting the aspiration and interests of the two people, a military official said on March 19.
Attending a Hanoi ceremony to mark the 103rd founding anniversary of the Mongolian armed forces (March 18, 1921-2024), Major General Vu Thanh Van, Director of the Ministry of Defence’s Department of Foreign Relations, highlighted that Vietnam and Mongolia have enjoyed a time-honoured friendship now in its best shape ever thanks to mutual trust, understanding and support.
He went on to say that since two defence ministries signed an agreement in 2019, cooperation in delegation exchange, defence industry, training, and the UN peacekeeping activities has become deeper and more practical and effective.
Meanwhile, Mongolian Ambassador to Vietnam Jigjee Sereejav said that the Vietnam – Mongolia relations have been unceasingly developing and successful over the past seven decades.
He described 2023 as a special year for the bilateral ties as Mongolian President Ukhnaagiin Khurelsukh paid a state visit to Vietnam, adding both nations are making efforts to upgrade their relations.
