Conference shares experience in implementing int’l covenant on civil and political rights
A conference to share experience in implementing the International Covenant on Civil and Political Rights (ICCPR) within the framework of a justice and legal empowerment project in Vietnam funded by the European Union (EU) was held in the Mekong Delta City of Can Tho on May 13.
The event, jointly held by the Ministry of Justice (MoJ)’s Department of International Cooperation (DIC) and the United Nations Development Programme (UNDP) in Vietnam, provided an overview of the ICCPR and the preparation of periodic national reports on, and shared experience in implementing the covenant.
According to DIC Director Nguyen Huu Huyen, since becoming a member of the UN in 1977 and the ICCPR in 1982, Vietnam has continuously worked to fulfill its obligations as a member state of the covenant. This is evidenced through activities such as building and improving laws concerning civil and political rights, promoting the popularisation of laws related to civil and political rights and ICCPR at a national level.
He underlined the importance of enhancing training and legal knowledge, as well as skills for those in charge of building law and policy development, and addressing difficulties and obstacles in institutional building and improvement.
Sabina Stein, Assistant Resident Representative, Head of the Governance and Participation Team at the UNDP, said the international community has recognised Vietnam's efforts and achievements in enhancing education and promoting human rights in recent times.
The training programme is also a clear testament to Vietnam's efforts, she said, adding that legal officers and reporters attending the event play a crucial and strategic role in protecting citizens' rights, especially vulnerable groups in the country.
The ICCPR of 1966 is one of the most important international treaties of the UN on human rights. With the participation of 173 out of the 193 UN member states, this covenant has become one of the most widely ratified international treaties.
It served as a legal foundation for the emergence of other international treaties on human rights such as Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in 1984, the Convention on the Elimination of All Forms of Discrimination against Women in 1979, and the Convention on the Rights of the Child in 1989./.

Over 120,000 Vietnamese people succumb to cancer each year
According to statistics from the Global Cancer Organization - GLOBOCAN 2022, cancer is responsible for the deaths of more than 120,000 Vietnamese people each year, a high rate compared to countries in Southeast Asia.
This was heard at this morning’s 2024 Scientific and Technical Conference organized by the Ho Chi Minh City Oncology Hospital with the participation of leading experts in cancer treatment in Vietnam.
At the conference, Dr. Diep Bao Tuan, Deputy Executive Director of Ho Chi Minh City Oncology Hospital, said that cancer has been a burden for countries around the world. The incidence rates for several types of cancer and mortality rates remain on the rise.
GLOBOCAN 2022 data just released shows that there were around 19.9 million new cancer cases and 9.7 million deaths worldwide for the year 2022. In Vietnam, as per statistics, about 180,000 new cases and more than 120,000 cancer-related deaths have been reported. The top three types of cancer by number of deaths include liver, lung, and stomach cancers.
According to Dr. Diep Bao Tuan, the country's cancer incidence rate is average but the death rate is high in comparison with other countries in the Southeast Asia region. He also pointed out late discovery is the culprit of the high proportion of deaths.
Statistics show that about 50-80 percent of patients come to see medical workers when their cancer is in stages 3 and 4, and the treatment results are not as expected. Effective cancer screening programs will help detect diseases early, reduce mortality rates, improve treatment quality and reduce costs for patients. This is also one of the solutions in Ho Chi Minh City's cancer prevention strategy.
At the Ho Chi Minh City-located Oncology Hospital alone, in 2023, the hospital received nearly 800,000 patients who came to the institution for examination. Plus, around 37,000 surgeries have been performed and more than 180,000 people have undergone radiation treatments, 300,000 others undergoing chemotherapy, targeted therapy, and immunotherapy. There has been an increase in patients to the hospital.
According to Associate Professor-Dr. Nguyen Anh Dung, Deputy Director of Ho Chi Minh City Department of Health, cancer care and treatment can cost a lot and requires high technology and modern equipment. Therefore, preventive measures, early detection and effective treatment are needed. At the same time, hospitals must be equipped with good equipment and doctors’ professional skills should be improved to gradually prevent and repel cancer.

Nha Trang resettlement buildings largely abandoned
Many resettlement areas in the southern central city of Nha Trang in Khanh Hoa Province have seriously deteriorated after being abandoned for many years.
The 100-hectare Ninh Thuy Resettlement Area in Ninh Hoa Town was built 15 years ago after residents in Ninh Tho Commune's Ninh Yeng Village had to vacate their homes for the Van Phong Power Station. Construction started on the VND427-billion resettlement area in 2009 across the 35-hectare site but only just over a dozen households moved in.
A large primary school has deteriorated as no children are in the area.
Resident Nguyen Thi Muoi said that her family moved to the area eight years ago but faced difficulties settling their new lives.
"We used to farm, but we have been given no land here," Muoi said. "I've had to open a small shop and earn a modest income. Some of my neighbours have sold their homes and bought new ones in other areas to continue farming and fishing."
Ninh Tho Commune People's Committee Chairman Vo Khanh Dang admitted that many people had refused to move to Ninh Thuy Resettlement Area as there was no land to farm.
“Ninh Hoa Town is building a 20-hectare farming area for residents in Ninh Thuy," Dang said. "However, many people want farmland here while the government only wants to lease the land to them."
Many other resettlement areas in Khanh Hoa have faced the same problems after spending a lot on construction.
Over VND392 billion was spent on the 50-hectare Xom Quan Resettlement area, built for people affected by the industrial projects at Nam Van Phong in 2010. However, only 68 of more than 1,000 land lots have been allocated, and only one household has built a house and lived here, while other facilities have badly deteriorated.
"I moved to Xom Quan in 2016," the only resident still living at the site, Dao Van Thai, said. "Two other families who built houses at that time have left so they could continue fishing."
The Van Phong Economic Zone Management Board Director Hoang Van Khanh admitted that the three resettlement areas, including Xom Quan, were a complete waste of money. However, building them for the projects to attract investments was necessary. "We'll try to seek measures and adjust policies so that more people will come to live here in the future."
NA deputies criticises inadequacies in gold market management amid price disparities
Members of the National Assembly Standing Committee yesterday highlighted significant inadequacies in gold market management, pointing to a considerable disparity between domestic and international gold prices.
They were speaking during a session discussing the supplementary evaluation report on socio-economic development, the State budget for 2023, and the early 2024 implementation of the socio-economic development plan.
Addressing the recent fluctuations in gold prices, Deputy Chairman of the National Assembly, Lieutenant General Trần Quang Phương, called for clarification on State management in this field.
"Can we just let it fluctuate like that? I have never seen a market where gold prices fluctuate so drastically," he stated.
Sharing concerns about gold market management, the Chairwoman of the National Assembly's Committee of Judicial Affairs, Lê Thị Nga, said the gold price had never been as high as it is currently, reaching VNĐ92 million per tael.
"Despite directives from the Government, gold prices continue to rise. The State Bank of Vietnam has held a few gold auctions, but prices still hit peaks. Therefore, tighter management of the gold market is needed, with State intervention," she emphasised.
Nguyễn Thị Thanh, Head of the National Assembly Standing Committee's Board for Deputy Affairs, also expressed her concerns.
She said: "Why is there such a paradox between private investment and gold investment? A more thorough assessment is needed, along with solutions for issues such as the high rate of business withdrawals, low consumer demand, low credit growth despite falling interest rates. Is there a problem with the business investment environment? While private sector investment remains very low, high investment in gold might indicate public insecurity in production investments.”
Deputy Chairman of the National Assembly Trần Thanh Mẫn said high gold prices could increase the cost of importing goods, raw materials, and foreign business loans, significantly impacting the domestic market. He urged the Government to have flexible, timely management plans to balance the goals of promoting growth and controlling inflation, especially addressing domestic gold market fluctuations.
Explaining the situation, Deputy Governor of the State Bank of Vietnam Phạm Thanh Hà stated that before 2012, market inadequacies necessitated new regulations. Consequently, Decree 24/2012/ND-CP on gold trading management was enacted. Following the implementation of this decree, the gold market became relatively stable.
However, in recent years, particularly since 2019, global economic downturns due to the COVID-19 pandemic and rising inflation, along with geopolitical tensions, have driven up international gold prices, causing domestic prices to follow suit. Especially since 2022, the domestic gold market has shown limitations, with a consistently high disparity between domestic SJC gold prices and international prices.
The main reason is the high international gold prices, which domestic prices follow. As of today, international gold prices have increased by about 14 per cent compared to the beginning of the year, with domestic prices also rising. Additionally, limited domestic supply has kept domestic gold prices significantly higher than international prices.
As a solution, Hà said that due to the supply shortage, the immediate measure would be to increase supply in the market. The State Bank will continue to hold auctions to increase supply, stabilise prices, and narrow the gap between SJC and international gold prices.
Regarding market management support measures, the State Bank has directed its branches to enhance State management of the gold market according to their assigned functions and tasks. Additionally, it will continue inspecting businesses and credit institutions involved in gold trading to ensure they comply with legal regulations on transactions and invoicing.

The 230km route is the longest journey between the Vietnamese mainland and a tourism island.
A tourist attraction in Việt Nam, Côn Đảo consists of 16 large and small islets, with a total land area of around 75sq.km and a marine area of roughly 140sq.km within Côn Đảo National Park.
Việt Nam seeks WHO support to strengthen healthcare systems
Việt Nam hopes for World Health Organization (WHO) assistance in restructuring and strengthening the preventive and primary healthcare systems, focusing on early and remote disease prevention and control.
Deputy Prime Minister Trần Hồng Hà emphasised this during a meeting with Dr. Saia Ma’u Piukala, WHO Regional Director for the Western Pacific, at the Government Headquarters on Monday.
During their discussions, the Deputy PM underscored the high regard Việt Nam holds for the WHO's pivotal role in orchestrating global healthcare and public health initiatives.
Việt Nam has benefited from the companionship, guidance, and support of WHO officials and experts across all realms of healthcare policy and services.
This collaboration was particularly evident during the COVID-19 pandemic, during which Việt Nam received prompt, effective assistance from the WHO in navigating and overcoming the crisis.
As one of the 15 countries chosen by the WHO for mRNA vaccine technology transfer, Việt Nam seeks practical aid to bolster its research and production capabilities not only for emerging infectious diseases but also for those with resurging threats like measles and tuberculosis.
Additionally, Việt Nam aims to diversify its healthcare offerings to meet the evolving needs of its populace.
Deputy PM also emphasised that the quality of the living environment is closely linked to health, and health security is a non-traditional security issue. Healthcare policies and health protection need to be associated with environmental issues.
Addressing concerns over drug, vaccine, and medical product production, procurement, and distribution, the Deputy PM urged the WHO to deploy experts to aid Việt Nam in refining procurement mechanisms, ensuring a stable, sustainable supply chain.
Regarding electronic cigarettes, he tasked the Ministry of Science and Technology with collaborating with the Ministry of Health to assess their health impact, particularly on adolescents, and to align strategies with WHO directives.
Dr. Saia Ma’u Piukala expressed gratitude for the fruitful discussions and emphasised the critical role of primary healthcare as the frontline for addressing basic health needs.
He outlined priority areas for enhancing Việt Nam's healthcare sector, especially in preventive healthcare, to better respond to future pandemics, improve environmental conditions, promote healthy lifestyles, ensure health security and manage electronic cigarettes.
Dr. Piukala affirmed that stronger public health corresponds with more sustainable socio-economic development. He pledged continued collaboration with Việt Nam to advance healthcare and contribute to the region's and the world's sustainable development goals.

The event was jointly held by the Ministry of Justice (MoJ)’s Department of International Cooperation (DIC) and the UN Development Programme (UNDP) in Vietnam, gave an overview of the ICCPR and the preparation of periodic national reports on, whilst sharing relevant experience in realizing the covenant.
According to Nguyen Huu Huyen, director of the DIC, since becoming a member of the UN in 1977 and the ICCPR in 1982, the nation has constantly made efforts to fulfill its obligations as a member state of the covenant.
