The Lào Cai-Hà Nội-Hải Phòng-Quảng Ninh railway line, stretching more than 447km through ten cities and provinces, is expected to boost freight capacity between Việt Nam and China, according to the Việt Nam Railway Administration (VRA).

The VRA has submitted a proposal to the Ministry of Transport to review and approve the project. This aims to meet the growing demand for rail transport and to maximise the line’s capacity.

The railway will start in Lào Cai, connecting to China’s railway network and end at Cái Lân Station in Hạ Long City, Quảng Ninh Province. It will pass through Lào Cai, Yên Bái, Phú Thọ, Vĩnh Phúc, Hà Nội, Bắc Ninh, Hưng Yên, Hải Dương, Hải Phòng and Quảng Ninh.

The railway spans a total length of 447.66 km, with segments divided as follows: 64.82km in Lào Cai, 76.95km in Yên Bái, 60.05km in Phú Thọ, 41.75km in Vĩnh Phúc, 40.93km in Hà Nội and Bắc Ninh, 18.57km in Hưng Yên, 40.97km in Hải Dương, 81.66km in Hải Phòng and 36.62km in Quảng Ninh.

In Hải Phòng City, the railway includes the main line to Lạch Huyện Port, spanning 46.25km, a branch to Nam Đồ Sơn Port extending 12.63km, a branch to Đình Vũ Port covering 7.88km and a connection to Quảng Ninh measuring 14.9km. In Quảng Ninh Province, a new line of 25.95km will be constructed, along with 10.67km of existing track.

The route will include approximately 145 bridges, spanning 106.62km over major rivers like the Hồng (Red), Lô, and Bạch Đằng rivers, as well as highway overpasses such as Hà Nội-Lào Cai, Hà Nội-Hải Phòng, and Hải Phòng-Quảng Ninh. It will also feature 42 tunnels, spanning 23.28km, mainly in Lào Cai and Yên Bái provinces.

There will be 41 stations along the line, with Lào Cai serving as a departure station and international interchange. Four key freight stations will include Lạch Huyện Port, Nam Đồ Sơn, Nam Đình Vũ and Đình Vũ.

The estimated capital needed for this project, through 2050, is VNĐ183.85 trillion ($7.27 billion). This includes VNĐ24.06 trillion ($793.5 million) for land clearance, VNĐ110.13 trillion ($4.35 billion) for construction and equipment, VNĐ16.19 trillion ($640.4 million) for other costs and VNĐ33.55 trillion ($1.32 billion) for contingency costs.

Based on traffic demand and major construction requirements, the VRA proposed launching the Lào Cai-Hà Nội-Hải Phòng section by 2030. The Hải Phòng-Quảng Ninh section would follow after 2030, aligning with the development of a coastal railway from Nam Định to Quảng Ninh.

In terms of investment capital, the first phase will need VNĐ160.77 trillion ($6.35 billion), with full land clearance, 95 per cent of construction and equipment costs, 95 per cent of other costs and 50 per cent of contingency costs. The second phase will require VNĐ23.08 trillion ($912.9 million) for project completion and settlement.

To fund the railway, the VRA suggested using a combination of central budget funds, preferential loans and social capital.

PM puts forth proposals to develop new-generation GMS economic corridors

Vietnamese Prime Minister Pham Minh Chinh joined leaders of Cambodia, Laos, Myanmar, Thailand and China as well as heads of the Asian Development Bank (ADB) and regional and international organisations at the 8th Greater Mekong Sub-region (GMS) Summit which opened in Kunming city in China’s Yunnan province on November 7.

Looking back on the development journey of the GMS over the past 30 years, the leaders highly valued the significant contributions of this cooperation mechanism to the development of the Mekong sub-region, particularly in the areas of transport infrastructure, energy, telecommunications, and enhancing industrial and agricultural production capacities.

Over 12,500km of roads and 1,000km of railways have been constructed, while nearly 3,000MW of electricity has been generated, and more than 2,600km of power transmission lines have been built, helping to provide electricity to over 165,000 households. Since 2021, the GMS has mobilised nearly 133 billion USD to implement more than 500 development projects in the sub-region.

The North-South and East-West Economic Corridors have truly become models of cross-border economic cooperation and connectivity, contributing to the promotion of regional trade and investment, and linking remote areas with seaports, airports, and major economic centres.

With a deep understanding of the wide-ranging and multi-dimensional impacts of the technological revolution, the 8th GMS Summit has chosen the theme "Towards a Better Community through Innovation-driven Development."

Opening the summit, Chinese Premier Li Qiang emphasised that innovation is a key driver of economic growth. He expressed China's willingness to share innovation outcomes, promote the connection of hard and soft infrastructure, and enhance sub-regional linkages through policy coordination, standard harmonisation, people-to-people exchanges, and facilitating mobility. He was also committed to offering multi-entry, five-year Mekong-Lancang visas for businesses and experts from member countries.

The participating leaders stressed the need to strengthen cooperation to harness remarkable advancements in science and technology for green transition and digital transformation in the Mekong Sub-region. They agreed to establish a GMS Innovation System with the three key pillars of digitalisation, green transition, and connectivity.

At the summit, PM Chinh highlighted the lessons drawn in the 32 years of GMS cooperation and appropriate directions for the mechanism in this new development period. He also underlined its strategic role in the sub-region’s international integration and development, along with five valuable lessons learnt from its success.

The first lies with conducting equal, widespread consultations, and strengthening consensus among members for shared benefits, while the second is developing result-oriented cooperation strategies and programmes that align with the real needs of each country and the sub-region.

Putting people at the centre of cooperation and promoting economic connectivity in tandem with environmental protection form the third lesson.

The fourth lesson is to combine each member's efforts with the support of the ADB and development partners, and the fifth lesson is turning challenges into motivation for progress.

Facing challenges, more effort, determination, and solidarity are required to build a collective strength that drives cooperation and development forward, he stressed.

The Vietnamese leader emphasised that as it evolves and develops, the GMS must continually innovate, keep pace with global trends, and meet the development demand of the sub-region.

With this mindset, he suggested that it is time for the GMS to focus on developing new-generation economic corridors centered on innovation, going beyond the traditional economic corridor model.

Based on this, he proposed three key components of these new-generation economic corridor:

Firstly, a corridor of technology and innovation should be built to foster multi-stakeholder, multi-sector, and multi-phase connectivity, focusing on supporting countries in addressing gaps in institutional frameworks, policies, technological capacity, and innovation resources, including human and financial resources.

Secondly, an economic growth corridor will revitalise traditional growth drivers while also fostering new ones.

Alongside infrastructure projects in transport, industrial production, and agriculture, the GMS should expand investments to create corridors in semiconductors, artificial intelligence, new materials, and clean energy; build digital platform; broaden the digital market; and improve digital skills for businesses and labourers, he noted, adding that a substantial and effective transformation is needed to facilitate the smooth flow of capital, goods, and services within the GMS region.

Thirdly, this should be a green, sustainable and inclusive corridor which ensures a balance between economic growth and environmental protection, with people put at the centre and being both the subject and the driving force, resources, and goal of development. The GMS should further strengthen cooperation programmes on the environment and ecosystems, disaster management, and climate change response. It should also place a particular emphasis on collaborating with the Mekong River Commission in managing and using the shared Mekong-Lancang river system in an effective, sustainable, equitable, and reasonable manner, while promoting the application of technology in integrated transboundary water resources management, Chinh stated.

The Vietnamese Government leader emphasised the need for GMS members to stay united and coordinate in responding to challenges. He expressed his confidence that with the perspective of "valuing time, valuing intellect, innovating to break through, creating to reach farther, integrating to move forward, and uniting for greater strength", this summit will contribute to realising the vision and goals of the GMS.

Vietnam will continue to work closely with member countries and development partners to jointly build a GMS that is innovative, dynamic, and has sustainable and prosperous development, he added.

GMS members adopted the Joint Statement and the GMS Innovation Strategy for Development 2030. They also noted six documents related to climate and the environment, digitisation, investment, gender equality, health care, and the digitalisation of trade documents, which will be implemented in the coming time.

Earlier, within the framework of GMS cooperation, a forum of governors and mayors of provinces and cities along the Economic Corridor took place on November 6. This event, initiated by China and held regularly in Kunming, aims to promote long-term and stable exchanges and cooperation between local governments and businesses from the six GMS member countries./.

Vietnam gives top priority to relations with China: PM

Developing relations with China is a consistent policy, an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy, Prime Minister Pham Minh Chinh told Chinese Premier Li Qiang at their talks in Kunming city in China’s Yunnan province on November 7.

The talks took place on the occasion of the Vietnamese Government leader’s attendance at the 8th Greater Mekong Subregion (GMS) Summit.

The host and guest highlighted remarkable achievements of each Party and country, especially in socio-economic development, along with the marked strides in the friendly relations and mutually beneficial cooperation.

PM Chinh lauded the GMS Summit’s success as well as China’s role in this regard, and sketched out major orientations for the Vietnam-China cooperation. He said the two countries should continue to effectively implement common perceptions reached by their top leaders and maintain all-level meetings and exchanges to compare notes on the bilateral ties and issues of shared concern.

Building on the consensus on the content of the cooperation agreement for three railway lines, which is expected to be signed soon, the Vietnamese PM suggested the two sides accelerate collaboration in building the three standard-gauge railway routes of Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, and Mong Cai - Ha Long - Hai Phong. He also called on China to provide assistance in terms of capital, technology transfer, and workforce training for these projects.

He said he hopes that China will continue to open its market to Vietnam's key agricultural products, and collaborate with Vietnam on establishing quarantine stations for Vietnamese farm produce at the Dong Dang - Pingxiang international railway border gate. He also emphasised the importance of promoting cooperation in electricity trading; accelerating the implementation and gradual expansion of the smart border gate model to other border gate pairs; and soon organising exchanges between working groups on the cross-border economic cooperation zone model.

He suggested strengthening the social foundation of the bilateral relations and well implementing the "Year of Vietnam-China Humanistic Exchange" in 2025, considering this an good opportunity to boost people-to-people exchanges and friendship; and revive tourism to pre-COVID-19 levels or higher.

PM Chinh stressed that the two sides need to pay attention to well controlling maritime disagreements, not letting issues at sea affect the good friendship between the two countries.

For his part, Li highly valued Chinh’s working visit to Yunnan province and Chongqing city.

Regarding Vietnam's cooperation proposals, the Premier affirmed that the Chinese Party and Government always see relations with Vietnam as a priority in its neighbourhood diplomacy, stressing that China stands ready to maintain strategic exchanges with Vietnam, deepen practical cooperation, and further advance the Comprehensive Strategic Cooperative Partnership and the China-Vietnam community with a shared future that carries strategic significance.

He affirmed that China will further open its market to high-quality goods from Vietnam, including agricultural products; strengthen transport infrastructure connectivity with the Southeast Asian nation; promote cooperation in building and maintaining stable supply and production chains in the region; and support Vietnam in hosting APEC 2027.

In the witness of the two leaders, Vietnamese Deputy Minister of Foreign Affairs Pham Thanh Binh and Executive Vice Minister of Foreign Affairs of China Ma Zhaoxu exchanged diplomatic notes between the two foreign ministries regarding the establishment of the Consulate General of Vietnam in Chongqing./.

Vietnamese PM proposes ways to foster CLMV cooperation

Prime Minister Pham Minh Chinh has presented a vision for the future of Cambodia - Laos - Myanmar - Vietnam (CLMV) cooperation, proposing some suggestions aimed at fostering a dynamic region of sustainable development.

Addressing the 11th CLMV Summit in Kunming city, Yunnan province of China, on November 7, PM Chinh said CLMV countries are holding unprecedented advantages when the world is advancing to an era of connectivity and innovation. However, they are also facing numerous difficulties and challenges in terms of capital and human resources, along with the risk of lagging behind if they fail to make timely innovation.

It is necessary to make a breakthrough for CLMV cooperation so that they can keep up with, move at the same pace, and outstrip others, he stressed, adding that only solidarity and cooperation can help the four countries surmount difficulties and build a dynamic CLMV region of sustainable development.

He called for a renewed determination to secure increasingly effective and practical CLMV cooperation to work towards an CLMV economic region of development, resilience, and high competitiveness.

To achieve this, the countries need to be more resolute in implementing the CLMV Development Framework and focus on high priority projects, he said, voicing his hope that the Association of Southeast Asian Nations (ASEAN) will pay more attention to and bring into play its centrality in the Mekong sub-regional cooperation, including the CLMV mechanism.

The PM urged member countries to select highly feasible cooperation areas that not only reflect emerging trends but also complement other Mekong sub-regional mechanisms, particularly the Ayeyawady - Chao Phraya - Mekong Economic Cooperation Strategy (ACMECS) and the Greater Mekong Sub-region (GMS).

Describing the development of a high-quality workfoce as critical to fostering CLMV cooperation, he called for building a general human resources development strategy tailored to the needs of the four nations. He suggested experts from CLMV countries collaborate in training programmes that improve both intellectual and skilled labour forces.

The leader highlighted Vietnam's commitment to education and reaffirmed the continuation of its CLMV scholarship programme, which has provided opportunities for Cambodian, Lao, and Myanmar students to study and conduct research in Vietnam since the programme's inception at the 4th CLMV Summit in November 2008.

In addition, internal resources are fundamental, long-term and decisive, while external resources are crucial for breakthroughs, he noted, calling for greater engagement from the business community and development partners in the design and execution of cooperation projects.

PM Chinh also urged the ASEAN Secretariat to work closely with CLMV members to reform resource allocation for cooperation projects and programmes in a way that focuses more on emerging areas such as digital transformation, green transition, smart agriculture, and climate change response.

Vietnam's commitment to CLMV cooperation is unwavering, and the country will continue to do its utmost to deepen traditional friendship, friendly neighbourliness, and mutually beneficial relations among the four nations. “Together, we can progress and thrive in this new era of development,” he declared.

The economic outlook for CLMV countries is promising, with growth projected at 4.6% in 2024 and 4.7% in 2025. Their bilateral trade has surpassed 769 billion USD, contributing 21.8% to ASEAN's overall trade value.

Delegates agreed to step up collaboration in infrastructure connectivity, trade and investment facilitation, tourism, human resources, and the development of an intra-regional energy market. They were also committed to sustainably and efficiently managing water resources, boosting smart agricultural production, and transitioning to sustainable energy solutions.

As the summit concluded, leaders approved a joint statement and witnessed the handover of the CLMV cooperation chairmanship from Myanmar to Vietnam./.

Vietnam and Chile to further deepen comprehensive partnership

Vietnamese President Luong Cuong on November 8 began an official visit to Chile at the invitation of Chilean President Gabriel Boric Font, aiming to foster new momentum, deepen the comprehensive partnership between the two countries, and make it more effective and practical.

The visit, the first by a Vietnamese head of state to Chile in 15 years, aligns with Vietnam’s foreign policy of independence, self-reliance, diversification, and multilateralism in international relations. It also reflects Vietnam’s commitment to proactive and comprehensive international integration and enhanced multilateral diplomacy, following the direction set by the 13th National Congress of the Communist Party of Vietnam.

On March 25, 1971, Chile established diplomatic relations with Vietnam, becoming the first South American nation to do so. Despite their geographic distance, Vietnam and Chile have enjoyed a strong, historic relationship. During Vietnam’s struggle for national independence and unification, Chile was a center of solidarity, where movements supporting Vietnam were very active. At the height of Vietnam’s fight for national independence, Chile became the second South American country, after Cuba, to formally establish diplomatic ties, marking a new chapter in bilateral relations.

In 1990, the two countries elevated diplomatic relations to the ambassadorial level, and since then, Vietnam and Chile have achieved numerous milestones in their cooperative partnership. The two sides have frequently maintained high-level visit exchanges and collaboration at international forums, helping to increase mutual trust. Notable visits included those of Vietnamese leaders such as Party General Secretary Nong Duc Manh (May 2007), President Tran Duc Luong (November 2004), President Nguyen Minh Triet (September 2009), and Prime Minister Phan Van Khai (October 2002). Vietnam also welcomed visits by many Chilean leaders, including Presidents Ricardo Lagos (October 2003), Michelle Bachelet (in both November 2006 and November 2017), and Sebastian Pinera (March 2012).

Over the years, the two countries have signed numerous agreements, establishing a legal framework for cooperation across fields, including politics, economics, trade, and education. Key achievements include the establishment of the Comprehensive Partnership in 2007, the signing of a bilateral Free Trade Agreement in 2011, and their joint membership in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) in 2018. These agreements have fostered deeper bilateral relations and enabled the organization of numerous high-level delegations based on mutual trust and commitment to advancing ties.

Trade remains a highlight of the Vietnam-Chile relationship. As members of the Asia-Pacific Economic Cooperation (APEC), both countries have substantial cooperation opportunities. Two-way trade turnover between the two countries has grown significantly from US$534 million in 2013 to US$2.15 billion in 2022. The first nine months of 2024 saw bilateral trade rise 5% year on year to nearly US$1.3 billion.

Chile is currently Vietnam’s fourth largest export market in Latin America, following Mexico, Brazil, and Argentina, while Vietnam is Chile’s top trading partner in ASEAN. Vietnam’s primary exports include mobile phones and components, textiles, footwear, clinker and cement, rice, bags, wallets, suitcases, hats, umbrellas, and furniture made from materials other than wood. In contrast, Vietnam primarily imports raw materials from Chile that support its export industries, including copper, pinewood, wood pulp, fishmeal for animal feed, and wine.

The strong traditional relationship between Vietnam and Chile, coupled with each market’s unique appeal, has fostered a closer partnership, motivating both countries to further expand and develop their comprehensive relations, particularly in the fields of economics and trade.

In addition to trade and investment cooperation, people-to-people diplomacy is also a notable highlight of the Vietnam-Chile relationship. In recent years, the Vietnam-Chile Friendship and Cooperation Association has worked with related organizations to implement meaningful activities aimed at strengthening friendly relations between the two countries. These initiatives span various fields, not only including prominent ceremonial events but also promoting economic, trade, cultural, artistic, educational, and tourism exchanges, helping to popularize the two countries’ image.

Despite the geographical distance, the strong mutual affection and commitment between the two countries contribute positively to bilateral cooperation and each side’s development. Looking forward, Vietnam and Chile plan to further expand cooperation and people-to-people diplomacy to support economic growth and deepen mutual understanding between these two countries.

Vietnam proactively contributes to APEC forum: Diplomat

State President Luong Cuong’s official visit to Peru and his attendance at the 2024 APEC Economic Leaders’ Week in Lima from November 12 – 16 at the invitation of Peruvian President Dina Boluarte holds a great significance, demonstrating Vietnam's strong support for multilateralism in general, as well as for the APEC process in particular, a Vietnamese diplomat has said.

In a recent interview granted to the Vietnam News Agency on the threshold of Cuong’s trip, Ambassador to Peru Bui Van Nghi stressed that Vietnam has made active contributions to the APEC forum, contributing to promoting peace, stability, cooperation, and economic integration in the region, and maintaining APEC's role as the leading economic cooperation mechanism in the Asia-Pacific.

Notably, Vietnam is one of the few members to have successfully hosted the APEC summits in 2006 and 2017. It is also one of the most active members in proposing initiatives and projects, with over 150 projects across various sectors. The country has made significant contributions to APEC’s operations by holding key positions, such as the Executive Director of the APEC Secretariat in 2005 – 2006, Chair and vice chair of many committees and working groups. Currently, Vietnam serves as head of the APEC Agenda development group on structural reform for the 2026-2030 period.

Over the 26 years in APEC, Vietnam's ministries and sectors have effectively leveraged APEC's resources to enhance capacity. The country has led or co-led several projects on e-commerce, women's empowerment, climate change response, emergency response, marine health, sustainable and inclusive growth, support for small- and medium-sized enterprises, and promoting resilient supply chains, the diplomat said.

Since successfully hosting the APEC Summit 2017, and with a proactive spirit of international integration, being a responsible member and reliable partner in the international community, Vietnam has continued to actively participate in and make significance contributions to the cooperation mechanism. It promoted the implementation of many key programmes and initiatives from APEC 2017, particularly the initiative on shaping the APEC Vision 2040 and the Action Plan to implement this vision, which were approved by the leaders of the 21 member economies. Vietnam is expected to host APEC Summit again in 2027.

Cuong’s official visit to Peru coincides with the 30th anniversary of the diplomatic relations between the two countries, marking an important milestone and reflecting the positive development of the bilateral relations from politics and diplomacy to economics and trade, the diplomat said, adding that the trip serves as a historic opportunity and an impetus to further deepen the friendship and cooperation between the two countries.

High-ranking leaders of the two nations frequently visit and engage in bilateral meetings on the sidelines of international conferences. In addition, Vietnam and Peru have established bilateral dialogue mechanisms and signed many agreements and memoranda of understanding on cooperation.

The Vietnamese State leader’s trip to Peru aims to continue implementing Vietnam's foreign policy of independence, self-reliance, multilateralism, and diversification of relations, as well as proactive and comprehensive international integration; promoting multilateral diplomacy, demonstrating Vietnam's consistent policy of always attaching importance to and seeking to strengthen and deepen its relationship with Peru in a practical and effective manner, Nghi said.

Regarding economic, trade, and investment cooperation, Vietnam highly values Peru's role and considers it one of the key partners and a top investment destination in Latin America. The two-way trade hit US$486 million in 2023, and US$294 million in the first seven months of this year. The Viettel Military Industry and Telecoms Group (Viettel) and the Vietnam National Oil and Gas Group (Petrovietnam) have two investment projects in Peru with a total capital of US$1.24 billion.

As for Vietnam's role in promoting cooperation and linkage between ASEAN and Peru, as well as Latin American countries, Nghi stated that Vietnam can serve as a crucial bridge between ASEAN and Latin America, helping enhance mutual understanding and cooperation between the two regions, particularly with Peru.

Vietnam can share its experiences in economic development, international integration, and climate change adaptation with Latin American countries, contributing to building sustainable, practical, and effective cooperative relationships, he noted.

With both Vietnam and Peru participating in the CPTPP, the two countries can tap the advantages of the agreement to promote bilateral trade and expand market access for each other's products.

Vietnam can encourage its businesses to seek investment opportunities in Latin America, while also creating favourable conditions for Latin American investors, especially those from Peru, to explore opportunities in Vietnam, the diplomat said.

Vietnam's role in connecting ASEAN with Peru and Latin American countries is becoming increasingly evident, through the promotion of trade, investment, and political cooperation, contributing to the creation of a diverse and effective cooperation network, he went on.

Peru, as the host of APEC 2024, will steer APEC's work toward greater economic and technical cooperation, promoting prosperity and well-being for all the people in the Asia-Pacific region.

Cuban leader treasures Vietnamese businesses

President of Cuba Miguel Díaz-Canel on November 6 expressed his appreciation for Vietnamese businesses investing in the Caribbean island nation, including Thai Binh Corporation.

Receiving the corporation’s President Tran Thanh Tu in Havana, he spoke highly of the specific directions and innovative ideas proposed by this company, affirming the willingness to strengthen the Cuba-Vietnam relations, as well as cooperation in mutually beneficial development areas.

Thai Binh has involved in the Cuban market since 1998 and expanded its operations in Latin America and the Caribbean. Through many ups and downs, it has gradually established itself as a leading Vietnamese business in Cuba. With perseverance in building and developing its presence, many types of products of the Vietnamese origin have now won preference from Cuban consumers.

Since 2016, the company's annual revenue has reached approximately 100 million USD, accounting for nearly 50% of the total export turnover from Vietnam to Cuba. It is offering more than 10,000 product codes across 12 different sectors, including electronics, household goods, apparel, and construction materials.

In addition, the company plans to increase the capacity of its 23 MW Solar Power Park, which was completed in April 2023, to 1,000 MW by 2030, and expand investment in sectors such as instant noodle production, the development of high-tech agricultural zones, and luxury hotel, golf course, and resort projects.

Troops deployed to Cambodia for search, repatriation of Vietnamese soldiers’ remains

A ceremony was held in the southern province of Tay Ninh’s Tan Bien district on November 7 to send off four search teams under Military Region 7, who are set to locate and repatriate the remains of fallen Vietnamese volunteer soldiers and experts in Cambodia during wartime as part of the 24th dry-season campaign for 2024 - 2025.

According to Colonel Thai Thanh Duc, Deputy Chief of Politics and Deputy Head of Steering Committee 515 at Military Region 7, data from various sources indicates that 606 graves are targeted for this campaign in 10 provinces across Cambodia.

Accordingly, Team K70 from Military Region 7 is set to work in Kampong Cham and Tboung Khmum provinces, Team K71 under the Tay Ninh Military Command in Banteay Meanchey, Oddar Meancheay, and Siem Reap, and Team 72 under the Binh Phuoc Military Command in Kratie and Kampong Thom targeting 76, 189, and 189 graves, respectively. Meanwhile, Team K73 from the Long An Military Command is tasked with operating in Svay Rieng, Battambang and Pailin, searching for 53 graves.

At the ceremony, Lieutenant General Tran Hoai Trung, Political Commissar of Military Region 7, emphasised that the search and repatriation of soldiers' remains is a significant mandate from the Party and State and a crucial responsibility for both the military and political system.

From 2001 to 2024, the remains of more than 38,000 martyrs from Military Region 7 and of over 11,000 Vietnamese volunteers and experts who died in Cambodia have been found, repatriated, and reburied in Vietnam./.

Tay Ninh signs agreement on search, repatriation of martyrs' remains with Cambodian provinces

The steering committee for the search, collection, identification of fallen soldiers’ remains (Steering Committee 515) of the southern province of Tay Ninh on November 6 signed an agreement to coordinate the search and repatriation of martyrs’ remains during the 2024–2025 dry season with the specialised committees of five provinces of Cambodia.

The five Cambodian provinces are Banteay Meanchey, Oddar Meanchey, Siem Reap, Kampong Cham, and Tboung Khmum.

Addressing the signing ceremony in Tay Ninh, Deputy Governor of Banteay Meanchey Khlok Nouy affirmed his commitment to directing provincial agencies to work closely with Tay Ninh province’s teams to ensure the best results of the mission.

Neak Nerun, Deputy Governor of Siem Reap, hailed the close coordination in the search, collection, and repatriation of remains of Vietnamese volunteer soldiers and experts who fell down in Cambodia during the wartime.

He went on to say that the government, military, and people of Cambodia in general, and Siem Reap in particular, will continue this mission along with the Vietnamese Government and Tay Ninh province in the coming time.

Nguyen Hong Thanh, Standing Vice Chairman of the Tay Ninh provincial People's Committee, who is also head of Steering Committee 515, noted that, over the years, under the direction of the Party, State, and the agreement between the Vietnamese and Cambodian governments, Tay Ninh’s Steering Committee 515 and the specialised committees of the five Cambodian provinces have worked proactively to search for, collect, and repatriate the remains of Vietnamese volunteer soldiers and experts who lost their lives in Cambodia.

Since 2001, Team K70 of Military Zone 7 and K71 of the Tay Ninh provincial Military Command have collected and repatriated 5,243 sets of remains, of which 85 sets of remains have been identified and 5,158 sets unidentified. The teams repatriated 297 sets of remains during the 2023–2024 dry season, he added.

Thanh highlighted that the specialised committees of the five Cambodian provinces have consistently partnered and resolved challenges promptly, creating the best conditions for the K70 and K71 teams to successfully complete their missions. He expressed his heartfelt gratitude for the valuable and sincere support from Cambodian units, individuals, and citizens in providing information, assisting with identification, and helping locate burial sites.

On this occasion, Steering Committee 515 of Tay Ninh province presented Certificates of merits from the Chairman of the provincial People’s Committee to representatives of the specialised committees of the five Cambodian provinces for their outstanding achievements during the 2023–2024 dry season./.

Hanoi International Film Festival introduces domestic heritages

A photo exhibition spotlighting Vietnamese heritages recognised by UNESCO through cinematic footage kicked off in Hanoi on November 7 as part of the 7th Hanoi International Film Festival 2024.

The event is hosted by the Vietnam Film Institute, in coordination with the Department of Cinema, the Department of Cultural Heritage, and relevant units.

According to Deputy Minister of Culture, Sports and Tourism Ta Quang Dong, many destinations in Vietnam possess a system of historical and cultural relics, as well as unique natural landscapes, including heritage sites recognised by UNESCO as world heritage sites.

This is a great advantage for the tourism sector to develop and serves as an attractive resource for filmmakers, he noted.

The exhibition showcases 120 images from films by both domestic and international filmmakers, that capture scenes from Vietnamese movies filmed at heritage sites.

Also on display are 40 artistic photos introducing historical sites, along with cultural and intangible culture heritages of Vietnam recognised by UNESCO.

The exhibition serves as a channel to promote Vietnam’s tourism, contributing to attracting international filmmakers, and fostering creativity in the Vietnamese film industry.

Vice President honoured with 30-year Party membership badge

State President Luong Cuong presented a 30-year Party membership badge to Vice President Vo Thi Anh Xuan at a ceremony in Hanoi on November 7, in recognition of her dedication to the revolutionary cause, and national construction and defence.

Vietnamese President lauds outgoing Cuban Ambassador’s dedication to bilateral ties

State President Lương Cường has lauded outgoing Cuban Ambassador to Việt Nam Orlando Nicolas Hernandez Guillen for his significant role in bolstering the time-honoured friendship and comprehensive cooperation between the two countries.

During a reception in Hà Nội on Thursday, Cường underscored Việt Nam's enduring gratitude for Cuba’s heartfelt solidarity and invaluable support throughout its past struggle for national liberation and reunification as well as ongoing development.

The special friendship between Việt Nam and Cuba, nurtured by President Hồ Chí Minh, Fidel Castro and generations of the two countries' leaders, is a priceless asset of both nations that needs to be maintained and passed down to future generations, he noted,

Party chief works with the Party delegation to justice ministry

Party General Secretary Tô Lâm held a working session in Hà Nội on Thursday with the Party delegation to the Ministry of Justice on Việt Nam Law Day (November 9).

Lâm acknowledged, appreciated and honoured the achievements and results that the ministry and the justice department have earned over the past few years.

However, he pointed out that there are still many shortcomings and limitations in improvements to the institutional framework -- particularly making and perfecting laws -- for which the ministry bears a significant responsibility. Some of the Party's major policies and directions have not been fully or promptly institutionalised -- or even when they have, their feasibility is low, the Party leader said. The standards applied to lawmaking and legal refinement do not fully meet practical requirements, as some newly enacted laws have already needed amending.

Furthermore, numerous regulations are not fully consistent, often overlapping, unclear or overly complicated, hindering enforcement and causing waste and inefficiency in resource use. There has also not been an effective environment created to foster innovation, attract both domestic and foreign investment or mobilise resources from the people, he said.

The Party chief urged the ministry to promptly implement solutions to address these issues.

Emphasising the critical and central role of lawmaking, particularly in seizing opportunities, mobilising resources for development and improving the wellbeing of the people, Lâm said it is no coincidence that since the 12th National Party Congress in 2016, the Party has consistently identified institutional reform, with a focus on legal reform, as a strategic breakthrough.

In order to confidently step into a new era and successfully achieve the strategic goals set by the Party, reality demands that lawmaking be elevated to a new level, truly creating a powerful driving force for development.

As for the Law and Ordinance Building Programme proposed annually by the Party delegation to the ministry, the Party General Secretary requested that it be based on the practical development needs of Việt Nam, emphasising the need to focus on building a legal framework for emerging issues and new trends like artificial intelligence, digital transformation and the green transition. He also stressed the need to establish breakthrough mechanisms to attract talent both at home and abroad, and the need to implement the 'amend one law, adjust many laws' mechanism to immediately address the contradictions and overlaps between existing laws.

Regarding the process to evaluate laws and draft legal documents, the Party chief stressed the absolute need to prevent the influence of interest groups or legal manipulation, ensuring that no negative impacts on national interests, public benefits or the rights of citizens are overlooked or inadequately assessed, particularly with regard to security concerns.

Meanwhile, Lâm highlighted innovations in lawmaking and the importance of ensuring democracy, transparency, timeliness, feasibility, effectiveness and practicality, while saving time and costs; ensuring substantial policy impact assessments; and ensuring the implementation of a mechanism for collecting and addressing feedback from those impacted by the laws, such as citizens and businesses.

In addition, it is essential to fully promote the Party characteristics in the process of building, perfecting and implementing laws, he added.

Since the 13th National Party Congress, the Party delegation to the ministry has issued 31 resolutions and conclusions regarding lawmaking, and organised five working sessions with law drafting units to provide orientations on major issues and solve difficulties in this area.

The Ministry of Justice has closely coordinated with other ministries and agencies to advise the Government to submit 43 laws and 19 regulatory resolutions to the National Assembly for approval. The ministry has also submitted 552 decrees to the Government for issuance, creating a legal foundation that promotes the country’s socio-economic life and addresses challenges faced by people and businesses. 

Karaoke bar owner sentenced to eight years in prison for deadly fire

A karaoke bar owner has been sentenced to eight years in prison for fire safety violations that caused a fire in Bình Dương Province that killed 32 people two years ago.

The Bình Dương Provincial People’s Court on Wednesday found Lê Anh Xuân, owner of the An Phú karaoke bar, failed to inspect fire prevention systems during renovations, leading to the deadly fire.

The judges imposed a sentence longer than the Procuracy’s recommendation of five to six years for the 43-year-old man.

Other defendants, including former fire department officials, received prison sentences between five years and seven years and six months for the same charge.

A former officer of the Thuận An City Fire Department was sentenced to four years for negligence, causing serious consequences.

The court also ordered the defendants to collectively cover funeral costs, mental anguish damages, and support for the victims’ children until age 18.

A former lieutenant colonel and head of Thuận An City’s Fire Prevention Police Team was indicted on similar charges, but his case was dismissed after he died.

The blaze, which erupted in Bình Dương Province near the commercial hub of HCM City, prompted the closure of thousands of karaoke bars across the country due to non-compliance with fire safety regulations.

The fire engulfed the second floor of the 30-room An Phú karaoke building in September 2022, trapping patrons and staff as thick smoke filled the staircase and obstructed the emergency exit.

Many sought refuge on a balcony to escape the flames, which rapidly spread through the wooden interior, while others were compelled to jump from the building.

A total of 32 individuals perished in the blaze, including 17 men and 15 women.

Authorities have tightened the management of karaoke bars nationwide since the deadly accident.

Việt Nam struggles with fire safety violations, especially in karaoke bars in narrow, poorly designed buildings with insufficient exits, as an escape during a fire is almost impossible. 

Second tunnel of Khe Nét railway renovation project cleared

Tunnel number two, part of the railway renovation project in the Khe Nét Pass area of the central province of Quảng Bình, was officially cleared on Wednesday (October 30), two months ahead of schedule.

The railway renovation project in the Khe Nét pass area, part of the Hà Nội-HCM City railway line, began in April 2024, has tunnel with length of 580m and tunnel No. 2 with length of 355m.

A representative from the project management board explained that the two tunnels in the Khe Nét pass area have unique characteristics, running along mountainsides with thin surface layers and complex, constantly changing geology that did not match the initial technical designs.

To address these challenges, the contractor consortium worked closely with the project owner and monitoring consultants to follow the construction site and develop appropriate reinforcement methods to ensure safety and quality according to the actual geological conditions.

In addition, the management board encountered some difficulties due to delays in land handover compared to the original plan, as well as obstacles in leasing land for service roads and finding suitable locations for waste disposal sites.

Specifically, some designated waste disposal sites are located on agricultural land, causing difficulties in land clearance due to the lack of compensation from the project owner.

To meet the scheduled timeline, the contractor consortium made concerted efforts, proactively implementing construction solutions and enhancing internal training to increase productivity among engineers and workers, with “three-shift, four-team” operations.

The contractor consortium also continuously monitored the geology to promptly adjust reinforcement methods, ensuring the project's safety and quality. Currently, most of the difficulties have been resolved.

The goal is to complete tunnel one by April 2025, followed by concrete lining and finishing works for tunnel one by November 2025, and tunnel two by September 2025.

The project comprises two contract packages, XL01 and XL02, involving the construction of two railway tunnels as well as bridge, railway, and signalling infrastructure, with a total investment of over VNĐ2 trillion (US$79 million). 

The second facility of the National Children's Hospital is expected to be put into use in Q1 of 2025

The National Children's Hospital’s second facility, located in Ngọc Than Village, Ngọc Mỹ Commune, Quốc Oai District in Hà Nội, is expected to officially be put into use in the first quarter of 2025.

The hospital will have 300 inpatient beds and provide outpatient services for approximately 2,000 patients every day.

This project has received comprehensive investment in infrastructure and medical equipment, with a team of highly skilled specialists and staff across a variety of medical fields.

The hospital aims to reduce the overload at the National Children's Hospital in downtown Hà Nội and is expected to become a national centre for paediatric medical training.

Trịnh Ngọc Hải, Deputy Director of the National Children's Hospital, said that the hospital is awaiting the remaining funding, approximately VNĐ400 billion (US$15.7 million) out of the VNĐ882 billion ($34.7 million) allocated for the construction of second facility, which is being funded under the State budget.

After more than a year and a half under construction, the hospital is accelerating efforts to complete the project. In terms of medical equipment, Hải said in addition to Government-funded purchases, the hospital plans to use its own development fund to acquire modern equipment for diagnostics and treatment.

The planned investment includes examination and functional testing equipment, interventional equipment, ultrasound machines, X-rays, surgical room devices and laboratory testing facilities.

Beyond specialised medical solutions, the hospital has also implemented administrative and operational plans covering security, infrastructure and technical support, such as power, water supply and wastewater treatment.

The hospital is working with Hà Nội authorities to organise and streamline traffic from the Láng Hoà Lạc Expressway to ensure smooth access for ambulances, patient transport and delivery of goods and supplies. This also facilitates coordination between the hospital's two facilities.

Additionally, the hospital has prepared an IT infrastructure. This system will play a vital role by linking the two facilities for managing medical records, providing professional training and integrating electronic health records with the Social Insurance payment gateway.

Hải said that over the years, the National Children’s Hospital has continuously trained its medical staff, especially once the second facility project was approved.

It is expected that about 400-500 staff members, including doctors, nurses, technicians, managers and administrative personnel will work at the second facility.

"The hospital has informed all staff, including doctors, nurses and technicians, of this plan and everyone is supportive," Hải said, noting that the hospital currently employs over 2,000 personnel.

When the second facility begins operations, a deputy director will be assigned to oversee it. The leadership, staff and specialists from various departments will rotate through the second facility for six months to one year to support its medical activities.

"Our staff are very reassured, as they receive equal pay and benefits when working at the second facility," he said.

Human resource training is a critical mission for the National Children’s Hospital, which will continue to update skills, introduce new techniques and recruit to replace retiring staff, thereby maintaining and enhancing the expertise of the current workforce.

"This is an essential, ongoing task. Without continual training and adoption of new techniques, the hospital risks falling behind," he said.

Currently, most patients treated at the first facility are outpatients from northern and north-central provinces. The hospital was quick to make assurances that there will be sufficient staff to handle patient needs at both facilities. 

Police expose fake English certificate ring

The Ministry of Home Affairs has issued a nationwide warning following the exposure of a fraudulent scheme in which a group created a fake organisation to issue conterfeit English language certificates.

Cambridge International targeted individuals seeking language credentials for career advancement.

The group, led by Lê Văn Vàng, 43, and Lương Việt Anh, 37, initially aimed to provide English training courses, but the plan was suspended due to COVID-19.

Seeing a demand for English certification, they established connections with an educational institute where Việt Anh served as director, to launch unauthorised English proficiency exams.

These exams, advertised as globally recognised, were conducted online and marketed to people in need of certificates.

According to the investigation, Vàng and his associates promoted 'Cambridge International' as a prestigious international organisation, duping over 4,200 candidates.

The exams were held on weekends, and certificates were sold for between VNĐ2.3 million (US$91) and VNĐ18 million ($701) each.

The group also created two websites, cambridgetest.online and cbriglobal.info, to facilitate online testing and attract more candidates. The exam structure mimicked internationally accepted tests, such as IELTS, with automatic scoring across four language skills: listening, speaking, reading and writing.

In an attempt to lend credibility to their organisation, the group created a fake 'Acceptance Letter' signed by a fictional representative, 'Max Mooney,' under a forged 'Cambridge International CEFR' seal.

Authorities uncovered this fraud after seizing multiple devices and documents related to the scheme, including two fake seals bearing the organisation’s name.

Following the incident, the Ministry of Home Affairs has urged all ministries and agencies to review the credentials of officials and civil servants who may have used these fraudulent certificates. Any officials found to have falsified their qualifications will be subject to disciplinary action.

The Ministry has also advised increasing awareness about such fraudulent schemes, emphasising the importance of caution and due diligence in selecting language certification providers. 

Fines for underage driving proposed to increase five-fold

The Ministry of Public Security recently proposed raising the fines for allowing a minor to operate a vehicle to five-fold the current level.

If approved, the penalty for allowing an underage person to drive would increase to VNĐ28-30 million (US$1,100-1,180), from the current VNĐ4-6 million ($160-240).

Speaking to Vietnamnet, Senior Colonel Phạm Quang Huy, deputy director of the Traffic Police department said that the public security ministry is amping up efforts to prevent students and minors from reckless driving.

“In addition to direct fines for minor motorists, we must hold those who allow them to drive accountable, as this action indirectly increases the accident risks for others and requires strict penalties,” said Huy.

The fine increase is also a form of deterrence and would raise awareness for traffic law compliance, he said.

In addition to handling violations, the Traffic Police Department also conducts campaigns with local authorities, educational institutions, and organisations to prevent minors from committing violations that put themselves and others at risk.

Major policy changes set to take effect this November

Several new policies will come into effect in November, including the removal of audio and video oversight for traffic police, a requirement for sufficient funds when buying stocks and significant fines for lawyers who insult judges or prosecutors.

Starting November 15, the requirement for monitoring traffic police through audio and video recording devices will be eliminated.

This change is part of a new circular issued by the Ministry of Public Security, which outlines five approved methods for public oversight of traffic safety measures. These include accessing public information and direct observation, ensuring that monitoring does not disrupt official duties.

Additionally, a new regulation will require investors to have sufficient funds when placing stock purchase orders, effective November 2.

Under Circular 68/2024/TT-BTC, foreign institutional investors will be assessed for payment risks by securities companies and any payment deficiencies will be the responsibility of the securities firm.

On September 18, the government announced Decree 117/2024, amending Decree 82/2020, regarding administrative penalties across various legal sectors.

This new decree introduces fines between VNĐ15 and 30 million (US$591-1,182) for lawyers who insult the dignity or reputation of court officials, including judges and prosecutors.

This regulation will take effect on November 15, reinforcing accountability for legal professionals and aligning with Article 15 of the Law on Administrative Violations, which addresses actions that obstruct legal proceedings.

Starting November 26, Decree 126/2024 will establish new requirements for forming associations, mandating that organisations possess adequate assets to support their operations.

Additionally, Decree 113/2024 will implement the Cooperative Law on November 1, which includes nine supportive policies aimed at fostering cooperative development, such as funding for training programs and infrastructure investments.

Finally, a new regulation will increase monthly allowances for retired military personnel by 15 per cent, effective November 1, benefitting veterans who have served less than 20 years in the military. 

Laos and Vietnam cooperate in arresting wanted criminals

Vietnamese police in collaboration with their Lao counterparts have arrested two Vietnamese citizens who had a special dangerous wanted warrant for illegally buying and selling drugs.

According to initial information into the case, the police of Luang Namtha province in Laos had discovered two Vietnamese nationals showing suspicious behaviours.

Through investigation affairs, they knew both suspects - Tong Van Phanh, 39, and Lo Van Hai, 31, - reside in Hua Na village of Muong Ang district, Dien Bien province, northern Vietnam.

The verification results show that the two suspects had been on the list of special dangerous wanted subjects of the Hanoi police for illegally buying and selling drugs since 2022.

On November 4, the Lao police in collaboration with their Dien Bien counterparts launched an operation arresting the two Vietnamese men when they were hiding in the hut in Laos.

The two suspects were later transferred to the Dien Bien police station to undergo a further investigation.

Man detained for sexual assault on 3-year-old girl in Thanh Hoá Province

The People's Procuracy of Ngọc Lặc District in the central province of Thanh Hoá has decided to commence legal proceedings against and detain Nguyễn Văn Thạch, 24, on allegations of sexual assault involving a three-year-old girl.

Thạch, residing in Thạch Lập Commune, Ngọc Lặc District, may face charges under Clause 3, Article 142 of the Penal Code related to offences against individuals under 16 years old.

On October 17, Thạch and a friend, B.T.G., had lunch and drank together at Thạch’s home. Around 3pm, they went to G.'s residence to continue drinking. While inside, Thạch entered the restroom area, where he encountered H.N.M., a three-year-old niece of G., playing alone nearby.

Thạch was alleged to have brought the child into the restroom, where G. reportedly intervened upon hearing sounds of distress.

On October 22, Thạch voluntarily reported to Thạch Lập Commune Police Office, acknowledging his actions.

After initial investigation, the police identified this as a serious case.

While Thạch initially denied allegations of serious misconduct, further questioning led to a confession.

In cooperation with local law enforcement, additional evidence was gathered, which contributed to the prosecution's case.

The case has been transferred to the Thanh Hóa Provincial Police Investigation Department for further legal proceedings.

Plan for north central and central coastal regions with vision to 2050

Promoting economic restructuring of the north central and central coastal regions in conjunction with growth and innovation is one of key tasks in the regions’ plan in the period 2021-30, with a vision to 2050.

The plan was issued by Deputy Prime Minister Trần Hồng Hà in the Decision No 1281/QĐ-TTG on Tuesday.

The plan targets to set up policies and solutions to support the development of sectors, sub-regions and localities in the regions.

Under the plan, advantageous basic industries, processing industries and green industries will be promoted.

Tourism will be enhanced to truly become a spearhead economic sector so that the regions will become a key tourism area of ​​the whole country.

Logistics will be developed in a modern, professional direction, applying advanced technology and meeting the requirements of international integration. Logistics centres will be formed associated with seaports, airports and border gates.

The region’s agriculture will be produced in an ecological direction, effectively adapting to climate change.

The agriculture, forestry, mining, aquaculture and seafood sectors will be restructured associated with the processing industry, ensuring sustainability and high efficiency.

Marine economy will be pushed up, especially coastal urban areas in harmony with the exploitation of oil, gas and other marine mineral resources.

Aquaculture and seafood processing industries will be formed in conjunction with marine environment protection, coastal and offshore industries.

Another key task of the plan is to basically found a synchronous, modern and smart infrastructure framework, focusing on transport, energy, irrigation, disaster prevention and control and climate change adaptation.

The plan will complete the construction and expansion of the north-south expressway according to standards, connecting special seaports and international airports with localities in the Central Highlands, Laos and Cambodia.

Regional railways will be built with priority given to lines connecting major cities with national railway stations, seaports, economic zones, industrial zones, logistics centres, international border gates to soon improve transport efficiency.

In addition, the plan will develop the central dynamic region and economic corridors along the north-south axis.

It will promote the north central sub-region including Thanh Hoá, Nghệ An, Hà Tĩnh, Quảng Bình and Quảng Trị provinces to become an important growth area in industry and services of the regions and the whole country.

The plan targets to make Đà Nẵng City a national growth area, Quảng Nam Province a centre of mechanical industry and supporting industry, Thừa Thiên-Huế Province a centre of cultural industry, science and technology, education-training, high-quality healthcare, seaport services, trade and international finance.

Quảng Ngãi Province will be a centre of petrochemical refining and energy, sea and island tourism, whereas Bình Định Province will be a centre of information technology industry, services and tourism and marine economic development.

The south central sub-region including Phú Yên, Khánh Hoà, Ninh Thuận and Bình Thuận provinces will focus on energy industry, tourism services and coastal urban areas foundation.

An inter-regional renewable energy industry and service centre will be built in Ninh Thuận Province.

The eastern economic corridor (section from Thanh Hoá to Bình Thuận) will be promoted with a high-speed railway in the future. 

Former chairman of Bình Thuận, 16 others indicted for coastal project violations

The Ministry of Public Security’s investigation agency has recommended the prosecution of Lê Tiến Phương, former Chairman of the People’s Committee of Bình Thuận Province, for "violating regulations on the management and use of State assets, resulting in losses and wastefulness."

It follows the conclusion of the agency's investigation into the case of "violating regulations on the management and use of State assets" related to the Phan Thiết coastal tourism urban area project.

The agency has also proposed indicting 16 other defendants, many of whom are former provincial, district and department officials, including Nguyễn Ngọc (former Permanent Vice Chairman of the provincial People’s Committee), Lê Quang Vinh (former Party Secretary of Phú Quý District’s Party Committee and Chairman of the People’s Committee of the district) and Nguyễn Văn Phong (former Deputy Director of the Department of Finance and former Permanent Member of the province’s Land Valuation Council).

The investigation found that, in his capacity as Chairman of the provincial People’s Committee and Chairman of the province’s land valuation council, Phương directly approved the adjustments to the master plan of Phan Thiết City, granted planning permits to the investor and approved the conversion of land use from a Phan Thiết golf course to urban residential land for the development of the coastal tourism urban area project.

The investigation determined that Phương oversaw the conversion of 363,523sq.m of land from sports land to urban residential land to serve the project, constituting a violation of regulations.

In his positions, Phương was expected to possess the necessary capabilities, qualifications and experience in State management related to economics, land, investment, planning, construction and land valuation.

He was responsible for directing and managing the overall operations of the province.

The investigation also showed that Phương was fully aware of the detailed planning and land use structure within the project.

He also understood the obligations under the 2013 Land Law and the related regulations from the Government and the Ministry of Natural Resources and Environment regarding the specific land valuation necessary for the conversion of over 363,000 sq.m of land.

However, he and the other defendants proceeded in violation of the regulations, signing off on a land valuation decision for the project at a rate of over VNĐ2.5 million (US$$98.89) per sq.m, contrary to the rules, resulting in a loss to the State budget exceeding VNĐ308 billion.

During the investigation, he was noted to have been cooperative with the investigating agency and admitted to the criminal.
