Top leader’s visit hoped to bring Vietnam-Ireland ties to new development stage

Party General Secretary and State President To Lam’s state visit to Ireland from October 1-4 at the invitation of Irish President Michael D.Higgins, the first by a head of state of Vietnam to the European country since the two sides set up their diplomatic relations in 1996, is expected to bring bilateral ties to a new development stage.

Sharing many similarities in history and culture, Vietnam and Ireland boast great advantages to strengthen mutual understanding and become closer together. After 28 years of establishing diplomatic relations, the two sides have enjoyed great progress in their friendship and cooperation through regular delegation exchanges.

Particularly, during Foreign Minister Bui Thanh Son’s visit to Ireland in February 2024, the two countries agreed to continue increasing delegation exchanges and meetings at high and all levels, enhancing the effectiveness of parliamentary cooperation, effectively implementing cooperation mechanisms, strengthening close coordination and mutual support at multilateral forums such as the UN and ASEAN-EU cooperation mechanisms.

The Irish side suggested that Vietnam open an embassy in Ireland to further strengthen bilateral relations, while the Vietnamese side proposed that Ireland encourage businesses to invest in Vietnam in areas where Ireland is strong in and Vietnam needs such as digital transformation, energy transformation, and high-tech agriculture.

The two sides have coordinated closely at multilateral forums and international organisations. Both support multilateralism, international order based on international law, and the settlement of disputes by peaceful means in accordance with the UN Charter.

Economic and trade cooperation is currently a key pillar in bilateral relations based on the effective implementation of the EU-Vietnam Free Trade Agreement (EVFTA). Ireland is now Vietnam's sixth largest trading partner among EU members, with two-way trade reaching US$3.5 billion in 2023 and US$2.73 billion in the first seven months of 2024.

Regarding investment, Ireland is investing in 41 projects in Vietnam with a total registered capital of US$44.32 million, ranking 61st out of 141 countries and territories investing in Vietnam. Irish businesses have invested in areas where Ireland has strengths and Vietnam has great potential such as green technology, renewable energy, healthcare, innovation, and high-tech agriculture.

In terms of development cooperation, Ireland considers Vietnam a priority partner in its development cooperation policy, focusing on the fields of education, gender equality, climate change response, and support for ethnic minorities. Ireland has provided non-refundable ODA for Vietnam in the fields of poverty reduction, education and training, support for people with disabilities, and mine clearance.

Recently, Ireland has offered humanitarian aid worth EUR250,000 (US$278,463) to Vietnam to help overcome the consequences of Typhoon Yagi. This aid, through the UN Children's Fund (UNICEF) has been providing emergency clean water and sanitation supplies for affected families.

Besides, bilateral collaboration in education, training, health care, agriculture, pharmaceuticals, sustainable development, and information technology has also been fruitful.

Irish Ambassador to Vietnam Deirdre Ní Fhallúin said that the Irish Embassy in Vietnam is increasing cooperation between universities and institutes in the two countries to share experience and build capacity in areas such as agriculture and agrifood, which are priority fields for both Ireland and Vietnam. The Ireland Vietnam Agrifood Partnership (IVAP) is an example of strong bilateral collaboration in this area. Ireland is also helping rural communities in Vietnam in climate change adaptation and expanding university cooperation and research in the areas of climate change and sustainability.

Meanwhile, Vietnamese Ambassador to the UK and Ireland Do Minh Hung said that the October 2023 update of the "Global Ireland: Delivering in the Asia Pacific Region to 2025" strategy, which reaffirms the centrality of the Association of Southeast Asian Nations (ASEAN), continues to demonstrate Ireland’s interest in the region. Ireland said the strategy’s implementation includes strengthening ties with ASEAN and its member states, including Vietnam.

In addition to trade and education being the bright spots in the bilateral relationship, Vietnam is currently the only country in the region that Ireland has included in its international development cooperation programme (Irish Aid) to promote cooperation in areas such as climate action, gender equality, overcoming the consequences of unexploded ordnances, ethnic minority communities, education, and people-to-people exchanges, he said.

Ambassador Hung said that during the visit, Party General Secretary and State President To Lam is scheduled to deliver an important policy speech on the strategic vision for bilateral relations in the new development stage, while visiting a number of educational and training facilities and high technology establishments, and meeting a number of Irish businesses in the fields of semiconductor, high-tech agriculture, and energy infrastructure that are keen on entering and expanding investment and business in Vietnam. He will have a meeting with the Vietnamese community in Ireland.

The diplomat said that within the framework of the visit, the two sides are scheduled to sign and approve many important agreements to promote cooperation across various fields such as trade, agriculture, and education and training.

Hà Nội focuses on clean and sustainable agriculture for export growth

Hà Nội is actively restructuring its agricultural sector by focusing on clean, green and high-quality agriculture that aims to grow sustainable exports.

The capital city is focused on modernising its agricultural production and creating value chains by helping local areas set up concentrated and safe production zones for key products. This strategy aims to attract business investment and build brands for agricultural products that meet export standards.

Trịnh Thị Nguyệt, Director of Đồng Phú Organic Agricultural Cooperative in Chương Mỹ District, said that the cooperative has 42ha of rice certified as organic under US standards. Farmers follow strict production processes, enabling smooth sales, with companies paying about 30 per cent more than for standard rice.

Currently, Đồng Phú organic rice is popular with domestic consumers and is exported to markets like Germany, as well as potential markets such as the US, Japan and South Korea, Nguyệt said.

Hoàng Thị Hậu, Director of Thanh Xuân Organic Agricultural Service Cooperative in Sóc Sơn District, said that their 31ha organic vegetable production area is tightly controlled from cultivation to packaging. The cooperative produces about five tonnes of vegetables daily for nearly 100 retail stores in the city, generating around VNĐ20 billion (US$800,000) in annual revenue. Some products, like spices and green squash, have been exported to France and Germany.

Hà Nội has over 13,000 agricultural, forestry and fishery businesses, including more than 1,700 processing facilities and over 250 agricultural companies. The city has 16 codes for fruit cultivation areas and four packaging facilities, each capable of handling 30 to 50 tonnes per day for exports, with eight codes for bananas and eight for longans.

The agriculture sector in Hà Nội has collaborated with 43 localities to develop 926 safe food supply chains, connecting local exporters with production chains. This proactive effort enables Hà Nội to export high-quality agricultural products to countries like the US (late harvest Đại Thành longan), Germany (Đồng Phú organic rice), South Korea (Văn Đức vegetables) and China (Hồng bananas).

Hà Nội also has significant export potential in rice (about 7,000ha of Japonica rice), vegetables (over 5,000ha), organic vegetables (over 50ha) and various high-quality processed products.

The Hà Nội agricultural sector has partnered with local authorities to assist agricultural, forestry and fishery businesses in implementing quality management programmes like VietGAP, HACCP and ISO 22000 to improve quality and ensure food safety. This shift to clean agriculture has transformed farmers' practices, leading to economic efficiency that is 10 to 15 per cent higher than traditional methods.

Since 2019, through the 'One Commune One Product' (OCOP) programme, Hà Nội has developed 2,756 OCOP products, including six five-star products, 12 potential five-star products, 1,491 four-star products and 1,247 three-star products. In 2024, the city aims to assess and rank nearly 500 products to help OCOP entities enhance their value and quality to meet rising consumer demands domestically and internationally.

Tạ Văn Tường, Deputy Director of Hà Nội’s Department of Agriculture and Rural Development, said that while many factors affect export capacity, standardising products is essential. Ensuring safety and quality increases the likelihood of overcoming technical barriers and accessing export markets.

Hà Nội is raising awareness of trade agreements and import requirements to enhance production capacity and product quality, Tường said, adding that strengthening connections, promoting trade and organising foreign market activities are key components of Hà Nội's agricultural export strategy.

At a recent conference on Hà Nội's agricultural sector, Nguyễn Mạnh Quyền, Deputy Chairman of the Hà Nội People's Committee, stressed the need for tailored plans that prioritise clean, green and high-quality agriculture for exports. He urged collaboration between sectors, localities and businesses to develop value chains.

The Department of Agriculture and Rural Development should collaborate with districts to create large-scale production areas connected to processing and focus on breeding development for competitive advantages. They should also identify market segments and unique models that highlight Hà Nội's agricultural strengths, Quyền said.

Forest programme boosts local businesses

Việt Nam has increased forest coverage from 23 per cent in 1994 to more than 45 per cent today, demonstrating a remarkable commitment to forestation, according to Alexis Corblin, Regional Technical Advisor of the United Nations Environment Programme (UNEP).

Corblin was speaking at Tuesday's workshop on the Forest Ecopreneur 2024 programme, which is part of the SAFE Initiative funded by the Korea Forest Services and implemented by UNEP, Bridge for Billions, and the Research Institute for Innovation and Development (IID).

He said Việt Nam was leading the way as the first country to host the Demo Day workshop for the first incubation cycle under the SAFE Initiative, whose objective is to conserve and restore forest ecosystems in Bhutan, Laos, Cambodia and Việt Nam.

"Việt Nam has always been at the forefront of the initiative since its beginning," said Corblin.

Trương Thị Nam Thắng, Lead Researcher at IID, said 35 businesses had been selected from a pool of applicants to participate in the Forest Ecopreneur 2024.

Between May and September 2024, the programme engaged them in diverse capability-building activities, including four online training modules, three networking events, and a field trip to Kon Tum Province, to support their growth.

"They have also been profiled on the imapvietnam - an interactive digital map of Việt Nam's SIB sector - and the Catalyst 2030 global network," said Thắng.

The programme culminated in the Demo Day workshop where seven of the 35 businesses were shortlisted for a pitch competition. The Innovative Foods Technology Company was awarded first place, followed by An Xuan Organic Herb CO LTD in second place and Goong Local Knowledge Cooperative in third place.

Third prize-winning Chảo Thị Yến told Việt Nam News that her cooperative, which produces agricultural commodities, aims to create social and environmental impact by planting 10ha of forest and reduce poverty rates in the local community from 85 per cent to 45 per cent in the next three years.

"Our primary objectives are two of the Sustainable Development Goals: life on land and no poverty," said Yến.

She said her cooperative aims to achieve the dual goals by planting high-value species such as macadamia and intercropping them with medicinal herbs.

She also underlined the problem of product misrepresentation, where some sellers falsely label their products as local, diluting the brand equity of genuine local products.

IID Lead Researcher Thắng told Việt Nam News that the programme is open to forest-linked small and medium-sized businesses in the initial phase of their start-up.

She said more than half of the programme's businesses are women-owned and nearly all of them are either founded or run by entrepreneurs with ethnic minorities background.

"The programme also contributes to the preservation of cultural heritage by incorporating products crafted by ethnic minorities," said Thắng.

National flag carrier Vietnam Airlines, the Vietnam Air Services Company (VASCO) and the People’s Committee of Con Dao district in the southern province of Ba Ria-Vung Tau on September 30 launched the “Bay nhe toi Con Dao” (flying lightly to Con Dao) campaign, with an aim of reducing carbon emissions.

The campaign is also to increase programmes to collect, treat and recycle all types of waste with a goal of treating 85% of generated plastic waste by 2025, while promoting sustainable aviation and tourism and shifting the economy towards a circular direction in Con Dao.

Vice Chairman of the People’s Committee of Ba Ria-Vung Tau Dang Minh Thong said that the campaign is hoped to make specific contributions to the roadmap for reducing plastic waste and carbon emissions, moving towards the goals of green economic development, circular economy and sustainable development of Con Dao district.

Meanwhile, Vietnam Airlines Deputy General Director Dinh Van Tuan said that protecting Con Dao is not only to preserve the landscape and today living environment but also a precious gift for the future. By "flying lightly", each person will contribute to preserving the "pearl island" of Con Dao for future generations, he stated.

At the launching ceremony, representatives of the Con Dao district People's Committee, Vietnam Airlines and Lagom Vietnam signed a Memorandum of Understanding affirming their commitment to cooperation, starting a pioneering campaign on environmental protection.

On the occasion, Vietnam Airlines and VASCO presented 10 sets of tables and chairs made of materials from recycled plastic waste collected in the island district to some local tourist destinations and residents of Con Dao.

Earlier on September 23-24, Vietnam Airlines coordinated with the Ho Chi Minh Communist Youth Union of Con Dao to collect plastic waste at Bai Nhat, during which 780kg of waste were gathered, including 380kg of recyclable plastic waste, which was classified and brought to the mainland to be "revived" into green recycled products such as tables, chairs, and flower pots to give back to Con Dao.

According to Vietnam Airlines, Con Dao is famous for its pristine natural beauty and diverse ecosystems. In recent years, the rapid growth of tourism has put pressure on Con Dao's waste treatment infrastructure, especially for plastic waste. Along with that, the impact of climate change has impacted environmental quality and threatened the island's endemic ecosystem.

The campaign is expected to become a pioneering initiative in partnership among aviation development, sustainable tourism and economic transformation towards circularity.

Through this campaign, Vietnam Airlines hopes to encourage passengers on each flight to reduce the weight of their luggage, limiting the discharge of plastic waste to the environment, "lightening" the weight of each flight and the amount of carbon emissions, thus reducing the amount of plastic waste to the environment./.

Nam Định prepare for second win in AFC Champions League 2

Both Việt Nam’s Thép Xanh Nam Định and Thailand's Bangkok United have the potential to stake an early claim for the top spot if they win the second match of Group G in the AFC Champions League 2 on October 2 in Nam Định Province.

Both teams won their opening matches, Nam Định secured a 2-0 victory against Lee Man of Hong Kong while Bangkok United claimed a 4-2 triumph against Tampines Rovers of Singapore.

With both teams level on points, Bangkok United temporarily sit on top due to goal difference. A win for either side will help them assume control of the group heading into the remaining four matches.

Nam Định recently played to an unexpected draw against Hoàng Anh Gia Lai in the domestic tournament. Despite being considered the stronger side, V.League 1 champions could not carry out their attacking tactics and failed to score a single goal.

After three matches, they have scored just once.

Coach Vũ Hồng Việt was not pleased with his front line's performance, saying that they had not been sharp enough while a congested schedule has left his players exhausted.

He added that the Nam Định players understood each other and were united during the game. To solve the problem, they needed to improve their performance against rivals who focused on strong defensive play.

It is believed that Việt will use all of his seven foreign players, including newly-signed striker Moses Odo from Nigeria and striker Nguyễn Xuân Son, V.League 1's best scorer.

As the club that has spent the most this season, Nam Định not only aims to retain their domestic crown but also hopes to make a big bang at the continental competition despite their first time participating in an international event.

Việt said the club's big investment clearly showed their ambitions and also created some  necessary pressure for coaches and players to play hard in all tournaments. He expressed confidence in his plans.

"This season, we have to play a match every four days in three tournaments- V-League  1, National Cup and the Champions League 2. A strong squad with many player options and high-quality foreigners will help the coaching staff with line-up selection for each match," Việt said.

"I could not guarantee how far Nam Định will go in these events but I promise we will play strong and aim for the highest results. A win against Bangkok United on home ground will give us an advantage in the AFC competition before we travel to their hometown for the return match."

Bangkok United arrived in Nam Định with their strongest players, including Serbian 1-million-euro-valued left winger Luka Adzic. The team also features five other foreigners, including two strikers -- Richairo Zivkovic and Mamoud Eid - who have helped Bangkok United currently sit third in the Thai League.

In their latest five games, they won three and drew one. Their 0-0 draw against Rachaburi FC last week extend Bangkok United's unbeaten streak to seven matches across all competitions this season.

The match between Nam Định and Bangkok United will begin at 7pm at the Thiên Trường Stadium and will be broadcast live on FPT channels.

In another group G clash, Tampines will take on Lee Man at Jalan Besar Stadium in Singapore, with both teams hoping to improve on their previous performances.
