The housing area per capita in Vietnam currently stands at 25.5 sq.m, 0.5 sq.m higher than that in 2021, according to the Ministry of Construction.

However, the real estate market still has latent factors causing instability, while the structure is not suitable with the market demand, with a serious shortage of social and cheap commercial housing.

The ministry noted that over the past time, there has been a situation where real estate exchanges have colluded to cause ‘virtual fever’ in prices, thus disturbing the market.

Therefore, right from the beginning of 2022, the ministry issued an action programme to implement the Government Resolution No.11 on a socio-economic development and recovery programme, and established an interdisciplinary working group to actively work with localities to promote the effective implementation of policies to support social housing, housing for workers and renovation and rebuilding of old apartment buildings.

In the first three quarters of this year, localities started work on 17 projects with 31,230 apartments.

HCMC proposes regulating opening hours of gas stations

The HCMC Department of Industry and Trade has floated a proposal to regulate the opening hours of gas stations in the city following the recent closures of multiple gas stations.

The department proposed that gas stations in HCMC stay open for at least 12 hours per day, from 6 a.m. to 6 p.m., including Saturdays and Sundays, and for over eight hours per day on holidays.

Gas stations and retailers with business licenses would have to publicly announce their opening hours once the proposal is approved.

Gas stations should be allowed to temporarily close for 30 days for upgrade or repair and seven days when the owner has an accident, is sick or has a funeral or wedding.

For other reasons, such as a fire, explosion, flood, or at the authority’s request, gas stations could suspend their business for a certain period of time.

The proposed regulations prevent gas stations and retailers from changing or reducing their opening hours amid the fuel supply shortage.

Vietnamese university subjects named in World University Rankings by Subject 2023

Vietnam National University, Hanoi (VNU) had six subjects listed in the World University Rankings (WUR) by Subject 2023 by the Times Higher Education (THE), two subjects higher than the previous ranking.

According to VNU, the subjects include Business and Economics, Life Sciences, Computer Sciences, Engineering, Physical Sciences and Social Sciences.

THE WUR by Subjects ranked 11 subjects of universities based on three data sources: results of surveys independently conducted by THE, the scientific publication database on the Scopus system under the publisher Elsevier, and data provided by the higher education institutions.

The ranking results were evaluated based on five groups of criteria including: Teaching, Research, Citation, Industry Income and International Outlook.

VNU has increasingly shown its position in multi-disciplinary training by being recognised for only two subjects in 2020 to six in 2023.

Six Vietnamese universities have been listed in the THE Rankings for 2023, which includes nearly 1,800 universities across 104 countries and regions, the largest and most diverse of its kind to date. VNU was placed between 1001st and 1200th.

VTV officially owns FIFA World Cup 2022 media copyright

The Vietnam Television (VTV) on October 26 announced that it has officially owned media copyright for FIFA World Cup 2022, becoming the exclusive broadcaster of the tournament in Vietnam as well as on VTV digital platforms.

Accordingly, all 64 matches of the tournament will be live broadcast on VTV2, VTV3, VTV5, VTV Can Tho and VTV Go app, together with commentaries before, end-of-H1, and after matches.

The VTV also enjoys benefits such as exclusive rights to television (terrestrial, cable, satellite, Internet Protocol Television), and exclusive rights to broadcast on mobile and internet (including over-the-top (OTT) media service in Vietnam.

The latest updates about matches will also be available on VTV News e-paper, VTV Go app and VTV pages on social media.

Those interested in sharing the FIFA World Cup 2022 media copyright in the territory of Vietnam must have an agreement with VTV and must be approved in writing by FIFA.

Book street to host event encouraging reading culture

The Hanoi Book Street will host a promotional event entitled ‘Languages and Origin’ from October 28 to 30, with various activities honouring traditional Vietnamese culture and encouraging reading culture throughout the community.

At the event, readers can shop for book titles, publications, and 2023 calendar blocks at a discounted price of up to 50%. They will also have an opportunity to meet and talk with famous authors and translators.

Vietnamese, Lao Ministries of Public Security sign cooperation plan for 2023

Vietnamese Minister of Public Security To Lam and Lao Deputy Prime Minister and Minister of Public Security Vilay Lakhamphong signed a cooperation plan between the two ministries for 2023 at a conference held in Ha Noi on October 25.

Speaking at the event, To Lam said the two sides should accelerate the implementation of international treaties and agreements to which both are signatories. He suggested the two ministries step up information exchange, and coordinate in preventing impacts of non-traditional security threats.

Reviewing the implementation of the 2022 cooperation plan, the Vietnamese minister said the two sides have coordinated and deployed plans to ensure absolute security and safety for important political activities of both countries.

They successfully organized the 12th Viet Nam-Laos security cooperation conference, along with meetings to exchange professional skills, among other activities, he said.

In ensuring social order and safety, the two sides regularly exchanged information and cooperated in the investigations of transnational crime, especially drug crime, human trafficking and smuggling.

At the local level, public security forces of provinces along the shared borderline and twin localities have worked together to fight crime and effectively handle issues regarding illegal migration, undocumented marriages and illegal immigration, and acts that infringe upon national security.

Films themed Hanoi to be awarded

The sixth Hanoi International Film Festival (HANIFF) will occur from November 8 to 12 in the capital city. There will be a special award for the best film with the theme of Hanoi, according to the Hanoi Department of Culture and Sports.

Specifically, alongside the prominent awards of “Best Feature Film,” “Best Short Film,” “Best Director for Feature Film,” “Best Leading Actress for Feature Film,” and NETPAC Award, among others, the film festival this year will feature an award for the best Hanoi-themed film.

From more than 300 submissions, organizers selected 123 films from over 50 countries and territories worldwide, including the UK, USA, Finland, Sweden, Italy, Turkey, Japan, Korea, and France, among others, to participate in the HANIFF 2022.

The festival's top awards are 11 feature films, 20 short films, seven films selected from the "Outstanding Korean Cinema Program," and 63 films from the "World Panorama Cinema Film Festival." The host country, Vietnam, contributed 22 contemporary films.

All these films will be widely screened to local audiences for free.

As part of the event, an exhibition highlighting Hanoi's historical monuments and cultural heritages as filming locations will be organized, as well as seminars on the highlights of the Republic of Korea's cinema and film industry. 

There will also be outdoor movie screening programs, exchanges with actors and actresses, and sightseeing tours through some attractive destinations around Hanoi for guests and participants. 

HANIFF is biennially organized every two years to promote cultural, artistic, and tourist activities in the country and the capital city.

Laos awards Order of Friendship to Thai Nguyen University of Education

The Thai Nguyen University of Education in the northern province of Thai Nguyen on October 26 received the Lao State’s Order of Friendship for its contribution to cooperation in human resources training for the country.

In addition to its domestic training, the facility is also assigned by the Ministry of Education and Training to offer Vietnamese language, undergraduate and postgraduate classes for international students, including those from Laos.

Since 2015, the university has provided training for nearly 1,000 Lao students and granted scholarships worth about 3 billion VND (120,749 USD) to close to 300 of the group.

On the occasion, four individuals from the university were also conferred with the honorable order.

Hanoi accelerates urbanization in suburban districts

The Hanoi People's Committee has requested the city's five outskirt districts to make plans for urbanization, comprehensively developing socio-economic infrastructure in the capital city, according to a decision dated October 24.

The five suburban districts are Dong Anh, Gia Lam, Thanh Tri, Hoai Duc, and Dan Phuong. The deadline for submission of the plans is December 31, 2025.

Among the districts mentioned above, Dong Anh has the largest acreage, followed by Gia Lam.

The Dong Anh area comprises more than 180 square kilometers, with about 380,000 inhabitants living in 23 communes and one village. Gia Lam has almost 115 square kilometers, a population of 280,000, 20 communes, and two villages.

Currently, Hanoi has 12 metropolitan districts, including Ba Dinh, Hoan Kiem, Dong Da, Hai Ba Trung, Bac Tu Liem, Nam Tu Liem, Cau Giay, Ha Dong, Hoang Mai, Long Bien, Tay Ho, and Thanh Xuan. 

According to the city's program, in 2026 - 2030, three more districts will become metropolitan, including Thanh Oai, Thuong Tin, and Me Linh. 

Over 10,000 train tickets for Tet holidays sold after starting selling

The Saigon Railway Transport Joint Stock Company (Saratrans) sold around 10,247 tickets within two hours after it started selling tickets for the upcoming Tet (lunar New Year) holiday at 8 am on October 25, and earned over VND16 billion (US$643 million) from ticket sales.

As planned, the company will operate 356 trains offering 176,046 seats during the Tet holidays, up 130 trips equivalent to 67,000 seats compared to the normal days.

Trains on peak days from HCMC to Hanoi before Tet will begin from January 9-21, 2023; from Hanoi to HCMC after Tet from January 22-February 2, 2023.

Each passenger is allowed to book and buy a maximum of ten tickets per route.

Train fares can be purchased online at www.dsvn.vn, vetau.com.vn, and giare.vetau.vn or at the train stations or authorized ticket agents, through the Ticket Hotline and the Customer Hotline at 19001520, or mobile apps such as Momo, Viettelpay and Vimo.

Vietnamese publications promoted at Frankfurt Book Fair

A delegation from the National Political Publishing House led by its Director and Editor-in-Chief Pham Minh Tuan, attended the Frankfurt Book Fair in Germany, the biggest of its kind worldwide, from October 18-25.

In addition to the promotion of Vietnamese publications at the fair, the delegation also held working sessions with renowned foreign publishing houses such as Tallandier of France, Springer Nature, Oxford University and Cambridge University of the UK, and C. H. BECK of Germany.

The delegation exchanged copyrights for nearly 20 titles with publishers of Britain, France, Germany, and China. During their trip, they also visited the Vietnamese Embassy in Berlin and Consulate General in Frankfurt.

This year, the fair gathered 4,000 exhibitors from 95 countries and territories.

EATOF upgraded to East Asia Inter-Regional Tourism Federation

Members of the 17th General Assembly of the East Asia Inter-Regional Tourism Forum (EATOF 17) have agreed to upgrade the EATOF to the East Asia Inter-Regional Tourism Federation in order to promote their practical and effective cooperation in the near future, toward playing a pioneering role in propelling tourism recovery and growth in the region.

It was part of the joint statement signed by Governors and leaders of the member provinces at their conference within the framework of the EATOF 17 on October 26 in the northern province of Quang Ninh.

They pledged to establish a cooperation governance mechanism with administrations of member provinces on the basis of public-private-academic partnerships and expand a global network to achieve sustainable tourism.

Officials expressed their support for large-scale political and socio-economic events of member provinces and encouraged practical exchanges.

They vowed to keep working together for tourism development based on the principles of fair and eco-friendly tourism and sustainable development, and strive to realise the plans discussed together.

The EATOF 18 will be held in Tuv, Mongolia in 2024.

Kon Tum, Laos’ Attapeu sign cooperation deal for 2022-2027

The Central Highlands province of Kon Tum and Attapeu province of Laos on October 26 signed their memorandum of understanding on cooperation for 2022-2027, a move to implement the strategic cooperation agreement between the governments of Vietnam and Laos.

The freshly inked pact covers many fields including politics, diplomacy, defence-security, education-training, and human resources training.

Currently, Kon Tum has two firms investing two projects worth some 747 billion VND (30.06 million USD) in Attapeu. Meanwhile, Attapeu supports Kon Tum in the search, gathering and repatriation of remains of Vietnamese volunteer soldiers and experts who died in Laos during the war. The sides have successfully completed the settlement of unplanned migrants and undocumented marriages in their border areas; and assisted one another in COVID-19 prevention and control.

American War bomb safely disposed of in Nghe An

Authorities in the central province of Nghe An yesterday safely disarmed a 100-kilo bomb dating back to the American War.

The bomb was found on October 24 lying some two metres underground while work on a road project in Nghia Dan District was being done.

Chairman of Nghia Mai Commune People's Committee, Doan Van Huan, announced on Wednesday that the bomb was found on October 24 lying some two metres underground while work on a road project in Nghia Dan District was being done.

After being informed of the bomb, the district military command coordinated with a sapper unit from the provincial military command to isolate the area.

The bomb weighed over 100 kilos and had a diameter of 50 cm and a length of 1.3m. It was defused and moved to a safe area for a controlled detonation on October 26.

Vietnam in Group B at 2023 AFC U20 Asian Cup finals

Vietnam will be in Group B together with Iran, Australia, and Qatar at the 2023 Asian Football Confederation (AFC) U20 Asian Cup finals, slated for next March in Uzbekistan.

The draw for the final round was held in Tashkent city of Uzbekistan on October 26.

Sixteen teams will compete in the round, namely Uzbekistan, Saudi Arabia, Qatar, Japan, Jordan, the Republic of Korea, Indonesia, Oman, Tajikistan, Iran, Australia, Vietnam, Kyrgyzstan, China, Iraq, and Syria.

Vietnam are one of the five second-placed teams with the best results in the qualifying round.

Among the rivals of Vietnam in Group B, the U20 team of Qatar won the tournament in 2014, Iran triumphed for four times (in 1973, 1974, 1975 and 1976), while Australia were the runners-up in 2010.

The Vietnamese team are set to play the first game at the Asian Cup against Australia on March 1, 2023, and then Qatar and Iran.

Energy, environment technology exhibition opens in Hanoi

The Hanoi International Exhibition of Environment and Energy Technology 2022 (ENTECH HANOI 2022) opened in the capital city on October 26.

The three-day event, jointly held by the municipal Department of Industry and Trade and Busan city of the Republic of Korea (RoK), is expected to create cooperation opportunities in energy and environment.

With 13 editions, the exhibition has attracted some 2,900 businesses, including those from the RoK, Japan and the EU, with some 15,000 products and services. They have signed contracts valued at more than 155 million USD.

This year’s event accommodates over 310 booths, both physical and virtual, by 145 enterprises from many countries and territories worldwide which are introducing new, advanced, energy-saving products and technologies and environmental treatment technologies.

Vietnam wins gold at International Circus Festival in Russia

Vietnamese pair Pham Thi Huong and Truong Hong Thuy won the gold prize for their performance "Du Son" (Red Swing) at the 2022 International Circus Festival which wrapped up on October 26 in Russia.

The 2022 International Circus Festival was held from October 22 – 26 in Russia with the participation of delegations from nine countries. This year's edition is exclusively for female circus artists.

Over 37% of workforce join social insurance

Over 17.08 million Vietnamese people, or 37.01% of the workforce, had joined social insurance by the end of September 2022, up 537,000 people compared to the end of 2021, according to Vice General Director of the Vietnam Social Security (VSS) Le Hung Son.

As of late September, health insurance had covered over 87.4 million people, or 88.4% of the population. Meanwhile, over 14 million had participated in unemployment insurance, equivalent to 28.3% of the workforce, up 627,000 compared to late 2021.

According to Son, the collection of social, health and unemployment insurance premiums and the coverage rate basically increased over the same period last year. Meanwhile, the social and health insurance premium arrears tended to decrease, creating a premise to complete the targets, plans and tasks set in 2022.

Vietnam's social insurance sector effectively implemented support packages from the social and unemployment insurance funds for employees and employers affected by the COVID-19 pandemic with a total cost of over 47.2 trillion VND (nearly 1.9 billion USD), accounting for 54.3% of the Government's COVID-19 support packages.

Hanoi to relocate 80 milk flower trees

Authorities in Hanoi's Dong Da District have proposed to relocate 80 milk flower trees from Nguyen Chi Thanh Street as their overpowering fragrance is badly affecting the lives of local people.

Earlier, Hanoi also relocated 108 milk flower trees from near the West Lake to the 157-hectare landfill in Soc Son District because of their overpowering fragrance.

Many people in some central districts have complained that the trees produce too much fragrance and their roots affect the roads and pavements around them.

Hanoi has around 6,000 milk flower trees and local authorities plan to relocate more trees in the coming time to distribute them more evenly throughout the city.

My Son Sanctuary woos more int’l guests

International visitors to the My Son Sanctuary in Quang Nam Province have been rising in recent months, according to the Management Board of the My Son World Cultural Heritage.

The site attracts 200 visitors a day on average, with the number even doubling on certain days.

This positive result proves the effectiveness of a tourism promotion program based on a virtual reality platform that helps improving the quality and overall experience of visitors to My Son. This will also contribute to preserving and developing the heritage value of My Son in the coming years.

The Management Board of My Son has recently collaborated with a digital solutions company to build a virtual reality website to provide information about this heritage site.

According to a representative of the Management Board, the digitalization of My Son Sanctuary’s images via a virtual reality platform will further promote the relic site with tourists, awakening their interest in discovering the beauty of this historical place.

My Son Sanctuary is a bucket-list destination for many visitors to Hoi An, especially those interested in studying the development stage of the Cham kingdom in central Vietnam.

Transport Ministry asks to speed up Dai Ngai bridge construction project

The Ministry of Transport on October 25 requested investors and relevant units to speed up the progress of the construction project of Dai Ngai bridge linking the Mekong Delta provinces of Tra Vinh and Soc Trang, which will help shorten the travel distance between the Mekong Delta and HCMC.

According to the Project Management Board Unit 85, the project’s site investigation and the survey were completed.

The Project Management Board Unit 85 has delegated the Consulting unit, and the inspection and verification unit to closely coordinate to strengthen the implementation and completion of pre-feasibility study reports on the project.

The site survey and environmental impact assessment study report will be submitted to the Ministry of Natural Resources and Environment in October while the compensation and resettlement policy, the suggestion of tailings storage facilities, and a connection of infrastructures between Soc Trang and Tra Vinh have been sent to the two provinces for their approvals.

Deputy Minister of Transport, Nguyen Duy Lam asked the Project Management Board Unit 85 and relevant units to make efforts to kick off the construction of the project in the first quarter of 2023.

When opened to traffic, the Dai Ngai bridge on National Highway 60 will shorten the distance of 80 km and the travel time by 1.5-two hours from Ca Mau, Bac Lieu, Soc Trang to HCMC compared to traveling on National Highway 1A, and help ease the burden on National Highway 1A.

The project has a total investment of VNN8,014 billion (US$323 million) sourced from the State budget. It comprises five intersection points, the Dai Ngai bridge 1 across the Dinh An fairway and Dai Ngai bridge 2 across the Tran De fairway.

Saigon River tunnel to be closed for fire drill this weekend

Vehicles have been banned from entering the Saigon River tunnel, which connects Thu Duc City with District 1 in HCMC, this weekend, as the tunnel will be temporarily closed for a fire drill, according to the HCMC Department of Transport.

The tunnel closure will be from 1:30 p.m. to 4:30 p.m. on October 29 and 30, during which vehicles traveling from District 1 to Thu Duc City can follow the alternative route of Vo Van Kiet – Ton Duc Thang – Thu Thiem 2 Bridge – To Huu – Mai Chi Tho. Those traveling from Thu Duc City to District 1 can use the Mai Chi Tho – To Huu – Thu Thiem 2 Bridge – Le Duan – Nam Ky Khoi Nghia – Vo Van Kiet route.

A few days ago, the tunnel was closed for three nights from 11 p.m. to 4 a.m. between October 23 and 25 to test the automatic fire safety system.

The Saigon River tunnel, also known as the Thu Thiem tunnel, was put into service 12 years ago, with over VND2 trillion in investment. The six-lane tunnel measures 1.49 kilometers in length, 33 meters in width and nine meters in height, allowing vehicles to travel at a maximum speed of 60 kilometers per hour.

Vietnam, Laos boost cooperation in fighting cross-border drug crime

The Ministries of Public Security of Vietnam and Laos held a ministerial-level meeting in Hanoi on October 26 to review the implementation of their Memorandum of Understanding (MoU) on cooperation in drug prevention and control.  

Addressing the event, Vietnamese Deputy Minister of Public Security Lieutenant General Nguyen Duy Ngoc said the signing of the MoU is a concrete and important step to lift cooperation in fighting cross-border drug crime between the two countries to a higher level. 

After the MoU was signed, the police forces of the two countries have actively developed plans, implemented drastically the assigned tasks, and achieved important results, Ngoc said. 

For his part, Deputy Minister of Public Security of Laos Lieutenant General Khamking Phuilamanyvong highly appreciated Vietnam's funding for Laos to build border police stations, saying that the support has contributed to preventing and combating cross-border crimes, towards building a Lao – Vietnam borderline of peace, friendship and development. 

It was reported at the conference that the police forces of the two countries found four drug trafficking routes from the "Golden Triangle" area to Laos and then to Lao and Vietnamese localities. The two sides also coordinated to identify a number of key routes and locations that could be used by traffickers to transport drugs from the "Golden Triangle" area to Laos and Vietnam.

The 10 Vietnamese provinces bordering Laos have built 191 border police stations for Laos, of which 179 have been completed and handed over to the Lao side.
