Opening ceremonies celebrating the new academic year will be organised on September 5 across schools in HCM City, with different programmes for each educational level.

This year's opening ceremony consists of two parts, including a brief ceremony and a subsequent fun event for students on the first day of the new school year.

Depending on the educational level, each opening ceremony will have its own special programmes.

For preschool education, a "Happy Kids to School" event will be organised, featuring diverse physical games, art activities, traditional games, circus performances and puppet shows, among others, to create an enthusiastic atmosphere for children.

For elementary and secondary education, HCM City requires 100 per cent of students to attend the opening ceremony.

As of August 28, HCM City has provided sufficient textbooks for elementary and secondary school students.

For students facing difficult circumstances, especially those from poor and near-poor households, relevant authorities were able to procure a total of 21,217 sets of textbooks.

The HCM City Department of Education and Training also collaborated with the Việt Nam Education Publishing House to donate 10,200 new sets of textbooks, with 5,500 for elementary school, 3,300 for lower secondary school, and 1,400 for upper secondary school.

Twelve districts and townships have successfully recruited personnel for the 2023-24 academic year, including districts 1, 3, 7, 8, 12, Bình Tân, Phú Nhuận, Tân Bình, Tân Phú, Cần Giờ, Củ Chi, and Hóc Môn, with a total of 1,243 candidates selected for teaching positions.

Amended laws to allow more people to buy social housing

A suggestion to enable a broader section of the population to purchase social housing has garnered widespread interest.

In the Bắc Giang Province, a social housing initiative intended for the workforce of the Nếnh Town's newly developed urban zone was designed to accommodate 12,000 individuals. Approximately 8,700 of these are employed in industrial areas, while the remaining 3,300 are relatives of the workers.

However, Nguyễn Ngọc Sơn, deputy head of the Bắc Giang Construction Department, revealed that there were scant registrations for the social housing within the scheme.

This is attributed to the criteria being too stringent compared to the actual demand.

Furthermore, there has been a shift in the workforce numbers and their respective needs for social housing.

To address these challenges, the province is revising the objectives across various stages of the project, tackling its constraints, and broadening the range of eligible recipients. This will allow not only workers but also those with lower incomes to purchase social housing.

This issue encountered by Bắc Giang Province mirrors the situation in numerous other regions.

The Ministry of Construction (MoC) recently received a petition from the electorate of the southern province of Đồng Nai.

The petitioners advocated for expanding the eligibility criteria for purchasing social housing to cater to low-income individuals and called for supportive policies to boost the development of social housing in the foreseeable future.

The MoC confirmed that Article 49 of the Housing Law identifies ten categories of individuals who qualify for social housing. This includes those who have rendered notable services to the country, impoverished and nearly impoverished families, households residing in regions frequently impacted by natural calamities and climatic changes, low-income individuals, and staff members employed at enterprises both within and outside industrial zones.

During the initial six months of this year, nationwide, nine projects were initiated, accounting for 18,768 social houses designated for industrial park employees in Hải Phòng, Hà Nội, Lâm Đồng, Bình Định, and Bắc Giang.

Additionally, a scheme to construct one million social houses for low-income individuals and workers from 2021 to 2030 received approval from the Prime Minister in April this year.

The goal is to finish as many as 1,062,200 flats by 2030.

Consequently, the outcomes so far have not met expectations.

The MoC identified the primary causes as the insufficiency of land for constructing social housing, issues in the procedures for selecting investors, a deficit in preferential capital, and inadequate incentive policies to draw businesses.

Additionally, certain organisations and individuals fail to adhere to the rules concerning social housing due to the leniency of penalties.

The proposed revision of the Housing Law was presented to the 15th National Assembly for feedback during its fifth session and is anticipated to receive approval in its sixth session.

Articles 73 and 74 of the proposed amendment facilitate the purchase of social housing by a broader segment of the population.

According to construction expert Đào Ngọc Nghiêm, deputy chairman of the Việt Nam Urban Planning and Development Association, it is imperative for industrial zones to adopt a rental approach and permit businesses to make hiring decisions.

Nghiêm asserted that augmenting incentives and the quantity of social houses would address the mismatch between supply and demand in the property market, as well as advance the initiative to construct a minimum of one million social housing flats.

He noted that the Government is establishing a system founded on the 2017 Planning Law and modifying provincial construction plans.

Moreover, once the revised Land Law is ratified and comes into force, it will expedite the harmonised implementation of planning and land usage schemes at various tiers.

These plans incorporate stipulations on residential land, presenting both an obstacle and an opportunity to reassess and modify the land allocation for social housing construction, encompassing industrial zones.

Therefore, Nghiêm emphasised that planning is the initial, crucial step towards fulfilling the objective of a minimum of one million social houses nationwide by 2030.

Bến Tre Province erosion along rivers, coast worsening

Erosion along rivers and the coast in Bến Tre Province has worsened in the last 10 years, severely affecting the lives of local people and farming.

The Cửu Long (Mekong) Delta province has 112 eroded sites with a total length of 134km, according to its Department of Agriculture and Rural Development.

They include eight coastal sites measuring a total of 19km, where 200ha of land and 54ha of mangrove forests in three districts have been affected.

In the first half of this year, 16 sites along rivers and coastal areas in Mỏ Cày Nam, Châu Thành, Mỏ Cày Bắc, Chợ Lách, Ba Tri, and Bình Đại districts witnessed continued erosion.

Located in the downstream area of the Mekong River and with a dense river and canal network and a long coast, Bến Tre’s erosion has intensified in recent times, the department said.

It has 13km of river banks and 8.5 km of coast that are severely eroded and need around VNĐ1 trillion (US$41 million) to repair.

In recent years, the province has taken prevention measures, including advocacy activities to enhance public awareness of the need for preventing erosion and growing trees along river banks.

It hopes to relocate 90 per cent of households affected by erosion to safe areas by 2030.

It is stepping up inspection of sand mining in rivers and coastal areas and preventing illegal mining, especially in erosion-prone areas.

It has undertaken 22 projects at a cost of VNĐ1.4 trillion ($58 million) to check erosion since 2020.

High domestic flight occupancy anticipated during upcoming holiday

The Civil Aviation Authority of Vietnam (CAAV) has reported that numerous domestic flight routes are experiencing a surge in occupancy rates, surpassing 70%, in anticipation of the upcoming National Day holiday from September 1 to 4.

The initial days of the holiday have seen flight routes departing from Hanoi and HCMC achieve seat occupancy rates exceeding 70%. Notably, routes such as Hanoi to Dalat, Quy Nhon, Hue, Phu Quoc, Con Dao, and Nha Trang recorded rates ranging from 73% to 97% on August 31.

Demand for flights on the Hanoi-Dong Hoi route has been so high that tickets are already sold out. Similarly, routes from HCMC to popular tourist destinations have seen occupancy rates surge to over 70%.

Main routes connecting Hanoi and HCMC still have available seats, with average occupancy rates ranging from 52% to 64%. Routes like Hanoi to Danang and HCMC to Danang, along with their return legs, achieved rates of 72% to 82% on August 31 and September 4.

In the final days of the holiday period, flights from Dalat, Quy Nhon, Nha Trang, Phu Quoc, and Con Dao to Hanoi and HCMC have recorded seat occupancy rates above 70%, and these rates are projected to further increase in the coming days.

The CAAV is collaborating with airlines to establish plans for increased flights to accommodate the heightened travel demands of passengers during the National Day holiday.

Flight tickets to many tourist destinations suddenly sold out

Demand for airline travel grew substantially in the days running up to the National Day, according to the Civil Aviation Authority of Vietnam on August 30.

By August 30, some routes departing from Hanoi and Ho Chi Minh City had more than 70 percent occupancy in the first days of the holiday season (August 31 and September 1). While a few days ago, this percentage only reached 40-50 percent.

The airline routes from Hanoi to Da Lat, Quy Nhon, Hue, Phu Quoc, Con Dao, and Nha Trang had a 73-97 percent occupancy rate on August 31. Flight tickets from Hanoi to Dong Hoi were completely sold out.

Likewise, the percentage of flights departing from HCMC to the aforementioned destinations exceeded 70 percent. Most seats are still available on main routes such as Hanoi-HCMC, and flight occupancy has only recently reached 52-64 percent. The situation is identical to September 4, the last day of the holiday.

Due to heightened demand, airfares approaching the vacation climbed by roughly 20 to 30 percent compared to a few days before. The Civil Aviation Authority of Vietnam stated that it is continuing to coordinate with airlines as well as assess and monitor market demand in order to increase the number of flights as needed to meet passengers' travel demands during National Day.

From September 1 to September 4, the Civil Aviation Authority of Vietnam will implement level 1 enhanced aviation security control procedures at airports. Accordingly, the security division will strengthen security control, increase patrol frequency, control luggage in security screening and baggage return areas and prevent airport congestion and frustration for passengers, particularly at Tan Son Nhat and Noi Bai International Airports.

Ministry tells hospitals to stock up on dengue drugs

The Ministry of Health told hospitals across the country to stock up on dengue drugs for treatment of the disease.

The Ministry of Health yesterday sent an official dispatch to people's committees in provinces and cities, requesting to direct responsible bodies in localities to focus on implementing measures to prevent dengue fever.

The Ministry also asked grassroots healthcare facilities to ensure sufficient stock of chemicals, biological products, supplies, and equipment for disease prevention and control, especially dengue prevention chemicals and chemical sprayers to carry out the epidemic prevention and control activities.

So far, the Drug Administration of Vietnam and the Ministry of Health have licensed applications to import 17,010 bags of Dextran infusion to provide for infirmaries without circulation registration according to current regulations.

The Ministry of Health reported that Dextran - a high molecular weight solution - is used for treating patients with dengue shock syndrome. The Drug Administration of Vietnam has so far licensed applications to import Dextran infusions without circulation registration according to current regulations.

According to companies that have been licensed to import Dextran, some 12,550 bags have been brought to Vietnam. Of these, approximately 5,118 bags have been provided to infirmaries while 7,432 bags were still in the importers’ warehouses. Vietnam has found a supply source of Dextran infusion fluid; thus, hospitals must proactively place orders in advance so that importers can buy enough of the solution for treatment needs.

As of the end of August, the country recorded more than 66,380 cases, including 14 deaths mostly in the Southern, the Central and the Central Highlands regions.
