Education authority asks schools to publicize collections of money

Education authority asked schools to publicize collections of money at the beginning of the new school year.

Yesterday afternoon, the Ho Chi Minh City People's Committee held a press conference to provide information on socio-economic issues and epidemic prevention and control in Ho Chi Minh City.

At the press conference, a representative of the Ho Chi Minh City Department of Education and Training said that the department has requested schools to issue written notification of money collection at the beginning of the new school year to parents and students. Moreover, the school's finance department issues receipts for each student after collecting money. Schools should not assign teachers to directly collect and spend money.

Also at the conference, the Department of Planning and Investment of Ho Chi Minh City said that the city has disbursed more than VND20 trillion (US$830.86 million) reaching 29 percent by the end of August 2023.

Although the disbursement rate is still low, the southern largest city is the locality with the highest public investment capital in the past 8 months in the country.

The Department of Planning and Investment has proposed solutions to speed up the disbursement of public investment including coordinating to organize the appraisal of investment policies for projects. These projects will be submitted to the municipal People's Council and the People's Committee for approval of investment policies. There are seven Group A projects with a total investment of nearly VND18,400 billion, about 300 Group B and Group C projects with a total investment of more than VND20,000 billion.

When completing the preparation, appraisal and approval of the project investment decision, the department will advise on the transfer of the estimated amount of capital that cannot be disbursed to arrange the 2023 capital plan to start construction and implement these projects.

The Department of Planning and Investment continues to coordinate with the Department of Home Affairs to assess the completion of the task in 2023 by collectives and leaders of departments, agencies, local people's committees and investors. If the disbursement rate in 2023 reaches less than 90 percent due to irresponsibility, relevant agencies' leaders and projects' investors will be considered not to complete their tasks.

On September 8, Major General Nguyen Ha Lai, Deputy Director of the Quang Nam Provincial Police, announced that the investigative police agency had received a report from parents seeking an investigation into and clarification of allegations of fraud and misappropriation of assets involving the leaders of Green Shoots School in Hoi An City.

According to Major General Nguyen Ha Lai, after receiving a complaint from parents, the authorities have been in the process of gathering information and investigating the matter. The fact that the school's management comprises foreign nationals has somewhat impacted the investigative process. In the near future, the provincial police intend to summon those involved for questioning.

Before this, from May to August 2023, Green Shoots School, located in Hoi An City, Quang Nam Province, under the leadership of Catherine Clare Mckinley, 52, British nationality, with Sue Lyn Ryan, 55, Australian nationality, as the legal representative, conducted admissions for the 2023 - 2024 academic year, ranging from kindergarten to high school. By this time, both Catherine Clare Mckinley and Sue Lyn Ryan had returned to their respective countries. In response to this situation, the parents have submitted a complaint to the Quang Nam Provincial Police, urging an investigation and seeking clarification regarding possible fraud and asset misappropriation.

Ministry calls for US Grains Council’s support in biofuel development

Deputy Minister of Industry and Trade Do Thang Hai on September 11 held a working session with the US Grains Council (USGC) on promoting biofuel development in Vietnam.

Hai stressed that biofuel development is a long-term process, especially for Vietnam as the country is facing various difficulties, and suggested the US council continue its support for the country and tighten its coordination with the Vietnamese Ministry of Industry and Trade (MoIT) in this regard.

As a side note, the USGC said that the council always focuses on the development of the bio-economy and the green economy globally.

In Vietnam, the council has begun its operation in 1995, and the bilateral cooperation has proven effective.
Notably, the council has assisted the Vietnamese government in fulfilling the net zero target, it said, adding that its activities have received the support from the two governments.

Ethanol is an alternative material solution towards sustainable development and this is also a huge field in which the US government is interested, according to the council.

Hai spoke highly of efforts by both Vietnam and the US to accelerate the implementation of the memorandum of understanding dated October 28, 2020, which, he said, creates a basis for the ministry and the council to launch more activities. This will allow for the establishment of bilateral cooperation agreements on biofuel development in Vietnam, and other spheres of the Vietnamese government’s concern.

The ministry is focused on spurring green growth as a key task to create a sustainable development space, he said, adding that it will further coordinate with the Ministry of Information and Communications to raise public awareness of biofuels.

The MoIT will also focus on building national standards on biofuel, pay more attention to personnel attraction, and learn from international experience in this field, the official said.

Mekong Delta provinces making progress in curbing IUU fishing

Coastal localities in the Mekong Delta continue making efforts to better prevent and control illegal, unreported and unregulated (IUU) fishing ahead of the fourth fact-finding trip by a European Commission (EC) delegation this October.

The EC issued a “yellow card” warning for Vietnam in terms of IUU fishing in 2017. It will be followed by a "green card" if the problem is resolved. Meanwhile, a “red card” may lead to a ban on aquatic exports to the EU.

Kien Giang province has the largest fishing fleet in the country with 9,845 fishing boats with the length of six metres or more, including nearly 4,000 offshore-fishing vessels with the length of at least 15 metres.

From the beginning of the 2020 - 2025 term, the Kien Giang provincial Party Committee issued a resolution to strengthen leadership in IUU prevention and control. As a result, after half a term implementing the resolution, the number of fishing vessels violating the law has gradually decreased.

According to Kien Giang Department of Agriculture and Rural Development, the unit has currently completed registration procedures for 1,820 fishing vessels and the installation of vessel monitoring equipment for all the fishing vessels. The department has supervised the loading and unloading of 16,850 tonnes of seafood through local ports, certified the origin of seafood for 12 businesses, and issued 102 certificates of origin of seafood which are exported to the European market.

The provincial border guard posts have focused their personnel and vehicles to enhance IUU prevention and control.

The border guards coordinated with other forces such as the navy, coast guard, police, and army to patrol the waters, and to prevent, detect and handle violations related to IUU fishing.

Lieutenant Colonel Duong Van Hon, Commander of the Border Guard Command of Duong Dong Port Border Gate, said that the unit established more than ten teams and four checkpoints to support each other in inspecting and supervising fishing vessels.

They also increased communication works, giving out leaflets and letters calling on people to fight against IUU fishing.

In the southernmost province of Ca Mau, the Rach Goc Border Guard Station assigned staff on duty all the time to supervise fishing vessels. All vessels with the length of over 15 metres must install journey monitoring equipment.

Ho Song Toan, Vice Chairman of the People's Committee of Tran Van Thoi district said that the committee has directs specialised agencies to daily update IUU data.

The district is completing a database on vessels which have their fishing licences expired or those are unused.

It continues to coordinate closely with agencies in propagating and disseminating the Fisheries Law and regulations on IUU prevention and control so that fishermen have better awareness on the issue.

Meanwhile, Tien Giang province has established an inspection team to combat IUU fishing.

The province continues to implement the inter-sectoral coordination mechanism between ministries, central departments and branches and the People's Committees of 28 coastal localities in exchanging and processing information to prevent and put an end to violations of Vietnamese fishing vessels in foreign waters.

Deputy Director of the Department of Agriculture and Rural Development of Ca Mau province Chau Cong Bang said that the province pay much attention to overseeing the operation of private fishing ports including the exit/entry of fishing vessels to the ports and the loading/unloading of seafood products at the ports.

The event’s theme has met the objectives of the Inter-Parliamentary Union (IPU), the development requirements of the country, and the self-development needs of young people today, creating conditions for the Vietnamese youth to fully tap their potential and creativity, contributing to national development.

It should provide analyses on China's pursuit of the superpower status and its impact on the world order, the region, and Vietnam, as well as on the bilateral relations in various fields, thereby offering recommendations to the Vietnamese Party and State to make use of opportunities and minimise challenges posed by China, he said.

He asked the institute to continue maintaining its existing relationship with research organisations and units in China and expand its partnerships with other international entities, especially those in China, Russia, the US, Japan, the Republic of Korea, India, and others.

Vice Chairman of the People’s Committee of the Mekong Delta city of Can Tho Nguyen Ngoc He and Australian Consul General in Ho Chi Minh City Sarah Hooper discussed a cooperation plan in education and hi-tech agriculture, during a reception in Can Tho on September 11.

He said Can Tho is currently carrying out a project on raising awareness of creative education partly funded by Australia’s Asia Music and Performing Arts Education (AMPA), with an aim to create an innovative education model that empowers students to take centre stage in their learning.

Based on the project's outcomes, he expressed his hope for further connections in bilateral education cooperation. Specifically, he suggested building Australian spaces at universities in Can Tho, exchanging workforce, and providing volunteers for English language teaching, contributing to tightening friendship between Vietnam and Australia.

Can Tho welcomes and offers all possible support for Australian firms to explore opportunities in hi-tech agriculture, he said.

To launch a project on promoting the transfer, mastery and development of foreign technologies in Vietnam in priority fields until 2025, with orientations toward 2030, he said Can Tho hopes that Australian firms will explore and invest in such priority areas as information and communications, hi-tech agriculture adapted to climate change, preservation and processing of agro-aquatic products, and infrastructure for smart city development.

Can Tho wishes to enhance international cooperation with Vietnamese organisations and community in Australia, as well as Australian enterprises, in research and development, technology transfer, and workforce training in priority areas, he added.

Hooper, for her part, pledged that during her tenure, she will actively engage in activities to reinforce fine diplomatic relations between Vietnam and Australia, with a particular focus on ties with Can Tho.

She said her office has rolled out the Direct Aid Programme (DAP) initiatives in Can Tho in various areas, including clean rural water, rural bridge construction, scholarships for students and teachers, contributing to local socio-economic development.

Australia will continue stepping up collaboration with Can Tho to develop hi-tech agriculture through the Australian Centre for International Agricultural Research as well as facilitating student exchanges in education field, she added. According to her, the Australian Government has invested 200 million USD in Vietnam, with a significant focus on climate change adaptation and sustainable growth in the Mekong Delta.

On September 18-19, the Australian Embassy in Hanoi and Can Tho will hold several activities to celebrate the 50th anniversary of the Vietnam-Australia diplomatic ties, with a conference showcasing Australia’s education and cuisine being a highlight.

Ceremony marks 50th anniversary of Vietnam-UK diplomatic ties

The Vietnam Union of Friendship Organisations and the Vietnam-UK Friendship Association, in collaboration with the UK Embassy in Hanoi, held a ceremony on September 11 to celebrate the 50th anniversary of the Vietnam-UK diplomatic ties (September 11).

Speaking at the event, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu said since the official establishment of diplomatic relations in 1973, Vietnam and the UK have been developing a strong, effective and dynamic partnership across all areas.

The establishment of the bilateral strategic partnership in 2010 and the Joint Declaration on the Vietnam-UK strategic partnership in 2020 demonstrated the strong commitment and vision of both governments. The UK is now one of Vietnam's most important strategic partners, and the two countries have maintained regular high-level dialogues and exchanges.

Last year, two-way trade hit 6.9 billion USD, making the UK the third largest European trade partner and the ninth biggest importer of Vietnam globally.

In 2020, Vietnam and the UK signed the bilateral free trade agreement. The UK's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) this year also contributed to increasing the role of the trade alliance, bringing the GDP of the bloc to 14 trillion USD and creating opportunities for both countries to strive towards the 10 billion USD target, Vu added.

According to him, education is another crucial pillar in the Vietnam-UK strategic partnership, with 12,000 Vietnamese students in the European country. The UK, renowned for its long-standing and world-class education system, has set Vietnam as one of its priority countries in its international education strategy. This year also marks the 30th anniversary of the British Council's operations in Vietnam and the 30th anniversary of the Chevening Scholarships offered by the UK Government in Vietnam.

Both countries are also working together to address global challenges, such as the COVID-19 pandemic, as well as in energy transition and climate change adaptation.

On the basis of the achievements obtained over the past five decades, Vu said he believes that bilateral relationship will keep growing and expanding across all the fields.

UK Ambassador to Vietnam  Iain Frew said Vietnam has undergone an impressive journey of economic development and global integration, in which the UK is proud to have played a significant role.

Speaking highly of the potential of joint work in health care, research, renewable energy, investment and trade, he committed to strengthening the enduring bond between the two countries which, he said, continues growing stronger over the time.

Vice State President visits Mozambique

Vietnam and Mozambique have agreed to share experience in capital city building towards innovation and modernity, and in urban management.

The consensus was reached at a meeting between Vice State President Vo Thi Anh Xuan and leaders of Mozambique’s Maputo capital city on September 11, as part of the Vietnamese official’s visit to the African nation.

Xuan said Maputo is home to the biggest number of Vietnamese in Mozambique, housing the headquarters of Movitel - a joint venture between Vietnam's Viettel Group and Mozambique's SPI company, and a typical project for economic cooperation between the two countries.

President of the Municipal Council of Maputo Eneas Comiche expressed his hope that Maputo and Hanoi and other localities of Vietnam will strengthen cooperation in potential areas, contributing to deepening the bilateral relationship.

The two sides concurred to step up delegation exchanges, making the relationship more intensive, extensive, substantive and effective.

Xuan suggested Maputo and Vietnamese localities enhance the exchange of information on cooperation opportunities in trade, investment, tourism, culture, education-training and people-to-people diplomacy.

Following the meeting, Xuan and Comiche attended an inauguration ceremony for the new plaque of Ho Chi Minh Avenue which was named by Samora Machel, the first President of Mozambique, in 1977.

The naming demonstrates the respect for Vietnam’s late leader as well as the solidarity, friendship, loyalty and close ties between people of the two countries, Xuan noted.

Comiche highlighted joint efforts by the two sides in the work, saying the inauguration will encourage the two countries’ people, especially young generations, to preserve and promote the good friendship, and foster cooperation in the time ahead.

Later the same day, Xuan visited the headquarters of Movitel, which officially launched its services in Mozambique in May 2012 and became the third mobile network operator in the country with 13 branches in 11 provinces and 157 districts.

Vice President holds talks with Mozambican Prime Minister in Maputo

Vietnamese Vice President Vo Thi Anh Xuan has stressed that Vietnam always treasures the traditional friendly cooperative relationship with Mozambique and see it as one of Vietnam's key cooperation partners in Africa.

Speaking during talks with Mozambican Prime Minister Adriano Maleiane on September 11 morning (local time) in the capital Maputo, Vice President Xuan expressed her joy at her first official visit to Mozambique and thanked the Mozambican leader for the respectful welcome given to the delegation. The Vice President respectfully conveyed Prime Minister Pham Minh Chinh's greetings to the Prime Minister of Mozambique.

For his part, Prime Minister Adriano Maleiane warmly welcomed the visit of Vice President Vo Thi Anh Xuan, considering it an important new milestone in the relationship between the two countries. He affirmed that Mozambique always considers Vietnam one of its top priority partners in Asia.

The two leaders informed each other about each country's situation and congratulated the achievements that Mozambique and Vietnam have achieved in socio-economic development and recovery, especially after the COVID-19 pandemic. Both sides expressed joy at the positive progress in bilateral relations recently, with the maintenance of delegation exchanges and contacts at all levels, especially high level, and across all Party, State and National Assembly channels. The two sides successfully organized the 4th Meeting of the Vietnam - Mozambique Intergovernmental Committee on Economic, Culture and Scientific-Technology Cooperation in May this year after a nine-year hiatus.

Telecommunications cooperation with Movitel Company – a joint venture between Vietnam’s Viettel Group and Mozambique’s SPI - and Vietnam's food crop development cooperation in Mozambique have become bright spots in bilateral relations. Cooperation in the fields of trade, education-training and health has also made encouraging progress.

However, agreeing that the results of cooperation are not commensurate with the great potential of the two sides, the two leaders discussed and agreed on major directions and measures to deepen bilateral cooperation. Regarding politics and diplomacy, the two sides agreed to actively implement the results of the phone call between Party General Secretary Nguyen Phu Trong and Chairman of the FRELIMO Party, President of Mozambique in June 2022 and the 4th Meeting of the Vietnam-Mozambique Intergovernmental Committee in May 2023; promote delegation exchanges and high-level contacts. They also agreed to actively support each other at regional and multilateral forums.

Regarding the economy, the two leaders expressed their determination to further increase bilateral trade turnover to match the market needs of 130 million people of the two countries through further facilitation of each other's significant products so that the two countries can expand to each other's markets. The two leaders agreed to encourage businesses of the two countries to cooperate, including Movitel to expand investment and business in Mozambique. They also agreed to continue considering agriculture, including aquaculture, as a key area of cooperation to contribute to ensuring the world's supply chain and food security.

The Mozambican Prime Minister proposed a number of new areas of cooperation, including asking Vietnam to cooperate and invest in infrastructure and transportation development in Mozambique with its experience. Meanwhile, Vietnamese Vice President Xuan proposed that the two sides strengthen mineral cooperation. The Mozambican side agreed and committed to promoting the early signing of a Memorandum of Understanding on coal trade with Vietnam.

The host proposed to increase the number of scholarships, strengthen cultural exchanges, promote cooperation in fighting transnational crime and protecting wildlife. In response, the guest suggested the two sides well implement the signed agreements in the above fields, and said the Vietnamese side will actively consider increasing scholarships for Mozambican students to study in Vietnam.

On this occasion, Xuan conveyed the invitation of Prime Minister Pham Minh Chinh to the Prime Minister of Mozambique to visit Vietnam at an appropriate time.

Xuan and a high-ranking Vietnamese delegation are in an official visit to the Republic of Mozambique from September 10-13 at the invitation of Prime MinisterAdriano Maleiane.

Vietnam, Turkey seek to promote trade partnership

A Vietnam - Turkey trade promotion conference was held in the form of teleconference on September 11, aiming to connect businesses of the two sides and provide them with information on the potential, business climate and culture in the two countries.

As a country with the seventh biggest agricultural sector in the world in terms of production value and a growing industrial sector, Turkey is a promising market for Vietnam. Potential areas for Vietnam in this market include smart agriculture, logistics, tourism, leather and footwear, and industry.

Addressing the conference, Do Quy Dung, Chairman of the Vietnam - Turkey Business Association said that both Vietnam and Turkey boast great potential and attractiveness to each other's investors.

Although Vietnam is strong in agriculture, tourism, logistics and aquatic farming, the country lacks investment and experience in smart agriculture and aquatic farming, he said, suggesting that Vietnam and Turkey foster cooperation in these fields.

Dung stressed the need for the two governments to organise more trade exchange activities between the two sides, while providing businesses with information on trade fairs, conference and import-export regulations in each country.

General Secretary of the Vietnam Chamber of Commerce and Industry (VCCI) Tran Thi Lan Anh highlighted the sound partnership between the two countries, especially in economy. In 2021, two-way trade reached 1.6 billion USD, which rose to 1.9 billion USD in 2022, making Vietnam the second biggest trade partner of Turkey among ASEAN member states.

As of May 2023, Turkey invested in 34 projects in Vietnam worth 974.26 million USD, ranking 26th out of 143 countries and territories investing in Vietnam, she noted.

However, she asserted that the achievements in bilateral partnership have remained modest compared to the economic potential of each country.

As a bridge for businesses of the two countries, the VCCI will continue to actively support enterprises from Turkey and coordinate with the relevant agencies of Turkey to promote their long-term collaboration with Vietnamese peers, she pledged.
