Hung chaired the government's regular September meeting on Oct. 3, held both in person and online with ministries, government agencies and local authorities.

Discussions covered the socio-economic situation in September and the third quarter, the allocation and disbursement of public investment capital, implementation of national target programs, the government's management and direction, and key priorities for the coming period.

According to the Government News Portal, Hung said in his opening remarks that Vietnam had completed the first three quarters of 2026 amid complex and unpredictable developments globally and regionally.

Over the past several months, the government and the prime minister have directed ministries, agencies and local authorities to implement a broad range of measures in a coordinated manner.

These efforts have focused on improving institutions and reducing administrative procedures to comprehensively address bottlenecks, unlock resources and facilitate development. A key priority has been submitting documents to the relevant authorities for approval to establish a comprehensive, consistent and transparent legal framework.

The government has also focused on measures to promote growth while maintaining macroeconomic stability and controlling inflation, boosting domestic production alongside tax and fee exemptions and reductions, and fully addressing recommendations to support people and businesses.

The prime minister stressed the need to achieve the goals and tasks set for 2026, laying the groundwork for a breakthrough in 2027 and the successful fulfillment of objectives for the entire term.

Pressure and challenges will be considerable in the final three months of the year, he said, describing the period as a decisive final stretch.

Ministries, agencies and localities must accurately assess the situation, identify specific room and drivers for growth and maximize their potential, remove bottlenecks comprehensively, and adopt sufficiently strong and feasible measures to deliver further improvements in the fourth quarter.

Major economic hubs urged to fulfill their potential

The prime minister asked ministries, agencies and local authorities to assess the results of implementing policies and directives issued by the Party Central Committee, the Politburo, the National Assembly, the government and the prime minister, as well as outstanding shortcomings and their causes.

Most importantly, he called for an assessment of leadership, direction and implementation methods.

Regarding economic growth in the first nine months, Hung requested an analysis of which sectors, industries and localities were driving growth and should receive continued attention, as well as those performing below expectations and weighing on the overall result.

He also called for an assessment of which growth drivers could be further exploited and how localities serving as economic engines and growth poles could make contributions commensurate with their potential, scale, resources and special mechanisms.

For the final three months of the year, each sector and locality should determine where additional growth could come from, what resources were available and what measures should be implemented.

The prime minister also called for measures that could be introduced immediately to boost production, investment, consumption and exports, accelerate public investment disbursement, attract and promote private and foreign investment, and comprehensively resolve problems affecting delayed or troubled projects.

Hung asked local authorities to make commitments on results and implementation timelines and to contribute more to the country's overall economic growth.

Regarding the main growth drivers for the fourth quarter, the prime minister asked what measures could produce stronger improvements in industrial production, construction and exports.

He also called for identifying major projects that should be accelerated, infrastructure projects that could be completed and brought into operation ahead of schedule, export markets with room for expansion, and measures to stimulate domestic purchasing power.

Alongside promoting growth, Hung asked ministries, agencies and localities to continue identifying specific measures to maintain macroeconomic stability, control inflation and ensure the country's major economic balances.

On implementation responsibilities, the prime minister instructed every ministry, agency and locality to identify the key tasks that must be completed each month through the end of the year.

They must also define specific expected outcomes and clearly assign the agencies, individuals and groups responsible for leading, directing and implementing each task.
