Under Decree 179/2024, talented individuals working in public agencies will receive special privileges, including priority access to rental housing, low-interest home loans guaranteed by their organizations, and top priority for purchasing social housing.

The decree, effective from January 1, 2025, introduces a range of policies to attract and retain talented individuals in key roles across government and socio-political organizations in Vietnam.

Exclusive benefits for talented civil servants

Nguyen Tuan Ninh, Director of the Civil Servant and Public Employee Department under the Ministry of Home Affairs, highlighted that the new decree establishes a comprehensive framework to recognize and reward talented civil servants and public employees (CBCCVC).

These individuals will be entitled to an additional monthly allowance equivalent to 150% of their current salary upon official recognition.

Talented individuals will also receive priority consideration for leadership roles, senior specialist positions, and key project management responsibilities.

They will be sponsored for at least one domestic or international professional development program annually, with full financial support for training, research, or exchange initiatives.

In addition, talented civil servants can propose participation in international conferences and workshops, as well as lead state-funded scientific research projects.

A standout provision includes a seven-day domestic vacation for recognized individuals and their families, with additional allowances for experts, managers, and top scientists to include up to five family members.

“These measures reflect a focus not only on professional support but also on the well-being of talented individuals and their families,” noted Nguyen Tuan Ninh.

Support for housing and financial stability

The decree prioritizes talented individuals for subsidized housing options and allows them to access low-interest home loans from the Vietnam Bank for Social Policies.

They will also be given top priority for purchasing social housing, as stipulated by national housing laws.

For those with significant contributions, government agencies will allocate official housing to ensure their stability and motivation.

The decree also establishes the National Talent Development Fund, a financial entity outside the state budget, managed by the Ministry of Home Affairs.

The fund will support policies to nurture and develop talent, providing financial backing for scholarships, research projects, and other talent-oriented initiatives.

Additionally, talented individuals achieving exceptional performance in their roles will receive salary increases ahead of schedule, bonus agreements under employment contracts, and other incentives based on their contributions.

The decree, comprising 23 articles, supersedes Decree 140/2017 on attracting outstanding graduates and young scientists and nullifies certain provisions in Decree 138/2020 regarding civil servant recruitment and management.
