The proposal is part of a draft circular amending several provisions of Circular No. 50/2025/TT-BCT, issued on November 7, 2025, which outlines the roadmap for blending biofuels with traditional fuels in Vietnam.
Specifically, the ministry suggests revising Clause 1, Article 4 on the implementation timeline. Under the new proposal, all unleaded gasoline - in accordance with current national technical standards - must be blended into E10 before distribution nationwide.
Previously, the regulation set June 1, 2026, as the deadline for nationwide E10 adoption. If approved, the new timeline would bring the rollout forward by one month.
In practice, since August 2025, several companies have piloted E10 sales at fuel stations in major cities such as Ho Chi Minh City, Hanoi and Hai Phong.
According to Vietnam National Petroleum Group (Petrolimex), biofuel is no longer a concept for the future but has already become a standard requirement in many global economies. With expanded E10 distribution beginning this April, Vietnam is accelerating its participation in the global transition toward green energy.
Petrolimex emphasized that choosing E10 is not merely a shift in consumer habits but also a contribution to broader sustainable development goals. The company has completed nine blending facilities and upgraded more than 2,800 retail stations nationwide to meet storage and distribution standards for E10.
“Following successful pilot programs in Ho Chi Minh City since August 2025, we have not recorded any incidents reported by vehicle users,” Petrolimex stated. The company added that E10 can help optimize engine performance, as ethanol’s higher octane rating supports smoother combustion.
E10 fuel is also considered safe for most vehicles manufactured after 2000. Consumers are advised, however, to ensure they select fuel compatible with their engine standards, such as Euro 3, Euro 4 or Euro 5, to maintain optimal performance and protection.
Similarly, Vietnam Oil Corporation (PVOIL) announced that it is ready to distribute E10 RON95 across its network of nearly 1,000 fuel stations nationwide starting in April 2026.
“In a world facing ongoing uncertainties, each use of E10 contributes to stabilizing fuel supply,” PVOIL noted.
