The Minister of Ethnic and Religious Affairs has assigned 72 tasks to departments and units for implementing the Politburo’s Resolution No. 57-NQ/TW through the end of 2026. These comprise 36 tasks with specific deadlines and 36 ongoing assignments.

Units have proactively drawn up implementation schedules, clearly assigned personnel and established responsibility for outcomes. Each task must meet the “six clear” principle: clear person, clear task, clear timeline, clear responsibility, clear deliverable and clear authority.

After more than a month of implementation, the units have gradually moved beyond reviewing and assigning responsibilities to carrying out the work and producing tangible results.

As of Aug. 21, nine of the 36 deadline-based tasks had been completed, 21 remained within schedule and six were overdue. Completed assignments were concentrated at the Government Committee for Religious Affairs, the Policy Department and the Digital Transformation Center.

Notably, six of the 15 components of the ethnic affairs database have been implemented, equivalent to 40%, with four groups of data created. A total of 919 accounts have been registered, of which 657 have been granted access.

The Digital Transformation Center is finalizing the data and has identified three groups containing 109 information fields for connection to the National Data Center before Sept. 20. Further improvements will continue through the end of the year.

For the religious affairs database, a data catalogue has been issued comprising nine categories and 531 information fields. The Government Committee for Religious Affairs is completing the data, documentation and technical requirements, aiming to connect the system to the National Data Center before Sept. 20.

The project to upgrade the information system for handling administrative procedures has completed its documentation but cannot yet be implemented because funding has not been allocated. All 58 administrative procedures have been publicly listed, including 35 that are available as fully online public services.

At the meeting, delegates focused on resolving obstacles involving data collection and updating, infrastructure, information security, funding, disbursement and human resources for digital transformation.

Concluding the meeting, Deputy Minister Nguyen Hai Trung instructed the Digital Transformation Center, the Policy Department, the Government Committee for Religious Affairs and other relevant units to concentrate resources and urgently complete outstanding work, ensuring that both the ethnic affairs database and the religious affairs database are connected to the National Data Center before Sept. 20.

The deputy minister stressed that the databases must clearly define the scope of data collection, procedures for creating data, responsibility for updates and methods of data use. Data quality must not only be “accurate, complete, clean, live, consistent and shared,” but also support effective use and state management.

The Government Committee for Religious Affairs was instructed to develop a comprehensive plan for collecting religious data, clearly defining the content, methods, responsibilities and funding required for implementation.

The Digital Transformation Center will continue to serve as the focal point for technical matters, system architecture, connectivity and information security, while specialized units will determine their needs and define the content and purposes for which the data will be used.

Deputy Minister Nguyen Hai Trung also required every task to be tied to a specific, measurable and assessable deliverable. Issues beyond the authority of individual units must be promptly reported for resolution to ensure progress in implementing Resolution No. 57-NQ/TW.
