Vietnam’s Drug Administration under the Ministry of Health announced on June 2 that it had imposed an administrative fine of VND112.5 million ($4,330) on The Vigo Trading Service Import Export Co., Ltd., based in Ho Chi Minh City, for multiple violations related to cosmetics management.

According to the agency, the company was found to be marketing three cosmetic products whose formulations did not match the approved product registration dossiers:

Laboratorios Babé - Stop Akn Hidratante Reparadora/Stop Akn Repairing Moisturiser, registration receipt No. 177124/22/CBMP-QLD issued on August 11, 2022.

Revision Skincare Retinol Complete 0.5, registration receipt No. 228904/24/CBMP-QLD issued on March 12, 2024.

Ekseption White-Up Sorbet, registration receipt No. 215050/23/CBMP-QLD issued on October 24, 2023.
All three products have been ordered recalled and destroyed nationwide. Their registration certificates have also been revoked by the Drug Administration.

On e-commerce platforms and sales websites, the products were marketed as premium cosmetics with retail prices ranging from VND1.1 million to VND3.5 million ($42-$135).

The company was also found to have advertised three cosmetic products using content inconsistent with approved product dossiers and advertising certifications:

Laboratorios Babé - Stop Akn Hidratante Reparadora / Stop Akn Repairing Moisturiser.

Laboratorios Babé Depigment+ Sérum Intensivo / Depigment+ Intensive Serum.

Ekseption Hyaluronic Peptides Mixlab Serum.

The Drug Administration has ordered the company to correct the information published on its website.

Additional violations uncovered

Thanh Lam One Member Co., Ltd., also based in Ho Chi Minh City, was fined VND195 million ($7,500) for three separate violations.

The company was found to be distributing Pressensa Quality Dermal Solutions Defencextra 80+ SPF sunscreen, registration receipt No. 269773/25/CBMP-QLD issued on March 24, 2025, despite the product's formulation differing from the approved registration dossier. The product has been suspended from circulation, recalled and ordered destroyed, while its registration certificate has been revoked.

Thanh Lam was also found to be distributing MesoInstitute Hair Repair Hair Solution, registration receipt No. 296258/25/CBMP-QLD issued on October 22, 2025, whose original labeling contained information that misrepresented the product’s nature and function, potentially leading consumers to believe it was a medicinal product. The Ministry of Health has ordered its recall.

In addition, the company was found to be marketing 18 cosmetic products with Product Information Files (PIFs) that did not meet legal requirements.

Nearly VND2.87 billion in fines issued within one week

The two companies are among 17 pharmaceutical and cosmetics businesses sanctioned by the Ministry of Health over the past week, from May 27 to June 2.

Total fines imposed during the period reached VND2.87 billion ($110,400).

Most violations occurred in the pharmaceutical sector and involved failures to complete required procedures for registering changes and supplements to circulation licenses before marketing drugs and pharmaceutical ingredients, failing to notify authorities of minor changes, and failing to declare projected wholesale prices before products entered the market.

The largest penalty was imposed on Mediplantex Pharmaceutical Joint Stock Company in Hanoi, which was fined VND310 million ($11,930) for administrative violations involving 23 pharmaceutical products and batches.

The latest enforcement actions are part of broader efforts by Vietnamese health authorities to strengthen oversight of pharmaceutical and cosmetics products and improve consumer protection standards nationwide.
