The Vietnam Economic Forum 2025 – Outlook for 2026 was held on December 16, 2025, at the Government Headquarters in Hanoi under the theme “Vietnam’s Economy: Rapid and Sustainable Growth, Green Transition in the Digital Era.”

Jointly chaired by the Central Policy and Strategy Commission and the Government, the Forum featured a high-level plenary session and two thematic sessions focused on reviewing macroeconomic performance in 2025, identifying challenges for 2026–2030, and proposing strategies to achieve “double-digit” growth alongside digital and green transitions.

As a representative of the technology enterprise sector, CMC participated in the Forum and hosted a side exhibition booth showcasing AI-based solutions for urban management, public security–transportation, and grassroots-level digital transformation.

Three policy recommendations: Empowering private-sector innovation

In his address to the Forum, Nguyen Trung Chinh, Chairman of CMC Technology Group, emphasized the importance of maintaining the “dual transformation” approach - integrating digital transformation with green growth - as a long-term engine of national development. He called on policymakers to leverage the leadership potential of the private sector, in alignment with national resolutions on science, technology, innovation, and private enterprise.

Recommendation 1: Entrust national digital infrastructure to the private sector

Chairman Nguyen Trung Chinh urged the government to boldly assign investment and development of key digital infrastructure - including data centers, cloud platforms, AI, and shared digital services - to private enterprises rather than relying mainly on state-owned entities.

He argued that broadening the scope for private-sector participation would ease pressure on public investment, attract high-quality capital, and enhance competitiveness.

Recommendation 2: Competitive data policy to position Vietnam as a Digital & AI Hub

Citing comparative studies of regional digital policies, CMC proposed that Vietnam should enhance institutional competitiveness to attract global tech giants.

The Chairman proposed the following actions:

Develop a benchmarking matrix comparing Vietnam’s data and digital policies with those of regional hubs such as Singapore and Malaysia to pinpoint existing policy gaps.Build a governance framework for digital data that is both competitive and distinct within ASEAN, aimed at positioning Vietnam as a regional Digital & AI Hub.

Recommendation 3: Ecosystem and talent - advancing a “triple helix” model

To develop a sustainable innovation ecosystem, Nguyen Trung Chinh advocated a “triple helix” model connecting Government, Universities, and Enterprises, with businesses serving as anchors for science, technology, and innovation spaces.

CMC recommended:

Planning large-scale science and innovation cities in strategic localities.Assigning science and tech zones in Hanoi, Ho Chi Minh City, and Da Nang to university–enterprise models like CMC Uni, thereby accelerating research, training, and commercialization.

CMC AI camera draws attention from national leaders

At the side exhibition held at the Government Headquarters, CMC demonstrated its AI surveillance camera system, with live video streams from units being piloted in a Hanoi ward.

This system can detect a variety of incidents - from traffic accidents and physical altercations to illegal parking, fires, and explosions - and issue real-time alerts to help authorities maintain public safety and urban order.

Chairman Nguyen Trung Chinh introduced the technology to Prime Minister Pham Minh Chinh, stating: “If approved, CMC’s AI Camera solution can be integrated into the home surveillance systems already used by hundreds of thousands - if not millions - of households nationwide. These devices would then become AI-enabled guardians, protecting every home around the clock.”

Technically, the system is designed for behavioral anomaly detection and supports traffic control, urban safety, and emergency monitoring.

Smart governance from the grassroots up

In addition to the AI Camera system, CMC showcased a new suite of eight digital transformation products for local governments, developed for ward/commune-level administration. These tools, previously launched at Techfest Vietnam 2025, form a comprehensive ecosystem designed to enhance local governance, citizen services, and economic development.

According to CMC representatives, their approach - “bringing AI to the front line” - aligns with the company’s policy recommendations at the Forum, reinforcing a unified vision: to transform Vietnam’s “dual transformation” strategy into tangible, measurable, and scalable outcomes, driving sustainable growth in the 2026–2030 period.
