According to Chief Justice Quang, courts nationwide handled 683,341 cases, resolving and adjudicating 618,341 of them, achieving a resolution rate of 90.49%, up 0.77% from the previous year.

The rate of verdicts or decisions overturned or amended due to subjective errors was 0.69%, a drop of 0.08% from the previous year, meeting National Assembly targets.

In criminal matters, courts resolved 98.63% of cases involving 97.38% of defendants - an increase of 0.45% in cases and 0.56% in defendants over the previous year, exceeding the National Assembly’s goals by 10.63%.

Criminal trials were noted for being strict, accurate, and in accordance with the law.

Courts also strictly handled several major cases under the supervision of the Central Steering Committee on Anti-Corruption, earning high public approval.

In civil proceedings, courts reached an 88.64% resolution rate, 1.13% higher than the previous year and 10.64% above the National Assembly’s targets.

By September 30, there were no cases exceeding the legal processing time limit due to subjective reasons.

Administrative cases were resolved at a rate of 81.99%, up 5.07% from the previous year and 21.99% above expectations.

However, Chief Justice Quang acknowledged some judgments and decisions were still overturned due to internal errors, and a number of officials had violated internal rules and legal regulations.

Hoang Thanh Tung, Chairman of the National Assembly's Committee for Legal and Judicial Affairs, emphasized that courts had accelerated processing and improved the quality of case handling, meeting and exceeding many of the Assembly’s benchmarks.

Criminal cases were largely tried within the legal time limits, and the 98.63% resolution rate was praised as surpassing expectations. Trials remained largely fair and legally sound.

The committee affirmed that judicial quality was maintained, with no cases of wrongful conviction identified. The rate of rulings overturned for subjective reasons remained within approved limits.

High-profile anti-corruption and misconduct cases overseen by central and provincial steering committees were tried strictly and promptly, with strong asset recovery efforts that drew public praise.

Still, some criminal, civil, and administrative verdicts continued to be overturned due to subjective issues. For administrative decisions, the reversal rate stood at 3.72%, still above the National Assembly’s goal.

Over USD 1.86 billion in assets recovered through judicial measures

Also this morning, Prosecutor General of the Supreme People’s Procuracy, Nguyen Huy Tien, presented a report on the agency’s performance in 2025.

In criminal prosecutions, the Procuracy emphasized strict adherence to legal principles, ensuring that civil, economic, and administrative disputes were not criminalized, and vice versa. The agency also took a strong stance against wrongful prosecutions and missed charges.

Nationwide, the Procuracy reviewed and supervised 134,427 criminal information reports, achieving full coverage. It issued 97,694 formal requests for investigation agencies to verify criminal information.

It conducted 1,829 direct inspection sessions, called for prosecution in 703 cases, and requested the annulment of 30 prosecution decisions (up 50% from the previous year). It directly initiated investigations in 70 cases (a 233.3% increase).

The agency supervised investigations of 133,093 cases involving 239,756 defendants and issued 94,545 investigative requests. It declined to approve 681 coercive measures and annulled 959 temporary detention orders.

Prosecutors supervised court proceedings in 95,237 cases involving 192,113 defendants. The Procuracy filed 553 appellate protests, of which 86.7% were accepted, surpassing the target by 16.7%.

The Procuracy also issued 75 cassation and retrial protests, 88.3% of which were accepted, exceeding the benchmark by 13.3%.

Notably, in 2025, there were no instances in which courts declared a defendant not guilty after charges were filed.

The Procuracy worked closely with the Ministry of Public Security and the Supreme People’s Court to investigate, prosecute, and adjudicate major corruption and economic crimes under the direction of the Central Steering Committee.

Authorities applied legal measures to secure the recovery of VND 45,531 billion (approximately USD 1.86 billion), including nearly VND 4,000 billion (USD 163 million) under Resolution 164/2024, which piloted handling of material evidence and assets.
