This morning, the National Assembly officially opened the final session of its 15th term, addressing several significant issues, including the election and confirmation of key leadership positions such as Deputy Prime Minister, ministers, the Secretary-General of the National Assembly, and committee chairpersons.

This session serves not only to summarize a term marked by reforms, democratic processes, accountability, and effectiveness, but also as preparation for the upcoming 16th National Assembly term.

The session is expected to last around 40 days and will conclude on December 11. During this period, the National Assembly will review and decide on 66 items and item groups.

On legislative matters, delegates will deliberate and pass 49 laws and 4 resolutions, making this the session with the highest volume of legislative content since the start of the 15th term.

The National Assembly will also review and decide on 13 major topics concerning socio-economic matters, state budgeting, oversight, and other vital national issues.

In addition, delegates will discuss a comprehensive report on the performance of government members, the Chief Justice of the Supreme People’s Court, the Chief Procurator of the Supreme People’s Procuracy, and the State Auditor General.

These discussions pertain to the implementation of resolutions from the 14th and 15th terms of the National Assembly regarding thematic supervision and questioning. Delegates will also debate the draft report on the 15th term's overall performance.

The National Assembly will review the 2021-2026 term reports of the President, the Government, the National Assembly Standing Committee, the Ethnic Council, the National Assembly’s committees, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit Office. It will also approve a resolution summarizing the entire 2021-2026 term, along with several other key decisions.

This session marks a shift in how the National Assembly supervises the implementation of its resolutions. Unlike previous sessions, this time delegates will not directly question government officials. Instead, agencies will submit full reports, and delegates will send their questions in writing. Responses will also be provided in writing, and the National Assembly will compile these into a report, reserving one session for discussion.

On September 15, a joint conference between the Party Committee of the National Assembly and the Party Committee of the Government reached consensus on key preparations for the 10th session. Despite the heavy workload, the session’s agenda has been carefully and efficiently organized.

Both sides reaffirmed their commitment to unity and responsibility, working together for the nation's and people’s interests. They aim to ensure this session becomes a historic milestone, leaving a lasting impression on the 15th term.

At the recent 13th Central Committee conference, opinions on personnel matters were gathered, enabling the Politburo to recommend the National Assembly vote for the Secretary-General, two committee chairpersons, and approve the appointment of the Deputy Prime Minister and ministers during this 10th session.

Based on decisions from the Central Committee and proposals from authorized bodies, the National Assembly will review and decide on several key personnel matters under its jurisdiction. This includes electing, confirming, or dismissing certain state leadership positions.

According to the Deputy Chair of the Committee for Deputy Affairs, personnel decisions are a highlight of the 10th session and are being closely followed by voters and the public. The National Assembly will deliberate and make decisions on various leadership positions under its authority.
