The National Assembly will consider and decide on 27 agenda items, including the passage of 20 laws and legally binding resolutions.
The chairman urged the government to expedite preparations to ensure the quality of all draft laws and resolutions submitted to the session. He also called on National Assembly agencies to further strengthen the quality of their review and appraisal process for the legislative proposals.
Earlier, National Assembly Secretary General and Chairman of the National Assembly Office Le Quang Manh presented a report on preparations for the session. He said the break between the two phases is expected to last about five days, allowing relevant agencies time to review, revise and refine draft legislation based on lawmakers' feedback before resubmitting it to the Standing Committee for further consideration and finalization ahead of the voting stage.
With limited time remaining, Manh urged all relevant agencies to promptly finalize official documents for submission to National Assembly deputies no later than July 20 for draft laws and legally binding resolutions, and July 15 for other draft resolutions and proposals.
During the session, lawmakers are expected to consider and pass 20 laws and legally binding resolutions, including amendments to the Law on State Compensation Liability; the revised Housing Law; the revised Law on Real Estate Business; amendments to the Investment Law concerning the list of conditional business sectors; amendments to the Law on the State Bank of Vietnam; the Law on Anti-Money Laundering; the Law on Credit Institutions; amendments to the Law on Architecture; and the Law on the Prevention of the Proliferation of Weapons of Mass Destruction.
Notably, lawmakers will give their first opinions on four major draft laws: the revised Penal Code, the revised Criminal Procedure Code, the revised Land Law, and a draft law consolidating the Law on the State Budget and the Law on Public Investment.
The National Assembly will also decide on three issues of national importance: the investment policy for the Ring Road 5 project in the Hanoi Capital Region, adjustments to the investment policy for the Lao Cai–Hanoi–Hai Phong railway project, and the establishment of Quang Ninh City.
Lawmakers are expected to hold joint discussions on draft laws and resolutions covering related sectors or submitted and reviewed by the same agencies. Priority will also be given to discussing issues that have already been considered by the government at thematic meetings and reviewed by the National Assembly Standing Committee.
