The Ministry of Finance said tax authorities have inspected 30 major real estate companies and proposed financial handling totaling more than VND565.6 billion (US$21.6 million). In 2026, another 45 property companies have been selected for tax inspections.

Strengthening tax debt collection and resolving land-related issues

The Ministry of Finance recently responded to recommendations submitted by voters in Da Nang and forwarded by the National Assembly's Committee for Public Petitions and Oversight following the first session of the 16th National Assembly.

Voters urged the ministry and tax authorities at all levels to strengthen inspections, strictly handle violations and fully recover outstanding tax debts and long-running tax evasion involving companies developing large-scale real estate projects, in order to ensure fairness and transparency in tax administration.

In its response, the Ministry of Finance said it has instructed tax authorities nationwide to strengthen the review and classification of tax debts, regularly remind taxpayers to fulfill their obligations to the state budget, and promptly apply compulsory enforcement measures under the Law on Tax Administration against persistent tax debtors.

For land-related debts arising from real estate projects, tax authorities regularly monitor and review outstanding obligations to ensure collection in accordance with regulations.

However, the ministry noted that resolving some outstanding debts depends on decisions by competent state authorities regarding land-related matters, including land valuation or revaluation, the determination of land-related financial obligations and the settlement of legal issues affecting individual projects.

Therefore, alongside debt management measures prescribed under tax law, tax authorities are coordinating with relevant local agencies to resolve outstanding issues and accurately determine land-related financial obligations, providing the basis for recovering unpaid revenues for the state budget.

In the coming period, the Ministry of Finance will continue directing tax authorities to strengthen debt management and accelerate the recovery of tax arrears, including land-related revenues.

It will also continue working with ministries, sectors and local governments to address obstacles in determining land-related financial obligations, helping improve debt recovery efforts.

Inspections of 30 developers result in proposed handling of over US$21.6 million

Regarding calls to strengthen tax inspections of large real estate projects, the Ministry of Finance said that under the Law on Inspection 2025 and the Law on Tax Administration 2025, tax authorities no longer perform specialized tax inspections.

Instead, they now conduct compliance inspections of taxpayers in accordance with the Law on Tax Administration.

The tax authority manages tax obligations for all taxpayers, including real estate companies, and conducts annual compliance inspections based on risk management principles.

In 2025, as part of efforts to combat revenue losses in the real estate sector and verify tax compliance, tax authorities launched a specialized inspection program covering 30 major real estate companies nationwide under their respective management jurisdictions, primarily in Hanoi and Ho Chi Minh City.

To date, tax authorities have issued 26 administrative violation decisions, with total proposed financial handling amounting to VND565.6 billion (US$21.6 million).

The average proposed financial handling reached VND21.7 billion (US$830,000) per inspection, around 18 times higher than the average of VND1.2 billion (US$46,000) per inspection across businesses in general during 2025.

In 2026, in addition to continuing efforts to recover outstanding tax debts, tax authorities will further review and assess risks among real estate companies, identifying the sector as one of the priority areas for inspection.

Accordingly, provincial and municipal tax authorities have prepared specialized inspection plans covering 45 real estate companies.

In Da Nang alone, 10 companies are expected to undergo tax inspections.
