The overall objective is to transform the Mong Cai border-gate economic zone in particular and Quang Ninh province in general into a major hub for import-export activities, trade, services, tourism and border-gate economy within the northern key economic region. The crossing is also expected to serve as a key gateway for goods trade between ASEAN countries and China, as well as other markets.
Under the scheme, customs clearance time is expected to be reduced to around four to six hours, while clearance-related costs – including terminal, transport and service fees on both sides of the border – are projected to fall by approximately 30 to 40%. The initiative also aims to ensure smooth cargo flows and minimise supply-chain disruptions during natural disasters or disease outbreaks. By 2030, clearance capacity at the Mong Cai international border gate is expected to triple the current level.
The smart border-gate model at Mong Cai – Dongxing will be developed through the application of modern science and technology. Passenger entry and exit controls will be implemented at Bac Luan Bridge I, while controls for transport vehicles and import-export goods will be handled at Bac Luan Bridge II.
Goods selected for clearance under the model include farm produce, frozen seafood, electronic products and electronic components from Vietnam, along with electronic goods and components from China, as well as other items to ensure the effectiveness of the scheme.
Regarding the implementation roadmap, Phase 1 will be carried out this year. At Bac Luan Bridge I, the pilot will focus on entry and exit control for passengers, using existing infrastructure, with services targeting border residents and travellers. Completion is scheduled for the first quarter.
At Bac Luan Bridge II, infrastructure for the smart border gate will be constructed, including dedicated lanes and the installation of equipment to support unmanned intelligent guided vehicles (IGVs), with a target of 24/7 operations. An intelligent operations centre will also be established.
Phase 2, from 2027 to 2030, will see the expansion of the border-gate boundary at Bac Luan Bridge I to increase space for immigration procedures and add more automated control lanes.
At Bac Luan Bridge II, the model will be fully deployed, with additional dedicated lanes and enhanced clearance capacity through IGV-based transport or the development of a mono-rail (sky-rail) cargo system, depending on actual freight volumes. Vietnamese authorities will also coordinate with their Chinese counterparts to study the construction of cross-border facilities serving smart border-gate operations, while continuing to expand and invest in supporting infrastructure such as the Bac Luan II logistics park, an e-commerce centre, and logistics warehouses.
The pilot scheme will run until December 31, 2030./. VNA
