
The Government Office has released a notice summarizing conclusions by Prime Minister Pham Minh Chinh following his inspection of the construction progress of Gia Binh International Airport and the road connecting the airport with Hanoi.
During the on-site inspection, the Prime Minister requested ministries, agencies, local authorities and relevant organizations to make greater efforts, act proactively and mobilize internal resources to implement assigned tasks with the guiding principle: “no wasting a single day, no delay of a week, no missed opportunity in a month, and no passivity throughout the year.”
The Prime Minister instructed the Bac Ninh provincial People’s Committee to urgently review and adjust relevant planning schemes within its authority. The planning must adopt a long-term vision of at least 100 years, emphasizing strategic thinking and large-scale development, with completion targeted within March.
To ensure project objectives are met, the Prime Minister assigned the Ministry of Public Security to lead coordination with the Bac Ninh provincial People’s Committee and other ministries in preparing a report. The report will enable the Standing Committee of the Government Party Committee to work with the Standing Committee of the National Assembly Party Committee regarding permission to implement National Assembly Resolution 256/2025 and expand the scope of Government Resolution 03/2025 for the project connecting Gia Binh Airport with Hanoi.
If additional mechanisms or policies beyond current regulations are required, a proposal may be made for the government to issue a pilot resolution.
If necessary, Bac Ninh province may decide within its authority to implement the project under the category of urgent construction works to ensure synchronization with Phase 1.1 of the Gia Binh International Airport project by February 2027 in preparation for hosting APEC.
The Prime Minister also requested relevant ministries, agencies and localities including Hanoi, Bac Ninh, Hung Yen, Hai Phong and Quang Ninh to review the progress of infrastructure projects connecting to Gia Binh Airport, including roads, railways and seaports.
During implementation, he emphasized that progress, quality, safety and environmental sanitation must be strictly ensured, while corruption, misconduct and waste must be resolutely prevented.
Bac Ninh province has been assigned to lead coordination with the Ministry of Finance, the Ministry of Public Security and relevant agencies to urgently finalize the proposal for establishing a next-generation free trade zone associated with the development of the Gia Binh airport economic zone. The proposal must be submitted to competent authorities within March.
The Prime Minister also tasked Vietnam Electricity (EVN) with reviewing solutions to ensure sufficient and continuous power supply. Vietnam Posts and Telecommunications Group (VNPT) and the Military Industry and Telecommunications Group (Viettel) will provide telecommunications services, information and signaling systems. Bac Ninh province will ensure water supply and other strategic infrastructure during construction, operation and exploitation of Gia Binh International Airport.
Relevant ministries and localities must proactively coordinate with Hanoi and Bac Ninh during project implementation within their authority, particularly in site clearance and relocation of technical infrastructure.
Bac Ninh province is responsible for providing construction materials to Hanoi, investors and contractors in accordance with legal regulations, and must promptly report to competent authorities on matters beyond its authority.
The Ministry of Public Security has also been assigned to study and propose an investment plan for constructing an expressway connecting Gia Binh Airport with Hai Phong, ensuring synchronized connectivity and maximizing the investment efficiency of the project.
