The Government has issued Decree No. 225/2026, which defines the functions, responsibilities, powers and organizational structure of the Ministry of Science and Technology (MOST).

MOST is a government ministry responsible for state management of scientific research, technology development, innovation, high technology, strategic technologies, science and technology capacity building, intellectual property, standards and technical regulations, metrology, product and goods quality, atomic energy, radiation and nuclear safety, postal services, telecommunications, radio frequencies, the digital technology industry, information technology applications, artificial intelligence and related sectors.
Under the decree, the ministry consists of 25 units.
The administrative units assisting the minister in performing state management functions include the Department of Postal Services; Department of Technology Assessment and Appraisal; Department of Engineering Science and Technology; Department of Social Sciences and Natural Sciences; Department of Digital Economy and Digital Society; Department of International Cooperation; Department of Planning and Finance; Department of Legal Affairs; Department of Personnel and Organization; the Ministry Office; the National Commission for Standards, Metrology and Quality; the Authority for Radiation and Nuclear Safety; the Central Post Authority; the National Digital Transformation Agency; the Digital Technology and Artificial Intelligence Agency; the Innovation Agency; the Startup and Technology Enterprise Agency; the Intellectual Property Office; the Radio Frequency Authority; the Agency for Science Information, Statistics and Evaluation; and the Telecommunications Authority.
Public non-business units supporting the ministry's state management functions include the Academy of Science and Technology Strategy, VnExpress newspaper, the Vietnam Journal of Science and Technology, and the Digital Transformation Center.
The Authority for Radiation and Nuclear Safety is designated as a Class I authority. Both the Authority for Radiation and Nuclear Safety and the National Commission for Standards, Metrology and Quality are authorized to use the national emblem on their official seals.
The Minister of Science and Technology is responsible for submitting to the Prime Minister the list of other public non-business units under the ministry. The minister is also authorized to define the functions, responsibilities, powers and organizational structures of subordinate units in accordance with the law.
Under the decree, the ministry is responsible for submitting to the Government draft laws, National Assembly resolutions, ordinances, resolutions of the National Assembly Standing Committee and government decrees under the Government's annual legislative program, as well as other draft resolutions, projects and proposals assigned by the Government or the Prime Minister.
The ministry is also authorized to issue circulars, decisions, directives and other legal documents covering sectors within its state management responsibilities.
MOST is responsible for directing, guiding, supervising and organizing the implementation of approved legal documents, strategies, plans, programs and projects.
In addition, the ministry performs state management functions related to science, technology and innovation; science and technology capacity building; innovation and digital transformation; intellectual property; standards, technical regulations, metrology and product quality; atomic energy; radiation and nuclear safety; postal services; telecommunications; radio frequencies; digital technology and artificial intelligence; national digital transformation; electronic transactions; and international cooperation and integration.
The decree also assigns the ministry a number of additional responsibilities.
