Through monitoring efforts, the Department of Broadcasting, Television, and Electronic Information (Ministry of Information and Communications) discovered that iQIYI continued to broadcast programs in Vietnam without complying with Vietnamese regulations.

The agency recently issued a notice requesting that iQIYI, a Chinese-based company, strictly adhere to Vietnamese law regarding cross-border paid television services on its platform.

Previously, on April 28, 2023, iQIYI submitted a report to The Department of Broadcasting, Television, and Electronic Information indicating its intention to comply with Vietnamese broadcasting regulations. iQIYI stated it had removed all non-film content from its services in Vietnam, ceased offering paid television broadcasting, and transitioned to providing film streaming services in accordance with Vietnamese cinema laws.

However, monitoring by the Department revealed that iQIYI was still streaming programs in Vietnam in violation of Government Decree No. 71/2022/ND-CP, which amended certain provisions of Decree No. 6/2016/ND-CP concerning the management and provision of broadcasting services.

At a recent meeting with the Department of Broadcasting, Television, and Electronic Information, iQIYI expressed commitment to learning from this issue, pledging to prevent similar instances and strictly follow Vietnamese laws concerning cross-border paid television services.

To uphold legal compliance and ensure a fair and healthy business environment, the Department of Broadcasting, Television, and Electronic Information urges all companies providing cross-border broadcasting services in Vietnam to strictly comply with local regulations.
