Vinh Phuc province has about 5% of its population being ethnic minorities, mainly the San Diu, Dao and Cao Lan ethnic groups who live in the districts and cities of Phuc Yen, Binh Xuyen, Tam Dao, Lap Thach, and Song Lo.

With the view that all people will enjoy the fruits of the development of Vinh Phuc province, the pilot project to build a typical cultural village model is being drastically implemented. For areas where ethnic minorities live, building a typical cultural village model is especially important, not only contributing to improving material life and spiritual culture but also preserving and promoting the good traditional values of ethnic groups, creating high consensus and consistency from the people.

Over 61% of the population of Minh Quang commune in Tam Dao district are the San Diu ethnic people. The economy is mainly agricultural production. Ban Long village has a large number of San Diu ethnic people living many unique customs, traditions and culture such as: Soong co singing, folk festivals and typical products of rice cake dipped in honey, ant egg cake, black sticky rice, honey... It has many potentials and advantages for developing eco-tourism and community tourism, so it was chosen to build a pilot model of the cultural village.

Dong Dong village in Quang Yen commune, Song Lo district has 200 households with more than 900 people, 95% of them are the Cao Lan ethnic group. Local people have always been conscious of preserving customs and practices imbued with the cultural identity of their ethnic groups. In addition to the large-scale planting festival, local people also organize dancing and singing, recreating scenes of labor and daily activities of their ethnic groups such as: Sinh ca dancing, love-match singing, clearing fields, praying for good seasons, organizing folk games such as shuttlecock throwing, crossbow shooting, goat fighting, pot smashing... on special occasions of the year.

Mr. Nguyen Tien Toan, Deputy Secretary of the Party Committee, Chairman of Quang Yen Commune People's Committee affirmed that the implementation of building a cultural village model in Dong Dong village will help the locality promote its existing potential for economic development, improving the material and spiritual lives of the people. This is also a step forward in the movement of All People Uniting to Build a Cultural Life.

Immediately after being selected to pilot the construction of the cultural village model, the local People's Committee established a steering board, with specific tasks assigned to each member. At the same time, it has carried out the construction planning of Dong Dong village cultural center with an area of 10,000 m2, including the hall, traditional house, mini football field, volleyball court, swimming pool, cultural display area...

The implementation of the pilot project to build a cultural village model in Dong Dong village, Quang Yen commune is receiving high approval from the people because they are the direct beneficiaries of the results of social-economic development.

"After completing the construction of the Cultural Village Model, visitors to Dong Dong village can stay at the stilt houses of the Cao Lan ethnic people to learn about the customs and practices of the local people. In addition, they can also visit booths displaying typical local agricultural products, the Cao Lan ethnic cultural space, and watch performances of Sinh ca dances, upland dances, and downfield dances... Local people will directly become tour guides to introduce to tourists the typical culture and living habits of their people, contributing to creating more jobs and increasing income for local residents," Mr. Toan said.

Dao Tru commune, Tam Dao district has over 80% of the population who are San Diu ethnic people. Luc Lieu village has a large number of San Diu ethnic people with many typical customs, traditions and culture such as: Soong co singing, folk festivals and typical products of rice cake dipped in honey, ant egg cake, black sticky rice, honey... With many potentials and advantages for developing eco-tourism and community tourism, this village was chosen to pilot the cultural village model.

Luc Lieu village is located at the gateway of the commune, near some planned tourism projects of Tam Dao district such as: Vinh Thanh lake and Dong Mo Lake resort; Tam Dao tourist area 2. With a total area planned for the construction of the village's cultural institution area of nearly 1 hectare, when the project is completed, this work can serve a large number of local people as well as tourists with the opportunity to experience and enjoy the unique culture and cuisine of the San Diu ethnic people.

Although it is only in the early stages, the government and people in localities where have ethnic minorities expect that the project will contribute to promoting service development, traditional craft villages and agricultural products, thereby improving people's income and promoting good local cultural values.
