Of these, the national population database became operational on July 1, 2021 with the purpose of setting up a core information system and original database for all Vietnamese citizens. 

Tan, who is Deputy Head of the Police Department for Administrative Management of Social Order (C06) under MPS, said these are the government’s commonly shared databases to connect with the databases of ministries, branches and localities, thus interconnecting data to serve population management. 

State agencies can use the database which will help reduce the amount of documents and information declarations, and simplify administrative activities.

The identity card production, granting and management system has been built. To date, more than 71.7 million chip-based identity cards have been granted to citizens.

“The chip-based identity cards open up new opportunities in developing services that ensure security, safety and administrative reform,” Tan said.

Particularly, with the national database on population and the database on identity cards, MPS has set up electronic identification and officially granted electronic identity accounts, which was put into operation on July 18.

Vietnam will soon apply electronic identification.

Vietnamese have benefited from the application of population databases and electronic identification in accordance with the roadmap set in Project 06.

People now can use chip-based identity cards instead of health insurance cards at 87 percent of total healthcare centers nationwide. 

As many as 2,514,944 citizens have used chip-based identity cards for medical examinations instead of social insurance cards, and to deposit/withdraw money at ATMs, and make secured transactions on mobile phones on digital platforms.

These are breakthroughs in reform in administrative procedures and electronic transactions.

It is estimated that at least VND50 billion can be saved as students now do not have to take photos to register to attend national exams as they can register online. 

Meanwhile, another VND5.385 trillion can be saved as 107.7 million ATM cards do not have to be issued with chip-based identity cards instead of ATM cards. And Vietnam Social Insurance doesn’t have to issue health insurance cards.
