On the morning of Aug. 24, the National Assembly passed a resolution allowing two historical and cultural sites to be relocated within the construction area of a road project linking Gia Binh International Airport with the capital.

The resolution received approval from 427 of the 453 lawmakers present for the vote.

Under the resolution, the National Assembly allows mechanisms and policies stipulated in Article 2 of Resolution No. 256/2025/QH15, which covers the investment policy for the Gia Binh International Airport project, to be applied to the relocation of the two heritage sites.

The sites are Dong Coi communal house in Thuan Thanh Ward and Tam Son communal house in Luong Tai Commune, both in Bac Ninh Province. They are located within the area designated for the airport connection road project.

The resolution will take effect on Sept. 20.

Before the vote, Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh presented a report explaining how lawmakers’ feedback had been incorporated into the draft resolution.

Some lawmakers had called for the scope of the resolution to be explicitly limited to the two sites located within the Gia Binh International Airport-Hanoi connection road project, warning that implementation guidelines should not be used to extend the mechanism to additional sites.

The government said it had taken the comments into account and reviewed the draft accordingly. The resolution therefore applies Article 2 of Resolution No. 256/2025/QH15 specifically and exclusively to Dong Coi and Tam Son communal houses.

Regarding Tan Tran Temple in Lam Thao Commune, the government said it would conduct a thorough review of the site’s current status and issues relating to laws governing beliefs and religion.

Following comments from the National Assembly Standing Committee, the temple was not included in the resolution.

Lawmakers also proposed making the Bac Ninh Provincial People’s Committee responsible for the scientific documentation, boundaries, relocation plans and preservation outcomes for the two sites. The government said the recommendation was justified.

These responsibilities are already specified under Article 2 of Resolution No. 256/2025/QH15.

During the relocation process, the Bac Ninh Provincial People’s Committee must ensure that the historical and cultural values of the sites are preserved to the greatest possible extent and continue to be promoted. The process must also be conducted publicly and transparently, with consultations involving local residents.
