The National Single Window will be applied in entry and exit procedures of aircraft at the General Department of Civil Aviation in Viet Nam (Viet Nam Airlines) from January 1, 2017 and other airlines from March 1, 2017, according to the General Department of Customs.


The General Department of Customs asked airlines and State agencies to prepare for proficient IT systems for technical connection with the National Single Window Portal.

Based on regulations under Article 61 of Decree 08/2015/ND-CP, the airlines are responsible  for providing dossiers for the Customs authority such as: the manifest of the imported/exported air cargoes which are transported by aircraft; information about the House bill of lading which is applicable to passenger aircraft; the list of crew on aircraft; the manifest of checked luggage which applies to passenger aircraft.

Besides, the General Department of Customs also proposed that enterprises in the field of express and package services and enterprises in the field of port and warehouse business build information systems in accordance with current regulations on information connection and exchange with Customs.  

As of August 29, 2016, the National Single Window Mechanism connected to ten ministers including the Ministry of Finance (the Viet Nam Customs), the Ministry of Industry and Trade, the Ministry of Science and Technology, the Ministry of Transport, the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, the Ministry of Information and Communications, the Ministry of Culture, Sports, and Tourism, the Ministry of Health, and the Ministry of National Defense.
