The Central Steering Committee for reviewing the implementation of Resolution No. 18 has issued a directive requiring the submission of a proposal on reorganizing administrative units at all levels and establishing a two-tier local government model to the Central Committee before April 1.

Preparing for the 11th Central Conference

On March 20, the Central Steering Committee issued a plan to continue restructuring the political system.

The committee assigned the National Assembly Party Committee to absorb the Politburo's opinions and complete the proposal to amend and supplement the Constitution and related legal documents.

The proposal must be submitted to the Central Executive Committee by April 1.

The Government Party Committee, in collaboration with the Central Organization Commission and relevant agencies, was tasked with collecting feedback from localities and agencies to finalize the plan on restructuring administrative units and implementing a two-tier local government model.

This proposal will be submitted to the Politburo before March 25, and after incorporating the Politburo’s feedback, it will be sent to the Central Executive Committee before April 1.

The Party Committee of the Vietnam Fatherland Front (VFF) and other central mass organizations were instructed to collect feedback from localities and relevant agencies to finalize proposals on streamlining the VFF and political-social organizations. These proposals must be reported to the Politburo by March 25.

The Party Committee of the Supreme People’s Court and the Party Committee of the Supreme People’s Procuracy are responsible for gathering opinions and finalizing proposals on the judicial system, particularly focusing on the elimination of district-level courts and procuracies. These proposals will be submitted to the Politburo before March 25.

The Central Organization Commission is tasked with completing proposals on the organizational structure of local party committees at provincial and grassroots levels. Additionally, it will draft regulations on implementing the Party Charter and prepare human resource plans for the 14th National Party Congress.

The Government Party Committee is also responsible for directing the preparation of proposals to merge provincial and communal administrative units, restructuring functions, and ensuring that office arrangements and public assets are appropriately handled. These tasks are to be completed before April 15.

Implementation after the 11th Central Conference

Following the adoption of resolutions at the 11th Central Conference, the Government Party Committee will guide local authorities on implementing the merger of administrative units at the provincial and communal levels.

The aim is to streamline administrative structures, reduce redundancies, and ensure the proper allocation of resources, staffing, and public assets.

The Government Party Committee will also coordinate with ministries and local governments to propose amendments to legal documents related to administrative restructuring.

These amendments are essential to realizing the goals of the 2013 Constitution revision, the reorganization of administrative units, and the establishment of a two-tier local government model.

The Central Steering Committee also instructed the review and reorganization of agencies like the tax, treasury, customs, social insurance, and statistics offices, ensuring that their structures align with the new administrative arrangements.

In addition, there will be a reorganization of party organizations within state-owned enterprises, financial institutions, and commercial banks.

The National Assembly Party Committee has been tasked with overseeing the amendment of the 2013 Constitution and related laws by June 30. The National Assembly Standing Committee must pass a resolution on reorganizing communal administrative units before this date.

Moreover, the National Assembly will adopt resolutions to merge provincial administrative units and make legislative adjustments to facilitate the implementation of the revised Constitution and the two-tier local government model.

The VFF Party Committee and other central mass organizations must advise the Politburo on decisions regarding the functions, tasks, and organizational structures of the VFF at the central level by April 25. The reorganization of political-social organizations and mass associations affiliated with the VFF must be completed by July 15.
