The information was included in the National Assembly’s Finance and Budget Committee’s report on the policies related to Covid-19 prevention and control, and on mobilizing resources to buy Covid-19 vaccines.
The report has been submitted to the National Assembly Deputies who are attending the second session of the 15th National Assembly.
About VND18.1 trillion from the state budget has been allocated for the vaccine fund. Of this, VND14.574 trillion is from the central budget (VND1.237 trillion from State budget reserve in 2021; VND12.1 trillion from savings from the 2020 central budget’s expenditure; and VND1.237 trillion from the 2020 budget for Covid-19 prevention and control, which the Ministry of Health did not use up and has been carried forward to 2021), and VND3.54 trillion from local budgets (including VND1.04 trillion from organizations and individuals).
Regarding the Covid-19 Vaccine Fund, as of October 5, it had VND8.693 trillion, including foreign currencies, an increase of VND56 billion compared with the previous month. The money has been contributed by organizations and individuals.
As of the end of September 2021, the total amount of money approved for the ministry to buy vaccines had reached VND15.534 trillion.
Of this, the central budget spent VND7.574 trillion (VND1.237 trillion from the 2021 central budget reserve; VND5.1 trillion from savings from central budget expenditures in 2020 and VND1.237 trillion from the 2020 budget for pandemic prevention and control allocated to MOH, which was not used up and has been carried forward to 2021). Meanwhile, VND7.96 trillion was from the vaccine fund.
After deducting the VND15.534 trillion approved to be used to buy vaccines, the remaining resources are VND11.27 trillion, including VND10.53 trillion from the State budget (VND7 trillion from the saving from central budget expenditure in 2020, and VND3.54 trillion from local budgets). The vaccine fund now has VND733 billion left.
The National Assembly’s Finance and Budget Committee has asked the Government to summarize information and submit to the National Assembly Standing Committee a report for opinions. After that, it will be submitted to the National Assembly for decisions on policies related to expenditures to prevent and control the pandemic, and in a report to the second session of the 15th National Assembly about the amount of money spent so far on pandemic prevention and control, including money from the State budget and other sources, and the efficient use of these resources.
A report released by MOH on October 17 showed that Vietnam had received 92.5 million doses of COVID-19 vaccines through the COVAX facility, foreign government aid, and contracts.
