The political power generates economic power, in turn economic power supports, strengthens and increases the political power.

In this way, it is likely that there will have "surprise" changes in the senior personnel at the upcoming National Party Congress.

- Thirdly, the number of members of the Central Party Executive Committee is increasing through Party Congresses. Accordingly, the opportunity to enter the central party committee is broader.

- Fourthly, besides the issue of quantity is the matter of quality.

The quality standards set for the members of the Central Party Committee are quite clear.

But the fact is that after getting the membership and being assigned with specific tasks, some people fail to prove their qualification.

It is time to sum up the performance of high-ranking officials who were elected at the recent National Party Congresses; for example, the percentage of Ministers who previously served as provincial Party Secretary fulfilled their tasks well or the percentage of members of the Central Party Committee who are under the age of 45 fulfilling their assignments well... This will improve personnel planning.

- Fifthly, the new forms of examinations have been added to our country’s examination system: the examinations to select civil servants, to raise the rank of civil servants, to recruit officials for the state, the government and the party …

These examinations are unofficial but they still exist.

The aspiration to become a member of the Central Party Committee is not bad, but even very good. However, there are many ways to participate in the “exams” to enter the Central Party Committee, both positive and negative.

The people wish that members of the Central Party Committee are not those who commit corruption and not opportunists, as the President mentioned before.
