Ninh Thuan, which vows to become the country’s clean energy center, has applied policies to encourage investment in wind power projects. 

However, the province’s investment incentives still have not brought the desired effects and many registered projects have been proceeding at a snail’s pace.

According to the provincial planning and investment department, 15 wind power projects in the locality have been approved. These include 12 licensed projects with total capacity of 748 MW and registered capital of VND22.5 trillion.

However, only three projects have been implemented as scheduled. Three turbines with the capacity of 6 MW have been installed at the 40 MW Dam Nai Wind Power Plant in the districts of Ninh Hai and Thuan Bac. 

The second phase of the project is under execution and is expected to be completed by the end of this year.

The other two projects include the 37.6 MW Phuoc Dinh Plant in Thuan Nam district and 105 MW Trung Nam Plant in Thuan Bac.

Other projects are making no headway, though the local authorities have repeatedly urged investors to accelerate the implementation. 

The 50 MW Phuoc Huu Wind Power Plant kicked off in October 2010 and expected to be completed in December 2011. However, to date, only several items have been finished, while the investor still has not fulfilled procedures to carry out the construction.

Similarly, the 30 MW Phuoc Huu – Duyen Hai 1, the 30 MW Loi Hai 2, 50 MW Win Energy Chien Thang and 27 MW Phuoc Minh are also going very slowly.

The delays in wind power project implementation have been attributed to factors economic conditions, the changes in basic designs of the projects, and the tardiness in signing electricity sale contracts with the Electricity of Vietnam (EVN).

However, deputy chair of Ninh Thuan Pham Van Hau said the reasons cited are unconvincing, saying that the problem lies in the lack of investors’ determination to implement the projects. 

In some cases, investors only began looking for financial partners after getting investment licenses. One enterprise registered three projects, which are going slowly.

The local authorities have decided to cancel one to two projects because of the slow implementation. Investors have committed to accelerate the implementation of remaining projects, but no considerable progress has been made.

In case of Cong Hai 1 project, the investor does not have to pay tens of billion of dong in deposits to ensure the project implementation as per the decision of the provincial authorities. However, the project implementation still cannot satisfy the requirements.
