Foreign leaders reaffirm strong ties and cooperation following Vietnam’s latest leadership appointments.
On the occasion of General Secretary To Lam being elected by the National Assembly as State President, Le Minh Hung as Prime Minister, and Tran Thanh Man as Chairman of the National Assembly, leaders of many countries have sent congratulatory messages, letters and cables.

He expressed confidence that, with his capability and extensive experience, To Lam, together with the leadership of the Party and State of Vietnam, will continue to lead the country and its people to achieve even greater and more significant accomplishments.
Thongloun Sisoulith affirmed his readiness to stand side by side with To Lam to further nurture and strengthen the great friendship, special solidarity, comprehensive cooperation and strategic ties between the two Parties, the two States and their peoples, making them increasingly effective.
General Secretary and President of China Xi Jinping also sent congratulations, affirming that bilateral relations constitute a strategically significant community with a shared future. Under the direction of the two Parties and States, China-Vietnam relations have made remarkable progress, with comprehensive strategic cooperation achieving abundant results and bringing tangible benefits to both peoples.

The Chinese leader noted that since the beginning of the year, the two sides have maintained high-level strategic exchanges and promoted cooperation across various fields, reflecting the close sentiment of “comrades and brothers”.
Xi Jinping emphasized that strengthening unity and cooperation aligns with the common interests of both Parties and countries in the context of rapidly evolving and complex global and regional developments.
He stressed that China attaches great importance to the development of bilateral relations and stands ready to continue strategic exchanges with To Lam, guiding the building of a China-Vietnam community with a shared future and continuously advancing each country’s socialist cause.

Cambodian leaders expressed their delight at the long-standing relationship between the two countries, built on a foundation of solidarity, trust, mutual understanding and sustainable, comprehensive cooperation. They voiced confidence that under To Lam’s leadership, bilateral relations will continue to be strengthened and elevated to new heights.
They reaffirmed their commitment to continue close cooperation with To Lam to enhance both bilateral and multilateral relations, for the benefit of the peoples of both countries as well as for peace, stability and prosperity in the region and the world.
Russian President Vladimir Putin congratulated General Secretary and State President To Lam, noting that the National Assembly’s decision once again demonstrates his highest political credibility and the broadest support for Vietnam’s socio-economic development path and its efforts to safeguard national interests internationally.
President Putin expressed confidence that To Lam’s new role will further strengthen the comprehensive strategic partnership between Russia and Vietnam. He also welcomed continued constructive dialogue and close coordination with To Lam on important issues of bilateral, regional and international cooperation.

Indian Prime Minister Narendra Modi sent a congratulatory message to To Lam, expressing confidence that under his leadership, the friendship between the two countries will continue to grow stronger. He also expressed his desire to work closely to further deepen the comprehensive strategic partnership between the two nations.
Lao Prime Minister Sonexay Siphandone congratulated Prime Minister Le Minh Hung, affirming his readiness to cooperate to promote and further develop bilateral relations, particularly through the effective implementation of outcomes from meetings between the two Politburos and the 48th session of the Laos-Vietnam Intergovernmental Committee.
Chinese Premier Li Qiang congratulated Prime Minister Le Minh Hung, affirming that Vietnam and China are friendly neighbors and important partners sharing many strategic interests. Under the guidance of the top leaders of the two Parties and States, comprehensive strategic cooperation between the two sides has become increasingly substantive and beneficial to both peoples.
Li Qiang expressed his readiness to work with Prime Minister Le Minh Hung to implement important common understandings reached by the top leaders of both Parties and States, accelerate the building of a mutually beneficial cooperation framework, and contribute positively to China-Vietnam relations.
Cambodian Prime Minister Hun Manet congratulated Prime Minister Le Minh Hung, expressing confidence that under his dynamic leadership and vision, and under the guidance of the Communist Party of Vietnam, the country will continue to achieve important socio-economic development successes and further enhance its role and standing.
Hun Manet praised the strong and long-standing friendship between the two countries, built on the spirit of good neighborliness, comprehensive cooperation and long-term sustainability. He expressed his hope to meet Prime Minister Le Minh Hung soon to discuss measures to promote cooperation and strengthen coordination within ASEAN and other multilateral mechanisms.
In his congratulatory message, President of the National Assembly of Cuba Esteban Lazo Hernandez congratulated Chairman of the National Assembly Tran Thanh Man on his re-election, expressing confidence that the long-standing relationship between the two legislatures will continue to be strengthened.
