At a briefing on police work in the third quarter of 2026 on Oct. 1, a representative of the Ministry of Public Security's Security Investigation Department provided an update on the investigation into alleged violations during the high school graduation examination at the Tuyen Quang High School for the Gifted exam site.
The department said investigators have so far charged 41 defendants with "abuse of position or power while performing official duties" under Article 356 of the Criminal Code.
Those charged include Vu Dinh Hung, director of the Tuyen Quang Department of Education and Training, and Le Van Tuyen, head of the department's Quality Management Division.
Four supervisors from two inspection teams assigned by the Ministry of Education and Training and the Tuyen Quang Department of Education and Training have also been charged.
Other defendants include Nguyen Thi Hang, principal of Tuyen Quang High School for the Gifted; Tran Thi Thu Hang, vice principal of Nguyen Van Huyen High School and head of the exam site; Nguyen Hoai Thu, vice principal of Tuyen Quang High School for the Gifted and deputy head of the exam site; and Vu Thi Tuyen, vice principal of Tan Trao High School and another deputy head of the exam site.
The remaining 31 defendants are teachers from high schools across Tuyen Quang Province who were assigned to work as secretaries, exam proctors and support staff at the exam site.
The Security Investigation Agency said it is concentrating resources on urgently investigating and clarifying the alleged offenses committed by the defendants and other people involved so they can be handled in accordance with the law.
Investigators said they were proceeding under the principle that there would be "no forbidden zones and no exceptions."
According to preliminary investigation results, Tran Thi Thu Hang allegedly instructed and guided some proctors to facilitate students taking the mathematics exam.
Following Hang's instructions, Nguyen Ha Duy, a teacher at Tuyen Quang High School for the Gifted who served as a secretary at the exam site, allegedly entered an examination room and directly guided several candidates in completing their mathematics exam.
Authorities said the alleged conduct constituted serious violations of national high school graduation examination regulations, affecting the objectivity, fairness and transparency of the exam.
