On the same day, ACV formally dismissed Vu The Phiet from his position as chairman, also effective March 17.
The leadership change comes after ACV confirmed that on March 4 it had received notification from the Ministry of Public Security’s investigative agency regarding the temporary detention of Vu The Phiet. He is accused of violating regulations on bidding, causing particularly serious consequences, and of receiving money to facilitate contractors in securing project bids.
Also arrested in connection with the case is Nguyen Tien Viet, a member of the board of directors and deputy general director in charge of operations, who concurrently served as director of the project management board for Long Thanh International Airport.
Earlier, on February 25, ACV had already appointed Le Van Khien as the company’s legal representative, replacing Vu The Phiet.
In recent months, ACV has experienced a series of senior leadership changes. On February 2, 2026, deputy general director Nguyen Duc Hung was assigned to oversee executive operations on an interim basis, pending a formal appointment by the board.
At a meeting on the morning of March 18, the Standing Committee of the Central Steering Committee for Anti-Corruption, Wastefulness Prevention and Control agreed to place the case - involving alleged violations of bidding regulations, bribery and bribery receipt at ACV and related entities - under its direct supervision.
ACV currently has charter capital exceeding VND35,828 billion (approximately US$1.4 billion) and plays a central role in managing, investing in and developing Vietnam’s airport infrastructure.
The corporation manages, invests in and operates 22 out of 23 airports nationwide. These include 10 international airports: Tan Son Nhat, Noi Bai, Da Nang, Vinh, Cat Bi, Phu Bai, Cam Ranh, Phu Quoc, Can Tho and Lien Khuong.
It also oversees 12 domestic airports: Buon Ma Thuot, Rach Gia, Ca Mau, Con Dao, Phu Cat, Pleiku, Tuy Hoa, Chu Lai, Dong Hoi, Dien Bien, Tho Xuan and Na San, which is currently not in operation.
In addition, ACV holds stakes in several subsidiaries, joint ventures and affiliated companies within the aviation sector.
The Long Thanh International Airport project, a national flagship infrastructure development, carries a total estimated investment of VND336,000 billion (approximately US$13.2 billion). Phase 1, for which ACV is the investor, has a total investment of nearly VND110,000 billion (approximately US$4.3 billion), with a designed capacity of 25 million passengers and 1.2 million tonnes of cargo annually.
More recently, the Ministry of Construction has assigned ACV to lead Phase 2 of the project, excluding certain aviation technical infrastructure components.
