To realize the goal of becoming a centrally-run city, what breakthroughs does Bac Ninh need in to make terms of mechanisms, policies, planning, infrastructure, and development governance? Among these, which area is identified as the priority to lead the way and create a spillover effect for the entire development process?

Bac Ninh clearly identifies three key breakthroughs of decisive importance to its goal of becoming a centrally governed city.

First is the breakthrough in institutional regime and development governance capacity. The province focuses on completing mechanisms and policies; promoting decentralization and delegation of authority in tandem with stronger inspection and supervision; enhancing administrative discipline and order; building a digital government and a service-oriented government, with the satisfaction of people and businesses as the measure of effectiveness.

Second is a breakthrough in human resources. Bac Ninh considers this the most long-term and sustainable breakthrough. The province focuses on building a contingent of officials with sufficient integrity, competence and credibility, who dare to think, dare to act and dare to take responsibility; while also prioritizing training and attracting high-quality human resources, especially in high technology, digital transformation, logistics, healthcare, education and modern urban management.

Third is the breakthrough in synchronized and modern infrastructure. The province prioritizes developing inter-regional transport connectivity, industrial park infrastructure, urban infrastructure and digital infrastructure; expanding development space and strengthening linkages with the capital Hanoi and other localities in the capital region.

Among these breakthroughs, Bac Ninh Province identifies planning and infrastructure as the areas that must take the lead. Planning must be closely linked with regional and national planning with a long-term vision; infrastructure must create a "runway" for development, reduce logistics costs, and improve production and business efficiency. At the same time, institutions and enforcement discipline are the decisive factors to turn planning and infrastructure into actual development capacity.

Developing a modern urban area without sacrificing the environment, culture, and quality of life is a consistent requirement. How do you assess the role of people and the Kinh Bac cultural identity in creating a sustainable foundation and long-term competitive advantage for Bac Ninh?

Bac Ninh Province identifies people as the center, the subject, and the goal of all development strategies. Economic growth must aim to improve the quality of life, ensure a safe environment, civilized urban areas, sustainable social security, and fair opportunities for happiness for all citizens.

Kinh Bac cultural identity is the core value, the spiritual foundation, and the soft competitive advantage of Bac Ninh. The province views preserving and promoting cultural values not only as a heritage preservation task but also as a way to create intrinsic resources for development. When culture is connected with modern thinking, technology, and the creative economy, Bac Ninh can develop cultural tourism, cultural industry, creative services, and high-quality education and training.

At the same time, environmental protection is identified as a mandatory requirement. The province strictly manages natural resources and land; controls pollution in industrial zones and craft villages; promotes a green economy and circular economy; and raises environmental standards to attract investment. Urban development must go hand in hand with preserving identity, protecting the environment and improving quality of life, so that Bac Ninh truly becomes a place worth living in, worth investing in and worth long-term attachment.

From the forum of the 14th National Party Congress, what message do you wish to send to the people of the province, the business community, and investors regarding the determination, action, and aspiration to build a Bac Ninh that is fast-growing, sustainable, and worthy of a centrally-run city?

The message that Bac Ninh wants to send is: develop fast but sustainably, modern but without losing identity; economic growth must be closely linked with improving the quality of life. This is not just a development choice, but the path Bac Ninh steadfastly pursues in the coming period.

To the people of the province: The core message is that all development guidelines and policies are designed for the sake of people, by the people, and centered on the people. 

To the business community and investors: Bac Ninh Province wishes to continue being a reliable destination, a convergence of cooperation, innovation, and long-term development. The province remains steadfast in selective investment attraction, prioritizing high technology, environmental friendliness, and efficiency.

To the entire political system: The consistent message is the spirit of responsibility, discipline, and action. Every development goal must be concretized by practical work and tangible improvements in social life.
